"Neill Nugent and Mark Rhinard assess the role of the Commission in external relations in light of the changes brought about by the Lisbon Treaty. Given the wide range of policies covered by this rubric (including trade, development, enlargement and foreign), the Commission's capacity for leadership varies substantially. The conventional wisdom on this topic is that the Commission has been on the decline since the Delors era, which the Lisbon Treaty 'is generally seen to have [...] accelerated [...] with the Commission often portrayed as the main loser in the institutional reforms and redistribution of power arrangements'.
