Günümüz toplumlarının karşı karşıya kaldığı en önemli krizlerden birini oluşturan çevre sorunları, insanlığın önünde aşılması gereken önemli bir meseledir. Çevre sorunlarının hava kirliliği, küresel ısınma, iklim değişikliği, su sıkıntısı, türlerin yok oluşu gibi farklı şekillerde gündeme gelmesi 20. yüzyılın ikinci yarısına rastlamış olmakla birlikte çevre sorunlarının bu yıllarda birdenbire ortaya çıktığını söylemek yanlıştır. Ekolojik tahribatın boyutları, sanayileşme ile birlikte yükselişe geçen tüketim toplumunda ciddi düzeye ulaşmakla birlikte, insanın doğaya müdahalesinin kökenleri daha da geridedir. Çevre sorunlarının geçmişi insanlık tarihi kadar eskidir. İnsanın doğaya müdahalede bulunması, sanayileşmenin ve makineleşmenin yaygınlaşmasıyla doğayı kendi dengesini sürdüremeyecek ölçüde yıpratmaya başlamıştır. Bu durum koruma amaçlı birçok örgütün kurulmasına ve hükümetleri çevre sorunlarına karşı önlemler almaya zorlamıştır. Çalışma üç bölümden oluşmaktadır. Birinci bölümde çevre sorunlarının düşünsel arka planı ve tarihsel gelişim süreci ele alınmaktadır. Bu bağlamda insan doğa ilişkisi ve ekolojik düşüncenin ortaya çıkışından bahsedilmektedir. İkinci bölümde Avrupa'da çevreci hareketin oluşumu ve siyasallaşma süreci ayrıntılı olarak ele alınmaktadır. Bu gelişim ve siyasallaşma süreci örneklem olarak seçilen; Almanya, İngiltere ve Amerika üzerinden incelenmektedir. İkinci bölümde Yeşil Partilere ayrıntılı olarak değinilmektedir. Çevre hareketinin toplumsal hareketten siyasal partilere dönüşmesi Yeşil Partiler aracılığı ile gerçekleşmiştir. Çalışmanın üçüncü bölümünde ise Türkiye'de çevre hareketinin gelişim süreci incelenmektedir. Özellikle Cumhuriyetin ilk yıllarından Yeşiller Partisi'nin kurulmasına kadar uzanan süreçte ortaya çıkan çevresel eylemlerin üzerinde durulmaktadır. Ayrıca çevreci hareketin siyasallaşmasını sağlayan Yeşiller Partisi de bu bölümde ele alınmaktadır. ; The environmental problems that constitute one of the most important crises facing today's society are an important issue that must be overcome for humanity. It is wrong to say that environmental problems such as air pollution, global warming, climate change, water stress, species disappearance are suddenly emerging in these years with environmental problems coming to light in the second half of the 20th century. The extent of ecological destruction, with industrialization, has reached a serious level in the consumer society that has risen, and the origins of man's intervention in nature are further back. The history of environmental problems is as old as the history of mankind. The discovery of human intervention in nature has begun to worsen nature with the widespread use of industrialization and mechanization, which can not sustain its own balance. This has forced many organizations to establish conservation-oriented organizations and to take measures against environmental problems. The study consists of three parts. In the first part, the intellectual background of environmental problems and the historical development process are discussed. In this context, human natüre relation and the emergence of ecological thought are mentioned. In the second part, the formation of the environmentalist movement and the process of politicization in Europe are discussed in detail. This development and politicization process was analyzed on a chosen sample; as Germany, England and America. In the second part, the Green Parties are mentioned in detail. The transformation of the environmental movement from the social movement into political parties has been realized through the Green Parties. In the third part of the study is examining the development of the environmental movement in Turkey. It focuses on the environmental actions that took place in the process, from the first years of the Republic to the establishment of the Green Party. In addition, the Green Party, which enables the politicization of the environmentalist movement, is also dealt with in this section.
This paper argues that by portraying minority concerns primarily as cultural concerns and by discussing minority existence independently of capitalism, neoliberalism, feminism, environmentalism, globalization, and the distinction between the Right and the Left, the dominant discourse on ethno-cultural minorities, namely multiculturalism, may lead to the reduction of minority communities to cultural entities in the collective consciousness of the dominant majority. Such reductionism endangers minority existence by identifying the question of minorities with the question of culture to the point that minorities voicing their noncultural political concerns increasingly appear unintelligible, presumptuous, or even destructive to wider society. Against this background, the paper discusses why and how ethno-cultural minorities may find their collective identity in different, not necessarily ethno-cultural, political formations in the age of neoliberal globalism, such as anti-neoliberal, anti-globalist, cosmopolitan, environmentalist, anti-capitalist, feminist, radical democratic, republican, and anti-imperialist. This discussion is based on Ernesto Laclau's and Chantal Mouffe's understanding of hegemony and social antagonism.

Especially, from the earliest times, the dealing with trade has begun to criticize the state administration with the grounds that state policies are restrictive and argues that the authorities of the state should be limited. Along with all these developments and globalization process, state and civil society relations have transformed and civil society organizations and state governments have been under control After the 1970s, with the developments in communication and technology, the world became a global village where the borders are left. With the disintegration of the Soviet Union in the 1990s, the understanding of the nation-state became weaker, the neoliberal policies became operative and the number of non-governmental organizations (NGOs) increased steadily. These developments also affected the management approach and the transition from management to multi-actor governance on which participation was based. At this point, NGOs which act as a bridge between the state and the private sector as the third sector, play an active role in almost every field and become an important actor. After Industrialization Revolution in the world, the increase of environmental problems has brought the necessity of struggling with these problems. In reaction to negative effects of Industrialization Revolution, the first environmentalist movements have emerged in 19th century as protectionist movements. In year 1971, Greenpeace, the largest NGO of the world struggling with environmental crimes, has been established. In this study, Greenpeace's activities will be dealt with in the face of increasing environmental problems caused by the impact of developing technology and globalization, by revealing the change that civil society and non-governmental organizations have undergone.

ÖZETEnerji, her gün daha fazla duymaya başladığımız, çevresel, finansal etkileri olan ve toplumların refah seviyesi ve üretim için en temel girdidir. Gelişimin unsuru olan enerjinin kullanımında, küresel eğilimler kamuoyu oluşturmakta ve çevresel etkileri nedeniyle fosil yakıtların tüketimi ve verimsiz kullanıma baskı artmaktadır.Bizim konumuz olan enerji verimliliği ulusal rekabet gücümüze katkı sağlamanın ve çevresel baskılar sonucu ileride oluşacak uluslararası yaptırımlara hazırlıklı olmanın temelini oluşturmaktadır.Hükümetler tarafından yapılan kanuni düzenlemeler ile tüm hukuksal altyapı uluslararası hukuğa ve ulusal ihtiyaca uygun hale getirilmiştir.Tüm bu unsurlar bir araya getirildiğinde ülkemizde yer alan tüm işletmelerin enerjiyi daha verimli kullanmaları, kanuni yükümlüklerini yerine getirmelerine, maliyet avantajı aracılığıyla rekabet güçlerini artırmalarına ve geleceğin en önemli pazarlama unsuru olan çevreci şirket imajlarına katkı sağlamaktadır. Bu çalışmanın amacı enerji kavramı, enerji verimliğinin çevresel ve ekonomik boyutta öneminin tanımlanması, uluslararası uygulamalar ile ulusal durumun karşılaştırılmasının yapılmasıdır. Bu karşılaştırma ve analizler enerji kullanımı yoğun, ulusal ekonomideki payı büyük olan hizmet sektörü özelinde incelenmiştir.Bu çalşma üç bölümden oluşmaktadır, ilk bölümde enerji tanımı, kaynakları, kullanım alanları, verimlilik ve uygulamaları, uluslararası uygulamalar ve sonuçları, şirketler için maliyet muhasebesi kavramlarını içermektedir. İkinci bölümde ise hizmet sektörünü oluşturan en önemli alt gruplardan konaklama tesisleri üzerine yoğunlaşılmıştır. Antalya bölgesinde yer alan 5 yıldızlı oteller ile yapılan bir anket çalışması ile bu anketin analizi ikinci bölümde yer almaktadır. Son bölümde ise uygulama ile ortaya çıkan sonuç açıklanmaktadırBu çalışma hem kavramsal olarak enerjiyi, kaynakları, tüketimini, çevresel sonuçlarını, finansal etkilerini açıklamakta hemde saha çalışması ile sonuçlarını göstermektedir.ABSTRACTEnergy is the most important input required for the production and increasing the welfare level of the communities and which we hear much more every passing day and has environmental and financial affects. The global trends form the public opinion while the usage of energy which is an element of development and the enforcements over the consumption of fossil fuels and against ineffectual usage is increasing. Energy productivity which is our issue here, form the basic for the contribution in our national competitive power and being ready for the international enforcements that will arise in the future as the result of environmental pressure. The legal regulations prepared by the government and all legal infrastructure were made proper into international laws and national requirements. When all these elements are put into together, more productive energy usage of all enterprises exist in or country contributes to performing their legal obligations, increasing their competitive power through cost advantages and their environmentalist company image which is the most important marketing element of the future. The purpose of this study is to make the definition of energy concept and defining the energy productivity in accordance with the environmental and economic dimensions and performing the comparison of international applications with national situation. These comparisons and analysis were performed specially at service sector, whose share in national economy is great and at which energy usage is intensive. This study is formed of three chapters. In the first chapter includes the definition of energy, energy resources, energy usage and application areas, international applications and their results and the cost accounting concepts for the companies. In the second chapter, the study is focused on accommodation facilities which are ones among the most important sub groups that form the service sector. A survey study performed with the 5 star hotels located in Antalya region and analysis of this survey also take place in the second chapter. And in the last chapter, the results achieved at the end of the application are explained. This study both explain the energy, resources, energy consumption, environmental results, financial affects conceptually and also shows the results by means of the field study.
AB SÜRECİNDE TÜRKİYE TARIMIAvrupa Birliği (AB); siyasi ve ekonomik anlamda uluslararası bir bütünleşmedir. Avrupa'da siyasi ve ekonomik bütünleşme Avrupa Ekonomik Topluluğu'nun (AET) kurulmasıyla başlamıştır. 1951 yılında kurulan Avrupa Kömür ve Çelik Birliği (CECA) bütünleşme yolunda atılmış ikinci adımdır. Ekonomik yönden birleşme fikrine yoğunlaşılması sonucunda 25 Mart 1957 tarihinde Avrupa Atom Enerjisi Topluluğu (EURATOM) kurulmuştur. Bu topluluklar AB'nin temelini oluşturmaktadır. 1 Ocak 1958 tarihinde kurucu altı ülke (Almanya, Fransa, İtalya, Belçika, Hollanda, Lüksemburg) tarafından imzalanarak yürürlüğe giren Roma Anlaşması ile Avrupa Ekonomik Topluluğu bugünkü adıyla Avrupa Birliği kurulmuştur. AB, Avrupa'da yaşanan savaşların tekrardan çıkmasını engellemek, ekonomi alanında yaşanan işsizlik sorunu çözmek, az gelişmiş bölgelerin kalkındırılması ve yaşam standartlarının yükseltilmeyi amaçlamaktadır.Avrupa Birliğinin İç politikalarının temeli, 'Serbest Piyasa Düzeni' oluşturmakla beraber birçok korumaya yönelik önlemler ve birlikte hareket etme prensibine önem verilmektir. Emeğin serbest dolaşımı konusu, Ankara Anlaşması ve Katma Protokol ile 1976-1986 tarihleri arasında aşamalı olarak gerçekleşmesi öngörülmüş olsa da bu durum AT tarafından kabul edilmemiştir. Türkiye AB' ne katılım süreci içerisindeki aday adayı ülke konumundan 1999'da düzenlenen Helsinki Zirvesi ile aday ülke konumuna geçmiştir. Ayrıca AB, bu süreçte Türkiye'nin diğer aday ülkelerle aynı şartlara sahip olacağını belirtmiştir.1923-1950 yılları arasında tarımsal KİT'ler kurulmuştur. Türkiye ekonomisinde 1960'lı yıllardan sonra planlı döneme geçilmiştir. 1960-1970 yılları arasında tarımsal girdi kullanımının teşviki ve sulama alanlarına yönelik yapılan yatırımlarla sağlanan verim artışı sonucunda destekleme alımları yapılmış ve desteklenen ürünlerin sayısı arttırılmıştır. Bu dönemde yaşanan sosyal ve siyasal istikrarsızlık, Kıbrıs Savaşı, petrol krizi ve döviz darboğazından dolayı ekonomide durgunluk yaşanmıştır. Bu gelişmeler sonucunda Hükümet önlemler almaya başlamış, 1978 yılında "istikrar programı "nı açıklamıştır. İstikrar programı içerisinde yer alan ve uygulanan önlemler; KİT açılarlını kapatmak amacıyla KİT ürünlerine zam yapılmış, ithalat zorlaştırılmış ve devalüasyon yapılmıştır. 1979 yılında uygulana yeni bir program ile KİT ürünlerine yönelik zam uygulamasına devam edilmiş, faiz oranları yükseltilmiş ve Türk Lirası yeniden devalüe edilmiştir. Enflasyona engel olunamamasından ve durgunluğun devam etmesinden dolayı 24 Ocak1980 Kararları alınmıştır. 1980 sonrası dönemde 24 Ocak 1980 Kararlarıyla; devletin tarım sektörüne sağladığı destek azalmıştır. Fiyat yoluyla desteklenen ürün sayısı, 1980 yılında 24 iken, 1981 yılında 20'ye, 1985 yılında 18'e,1990 yılında ise 10'a düşmüştür. Nisan 1994'de yaşanan ekonomik kriz nedeniyle desteklenen ürün sayısı azaltılmış Bu süreç 2001 yılı sonuna kadar devam etmiştir. 2000'li yıllara gelindiğinde etkinliğini yitiren tarım politikalarının yerini, rekabete dayalı, adil, çiftçinin gelir düzeyini yükseltmeyi amaçlayan çevreci olan daha etkin tarım politikaları almıştır. Yeni tarım politikalarının hedeflerine ulaşmak için kullanılan araç, Doğrudan Gelir Desteği Uygulaması'dır. Bu uygulama AB'nde uygulanan Tek Çiftlik Ödeme Yöntemi için temel oluşturma niteliğindedir.1980'li yıllarda AB üyelik sürecine yönelik atılan önemli adım Gümrük Birliği Anlaşması olmuştur. Gümrük Birliği sayesinde Türkiye ekonomisi AB pazarında rekabet edebilme gücünü deneme fırsatı bulmuştur.
