Il dibattito sul concetto di smart city è stato ampliato in questi ultimi anni. Per identificare i fattori della smart city, alcuni studiosi sottolineano il ruolo di alcuni elementi, tra cui lo sviluppo economico, il contesto favorevole alle imprese, la sostenibilità ambientale, l'innovazione sociale, il processo di informazione e conoscenza e infine il capitale umano e sociale. Da questo punto di vista, il concetto di smart city è relazionato sia all'efficienza urbana che al benessere dei cittadini sotto l'ombrello comune dell'uso di tecnologie appropriate. Anche le imprese e le istituzioni hanno contribuito a questo dibattito. Queste ultime hanno unito il concetto di smartness con la capacità di utilizzare le ICT (tecnologie dell'informazione e della comunicazione) quale strumento per rafforzare la crescita economica. In particolare, la strategia europea 2020 focalizzata su una crescita sostenibile, inclusiva e intelligente considera le città come motori per lo sviluppo e le città intelligenti come un modello normativo per la città contemporanea. Pertanto, come misurare la smartness sta diventando sempre più fondamentale. Partendo dall'analisi degli indicatori di smartness sviluppati negli ultimi anni, l'obiettivo del lavoro è verificare quanto questi indici siano in grado di supportare la strategia Europa 2020 nel raggiungere i propri obiettivi, e nel diventare così uno strumento politico efficace. ; The debate about the smart city concept has been widened during these last years. In literature, to define this concept differ- ent ways have been proposed where enthusiastic positions have been counterposed by critical and negative views. To identify the smart city factors, some scholars highlight the role of some issues among others economic development, business-friendly context, environmental sustainability, social innovation, information and knowledge process, and finally human and social capital. In this light, the smart city concept is related to both urban efficiency and citizens' wellbeing under the common umbrella of the use of appropriate technologies. Even firms and institutions have contributed to this debate. The latter have joined smartness with the ability of using ICT (Information and Communication Technology) as instrument to strengthen economic growth. Particularly, European Strategy 2020 focusing on a sustainable, inclusive and smart growth considers cities as engines for the development and smart cities as a normative model for the contemporary city. Therefore, how to measure smartness is becoming more and more crucial. Starting from the analysis of the smartness indicators developed in these last years, the aim of the paper is to verify how much these indexes are able to support the Europe 2020 strategy in reaching its own targets, becoming so an effective policy tool. ; Le débat sur le concept de ville intelligente s'est élargi ces dernières années. Pour identifier les facteurs de la ville intelligente, des spécialistes ont souligné le rôle de certains éléments tels que le développement économique, un contexte favorable aux entreprises, la durabilité environnementale, l'innovation sociale, le système d'information et de connaissance ainsi que le capital humain et social. Dans cette optique, le concept de ville inteligente est lié à la fois à l'efficacité de la gestion urbaine et au bien-être des citoyens, sous l'égide commune de l'utilisation de technologies appropriées. Les entreprises et les institutions ont également contribué à ce débat. Celles-ci ont associé, au concept d'intelligence, l'usage des TIC (technologies d'information et de la communication) comme un moyen d'améliorer la croissance économique. En particulier, la stratégie européenne 2020, axée sur une croissance durable, inclusive et intelligente, considère, d'une part, les villes comme des moteurs de développement et, d'autre part, la ville intelligente comme un modèle normatif de la ville contemporaine. Par conséquent, les indicateurs de performance de la ville intelligente deviennent de plus en plus importants. A partir de l'analyse des indicateurs développés ces dernières années, le but de ce travail est celui de vérifier dans quelle mesure ces indicateurs peuvent appuyer la stratégie Europe 2020 à fin d'atteindre ses objectifs et, ainsi, devenir un outil politique efficace.

Obiettivo generale del presente lavoro è proporre analisi statistiche di tipo multidimensionale finalizzate a valutare e monitorare gli effetti delle politiche Europee nel settore delle Fonti di Energia Rinnovabile (FER), con un focus specifico al monitoraggio della Europe2020 a livello regionale. La prima parte del lavoro presenta un panoramica storica dei principali atti legislativi con i quali è stata avviata concretamente la Politica Energetica sulle rinnovabili a livello Europeo. Alla luce delle informazioni così raccolte, la seconda parte della tesi ha avuto ad oggetto l'analisi dell'effetto, misurato in termini di Mega Watt installati, dei regimi di sostegno implementati da 11 Stati Membri UE nel settore fotovoltaico. I risultati ottenuti mediante l'applicazione del metodo STATIS e della Data Envelopment Analysis Window, hanno consentito di confermare sia l'ipotesi di armonizzazione from the bottom che si sta verificando in questo settore, nonchè il buon funzionamento di alcuni dei regimi considerati nel raggiungimento degli obiettivi della Europe 2020. La terza parte del lavoro, con l'obiettivo specifico di scendere a livello micro, ha avuto ad oggetto la creazione di un indice sintetico finalizzato al monitoraggio della Europe 2020 a livello regionale, con un focus sulle 20 regioni Italiane. L'indice (denominato IM_EU2020), costruito secondo il metodo di ponderazione e aggregazione dell'Adjusted Mazziotta Pareto Index, ha tenuto in considerazione tre dimensioni della strategia Europea: ambientale, energetica e sociale. Lo strumento sembra aver raggiunto lo scopo scientifico del lavoro, ovvero la scomposizione e analisi del contributo che ciascuna Regione Italiana sta apportando al raggiungimento del target 2020 a livello nazionale. ; General aim of this work is to propose multidimensional statistical analysis to assess and monitor the effects of European policies implemented in the Renewable Energy Sources (RES) sector, with a focus on the monitoring of Europe 2020 Strategy. The first section of the work, shows an historical review on the main legislative tools though which the European Union started its Renewable Energy Policy. According to the information in this way collected, the second part of the thesis has been addressed to the analysis of the effect, measured in terms of Mega Watt installed, arised from the implementation of RES support schemes in 11 EU Member States, in the Photovoltaic sector. The results, obtained through the application of the STATIS method together with the Data Envelopment Analysis (in the Window version), allowed to confirm both the hypothesis of a harmonization from the bottom and the good functioning of such kind of instruments to achieve Europe 2020 RES targets. With the specific objective to carry out a micro-level analysis, the third part of the work has seen the creation of a synthetic index aimed at monitoring the Europe 2020 at regional level, with a focus on the 20 Italian Regions. The index (called IM_EU2020), based on the weighting and aggregation methods of the Adjusted Mazziotta Parota Index, includes three dimensions of the European Strategy: environment, energy and social. The proposed index seems to have achieved the scientific scope of decomposing and analyzing the concrete contribution that each Italian Region is generating to allow the target fulfillment at National level.

Europe 2020 is the European Union's growth strategy for the coming decade. In a changing world, policy makers want the EU to become a smart, sustainable and inclusive economy. These three mutually reinforcing priorities should help the European Union and the Member States deliver high levels of employment, productivity and social cohesion. The main aim of this paper is to analyze whether those partially new guidelines in regional policies may be beneficial to reduce the Mezzogiorno socio-economic differentials. This question is important for Southern regions after a partial failure highlighted in the new regional policy (NRP) applied in Italy since the 1990s. Procedural utility is introduced in the paper. According to Frey procedural utility means that people not value actual outcomes, i.e. the what but also the conditions and processes that leads to these outcomes. Procedural utility means that people may have preferences about how instrumental outcomes are generated. Procedures require good institutions and their lack in the Italian Southern regions may annul any planned growth strategy giving us insights on some potential drawbacks of these new European regional policies.

I principi europei che orientano le politiche pubbliche e di sviluppo territoriale si ispirano all'etica laica e alla visione olistica della sostenibilità. Sono condivisi dalle città Capitali metropolitane, che per raggiungerli nel breve periodo (2020), sottoscrivono un'Agenda Urbana unitaria e innovativa in cui coesione, sostenibilità, sussidiarietà, inclusione sociale, sicurezza, partecipazione dal basso, equità sono alla base della European Smart Community Strategy. Co-pianificazione, consultazione continua e trasparenza dell'informazione, tecnologie flessibili e utili alla nuova domanda territorializzata di conoscenza, planning, governance e gestione integrati sono gli strumenti con cui città e policy maker europei si misurano, assumendo la complessità della conoscenza e dell'informazione geografica e la sua transcalarità come il mezzo utile per rendere attendibili e congruenti i tempi di attuazione della crescita attraverso strumenti finanziari quali gli Integrated Territorial Investment (ITI). A questo scopo, Londra, Parigi, Vienna, Berlino, Bruxelles, Lussemburgo hanno fatto dell'economia digitale un attrattore per lo sviluppo sostenibile di attività che spaziano dal turismo alla R&S, finanza, e sono ormai considerate open-city laboratory a rete territoriale, cioè città connesse e aperte all'ingegno, capaci di sfidare, senza confini, l'innovazione per combattere allo stesso tempo il cambiamento climatico e l'esclusione sociale, il non accesso ai servizi e all'housing. Questa esperienza è tuttavia ancora estranea al contesto nazionale, a cui questo contributo fa riferimento con particolare attenzione al caso di Roma Capitale Città metropolitana e alla possibile rivoluzione che essa è chiamata ad intraprendere per ritrovare la propria posizione geografica di open capital region, e gestire un capitale potenziale territoriale, che migliori la capacity building nella prospettiva di medio-lungo periodo offerta da programmi e piani strategici integrati supportati da GIS analiticogestionali, valutazioni ex ante e ex post, cartografia place based. ; Secular ethics and holistic view of sustainability inspire European behaviour principles in driving public policies and territorial development. Metropolitan capital city regions share them and, in order to achieving them in short time, in 2016 they subscribed an unified and innovative Urban Agenda. By cohesion, sustainability, subsidiarity, social inclusion, safety, bottom-up partecipation, equity, this Agenda inspires the European Smart Community Strategy. Starting from this framework, the paper argues new geographical knowledge tools and instrument inspiring European policy makers to make the growth' timing as reliable and consistent by Integrated Territorial Investment (ITI). Co-planning, close quary and transparency of information, flexible technology useful to a territorialised demand, new governace, integrated management are instrument needed to this scope. Best practices in digital economy made London, Paris, Vienna, Berlin, Bruxelles, Luxembourg as an attractor for sustainable investments in finance and tourim. Appreciated as open-city laboratories and competitive territorial networks, they are connect and open mind beyoind boundaries, in order to contemporary challanging both climate change and social exclusion, both not access to services and housing, and so on. A paragraph compares these experiences with the Rome Capital metropolitan city status in order to introduce: how a Capital city should offer a revolutionary and groundbreaking actions for recovering its geographical and political position as open capital region; how it could mange the territorial potential capital, improving its capacity building in a medium-long time by the supply of strategic and integrated programming and plans using analityc-management GIS, ex ante and ex post assessment tools, place-based carthography.

But is it right that historic centres, the most prized places in cities, are subject to gentrification? In other words, the expulsion of the original residents and traditional, historical activities, which are the soul of these places: something that is well highlighted in 2000 European Landscape Convention.There are some paradoxes that link the protection policies in place for some years to their results. The pedestrian islands born in Italy nearly 40 years ago with the first pedestrianization of the Colosseum and then the ZTL, initially opposed by the traders, in the medium-long period have meant spread of shops for high incomes and international stores that have supplanted the historic shops. The ecological transformation of a part of the twentieth-century High Line in Manhattan has led to an increase in the real estate values of the area that is growth in sales prices and rents and therefore the replacement of residents and activities.The challenge we face today is how to maintain the identity of places that are transformed or even just recovered, also to make them sustainable as required by the UN. And how to preserve their human component, essential part of this identity, even among the objectives of the Charter 2020-2030.
