The article deals with the methodology of content development of training materials for the preparation of the future environmentalists in the context of education for sustainable development taking into account the main production functions and typical tasks of the activity. Proposed to shape the content of teaching materials based on the content modules of education standards, which in turn should be developed on the analysis of production functions of future professionals with the principles of sustainable development. Developed the option structural and logical scheme of the educational process of future environmentalists training on the basis of disciplines of mathematics, natural sciences, professional and practical training cycles. Thus, the internal optimization of professional and practical training cycle must be accompanied by the strengthening of ties with other structural elements of the training content. Recommended to shape the content of scientific and teaching materials for each base core competence of future bachelor ecologist based on specific disciplines in which these competencies are to be covered on the basis of their interdisciplinarity in the context of the transition to sustainable development of society. Demonstrated the feasibility of upgrading the content of subjects of humanitarian and socio-economic training cycle with the content of subjects of professional and practical training with account of sustainable development principles.Established that the lack in educational and vocational training program for environmental disciplines such subjects as "Sociology", "Politics" and "Law" increases the content load on the base regulatory discipline "Philosophy" and leads to the need to expand its content with not typical educational elements. ; В статье рассмотрена методология разработки содержания учебно-методических материалов для подготовки будущих экологов в контексте образования для устойчивого развития с учетом главных производственных функций и типовых задач деятельности. The concept of the socio-technical macro system (STM) of sustainable intellectual development – Eco Natural Philosophy is considered. The basic scientific directions of the proposed concept of Eco Natural Philosophy are developed: the general theory of STM (socio-humanitarian knowledge about the person and society in the field of economic relations, organization of productive forces and management of the economy of a higher level civilization); technoresursology (area of knowledge about the resources of the Earth, the near-space and the technology of their use in the mode of life of the earth's civilization of the twenty-first century - the productive forces in the part of means of production); techno energy (knowledge of the production and transformation of energy, knowledge, connecting in the hierarchy "spiritual energy-material"). In order to overcome the organizational, political delimitation of environmentalists from different countries to the practical implementation of the concept of Eco Natural Philosophy, it is recommended that not only representatives of science, but also education, economics, and politicians should attract not only the power superstructure (management structure) with the appropriate level of thinking. Humanity gradually understands the need to change the philosophical positions of the spiritual and material: to consider the spiritual determinant, and the material - in the sense of the essence of being, and to oppose postmodernism to the second epoch of revival, filled with creative power, subordinated to higher moral ideals. ; Розглянуто концепцію соціотехнічної макросистеми (СТМ) сталого інтелектуального розвитку – еконатурології. The author analyzes the main laws and regulations in the field of materials of sanitary protection of water and related industries on the basis of the research the author came to the conclusion that the development of the Ukrainian legislation on health protection of water resources in the twentieth century has reflected all the deep transformation in our country: the proclamation of the Ukrainian People's Republic 1918 new attitude to water and other natural resources, as enshrined in the USSR the priority of social forms of ownership of water resources, based on which was built the system of government in this area with strict planning principle and the cost of administrative-command nature of power. The decisions of European Court of Human rights contain judicial precedents, which has to be taken into account in national legislation and law enforcement practice. Convention on human rights and fundamental freedoms, which was ratified by Ukraine, contains a legal obligation to ensure the implementation of listed rights and freedoms. According to the Law of Ukraine "On the enforcement and application of the European Court of Human Rights" the decisions of ECHR are binding for Ukraine. In addition, Ukrainian courts apply the Convention, when considering cases and use the practice of the ECHR as a source of law.In case of violation of environmental rights the citizens of Ukraine refer to a violation of Article 8 of the European Convention on Human Rights since the Convention has no directly enforceable right to a safe and healthy environment.There are several solutions, that are directly related to the violation of environmental rights of citizens of Ukraine in the European Court of Human Rights. In all cases, the applicants relied on Article 8 of European Convention on Human Rights. The national courts and national authorities should apply the international jurisprudence since the decisions of ECHR are recognized as source of law in Ukraine. Analysis of decisions of ECHR primarily lets summarize existing problems and gaps in the legislation of different countries, review the reasons of applications of citizens to the ECHR and the possibility of preventive measures to avoid resolving conflicts between the state and citizens by the European Court of Human Rights.In order to solve the above problems arising from decisions of the ECHR, where Ukraine acted as defendant in environmental cases it is recommended: 1) to ensure the optimal balance between the community public interest, state or environment and private interests of citizens; 2) to increase the sanctions for the violations of environmental laws which have caused the disease of population which was affected on the nearby territories; 3) to comply the procedural deadlines of resolving disputes relating to violation of environmental rights of citizens; 4) to create temporary special environmental commissions to identify the causes, possible consequences and ways to eliminate environmentally hazardous activities at the local level, which will consist of representatives of public administration, local communities, NGOs, experts and environmentalists and will be conducted with the assistance of victims of environmentally hazardous activities (if any exists at the time of the work of commission). ; З'ясовано підстави застосування статті 8 Конвенції про захист прав людини й основоположних свобод, яка гарантує право на повагу до свого приватного, сімейного життя і до свого житла, у разі оскарження порушень екологічних прав громадян. На основні аналізу практики Європейського суду з прав людини охарактеризовано шляхи і способи захисту порушених екологічних прав громадян. З'ясовано причини та підстави звернень до Європейського суду з прав людини, де відповідачем у справах про порушення екологічних прав громадян виступала Україна. Узагальнено проблеми, що зумовили прийняття Європейським судом з прав людини рішень, у яких Україна визнана винною у порушенні екологічних прав. З метою вирішення екологічних проблем, на яких наголошував у своїх рішеннях Європейський суд з прав людини, у справах, де Україна виступала відповідачем, запропоновано: забезпечити оптимальне співвідношення між публічними інтересами громади, держави, довкілля і приватними екологічними інтересами громадян; підвищити санкції за ті порушення екологічного законодавства, що спричинили захворювання населення прилеглих до осередку забруднення територій; дотримуватися процесуальних строків вирішення спорів, що стосуються порушення екологічних прав громадян; законодавчо передбачити створення тимчасових спеціальних екологічних комісій для виявлення причин, можливих наслідків і шляхів та засобів усунення екологічно небезпечної діяльності на локальному рівні.
Nowadays, issues of social stability and environmental quality, overcoming environmentally conflicting situations through the search for acceptable environmentally friendly alternatives with taking into account different and sometimes opposite or antagonistic criteria have become as important to modern society as the economic or socioeconomic benefits derived from economic activities in the framework of the use of natural resources. In spite of engineers and environmentalists have still played an important role in the decision-making of the potentially threatening activities concerning the environment, life, and health of people, at present namely officials and politicians have responsibility for these decisions, providing the reach a compromise between different societal interests. At the same time, not only the role of environmental management decisions is increasing, but also their complexity, which requires the involvement of more stakeholders in decision-making. The Law of Ukraine "On Environmental Impact Assessment", adopted in 2017, has established clear legal and organizational frameworks and opened up new opportunities for environmental expertise and regulation of economic activities that can have a significant environmental impact, with the involvement of the general public in decision-making processes. However, often, the practical implementation of the Law and, accordingly, the adoption of objective decisions on the planned activity by the authorized state authorities on the basis of proper environmental expertise of plans and projects harming potentially the environment, are distorted due to insufficiently qualified and relevant environmental impact assessments of the planned activity. The main objective of our research was to analyze the report on the environmental impact assessment of the planned activity in the Gorodok village, Rivne district, Rivne region, "Reconstruction of the industrial complex of buildings and structures for the enterprise of woodworking industry". The report was developed by an entity that represents the interests of the famous international corporation "Kronospan". The analysis revealed a number of deviations from the requirements of the current Law. In particular, there is some insufficient consideration of obvious and probable threats to the livelihoods of the local population and the state of the environment too. As well as, there is incompleteness and ambiguity of information needed to substantiate objective conclusions. Also, some discussional estimates on consequences of the planned activity and other drawbacks were revealed. ; Наразі питання соціальної стабільності та збереження якості довкілля, подолання екологічно-конфліктних ситуацій на основі пошуку прийнятних екологічно безпечних альтернатив з врахуванням різних, зачасти протилежних або ж антагоністичних, критеріїв стали такими ж важливими для сучасного суспільства, як і отримувані економічні чи соціально-економічні вигоди від використання природних ресурсів. Незважаючи на те, що інженери та екологи відіграють важливу роль в процесі прийняття рішень, що стосуються потенційно небезпечної для довкілля, життя і здоров'я людей діяльності, наразі саме посадовці та політичні діячі мають відповідати за ці рішення, забезпечуючи досягнення компромісу між різними суспільними інтересами. Водночас зростає не тільки роль управлінських рішень, що стосуються довкілля, а і їх складність, яка потребує участі в прийнятті рішень більшої кількості зацікавлених осіб. Прийнятий в 2017 р. Закон України «Про оцінку впливу на довкілля» встановив чіткі правові та організаційні засади і відкрив нові можливості для проведення екологічної експертизи та регулювання господарської діяльності, яка може мати значний вплив на довкілля, з залученням в процеси прийняття рішень широкої громадськості. Втім, на заваді практичній реалізації Закону, і, відповідно, прийняттю об'єктивних рішень щодо планованої діяльності уповноваженими органами державної влади на основі належної екологічної експертизи планів та проектів, що можуть шкодити довкіллю, часто стоять недостатня якість та нерелевантність оцінок впливу на довкілля планованої діяльності. Основною задачею проведених нами досліджень був аналіз звіту з оцінки впливу на довкілля планованої діяльності в с. Городок, Рівненського району, Рівненської області, визначеної як «Реконструкція промислового комплексу будівель і споруд під підприємство деревообробної промисловості», розробленого суб'єктом господарювання, що представляє інтереси відомої корпорації «Кроноспан». В звіті було виявлено ряд відступлень від вимог чинного Закону, недостатньо повне врахування при оцінці впливу очевидних та ймовірних небезпек для життєдіяльності місцевого населення та стану довкілля, неповноту інформації, необхідної для обґрунтування об'єктивних висновків, а також деякі дискусійні оцінки щодо наслідків планованої діяльності та інші недоліки.
У статті за мемуарами всесвітньо відомого біолога, вченого в галузіфітогеографії Генріха Вальтера (1898–1989) «Сповідь еколога» аналізується сприйняття німецьким вченим наукового життя на окупованихукраїнських землях часів Другої світової війни, відносини з українськиминауковцями. Доля Г. Вальтера тісно пов'язана з українськими землями – вінтут народився, провів перші двадцять років свого життя, а згодом повернувся під час Другої світової війни. Мемуари німецького вченого вітчизняніта зарубіжні науковці використовують як джерело для вивчення історіїнауки, однак поза увагою залишається дослідження його оцінки подійсуспільного, наукового життя часів Другої світової війни, взаємовідносинз українськими фахівцями, які залишились на окупованих землях. Після початку німецької воєнної експансії відбулись зміни в завданняхсільськогосподарських досліджень німецької аграрної науки. Війна надаламожливість підпорядкувати всі cільськогосподарські наукові установита насіннєві станції на східних окупованих територіях та привласнити результати їхньої наукової роботи. Одночасно вивчення та включення генетичних ресурсів та наукового потенціалу окупованих територіїв сільськогосподарську дослідну справу Німеччини мало слугувати «свободіхарчування» для німців. У 1942–1943 рр. українські землі стали своєрідним дослідним майданчиком для багатьох німецьких науковців. Воєнний період «за Вальтером»сприймається як низка можливостей для наукового зростання німецькогонауковця – освоєння нових територій, знайомство з іншими науковими школами, вченими, внесок у наукове забезпечення ефективного використання cільськогосподарського потенціалу окупованих земель. Але з іншогобоку – це можливість продемонструвати своє служіння державі черезпрактичне використання набутих наукових знань як фахівця, знавцямісцевих природничих умов окупованих земель, російської мови тощо. Незважаючи на більш як сорокарічний період, що розділяє описані події з датою публікації мемуарів, автор продовжує симпатизувати нацистськійполітиці в багатьох питаннях. Зображені мемуаристом картини життя українського науковогоспівтовариства демонструють, що українські науковці використовувалирізні стратегії виживання в умовах окупації. Робота в створених окупаційною владою науково-досліднихінституціях давала можливість нетільки покращити матеріально-побутовіумови життя, а й продовжитинауково-досліднудіяльність, давала шанс зберегти наукові колекції у воєнному лихолітті. Умови війни стимулювали також постійно змінюватикритерії у сприйнятті людей за принципом «свій-чужий», незважаючина пропаганду та нав'язані стереотипи. Однак колоніальний характерокупаційної політики створював імітацію свободи наукової думки, інтеграції українського наукового соціуму в німецький науковий простір.Науковий потенціал українських земель використовувався німецькоюокупаційною владою лише для максимального освоєння в усіх вимірах захопленої території. Клеопов. ; The article – based on the "Confessions of an Environmentalist", a memoirby Heinrich Walter (1898–1989), a world-famousbiologist, specialist in the fieldof phytogeography – analyzes the perception by the German scholar of Ukrainianscientific life in the areas occupied during the Second World War by Germanforces and his relations with Ukrainian colleagues. The life journey of Heinrich Walter is closely related to Ukrainian lands – hewas born here, spent the first 20 years of his life in Ukraine, and later returnedduring the Second World War. The memoir mentioned is widely used by the international community of scientists as a source for studying the history of science.However, his views on evaluating the events of social and scientific life duringthe Second World War, and relationships with Ukrainian scientists living in the occupiedlands have to date received little scientific attention. After the onset of the German military expansion, changes occurredin the agenda of German agrarian science and agricultural research. The warenabled the usurpation of all agrarian scientific institutions and seed stationsas well as the results of their research work in the Eastern occupied territories.Consequentially, the studies and the incorporation of genetic resources along withthe scientific potential of the occupied territories into German research work wereenlisted to serve the "agricultural autarchy" ("Nahrungsfreiheit") of the Germanpeople and were deemed vital for the war effort. In 1942–1943, the Ukrainian lands became a sort of a scientific experimentallaboratory or platform for many German researchers. According to Walter,the military period was perceived as a complex of opportunities for the professionaldevelopment of German scientists – including the advancements in utilizationof the new territories, acquaintance with other research schools andscholars, and the scientific contributions to the efficiency of agricultural utilizationof the occupied lands. On the other hand, it was an opportunity to demonstrateto the German state the value of their professional service through practicaluse of scientific knowledge gained in their professional fields, as experts onthe local natural conditions encountered in the occupied lands, their knowledgeof Russian, etc. Despite a gap of more than 40 years between the publishingof the Walter memoir in 1980 and the times depicted in them, the author continuedto show his sympathy for Nazi policies on a range of multiple matters. The life of the Ukrainian scientific community as depicted by the author illustratesthat under the occupation, Ukrainian scholars employed various differentsurvival strategies. Work at research institutions estblished by the occupation authoritiesallowed them to improve living conditions and continue research activities,and permitted them to preserve the scientific collections on hands in the midstof military conflict. The war conditions constantly served to stimulate changesbased on the principle of the binary criterion "friend/foe" in the perception of otherpeople, despite the extensive propaganda and stereotypes imposed. However,the colonial nature of the occupation policy succeeded in creating an illusionof the purported "freedom of scientific thought", and integration of the Ukrainianscientific community into the architecture of the German scientific field. Thescientific potential of Ukrainian land was used by German occupation authoritiesonly to maximize the utilization of the occupied territory in all its dimensions. Мемуары немецкого ученого отечественные и зарубежные ученые используют как источник для изучения истории науки, однако без внимания остается исследование его оценки событий общественной, научной жизни времен Второй мировой войны, взаимоотношений с украинскими специалистами, которые остались на оккупированных землях. После начала немецкой военной экспансии произошли изменения в задачах сельскохозяйственных исследований немецкой военной науки. Война предоставила возможность подчинить все сельскохозяйственные научные учреждения и семенные станции на восточных оккупированных территориях и присвоить результаты их научной работы. Одновременно изучение и включение генетических ресурсов и научного потенциала оккупированных территорий в сельскохозяйственное исследовательское дело Германии должно было служить «свободе продовольствия» для немцев. В 1942–1943 гг. украинские земли стали своеобразной исследовательской площадкой для многих немецких ученых. Военный период «по Вальтеру» воспринимается как ряд возможностей для научного роста немецкого ученого – освоение новых территорий, знакомство с другими научными школами, учеными, вклад в научное обеспечение эффективного использования сельскохозяйственного потенциала оккупированных земель. Но с другой стороны – это возможность продемонстрировать свое служение государству путем практического использования приобретенных научных знаний как специалиста, знатока местных природных условий оккупированных земель, русского языка и т.д. Несмотря на более чем сорокалетний период, отделяющий описываемые события от даты публикации мемуаров, автор продолжает симпатизировать нацистской политике по многим вопросам. Изображенные мемуаристом картины жизни украинского научного сообщества демонстрируют, что украинские ученые использовали разные стратегии выживания в условиях оккупации. Работа в созданных оккупационной властью научно-исследовательских институциях давала возможность не только улучшить материально-бытовые условия жизни, но и продолжить научно-исследовательскую деятельность, давала шанс сохранить научные коллекции в военном лихолетье. Условия войны стимулировали также к постоянным изменениям критериев в восприятии людей по принципу «свой-чужой», несмотря на пропаганду и навязанные стереотипы. Но колониальный характер оккупационной политики создавал имитацию свободы научного мнения, интеграции украинского научного социума в немецкое научное пространство. Научный потенциал украинских земель использовался немецкой оккупационной властью только для максимального освоения во всех измерениях захваченной территории. The article analyses the state of the most popular and least popular professions and specialties in Ukraine. It's found that there are no specialties in the field of land management among them. It is also noted that at the legislative level the specialties "Land Management and Cadastre" and "Evaluation of land and real estate" were replaced by the specialty "Geodesy and land management", which belongs to the field of knowledge "Architecture and construction" (technical sciences). It is substantiated that the profession of land manager should relate to the field of knowledge of "Social and behavioural sciences". It's based on the provisions of the Law "On Land Management" and the study of world experience of the essence of the concepts of land management and land management planning (both have technical, socio-economic, legal and environmental focus).It is proved that the profession of land manager needs to be reprofiled. In this regard, there is a need to identify new specialties and specializations and add them into the state classifier DK 003: 2010. It's important to expand the training of specialists within: 1) specialty 193 "Geodesy and land management" specializations "Land Management and Land Use Administration" and "Cadastral Registrar"; 2) specialty 101 "Ecology" specialization "Land management and ecologization of landuse", 3) specialty 051 "Economics" specialization "Economics of land management and land use". Formulation of the problem. The development of society at all times was associated with the arrangement of lands, which today remains the main means for the existence of mankind and a source of social wealth. The need to establish the limits disturb landowners from ancient times. This function is performed by land surveyors. When the first representatives of this profession appeared, it is certainly not known. But the land surveyor is now a profession demanded both in the village and in the city. In our country, the profession of land surveyor always respects honour because it is devoted to the invaluable treasures of Ukraine - land, which has always attached special significance.According to the research conducted in Ukraine, soon, the 10 most demanded professions include: programmers (C++, Java), food industry technologists, construction engineers, architects, designers of offices and interiors, personnel managers, recruiters, energy engineers, journalists, technologists of light industry products, financiers (specialization "banking") [1]. In addition, prospective include: hotel business managers, accountants, auditors, lawyers, marketers.According to the Ministry of Education and Science of Ukraine, according to the results of the 2017 admission, the most popular specialties among the entrants for the Bachelor in Ukraine were Philology, Law, and Management. 85 thousand, 74 thousand and 59 thousand applications have been filed for the stated above specialties respectively. In addition, among the leaders are "Medicine", "Computer Science", "Tourism", "Secondary Education", "Psychology", "Economics". These specialties were desirable to enter by 40 to 46 thousand of entrants. The last step in the TOP-10 was "Software Engineering" with the result of 33 thousand applications (Fig. 1) [9]. Despite the stated above facts, it has been revealed that such specialties as "Law", "Management", "Tourism" and "Economics" remain among the most popular among entrants even though they are not in demand in the labour market. At the same time, the high levels in the ranking are occupied by important for the economy specialties, such as "Computer Science" and "Software Engineering". The least popular specialties are (fig. 2) "Theology" (185 applications excluding spiritual higher educational institutions) and "Hydropower" (193 applications for entry).However, specialties for the preparation of a specialist in land management are absent among the most and least popular. Therefore, with a caution we have to perceive the situation.The list of required occupations in the labour market is changing. Focus magazine has ranked the professions that will be promising in 5-10 years [10]. Before allocating the most promising specialties, the publication together with experts identified the areas of the economy that will actively develop in the near future. So, at first there was a list of 40 spheres of the economy, which, according to Focus, will successfully develop in the next 5-10 years. Experts evaluated the prospects for the development of these industries on a 10-point scale, giving each sector a mark from 1 to 10 points. At the same time, each expert could add to the list the industry that was not among the 40 listed, but whose potential he considers rather large.According to the obtained data, the rating of 15 most promising industries has been designed, and include: information technologies, telecommunications and communications, agriculture, pharmaceutical production and pharmacy business, banking, frying and processing industry, transport services, financial services, legal services, household services, metallurgy, alcohol production, energy, livestock, utilities.So, the 20 most promising professions of the next decade will be the following: the seller, the IT specialist, the automation engineer, the marketer, the municipal services engineer, the aeroengineer, the technologist in the production and processing of food products, the technologist of consumer services, logistics, the lawyer (economic and land law), power engineer veterinarian, pharmacologist, financier, communication engineer, practical psychologist, geneticist, biochemist, robotic technician, nanoengineer.In addition, agrarian countries are actively developing organic and farm farming. This will require the involvement of a large number of employees who are able to work on the ground - and thus, forms a serious niche. In general, the labour market trends in the coming years can be reduced to nine main directions [5]: engineers, IT specialists, nanotechnology specialists, marketers, service providers, logistics, environmentalists, chemists, and physicians.The Resolution of the Cabinet of Ministers of Ukraine dated December 30, 2015, No. 1187, approved new Licensing conditions for the conduct of educational activities [7] concerning the further conduct of educational and scientific work in educational institutions. By the order of the Ministry of Education and Science dated November 6, 2015, No. 1151 "On the peculiarities of the introduction of the list of branches of knowledge and specialties [6], which are the training of applicants for higher education, approved by the Cabinet of Ministers of Ukraine from April 29, 2015, No. 266" [8] approved Table of correspondence List of directions for training of specialists in higher educational establishments for the educational-qualifying level of bachelor (List 1), List of specialties, which was carried out training of specialists in higher education institutions for educational and qualification levels of a specialist and a master's degree (List 2).In the stated above Resolution, it is defined that instead of the specialties "Land Management and Cadastre" and "Land and Real Estate Valuation" – the specialty "Geodesy and Land Management" is established. The latter belongs to the field of knowledge "Architecture and Construction", which belongs to the technical sciences.At the same time, the Law of Ukraine "On Land Management" stipulates that land management is a set of socio-economic and environmental measures aimed at regulating land relations and rational organization of the territory of administrative-territorial units, economic entities carried out under the influence of social and productive relations and development of productive forces [2]. The same law (Article 1) stipulates that activities in the field of land management are the scientific, technical, production and management activities of state authorities, local governments, legal entities and individuals, which is carried out under land management. Land-use documentation (land management documentation) is the text and graphic materials approved in accordance with the established procedure, which regulate the use and protection of lands of state, communal and private property, as well as survey and land survey materials, author's supervision of project implementation, etc. Measures on land management – provided by documentation on land management on the rational use and protection of land, the formation and organization of the territory of the object of land management, taking into account their purpose, restrictions on the use and restrictions (encumbrances) on the rights of other persons (land servitudes), preservation and increase of fertility soils.This is evidence that the profession of land surveyor is more likely to belong to the field of knowledge of "Social and behavioural sciences" than to "Architecture and construction". Architecture (Greek αρχιτεκτονικη - construction) is both a science and the art of designing buildings, as well as a system of buildings and structures that form a spatial environment for the lives and activities of people in accordance with the laws of beauty. Land management, as stated in the Law of Ukraine "On Land Management" – a set of socio-economic and environmental measures aimed at regulating land relations and rational organization of the territory of administrative-territorial entities and economic entities on the ground.As the research of A.M. Tretiak and V.M. Tretiak shows, the concept and essence of land management has both a technical direction and socio-economic, legal and environmental.Land managers have worked and work in the structural subdivisions of the State Committee for Land Resources of Ukraine, the State Land Agency of Ukraine and the State Audit Office of Ukraine, state authorities and local self-government bodies, and ministries (where there are departments of land resources); in public and private design and valuation companies, real estate firms, agroholdings, agricultural enterprises; territorial communities, scientific institutions, institutions of legal direction. civic organizations.The land manager learns not only his professional knowledge, but also legal and natural sciences. For a profession it is necessary to have mathematical abilities, engineering approach, spatial imagination, ability to understand the legislation. The profession is extremely interesting and creative, which requires the ability to make informed decisions, communicate with people, requires care, clarity and responsibility. To become a successful specialist in this field, you need to be persistent, self-confident, active, have a well-developed intuition and logical thinking.According to the classification of professions, the professional activity of the land manager relates to professions such as "human-nature". To date, the land manager must have a higher education in the field of "Architecture and Construction" from the specialty "Geodesy and Land Management", according to the educational qualification level: a junior specialist, a bachelor's or a master's degree.Currently, land managers use modern equipment in their work: electronic instruments; new technologies of geographic information systems. Significant problems arise when making managerial decisions due to the imperfection of the regulatory framework - when three different land managers can have three different views on the same issue. At the same time, for professionals it is extremely important to come to a joint decision. But how can the problems of legislation be explained to an ordinary peasant? It's a shame when you can not help a person in solving his question, and even more - when you do not know how to explain the impossibility of solving a particular problem. The disadvantage of the profession is also that there is little free time for personal life, family and wage mismatch in modern times. The advantages include: work is interesting, lots of communication, new knowledge in land law, and more.At the same time, we consider it necessary to stay on the proposals of A. Martyn outlined in the scientific paper "Directions of adaptation of the content of land management education to the needs of the national and world economy" [3], where he publishes "bad news" for land management education – whether we are ready for them? He states: "Most of our graduates will not develop landuse documentation at all; the number of jobs in the industry is quite limited; the overwhelming part of the "modern" Ukrainian land management is a terrible mix of fairly archaic rules, a crazy bureaucracy and meaningless rituals, in order to master the development of primitive land management documentation, it takes 2-3 weeks of practical training, but not 5 years at the university, and a significant part of cadastral registrar are lawyers.Some of these reservations agreeable. Therefore, his thoughts emphasize once again the need for serious changes in the training of land management specialists.Thus, all of the above stipulates the need for changes in the classification of occupations DK 003: 2010 and the definition of new specialties and specialization training of land management specialists.In our opinion, it is expedient to extend the training of specialists in land surveying in the following areas: 1) specialty 193 "Geodesy and land management" of the specializations "Land Management and Land Use Administration" and "Cadastral Registrar"; 2) specialty 101 "Ecology" specialization "Land management and ecologization of land use"; 3) specialty 051 "Economics" specialization "Economics of land management and land use".At the same time, we consider it expedient to add the following qualifications to the classifier of professions DK 003: 2010: in section 8 "Main specialists – heads of scientific research units and subdivisions on scientific and technical preparation of production and other managers" – Chief land surveyor; in section 14 "Managers of enterprises, institutions, organizations and their subdivisions" – Manager of land management, Manager in the field of operations with land, Manager in the field of research in the land market; in section 25 "Agronomists, hydraulic engineering, forest managers and professionals of related professions" – Land manager; in section 33 "Assistant veterinarians, junior specialists in agronomy, forestry, water management and nature conservation" – Land Resources Inspector; in section 34 "Other technical specialists in the field of management" – State Inspector for the use and protection of land; in section 249 "Professionals not included in other classification groups". Land manager-ecologist, Land manager-designer.Conclusions.Summing up, we note that the assignment of the specialty "Geodesy and land management" to the field of knowledge "Architecture and Construction" (engineering science) does not comply with the provisions of the Law "On Land Management", the study of world experience of the essence of the concepts of land management, which determined that they are inherent in technical, as well as socio-economic, legal and environmental trends. In this connection it is proved that the profession of land manager belongs to the field of knowledge of "Social and behavioral sciences".In view of this, the need for re-engineering the directions of land management training is urgent. Therefore, we must work ahead and make changes to the classification of professions DK 003: 2010 regarding the definition of new specialties and specialization training of specialists in land management. We consider it expedient to expand the training of specialists within: 1) specialty 193 "Geodesy and land management" of the specialties "Land Management and Land Use Administration" and "Cadastral Registrar"; 2) specialty 101 "Ecology" specialization "Land management and ecologization of land use"; 3) specialty 051 "Economics" specialization "Economics of land management and land use" (qualification "Land Management Manager"). It is proposed to make changes to the list of qualifications. ; У пропонованій статті проаналізовано стан найзатребуваніших і найменш популярних професій, спеціальностей в Україні та виявлено, що спеціальності для підготовки фахівців землевпорядного профілю серед них відсутні. Також відзначено, що на законодавчому рівні спеціальності «Землеустрій та кадастр», «Оцінка землі та нерухомого майна» з підготовки зазначених фахівців замінено на спеціальність «Геодезія та землеустрій», яку віднесено до галузі знань «Архітектура та будівництво» (технічні науки). Обґрунтовано, що професія землевпорядника має відноситись до галузі знань «Соціальних та поведінкових наук», підставою чого слугували положення ЗУ «Про землеустрій» та дослідження світового досвіду сутності понять землеустрою і землевпорядкування (мають як технічне, так і соціально-економічне, правове й екологічне спрямування). Доведено, що професія землевпорядника потребує перепрофілювання. У цьому зв'язку існує необхідність у визначенні нових спеціальностей і спеціалізацій та внесенні їх до класифікатора професій ДК 003:2010. Вказано на доцільність розширення підготовки фахівців в межах: 1) спеціальності 193 «Геодезія та землеустрій» спеціалізацій «Землеустрій та адміністрування землекористування» і «Кадастровий реєстратор»; 2) спеціальності 101 «Екологія» спеціалізації «Землевпорядкування та екологізація землекористування», 3) спеціальності 051 «Економіка» спеціалізації «Економіка землевпорядкування та землекористування». Запропоновано внести до класифікатора й перелік нових кваліфікацій.Ключові слова.
