MIGRATION PROCESSES AND NATIONAL ELITES

In the conditions of globalization, the intensification of relations between different States is taking place; the formation of a common market of capital, technologies and goods is formed. In this merged market there is a segment of the labor market, in which intellectual migration plays an extremely important role. At the present phase, migration processes attract more and more attention of scientists in all leading countries of the world. A special place takes intellectual migration. Human bieng, the human factor, especially their intellect, the educational potential has become a real capital. And migration itself forms the bulk of this capital. Migration is becoming more and more differentiated in terms of educational, qualification and professional characteristics, constantly involving new categories and groups of people in the staffing exchange. From ancient times, intellectual migration has been characterized by the constant movement of scientific staff between universities, which, obviously, determined the growth of prestige and the scientific, educational level of a university. Even in the history of Ukraine we can mention Yury Drohobych (Kotermak), professor and rector of the University of Bologna, professor of the Jagiellonian University, Mykhailo Drahomanov, professor at the Higher School in Sofia (now - Sofia University), etc. The present dictates similar needs in intelligence, which is addressed by promising scientists in the search for self-realization. Disproportionately smaller is the "flow" of scientific personnel to Ukraine. But such examples also take place. James Mace, a well-known historian, political scientist, researcher of the Holodomor, moved to Ukraine for scientific research and linked his scientific and livelihood with our country. In Ukraine, such migration processes are characterized by dynamism, diversity and a set of causes, not only of internal scientific, but also socio-economic nature. Over the past decades, part of the scientists who were unable to adapt to the new socio-economic conditions of post-Soviet Ukraine and could not "stay in science" by migrating to other areas of human activity, for example, in business or migrating to other countries. This, in turn, led to an imbalance in the scientific and educational spheres, and created new challenges and threats to the national educational and scientific sector, which affected the level of technical and technological development of Ukraine. The main goals of this paper is to determine the specifics of migration processes in the intellectual sphere, to identify their causes and social mechanisms, to analyze general and special factors of intellectual migration, to identify trends in intellectual migration and to create the appropriate conditions for the development of intellectual potential of Ukraine. Modern international intellectual migration is made up of two parts: highly qualified specialists who migrate from one developed country to another (mainly within Europe) and from specialists from Asia, Africa, Latin America and Eastern Europe. Developing countries (this group can be safely attributed to Ukraine), as a result of the "outflow of intelligence" are experiencing great complications due to the lack of high-skilled and secondary education. That is why the "outflow of intelligence" is seen as the migration of highly skilled and talented specialists from poor and / or isolated countries to industrial centers. This process is permanent, and is steadily gaining momentum, increasing the flows of highly skilled migrants to the European Union States, and especially the United States of America.
Shadow financial intelligence entities in the structure informal elite processes
The subject research is the theoretical aspects of foreign governance and mechanisms of shadow political and economic intelligence in the structure of informal elite supranational relations, its importance in the system of state security policy, neutralization of unfavorable political, ideological, economic, propaganda background of interstate relations by secret informal means. The purpose of the study is to determine the content of informal processes in the national security structure, as an important segment of the elite shadow power financial and intelligence activities. Methods of research. The paper uses a set of scientific methods and approaches, including systemic, structural–functional, historical, logical, which allowed to ensure the conceptual unity of the study on the initial conditions for the formation of shadow elite financial intelligence activities. безпосеResults of the work. The article substantiates the need for further study of an important element of external shadow management – informal elite cross–country intelligence, their impact on the official spectrum of state policy, the need to develop this segment of intelligence by appropriate means of national security. Application of results. The system of sciences from the family of public administration, a wide range of methodological aspects of socio–economic, legal sciences of national security on the problems of dysfunctional development of the object of study. Conclusions. The situation, which happened in Ukraine (political and economical crisis, military operations, loss of a territorial part etc.), proves the incapacity of political elite to overcome this kinds of crisis. The factual cleavage of the country, which continues during more than ten years – is the result of specifially domestic political elite. From its activities, directed either on cleavage or on consolidation of the country and also on the instruments, which are used, the fate of separate regions and state in whole and the political elite itself. That is why the studying of the domestic elite is permanently actual.Revolution of dignity, reformatting of the government, occupation of part of the territory and reforms as the result, became the events, which could mainly determine the main political processes in Ukraine. Signifiant (quantitative) personal changes of individual character occurred. But question if any qualitative changes in political elite occurred is not studied yet.The aim of the article is to analyze and characterize the existing points of view about concept "political elite" in modern political science.To talk about the elite it is necessary to take into consideration what scientists understand under this notion and how average citizens defie this concept. There are many debates about this term, because nowadays it is not correct and even immoral to use it to defie many authoritative persons, who cannot be named either the best or worthy and elected.Despite all researches, scientists didn't come to common conclusion about the defiition of "political elite". Besides that in scientifi circle there are many objections about using of this term.After studying all existing points of view, we made a conclusion that political elite is the internally solidary, relatively prior social group, which forms the most powerful and politically active social minority and it is the subject of approving or has the decisive inflence on approving (disapproving) of political decisions. Comparative analysis of institutional factors of effective elite power functioning in domestic and western structures
The subject of the study is the theoretical aspects of one of the important elements of the theory of shadowing of power – power relations on the peculiarities of the functioning of modern effective shadow elites, in particular, their methods of comparative analysis compared to Western and domestic clan power systems, limiting the negative clan influence factors of quasi–modernization and localization of excessive shadow influence on the government. The purpose of the study is a comparative determination of factors that increase the efficiency of the shadow elite under domestic conditions, the positive experience of the relevant functioning of the Western shadow elites. Methods of research. The work uses a set of scientific methods and approaches, including systemic, structural–functional, historical, logical, which allowed to ensure the conceptual unity of the study on the initial conditions for the formation of modern shadow domestic and western elites. Results of the work. The article substantiates the factors that determine the peculiarities of the functioning of domestic and western shadow elites, which cause significant differences in achieving social efficiency, in particular the activities of the state. Application of results. The system of sciences from the family of public administration, a wide range of methodological aspects of socio–economic, legal sciences on the problems of dysfunctional development of the object of study, in particular criminology. Conclusions. The main results of the study, their theoretical developments should be reduced to the following conclusions: 1) the elite system of power is divided into the official public and, to a large extent, the shadow component; this state has, to some extent, an objective character; it is necessary to ensure functioning in the mode of increase of the social and economic efficiency (for a society, for the state); 2) systemic, modern institutional factors of functioning of the domestic elite possess a large volume of deviation, criminogenic ...

Idea of modernization reputation in contemporary social sciences ; РЕПУТАЦІЯ ІДЕЇ МОДЕРНІЗАЦІЇ В СУЧАСНОМУ СУСПІЛЬСТВОЗНАВСТВІ
The article deals with current historiography of the research program of modernization in Western – mostly US – academic literature. The article stresses the importance of the theory's reputation for its success or failure. The paper traces the origins of the critique of the discourse of modernization. The interrelation between academic scholarship and ideological partisanship is being examined. It is argued that ideology is an integral part of academic discourse, so the task of academics is not to get rid of ideology but to control it and keep within reasonable boundaries. The topicality of the issue raised in the article is determined by the hegemony of neo-liberal thinking which is a descendant of modernization theory with its belief in the exemplar nature of the Western experience. The article juxtaposes two mutually exclusive approaches to modernization theory, that of E.Tiryakian and I. Wallerstein. While the former is advocating the worthiness of modernization theory on grounds of its intellectual prowess, the latter is claiming that the idea of modernization was ideology, not a theory and as such was stillborn. Thus, they arrive at mutually opposite conclusions – the revival of modernization theory versus its burial. The article examines the vast literature on the origins, developmental history and political connections of modernization theory. The involvement of the founders of the modernization theory into the policy making towards the Third World is discussed. The role of modernization theory in buttressing the US policy during Vietnam War is revealed.It is argued that reputation of the scientific theory is critical to its reception and survival. The modernization theory today in Western nations is faced with radical left rejection, liberal critique and uncritical apology. At the same time there is a dangerous trend in Ukraine when the modernization theory is being perceived and (ab)used in a ritualistic manner. This is posture towards modernization research program should be combated by means of restoring value of rational discourse and selective appropriation of the legacy of the idea of modernization. ; Стаття розглядає сучасну історіографію дослідницької програми модернізації у закордонній - переважно американській – суспільствознавчій літературі. Стаття простежує походження критики дискурсу модернізації, визначає взаємовідношення між науковою теорією і партійною ідеологією в рамках дослідницької програми модернізації. Стаття вибудовує типологію підходів до теорії модернізації: ліворадикальний заперечення, ліберальну критику і некритичну апологію, а також пропонує визначити впливову тенденцію сприйняття теорії модернізації в Україну як рітуалізований культ.

The revolutionary transition of power to democratic forces after the "dignity revolution" in 2014 in Ukraine did not indicate the absence of contradictions within the new ruling class, because patriotic and devotion to democratic transformation are not the only condition for the consolidation of the ruling class. The democratic theory of the elite, which corresponds to the essence of the designated form of government, recognizes the existence of a select minority (elite) in each of the social spheres, which owns intellectual and voluntary law, not leadership. The relations between the elites are not stable, but on the contrary may become exacerbated in the fractured periods of history In the countries of "young democracy", the relationship between the political and military elite is controversial lace of relations, because the military elite represents a closed "group of interests" in politics, so it can move from supporting the ruling class to a strong opponent of relations. Even the neutral position of the military elite includes a variant of interference in political processes of power scale. Revolutionary changes on Ukraine's path to European integration may have been deeply embedded in the formation of a new military elite that has tempered itself in the armed struggle with the Russian-separatist forces, was engaged in joint exercises, and most importantly, in business cooperation with representatives of the military elites of the West, which have a long tradition Serious interaction with the ruling class. Taking into account that social and political processes in Ukraine can be compared with developing countries, the whole set of contradictory relations between the political and military elite in our country should be directed to the general line of constitutional-legal civil-military relations.

UKRAINIAN NATIONAL ELITE OF THE POST-COLONIAL ERA: CIVIL DIMENSION

The article analyzes the Ukrainian national elite of the postcolonial era through the prism of citizenship. In recent years, the interest in elitist issues has been grown significantly. In modern socio-humanitarian field, the issues of the elites' role in the modern world, the criteria for evaluating different elite's activity, the measure of their citizenship, patriotism and professionalism are often discussed. Positive social transformations in many respects depend on the qualitative state of modern Ukrainian elites, on their socio-political maturity, on their willingness and ability to consolidate Ukrainian society, on the level of their responsibility for the fate of Ukraine. The author of the article follows to the concept of plurality of elites (based on the idea of distinguishing elite groups in the fields of their leading activities), which enables the allocation of political, ideological, publicadministrative, military, economic and engineering, scientific, spiritual, medical, educational (pedagogical), cultural-artistic, religious, informational, sporting, etc. In the post-colonial period, all these elite groups must become an integral elements of the Ukrainian national elite. In article the citizen is analyzed as a subject of qualitative social transformations in the post-colonial period, as well as civil practices of self-organization of society in the context of modern transformational processes in Ukraine by the article. The phenomenon of civic activity of an elitist person is analyzed in a theoretical, methodological and empirical perspective. The article deals with theoretical and methodological bases, structure and development peculiarities of the civil position of the personality. Civil society is seen as a cultural and historical type of society. The peculiarities of its formation and functioning in post-colonial Ukraine are analyzed. The author suggests his own periodization of the civil society development in Ukraine. So, the Ukrainian national elite would become the true subject of decolonization of Ukraine and positive social transformations only when all its representatives will begin to perform their core functions in a responsible way: culture-creating, state-building, nation-building, as well as consolidating, creative-transforming, forecasting, motivational, mobilizing, administrating, spiritual-ideological, identification, patriotic, humanistic, axiological, democratic, stabilizing, strategic, security, etc. The Ukrainian national elite must respond on time to the challenges posed by time (globalization, ecological, economic, technological, informational, etc.). The most important for modern Ukraine isn't only the formation of an effective and responsible political elite that could consolidate other elite groups, directing their activities in a constructive way, but also ensuring its timely rotation, qualitative upgrading, de-oligarchy and overcoming its alienation from society. The national elite must carry out highquality legal, political, socio-economic, socio-cultural, technological, ecological and other transformations; to support the integrity and spiritual unity of society, the development of democracy and self-organization processes in Ukraine, the formation and approval of a civil-political and European civilization identity of Ukrainian citizens.

The article explores the characteristic features of social development. The peculiarities of elite formation in modern society are defined. The main aspects of political managerial elite formation in the USA, Great Britain and Japan are outlined. The article formulates directions for the use of foreign experience in the mechanism of political managerial elite formation in Ukraine. ; Досліджено характерні риси сучасного суспільного розвитку. Визначено особливості формування еліти у сучасному соціумі. Окреслено основні аспекти формування політико-управлінської еліти у США, Великобританії та Японії. Сформульовано напрямки застосування зарубіжного досвіду в механізмі формування політико-управлінської еліти в Україні.
