International audience ; Der Belgier Raymond Rifflet, ein militanter Europäer und Eurokrat, war bereits in jungen Jahren aktiv als Föderalist, insbesondere in den Reihen der Union der Europäischen Föderalisten bzw. der Bewegung für die Vereinigten Sozialistischen Staaten von Europa, bevor er als Kabinettchef von Präsident Jean Rey in die Europäische Kommission aufstieg und später zum Generaldirektor für soziale Angelegenheiten im Berlaymont avancierte. Diese Karriere, die über die Verfechtung einer Idee bis zu ihrer Verwirklichung führte, erinnert an die Laufbahn manch anderer Aktivisten aus einer Zeit - den 1960er und 70er Jahren - als die Grenzen zwischen militanten Europäern und offiziellen Akteuren Europas noch durchlässig waren. Es ist daher von Interesse Rifflets Lebensweg zu erkunden, um herauszufinden wie Menschen, ausgehend von ihrer Jugend und einem klassischen Engagement, zum Europäismus finden, und wie dieser Europäismus dann von jenen die sich seinen Idealen und Prinzipien verschrieben haben ausgelebt wird, bzw. zur verbindlichen politischen Leitlinie wird. ; Raymond Rifflet, Belgian europeist and eurocrat, campaigned very young in the federalist ranks, especially at the European Union of federalists and un the Movement for the Socialist United States of Europe, before he joined the European Commission as President Rey's chief of staff and then as Director general for Social affairs at the Berlaymont. This career, which allows him to access from the defence of an idea to it's relaization, evokes the path experienced by many other activists at that time (1960's and 1970's), when the boundaries between European supporters and official actors were still quite porous. Since then, it is interesting to study this experience in order to understand both how this path can lead to europeism, starting from the youth and the classical commitments, and how this europeism can gradually be lived by those who claim it as a fully-fledged principle of action and an imperious political line. ; Raymond Rifflet, européiste et eurocrate belge, a milité très jeune dans les rangs fédéralistes, notamment à l'Union européenne des fédéralistes et au Mouvement pour les Etats-Unis d'Europe, avant d'entrer à la Commission européenne comme chef de cabinet du Président Jean Rey puis de devenir directeur général aux Affaires sociales au Berlaymont. Ce parcours qui le fait accéder de la défense d'une idée à la réalisation de celle-ci évoque la trajectoire qu'ont connue d'autres militants, à une époque (années 1960 et 1970) où les frontières entre les activistes et les acteurs officiels de l'Europe sont encore poreuses. In the European Union political visions of a 'Social Europe' are being fuelled by the creation of common EU employment and social policy. The aim of the study is to investigate the workings and dynamics of policy-making in the area of employment, as an integral part of the fashioning of the European Union. Policies are channels for the cultural flows of ideas and notions and are in this way a part of forming 'society'. The study is an ethnography of the work of bureaucrats in the European Union institutions and the member state governments, in particular in the European Commission and the Swedish government. In this bureaucratic culture of policy-making the Eurocrats move between different EU meetings to negotiate, discuss and decide on common 'EU' positions, in this way creating a postnational EU. At the core of the study is the tracing of the policy process of framing the vision of 'Social Europe' by the notion of 'quality in work'. Particular focus is placed on turning this idea into 'quality in work' indicators. More specifically, the study explores the processes of making policy decisions quantifiable and transparent, and the assumptions underlying these processes. The development of indicators may be seen as part of a general global trend responding to demands for accountability, transparency and control over policy processes, a trend labelled audit society or audit cultures.
