The article notes that in the late nineteenth – early twentieth century Ethiopia was administered in a way, which was unfamiliar for Europeans. A negus was at the head of state and his entourage, who had shown their military capabilities were heads of their conquered regions. It was very important for the Russian traveller Alexander Ksaverievich Bulatovich to establish friendly relations with the military and political elite of Ethiopia, to be able to explore that previously unknown land freely ; В статье автор отмечает, что в конце XIX – в начале ХХ века Эфиопия управлялась давно забытыми в Европе методами. Developing climate mitigation policies and strategies for mitigating climate change includes elaboration of alternative scenarios of socio-economic development and quantitation of the scenarios using mathematical models. In particular, integrated assessment models IMAGE, MESSAGE-GLOBIOM, AIM, GCAM, REMIND-MAGPIE are used for assessment of global environmental scenarios "The Shared Socio-Economic Pathways" (SSPs), "Representative Concentration Pathways" (RCPs) and "Shared Climate Policy Assumptions" (SPA). The analysis of reports on implementation of environmental programs in China, Indonesia, Ethiopia, Uganda, Mexico, Kenya, Republic of Cameroon, Brazil and Bangladesh reveals that the development of environmental programs should take into account the level of democracy, trust in government and law, gender equality, equal rights, corruption, poverty, availability of adequate communication of authorities and experts with local people, lack of fuel and effect of spatial spreading of deforestation. Based on the above-mentioned socio-political factors, a conceptual model of influence of socio-political factors on the implementation of climate change mitigation policies is developed. Political and social indices are proposed to be used as proxies for the socio-political factors. Accounting of the socio-political factors in development of environmental policies will improve their efficiency and save money. ; Проанализирован принцип выработки политик и стратегий для борьбы с изменением климата. Указаны ключевые факторы SSPs сценариев (валовой внутренний продукт, численность населения, прогнозы касательно использования энергии и земель, урбанизации). Рассмотрены научные публикации, в которых описан опыт имплементации политик смягчения изменения климата в Китае, Индонезии, Эфиопии, Уганде, Мексике, Кении, Республике Камерун, Бразилии и Бангладеше. Выделены основные факторы-барьеры на пути эффективной имплементации природоохранных политик, а именно: низкий уровень демократии, неравенство среди населения, коррупция, гендерное неравенство, бедность, отсутствие адекватной коммуникации со стороны властей и экспертов с местным населением, недоверие к закону, политическая нестабильность, дефицит топлива, эффект распространения вырубки леса. На основе анализа предложена концептуальная модель, а также политические и социальные индексы для количественной оценки влияния социально-политических факторов на выполнение обязательств по сокращению выбросов парниковых газов. ; Проаналізовано принцип вироблення заходів та стратегій у процесі боротьби зі зміною клімату. Зазначено ключові чинники SSPs сценаріїв (валовий внутрішній продукт, чисельність населення, припущення щодо використання енергії та земель, урбанізації). Розглянуто наукові публікації щодо досвіду імплементації політик пом'якшення зміни клімату у Китаї, Індонезії, Ефіопії, Уганди, Мексиці, Кенії, Республіці Камерун, Бразилії та Бангладеші. Визначено основні чинники-бар'єри на шляху ефективної імплементації природоохоронних політик, а саме: низький рівень демократії, нерівність серед населення, корупція, гендерна нерівність, бідність, адекватної комунікації представників влади та експертів із населенням, недовіра до закону, політична нестабільність, дефіцит палива, ефект поширення знеліснення. На основі проведеного аналізу запропоновано концептуальну модель,, а також політичні та соціальні індекси для кількісної оцінки впливу соціально-політичних чинників на виконання зобов'язань із скорочення викидів парникових газів.
Abstract. The need to introduce resource-saving technologies and environmental policies at both international and regional levels, the rapid growth of the world's population in recent centuries and related processes of industrialization, urbanization, intensification of agricultural production, increasing energy demand and, consequently, increasing waste , polluting the environment further complicates the task of substantiating the location of new landfills and assessing existing ones.In Ukraine, the issue of waste management is regulated by a number of legislative acts, plans, strategies, recommendations, they contain high-quality criteria for assessing the selected site for solid waste, but none of them has clear guidelines for identifying places for potential landfills. That would meet all the above criteria.The authors consider the problem of the lack of methods for selecting sites for landfills in Ukraine in terms of decentralization and reform in the field of waste. The experience of scientists from Russia, America, Serbia, Ethiopia, Italy, China, etc. is also analyzed, their systems of site selection, features, advantages and disadvantages are clarified.In such circumstances, an important scientific and practical task is to improve methodological approaches to determining the location of landfills and the development of land management projects for the allocation of land for landfills, because currently there is no such methodology. At the same time, the methods developed by foreign scientists need to be improved and even if they are used in Ukraine, they require adaptation to local, regional and other conditions.Keywords. Необхідність запровадження ресурсозберігаючих технологій та природоохоронної політики як на міжнародному так і на регіональному рівнях, швидке зростання протягом останніх століть народонаселення Землі і пов'язані з цим процеси індустріалізації, урбанізації, інтенсифікації сільськогосподарського виробництва, збільшення потреби в енергетичних ресурсах і, відповідно, збільшення кількості відходів, що забруднюють навколишнє середовище ще більше ускладнює завдання обґрунтування місць розташування нових полігонів ТПВ та оцінці існуючих.В Україні питання поводження з відходами регламентовано низкою законодавчих актів, планів, стратегій, рекомендацій, вони містять досить якісні критерії по яким оцінюють обране місце під полігон твердих побутових відходів, але в жодному із них немає чітких методичних рекомендацій щодо визначення місць для потенційного розміщення полігонів ТПВ, які б задовольняли всі згадані критерії.Авторами розглянуто проблему відсутності методик по вибору місць для полігонів ТПВ України в умовах децентралізації та реформи у сфері відходів. Також проаналізовано досвід науковців Росії, Америки, Сербії, Єфіопії, Італії, Китаю та ін., з'ясовано їхні системи вибору місць під полігон, особливості, переваги та недоліки.За таких обставин важливим науковим і практичним завданням постає вдосконалення методичних підходів до визначення місць розташування полігонів ТПВ і розроблення проектів землеустрою щодо відведення земельних ділянок під полігони ТПВ, адже наразі така методика відсутня. Водночас, розроблені зарубіжними вченими методики, потребують вдосконалення і навіть за умови їхнього застосування в Україні вимагають адаптації до місцевих, регіональних та інших умов.Ключові слова. The authors study Israel's foreign policy towards Central Asia and the Caucasus through an analysis of peripheral technology. Declaring independence on May 14, 1948, the State of Israel found itself in a hostile environment of neighboring Arab countries, which immediately declared war on the newly created country. This war went down in history as the War of Independence (Milhemet ha-Atzmaut). From the very beginning, Israel did not have strong and stable, above all, political support from the superpowers of the time. The government developed a "doctrine" of the periphery in the 1950s. The aim was to establish diplomatic relations with non-Arab, Muslim countries of the world in order to gain recognition in the world political arena and to show that there are no disputes between Jews and Muslims. Such first countries were Turkey, Ethiopia, Sudan and Iran. But over time, relations have deteriorated due to political crises in the Middle East, Israeli-Arab conflicts and Arab pressure on states of the region. Iran severed diplomatic relations with Israel after the 1979 Islamic Revolution inside the country.In the early 1990s, significant changes took place on the political stage. After the collapse of the Soviet Union, new independent states were formed in the region of Central Asia and the Caucasus, the vast majority of which are Muslim. For Israel, both regions are important because of Iran's great influence on them. Thus, in the 50's and 70's of the 20th century, there was series of coups and revolutions that led to the elimination of more than 10 monarchies. However, to date, the monarchies are more than a quarter of currently existing countries - 44. This situation is evidence of the fact that this form of government, despite its traditional character, able to adapt political present. In this context, the question naturally arises: why in some monarchies there is a political modernization, and in others it is not.This article aims to find out the experience of introducing the control function of parliament in former monarchies, which will allow understanding the reasons for their overthrow and reveal the peculiarities of the nature of the passing of a similar process in the existing monarchies. The article is based on the establishment of constitutionally fixed forms of legislative control over the executive in such former monarchies as Afghanistan, Burundi, Ethiopia, Egypt, Iraq, Iran, Laos and Libya.First of all, we should pay attention to such elements of the constitutional status of the monarch as inviolability and irresponsibility. It`s assurance depends not only on the formal consolidation of the two above-mentioned components. An important role is played by the real place of the monarch in the system of supreme bodies of state power. Paying attention to this fact reveals the level of implementation of the control function of parliament and assesses the efficacy or fictitiousness of certain forms.The author believes that the establishment of parliamentary control over the investigated monarchies has been fictitious and somewhat even decorative. This case was conditioned by the concentration of significant constituent powers in the hands of the head of state, which allowed exerting pressure on the parliament, which made it impossible or significantly reduced the probability of the implementation of one or another form of legislative control over the executive. The monarch actually or even legally was the head of the executive, but in none of these states, except Laos, he has no responsibility for the exercise of his powers. The result was the imbalance in the system of relations between the supreme bodies of state power in favor of the monarch. The establishment of the control function of the parliament actually led to the establishment of an imaginary constitutionalism in these states.The political modernization of investigated monarchies stopped solely within these limits, without receiving a continuation in the form of a full-fledged institution of political responsibility of the head of state. Therefore, the superficial and intrusive nature of political transformations, caused by the centralization of power, has become the main reason for the overthrow of the monarchy in analyzing countries.Of course, in the context of the transition of analyzing states into republic, we should take into account a number of other factors. But, first of all, the overthrow of the monarchy was due imaginary character of political modernization. The institute of monarchy remained deeply traditional and it could not function as the center of modernization processes. This is confirmed by the fact that after the military coups and revolutions in analyzing countries, the process of political modernization continued.The failure of establishment of the parliamentary control function in the former monarchies of Asia and Africa should be taken into account by some existing monarchies, such as Bahrain, Jordan, Qatar and Kuwait. In these states, there is also the gradual establishment of imaginary constitutionalism. The imbalance in the system of relations between the supreme bodies of state power, which gives rise to the above- mentioned phenomenon, has become one of the reasons for the "Arab Spring" in all, without exception, the Arab monarchies. Therefore, the thought of the Soviet scientist S. Kaminsky about the historical condemnation of this form of state government seems indisputable. But the author believes that, first of all, the fictitious nature of the establishment of the control function of parliament in the former monarchies of Asia and Africa led to the overthrow of them. Therefore, in order to prevent the repetition of military coups and revolutions in the existing monarchies, this problem needs further investigation. ; Globalization raises questions about the prospects for the existence of the monarchical form of government. Стаття розкриває один з аспектів проблеми демократизації країн Тропічної Африки, що стає все більш актуальною на тлі сучасної політичної ситуації через посилення ролі Африки на міжнародній арені й особливої уваги дослідників до реальних результатів демократичного транзиту окремих країн регіону в постколоніальний період. Мета статті полягає в здійсненні комплексного аналізу основних чинників політичного розвитку країн Тропічної Африки і розкритті їх взаємозв'язку і взаємозалежності в умовах демократичних трансформацій. Мотивація авторів до розробки означеної теми зумовлена виявленими розбіжностями у науковій методології щодо виокремлення передумов і чинників, які суттєво впливають на процеси демократичних перетворень, і полеміки представників процедурного і структурного підходів. Суть економічного, культурного, етнічного чинників у межах статті розкрита на основі їх типових проявів у різних країнах Тропічної Африки: Анголи, Габона, Екваторіальної Гвінеї, Ефіопії, Нігерії, Нігеру, С'єрра-Леоне, Центрально-Африканської Республіки. Встановлено кореляційний зв'язок між окремими чинниками. Доведено, що демократичний транзит може бути успішно завершеним в тому випадку, коли сформований політичний режим здатний гарантувати відносну рівновагу між політичною системою і соціальним середовищем відповідно до культурного, економічного, етнічного, релігійного та інших чинників розвитку поставторитарних африканських держав. Важливою умовою для демократичного транзиту визначено інтеграцію зазначених чинників, синхронізацію їх впливу на перебіг політичних змін та збереження їх стабільності. Сформульовано узагальнення щодо детермінованості демократії в країнах Тропічної Африки традиційно усталеними регіональними особливостями, глибоко специфічними, ігнорування яких в африканському соціумі провокує виникнення широкого кола криз, конфліктів і негативно позначається на демократичних трансформаціях. ; The article reveals one aspect of the problem of democratization in Tropical Africa, which is increasingly actual in the context of the current political situation due to the increasing role of Africa in the international arena and due to the particular attention of the researchers to the real results of democratic transit in concrete countries of the region in the post-colonial period.The author's motivation for the development of this topic is determined by the discrepancies in the scientific methodology regarding the identification of preconditions and factors that significantly affect the processes of democratic transformations, and the controversy of the representatives of procedural and structural approaches.The purpose of the article is to carry out a comprehensive analysis of the main factors of political development in the countries of Tropical Africa and to reveal their interconnections and interdependencies in the conditions of democratic transformations.The essence of economic, cultural, ethnic factors within the article is revealed based on their typical disclosures in different countries of Tropical Africa: Angola, Gabon, Equatorial Guinea, Ethiopia, Nigeria, Niger, Sierra Leone, Central African Republic. The correlation between individual factors is proved.It has been proved that democratic transit can be successfully completed if the existing political regime is able to guarantee a relative balance between the political system and the social environment in accordance with cultural, economic, ethnic, religious and other factors of development of the post-authoritarian African states. Therefore, an important prerequisite for democratic transit is the integration of these factors and the synchronization of their influence on the course of political changes and preserving their stability.The authors of the article also formulated a thesis about the determinism of democracy in the countries of Tropical Africa by the traditionally established regional peculiarities, which are deeply specific, and ignoring of which in African society is provoking the emergence of a wide range of crises, conflicts and is negatively affecting the democratic transformations. ; Статья раскрывает один из аспектов проблемы демократизации стран Тропической Африки, которая становится все более актуальной на фоне современной политической ситуации из-за усиления роли Африки на международной арене и особого внимания исследователей к реальным результатам демократического транзита отдельных стран региона в постколониальный период.Цель статьи – комплексный анализ главных факторов политического развития стран Тропической Африки и раскрытие их взаимосвязи и взаимозависимости в условиях демократических трансформаций. Мотивация авторов к разработке обозначенной темы обусловлена определенными несовпадениями в научной методологии относительно выделения предусловий и факторов, которые существенно влияют на процессы демократических преобразований, и дискуссии представителей процедурного и структурного подходов. Сущность экономического, культурного, этнического факторов в пределах статьи раскрыта на основании их типических проявлений в разных странах Тропической Африки: Анголы, Габона, Экваториальной Гвинеи, Эфиопии, Нигерии, Нигера, Сьерра-Леоне, Центрально-Африканской Республики. Установлена корреляционная связь между отдельными факторами. Доказано, что демократический транзит может иметь успешное завершение при условии, что сформированный политический режим способен гарантировать относительное равновесие между политической системой и социальной средой относительно культурного, экономического, этнического, религиозного и других факторов развития поставторитарных африканских государств.Важным условием для демократического транзита авторы считают интеграцию обозначенных факторов, синхронизацию их влияния на ход политических изменений и сохранение стабильности. Сформулировано обобщение относительно детерминированности демократии в странах Тропической Африки традиционно устоявшимися региональными особенностями, глубоко специфическими, игнорирование которых в африканском социуме провоцирует возникновение широкого круга кризисов, конфликтов и отрицательно сказывается на демократических трансформациях.
ISSUES OF ECONOMIC AVAILABILITY OF MEDICAL DRUGS IN AFRICAO. Imported production comprises from 80 to 100% in some African countries, despite the fact that the incomes of population and medical support system doesn't correspond completely with the consumption of expensive medical drugs (further MD). There is an extremely severe problem of physical and economical availability of MD in theEastern Mediterraneancountries. OBJECTIVE STATEMENT OF THE ARTICLEIn connection with the above mentioned, the purpose of the work is the analysis of economic availability of MD in theEastern Mediterraneancountries, and also the comparison of the received indexes with the indexes of European countries. In the researches it has been participated such countries as Sudan, Egypt, Lebanon, Uganda and Ethiopia. To compare the received indexes of availability and their level determination it has been made the comparison of indexes among themselves and also with the indexes of the developed country of the European continent. As a standard it has been taken Germany as a country with one of the most developed pharmaceutical markets in the world and the strongest health care system, which finances medical and pharmaceutical assurance among all the EU countries.RESEARCH METHODSIn this work it has been taken into account the pharma-economic methods of analysis and methodology of the World Health Organization (WHO) and Health Action International (HAI) «Prices determination of MD, their availability and price of components ", data obtained during this methodology examination [1, 4, 6-11]; information from regional and national sources [12]; and also the scientific publications on this topic [2,3,5]. Data concerning prices for medicines and the cost of treatment course were obtained in studying of retail prices in pharmacies of the above mentioned countries. In the total examination it has been studied the MD which are used for the treatment of chronic diseases and which are included in the international list recommended for the continuous monitoring (study) by the World Health Organization . RESULTS AND IT DELIBERATION According to WHO recommendations, it has been selected the basic MD for the treatment of 14 the most common diseases, which will allow to make the international research. Also it is allowable to include in this list of MD the most important for the treatment of specific diseases in certain countries. Further it has been determined the economic availability of studied MD, taking into account the ratio of the treatment cost by this drug (according to the international treatment protocols) and the daily wage of unskilled low paid public officer in these countries.During the determination of economic accessibility of medicines it has been used the paying capacity adequacy ratio, which includes the lowest retail price of the drug (or the treatment course price), and the average salary for a certain period of time.The analysis shows that the availability of MD in some African countries is situated at the unsatisfactory level. Regarding the indicators of availability general perception, the lowest indicators hasSudan, the highest accessible indexes has Egypt. By comparison of the availability of MD in African countries and in Germany, for the diclofenac treatment course in Germany it is necessary to spend 0.24 of one day wages, and in Sudan - 5.3, which is higher in 22 times; for the paracetamol treatment the Sudan patients spend more in 10 times.Thus, the availability economic analysis of basic MD confirms thatEgyptandLebanonassist a relatively low cost of basic MD, which is close to the level of the European countries. Especially in Egypt, the major part of economic availability indicators of medical drugs corresponds to parameters of the country with the developed pharmaceutical market and a strong health care system and this is Germany. Thus, the indicators ofEgyptare almost identical with those ofGermanyat the prices of Diclofenac, Atenolol, Captopril, Glibenclamide, Ceftriaxone, Diazepam, and even lower - with Salbutamol, Amitriptyline, the antimalarial medical drugs.Thus, in Sudan is marked with the rather high prices and, consequently, low availability on a number of medical drugs such as Diclofenac, Paracetamol, Captopril, Simvastatin, Amitriptyline. Thus, patient inSudanneed spend in 22 times more of money to the diclofenac treatment than patients inGermany. A treatment will paracetamol will be in10 times more expensive, treatment with captopril will be in 7 times more expensive. Comparison of availability indexes in theSudanwith the African region countries is also accompanied by a situation where the indicators availability of MD are in 3 - 10 times worse than in other countries with similar health care system. The necessity of generic MD availability analyses, especially for the countries with the health care systems which are forming will help to make the fast and low priced determination of the availability level of medicines for the population, the timely reaction in case of indexes deterioration, the regulation of public policy of countries in the pricing field on MD as well as coordination of original and generic drugs use, which allow to reduce the budgetary costs of medical assistance without the quality loss.References1. ISSUES OF ECONOMIC AVAILABILITY OF MEDICAL DRUGS IN AFRICAO. Imported production comprises from 80 to 100% in some African countries, despite the fact that the incomes of population and medical support system doesn't correspond completely with the consumption of expensive medical drugs (further MD). There is an extremely severe problem of physical and economical availability of MD in theEastern Mediterraneancountries. OBJECTIVE STATEMENT OF THE ARTICLEIn connection with the above mentioned, the purpose of the work is the analysis of economic availability of MD in theEastern Mediterraneancountries, and also the comparison of the received indexes with the indexes of European countries. In the researches it has been participated such countries as Sudan, Egypt, Lebanon, Uganda and Ethiopia. To compare the received indexes of availability and their level determination it has been made the comparison of indexes among themselves and also with the indexes of the developed country of the European continent. As a standard it has been taken Germany as a country with one of the most developed pharmaceutical markets in the world and the strongest health care system, which finances medical and pharmaceutical assurance among all the EU countries.RESEARCH METHODSIn this work it has been taken into account the pharma-economic methods of analysis and methodology of the World Health Organization (WHO) and Health Action International (HAI) «Prices determination of MD, their availability and price of components ", data obtained during this methodology examination [1, 4, 6-11]; information from regional and national sources [12]; and also the scientific publications on this topic [2,3,5]. Data concerning prices for medicines and the cost of treatment course were obtained in studying of retail prices in pharmacies of the above mentioned countries. In the total examination it has been studied the MD which are used for the treatment of chronic diseases and which are included in the international list recommended for the continuous monitoring (study) by the World Health Organization . RESULTS AND IT DELIBERATION According to WHO recommendations, it has been selected the basic MD for the treatment of 14 the most common diseases, which will allow to make the international research. Also it is allowable to include in this list of MD the most important for the treatment of specific diseases in certain countries.
