The European Neighbourhood Policy is the arena of continuous, inherent as it were, tensions among the ambitions of Member States wanting to play the largest role in the shaping of the European Union's relationships with the surrounding world. A characteristic and obvious quality of this phenomenon is the fact that particular Member States' interests in a given region in the neighbourhood of the European Union increases in proportion to its geographical proximity. This creates naturally the phenomenon of a group of Member States interested or specialized in the region of the Mediterranean Sea, the Black Sea or the Eastern policy. Simultaneously there exists a considerable group of Member States which, because of a considerable distance from a particular region, shows little interest and consequently a frequent lack of understanding of issues related to it. The objective of this article is to capture this phenomenon and to try to systemize it through the notion and methodology of the National Specialization Index. ; Europejska Polityka Sąsiedztwa jest areną nieustannych, niejako wpisanych w nią napięć pomiędzy ambicjami państw członkowskich, chcących wywierać, jak największą rolę w kształtowaniu relacji zewnętrznych Unii Europejskiej. Charakterystyczną i wręcz oczywistą cechą tego zjawiska jest fakt, że zainteresowanie państw członkowskich danym regionem w otoczeniu Unii wzrasta proporcjonalnie do jego bliskości geograficznej. Tworzy to w sposób naturalny zjawisko bloków państw członkowskich zainteresowanych i wyspecjalizowanych czy to regionem basenu Morza Śródziemnego, Morza Czarnego, czy też polityki wschodniej. Równolegle istnieje znacząca grupa państw członkowskich, która poprzez swoją znaczną odległość od danego regionu, wykazuje niewielkie zainteresowanie, a więc często i brak zrozumienia dla dotyczących go kwestii. Celem niniejszego artykułu jest uchwycenia tego zjawiska i próba jego systematyzacji poprzez pojęcie i metodologię Wskaźnika Specjalizacji Narodowych.

Po ponad półrocznym okresie konsultacji, w których udział wzięły zarówno instytucje UE, państwa członkowskie, a także organizacje pozarządowe, w listopadzie 2015 roku Komisja Europejska przedstawiła założenia reformy EPS, które można określić jako nową Europejską Politykę Sąsiedztwa. W artykule przedstawiony zosta dotychczasowy model EPS, w tym także przesłanki ustanowienia polityki w 2004 r., następnie ukazana została ewolucja EPS, a w kolejnej części artykułu omówione zostały założenia nowej EPS na podstawie analizy dokumentów instytucji UE. ; After over 12 years of implementation of the European Neighbourhood Policy and the two political upheavals – Ukrainian crisis and the Arab Spring, it is time for its comprehensive assessment and review of certain assumptions. In 2015 began consultations on a new shape of the ENP, so that the policy on the one hand might continue to fulfill its essential function of supporting and promoting human rights and democracy in neighboring countries, but on the other hand, the EU can effectively influence their external security. After more than six months of consultations, which was attended by the EU institutions, Member States and non-governmental organizations in November 2015, the European Commission presented the principles of the reformof the ENP, which can be described as the new European Neighbourhood Policy. The paper presents the current model of the ENP, including evidence to establish policy in 2004., then isshown the evolution of the policy and in the next part of the article is discussed the establishment of a new ENP based on analysis of documents of the EU institutions.

Overall, the paper contributes toa nuanced comprehension of the evolving geopolitical landscape, its implicationsfor regional stability, and international relations.

The paper deals with the European cooperation in outer space, which in the course of half a century has led to the creation of the European space policy, another European public policy. At the beginning of the paper, the definition framework for public policy was outlined and the European space policy was briefly presented. The analysis begins with an indication of the reasons for establishing cooperation for space, then it covers the history of European space efforts as well as the attempts to institutionalize that cooperation. In the further part of the paper, the process of working out the European space policy and the most recently announced European space programme are analysed. Finally, the conclusions resulting from the analysis give the answer to the questions raised in the paper about the ability to effectively design and execute the space policy, the results of implementation of particular space policy programmes, allocation of resources for the benefit of society, the position of the EU in international relations.

Na wstępie nakreślone zostały ramy definicyjne polityki publicznej, a także krótko przedstawiono, czym jest europejska polityka kosmiczna. Analiza rozpoczyna się wskazaniem przyczyn nawiązania współpracy na rzecz przestrzeni kosmicznej, następnie obejmuje historię europejskich wysiłków na rzecz przestrzeni kosmicznej aż po próby instytucjonalizacji tej współpracy. W dalszej części artykułu przeanalizowane zostały proces wypracowywania europejskiej polityki kosmicznej oraz niedawna propozycja europejskiego programu kosmicznego. Na zakończenie przedstawiono wnioski z przeprowadzonej analizy, które jednocześnie stanowią odpowiedź na postawione w artykule pytania o zdolność do efektywnego projektowania i wykonywania polityki kosmicznej, rezultaty realizacji poszczególnych programów polityki kosmicznej, alokowanie zasobów z korzyścią dla społeczeństwa, pozycję UE w relacjach międzynarodowych.

Publikacja recenzowana / Peer-reviewed publication ; Na podstawie art. 8 TUE Unia Europejska ma budować przestrzeń dobrobytu i dobrego sąsiedztwa. Instrumentem realizacji tego zamierzania jest umowa stowarzyszeniowa. Umowa tego rodzaju obowiązuje tymczasowo również w relacjach UE-Ukraina. Jej istotnym elementem jest budowa przestrzeni wolności, bezpieczeństwa i sprawiedliwości (Tytuł III umowy stowarzyszeniowej). Przestrzeń ta skonstruowana została, analogicznie do unijnej polityki PWBS (art. 67 TFUE), wokół swobody przepływu osób, uwarunkowanej współpracą Ukrainy w zakresie zarządzania granicami, migracji, azylu, a także zwalczania i zapobiegania przestępczości. Współpraca ta w grudniu 2015 r. została pozytywnie oceniona przez Komisję Europejską, a efektem tej pozytywnej oceny jest przedłożona w kwietniu 2016 r. inicjatywa prawodawcza Komisji w sprawie zniesienia wiz dla obywateli Ukrainy. Jeśli inicjatywa ta zostanie uchwalona przez Parlament Europejski, a na to wskazują pozytywne raporty komisji parlamentarnych, oraz przyjęta przez Radę, wówczas zniesiony zostanie obowiązek posiadania wiz, jeśli chodzi o pobyty krótkie, tj. do 90 dni. Należy jednak pamiętać, iż zmiana ta nie została powiązania w żaden sposób z prawem do podejmowania pracy przez obywateli Ukrainy w państwach członkowskich UE. Zgodnie z art. 18 umowy stowarzyszeniowej zagadnienie podejmowania pracy jest przedmiotem umów dwustronnych między państwem członkowskim a Ukrainą i prawa krajowego państw członkowskich. Zniesienie wiz dla obywateli Ukrainy stanowi jednocześnie, w świetle statystyk Komisji Europejskiej, największe wyzwanie organizacyjne dla polskich organów władzy państwowej odpowiedzialnych za kontrolę granic oraz imigrację – granica polsko-ukraińska jest najczęściej przekraczanym odcinkiem lądowej granicy wschodniej UE. Tylko w pierwszej połowie 2015 r. została przekroczona 4,7 mln razy. ; In accordance with Article 8 of the Treaty on the European Union the EU shall establish an area of prosperity and good neighbourhood. An association agreement is one of instruments used to achieve this goal. Such an agreement is applied provisionally in relation between the EU and Ukraine. The area of freedom, security and justice (Title II of the Association Agreement) is an important part of this agreement. The area is constructed in the same way like the European Union policy based on the Article 67 of the Treaty on functioning of the European Union, to establish the free movement of persons but in conjunction with the cooperation between the EU and Ukraine with respect to external border controls, asylum, immigration and the prevention and combating of crime. The European Commission gave a positive assessment of the cooperation in December 2015, confirming that Ukraine successfully met all benchmarks under the Visa Liberalisation Action Plan from 2010. In April 2016 the European Commission proposed to the Council of the European Union and the European Parliament to lift visa requirements for the citizens of Ukraine. The above mentioned amendment does not mean that the citizens of Ukraine will have the right to work in the EU. In accordance with Article 18 of the Association Agreement the mobility of workers is a subject to the legislation in the Member. The Visa Liberalisation will also mean a great challenge for the Polish border and migration administration. The Polish-Ukrainian border section remained by far the busiest section of the EU eastern land border, with an increase of 15.5% during January–June 2015 compared with the first half of 2014.

There is some useful literature on the subject but this needs be to completed. The influences of the world's leaders collide on the Pacific Ocean, which gives this area primacy in geopolitical domination, slowly downgrading the Atlantic Community. The main purpose of the paper is, therefore, to research the possibilities and methods of legal and extrajudicial cooperation betweentwo continents which are very distant from each other. They may even result in the EU's considerable transformation and exert impact upon its international position. The crises stem from member states' vast differences of opinion on methods for dealing with the internal and external challenges. The most critical of the challenges include the Eurozone crisis, attitude towards refugees and migrants from the Near East and Africa, and diverse approaches towards Russia in connection with the annexation of Crimea and with the conflict in Eastern Ukraine. They all illustrate a deep rift not only among member states but also within individual countries of the EU. ; Unia Europejska boryka się z licznymi kryzysami o charakterze wewnętrznym i zewnętrznym, które mogą wpłynąć na jej funkcjonowanie w przyszłości. Ensuring internal security is one of the core objectives of European integration in the context of the establishment of an area of freedom, security and justice of the European Union (E.U.). The aim of the internal security policy of the E.U. is to support Member States with regard to the maintenance of law and order and the safeguarding of internal security. In the last 20 years in the area of internal security of the E.U. many important initiatives, political agendas and legal instruments at the E.U. level have arisen. This article aims to show the development of the internal security policy of the E.U., its most important guidelines and the challenges in the coming years.

2022 marks the 30th anniversary of the Treaty of Good Neighbourhood, Friendly Relations, and Cooperation between Poland and Ukraine. In the presented article, by applying elements of decision analysis, an attempt was made to explain the decision to conclude the Treaty. First, the decision-making centres in Poland and Ukraine, and their awareness with respect to Polish-Ukrainian relations, were presented as three separate circles: public opinion, political parties, and groups of the most important decision-makers. The decision to sign the treaty was possible thanks to the political and intellectual elites who originated in the former communist-era opposition, both in Poland and Ukraine. Those elites convinced the governing circles to accept their conception of foreign policy. In Poland, this was all the easier because people originating directly from those elites formed part of the decision-making bodies. In Ukraine, however, the foreign policy conception of the dissident circles was internalised by the President. Secondly, using the game theory and assuming the rationality of decision-makers, the decision-making process was reconstructed, understood in the category of interactions between two decision-making centres. The two states aimed to conclude a treaty that would satisfy both parties. It can thus be concluded that they demonstrated a readiness to compromise during the negotiations. It can also be assumed that this readiness was slightly asymmetrical in Poland's favour. Ukraine was willing to sacrifice much more in order for the treaty to be negotiated.
