Plan, market and unequal regional development in Yugoslavia
In: Soviet studies: a quarterly review of the social and economic institutions of the USSR, Band 40, Heft 1, S. 100-124
ISSN: 0038-5859

In: Osteuropa, Band 57, Heft 8/9, S. 511-530
ISSN: 0030-6428
(DIPF/Orig.).;;;With the disintegration of the Soviet Union, the Central Asian states' social systems were plunged into crisis. This crisis appears to have bottomed out. To this day, these states live off the infrastructure and socio-political inheritance of the Soviet Union. Literacy rates are high; at the same time, facilities are inefficient and under financed. The governments know about the problems and show a willingness to reform. The basic conditions are better then ever: The gross domestic product is rising. Indicators of development such as life expectancy are pointing upward. Investments and reform are necessary to make the transition from underdevelopment to modern societies. Health and education are the preconditions of all development. (DIPF/Orig.).
Early childhood development in Tonga: baseline results from the Tongan Early Human Capability Index
In: A World Bank study
Offers a comprehensive assessment of early child development across Tonga using the Tongan Early Human Capability Index instrument. The data has information on more than 6,600 children, ages three to five, living across 36 inhabited islands, and reported for 129 communities. On the basis of population figures from the Tongan census data collection provided by the Tonga Department of Statistics, 81 percent of three- to five-year-olds participated in the Tongan Early Human Capability Index. The report details the development of the instrument used to collect the child development data to ensure cultural validity and local relevance, while still capturing the fundamental aspects of child development that are consistent across countries and cultures. As well as the development of the instrument, other countries will also be interested in learning about h the method of data collection across a country with remote and isolated islands using an innovative partnership between health and education. Using existing systems and community governance structures, the data was not only collected but also disseminated back to communities to raise awareness and prompt community and government mobilization to support early child development. The process of developing and implementing the Tongan Early Human Capability Index across Tonga helped build national and district capacity, and is encouraging the establishment of community-based supports for children. Researchers, policy makers, and practitioners as well as advocates for the development and enhancement of systems to monitor early child development worldwide will find this publication highly significant
Rural poverty in Indonesia: proxy-means tests, dynamics, and linkages with deforestation
This thesis aims at analyzing three aspects of rural poverty in Central Sulawesi, Indonesia: Its aim is to assess the robustness of two operational poverty assessment models developed in 2005 for Central Sulawesi. It thus contributes to the discussion on the rationale for operational poverty assessment by proxy-means tests. Furthermore, the study aims to gain a better understanding of the poverty dynamics in the region and it is the most recent contribution to the to this topic in the Indonesian context. Additionally, the study explores the link between rural poverty and deforestation at the household level in the research area. The analyses are based on primary data obtained from household surveys on expenditures and income in the vicinity of the Lore Lindu National Park in Central Sulawesi. In 2005, two very promising operational poverty assessment models were developed for Central Sulawesi using 15 proxy indicators to predict absolute poverty. In 2007, both models were tested regarding the extent to which these models are robust over time in terms of prediction power and in terms of their indicator composition ...
