"This book celebrates the 20th Anniversary of Asia-Europe Meeting (ASEM), which is a political dialogue process bringing together governments and civil society members from Asia and Europe. The book depicts the evolution of Asia-Europe relations since the foundation of the ASEM, an informal political dialogue process, initiated in 1996. The book chapters are contributed by leaders of Asia and Europe including Head of states and Ministers from Asia and Europe. It is a unique book commemorating and celebrating 20 years of Asia-Europe relations."--

Globally, Invasive Alien Species (IAS) are considered to be one of the major threats to native biodiversity, with the World Conservation Union (IUCN) citing their impacts as ?immense, insidious, and usually irreversible?. It is estimated that 11% of the c. 12,000 alien species in Europe are invasive, causing environmental, economic and social damage; and it is reasonable to expect that the rate of biological invasions into Europe will increase in the coming years. In order to assess the current position regarding IAS in Europe and to determine the issues that were deemed to be most important or critical regarding these damaging species, the international Freshwater Invasives - Networking for Strategy (FINS) conference was convened in Ireland in April 2013. Delegates from throughout Europe and invited speakers from around the world were brought together for the conference. These comprised academics, applied scientists, policy makers, politicians, practitioners and representative stakeholder groups. A horizon scanning and issue prioritization approach was used by in excess of 100 expert delegates in a workshop setting to elucidate the Top 20 IAS issues in Europe. These issues do not focus solely on freshwater habitats and taxa but relate also to marine and terrestrial situations. The Top 20 issues that resulted represent a tool for IAS management and should also be used to support policy makers as they prepare European IAS legislation.

The Party System in Central Europe after 20 Years (Standard or Exceptional?)

This article is a brief consideration of the state of the party system in Central Europe, in the sense of its position in wider theoretical and comparative contexts of democracy as such and within Western European models. Does Central Europe differ from Western Europe? Is Central European democracy, including the political party system, qualitatively different from Western European democracy? This text fi rst examines the issue of the consolidation of democracy in Central Europe,
then explores the relationships between the consolidation of democracy and the political party system in the region and fi nally tries to fi nd an answer to the question of the standard or exceptional nature of Central European democracy and the Central European political party system in relation to Western Europe. The result of this examination is the fi nding of an absence of qualitative difference between Central and Western Europe in terms of the aspects referred to above.

Rio+20 and the reform of the Common Fisheries Policy in Europe
At the Rio+20 meeting in June 2012, governments of the world committed to rebuilding fish stock sizes by 2015 at least to levels that can produce the maximum sustainable yield (MSY), even if that would require the temporary closure of fisheries. This study explores the outcomes of such action for European stocks. In 2012, only 8 of 48 stocks (17%) were abundant enough to produce MSY and with a business as usual scenario, this number would not increase by 2015. In contrast, if fishing was reduced to levels consistent with rebuilding and if some fisheries were temporarily closed, 50–70% of the examined stocks would be able to reach the Rio+20 target by the end of 2015. In this scenario, after three years with reduced catches, fish supply from European stocks would reach and exceed the levels of 2011 already in 2016. The implications for fish, fishers and fish consumers are discussed. Highlights: ► This paper evaluates the commitments made by Rio+20 with regard to fisheries. ► It finds that 50-70% of the stocks could be rebuilt by 2015. ► For the rebuilding to occur, fishing has to be reduced and some fisheries closed. ► Seafood supply would be higher than currently from 2016 onward.
