La tesi si propone di trattare aspetti di natura gestionale ricorrendo alla teoria neo-istituzionale e neoclassica, mediante misure di valutazioni economiche adottate dalla Economia delle Risorse e dell'Ambiente. Il lavoro concerne l'applicazione di un modello di scelta di aiuto alla gestione di una piccola porzione della fascia costiera del Comune di Tarquinia interessata dalla presenza di un area protetta: la Salina di Tarquinia. Finalità di tale tesi è studiare come differenti stakeholder istituzionali rispondono alla proposta di nuovi obiettivi di gestione e pianificazione delle coste e delle aree protette, utilizzando la tecnica delle preferenze dichiarate (choice modelling). L'analisi di tale lavoro non si focalizza sul modo di risolvere o analizzare potenziali esternalità derivanti da conflitti istituzionali o di mercato, ma su come costruire un core di certezze, attraverso tecniche partecipative, che possa essere di aiuto allo programmazione dell'area. Successivamente l'analisi del benessere, per un'ipotetica apertura della Riserva a pagamento, è stata realizzata valutando le preferenze di un pubblico vasto. I risultati ottenuti fanno emergere interessanti considerazioni sulla possibilità di adeguare il framework gestionale e promuovere nuove forme di governance capaci di ridurre gli attuali contrasti nella gestione e di tenere in considerazione anche delle preferenze del pubblico. ; This thesis regards management strategies for protected areas by adopting the neo-institutional and neo-classical economic approach. The latter is invoked by setting up a resource economic valuation generally addressed by Environmental Economics. This contribution concerns more specifically the application of an econometric model (conditional logit model) to give a support in managing a small coastal area located in the borough of Tarquinia: The Tarquinia Saltwork (Salina di Tarquinia). Aim of this thesis is to study how different institutional stakeholders react to the proposal of new planning and management objectives of this coastal protected area, by using the choice modelling approach. This research is not focused mainly on resolving or analysing market and institutional externalities, but especially in building up a core of certainties which may be helpful to derive new future decisions about the management of the area. Moreover the welfare analysis, throughout the study of the consumer surplus, has been implemented by valuing the preference of people and their willingness to pay to access the protected area. Results support the idea of amending the actual legislative and management framework, and promoting a new governance aimed at removing disputes and taking into account the preferences of a vast number of people (relevant stakeholders and potential users of the area).

Di fronte alla rapacità dello sfruttamento dellerisorse del pianeta, nessun cambiamento è possibile a prescindere da saldemotivazioni e da un consapevole impegno educativo che attraversa sceltepolitiche ed economiche per formare persone che si prendano cura delcreato.

Una piazza per il Belìce. Strategie per il Territorio Arcipelago
Le grandi città globali non sono più gli unici contesti per la competizione territoriale: l'Italia è un importante esempio di un nuovo sistema di piccole e medie città, una sorta di arcipelago di spazi tenuti insieme da identità locali, animato dalle comunità, ma frenati da geografie impervie. L'articolo definisce come un territorio può applicare protocolli e azioni innovativi per la sfida dell'Italia interna. Questa "Inner Italy" può essere una piattaforma per l'innovazione locale, lo sviluppo sostenibile, la resilienza ecologica e sociale e la coesione territoriale, come mostrato nella letteratura internazionale, in riferimento sia al Territorio-Arcipelago (Carta, 2016), sia ai contesti urbani (Schröder et al., 2016). Il Belìce, in Sicilia, è l'esempio di questa nuova visione spaziale e relazionale come è evidente in uno dei suoi nodi urbani più celebri: Gibellina.

Spatial structure and economic development: the case of Italy
The aim of this thesis is contributing to the debate about the organization of economic activities across space and its impacts both on economic competitiveness and on environmental sustainability. The first chapter states the most important aspects of spatial structure, which are polycentric development and urban dispersion, and highlights the relevance of spatial economic organization for public policies, in particular with reference to the spatial policies addressed by the European Union. In order to assess the effects of spatial structure, the second chapter tackles the issue of the analytical definition and measurement of polycentricity and dispersion. By surveying the most relevant literature in urban and regional economics, and geography and spatial planning, the chapter illustrates the main analytical dimensions and the empirical methods for the measurement of spatial structure at regional level, providing an empirical illustration on Italian regions. The third chapter analyses the relationships between spatial structure and economic competitiveness in Italian NUTS-3 regions. It presents the theoretical framework, grounded on agglomeration economies literature, and check whether agglomeration economies may depend on spatial organization of economic activities across Italian regions. In the empirical analysis labour productivity is taken as a proxy for economic competitiveness and both of polycentricity and urban dispersion seems to have negative impacts. The fourth chapter analyses the links between spatial structure and environmental pressure. The latter have been measured by gas emissions generated by private road transport and house heating. After the literature review, the chapter shows, through regression analysis of NUTS-3 regions, that spatial structure influences CO2 emissions from transport and PM10 emissions from house heating, with no evidence that polycentricity helps in reducing emissions. The thesis concludes discussing the main results from the empirical part of the work and sketch further steps in the analysis of spatial structure and economic development.

La sfida della responsabilità ambientale nel sistema costituzionale alla luce dell'enciclica Laudato si'
Il lavoro muove dall'espressione "responsabilità ambientale" per focalizzare l'attenzione sul versante dei doveri dei singoli e delle istituzioni in relazione ad una tematica complessa e interdisciplinare, che concerne il rapporto fra uomo e natura, i c.d. diritti delle generazioni future, il diritto alla salute, quello alla libertà di impresa e allo sviluppo economico-sociale, in relazione alla protezione dell'ambiente, sintetizzabile nel concetto di sviluppo sostenibile. Dopo aver richiamato il quadro giuridico europeo e aver posto in luce la rilevanza sia ambientale, sia economica di alcune norme, ci si sofferma criticamente sul paradigma al quale solitamente si riconduce la questione ambientale: quello del dilemma fra l'impresa e l'ambiente, fra la libertà di iniziativa economica e l'ecologia. Un'impostazione che è riflesso della contrapposizione fra le due principali visioni, estreme, concernenti il rapporto fra l'uomo e la natura: quella dell'antropocentrismo tecnocratico e dell'ecologismo. La ricerca di un equilibrio e di un legame fra ambiente ed economia, nella consapevolezza che gli interessi di ciascun ambito, alla lunga, siano tra loro convergenti, viene dunque additata come la vera sfida, in coerenza con i principi costituzionali e in consonanza con il messaggio di fondo dell'enciclica Laudato si'. Si evidenzia, infine, come la responsabilità ambientale rappresenti una sfida non solo sotto il profilo costituzionale ed economico, ma anche sotto il profilo filosofico-antropologico, ove si approfondisca e si riconosca il tema dell'esistenza di finalità in tutti gli esseri, compreso l'uomo, così da configurare anche un'«ecologia umana». La domanda circa l'esistenza di una ragione oggettiva che si manifesta nella natura conduce così alla domanda circa l'esistenza di una Ragione creativa e alla prospettiva di un Creator Spiritus, come ricordato da Joseph Ratzinger nel discorso al Parlamento tedesco del settembre 2011, non senza riferimenti critici alla differente prospettiva di Hans Kelsen, chiusa alla possibilità di tale prospettiva. ; The work moves from the expression "environmental responsibility" to focus on the duties of individuals and institutions in relation to a complex and interdisciplinary issue, which concerns the relationship between man and nature, the "rights of future generations", the right to health, the right to freedom of enterprise and economic-social development in relation to the protection of the environment, that can be summarized in the concept of sustainable development. After having recalled the European legal framework and having highlighted the environmental and economic importance of some norms, the Author focus critically on the paradigm to which the environmental question usually refers: that of the dilemma between business and environment, between economic freedoms and ecology. This approach is a reflection of the contrast between the two main, extreme visions concerning the relationship between man and nature: technocratic anthropocentrism on one side and ecologism on the other. The search for a balance and a link between environmental protection and economics, in the awareness that the interests of each area, in the long run, are converging, is therefore considered as the real challenge, consistent with the constitutional principles and with the background message of the famous encyclica Laudato si'. Finally environmental responsibility represents a challenge not only from a constitutional and economic point of view, but also from a philosophical-anthropological one, where the issue of the existence of finality in every living beings, including the human being, is recognized, so as to configure a 'human ecology '. The question about the existence of an objective reason manifesting in nature thus leads to the question about the existence of a Creative Reason, as recalled by Joseph Ratzinger in his speech to the German Parliament in September 2011, not without any critical reference to the different perspective of Hans Kelsen, closed towards this research.
