; This master's thesis deals with the mobbing at the workplace. Mobbing is one of the most serious and a worst-case of violence at the workplace. It is presented in almost all of the organizations around the world. The subject under discussion and the aim of this assessment is to make a comparison about the mobbing at the workplace in Slovenia with the other members of the European Union. We have defined in details a definition of mobbing, its reflection and the development phases of mobbing and all types of mobbing. We have also described the most frequent victims and persons who have committed mobbing. We have also determined some of the consequences of mobbing for individuals, colleagues, organization and the society. We have presented the methods and actions for prevention of the mobbing. We have checked and analyzed existing home and foreign researches about mobbing at the workplace. There hasn't been made any bigger research about the mobbing in Slovenia, just some smaller ones. In the context of European foundation (Eurofund) there have been conducted several researches, containing all of the members of the European Union. In this master's thesis are the researches of the EWCS (European Working Conditions Surveys) of key importance. The obtained results indicate that mobbing in Slovenia is in general more presented than in the European Union. The most common victims are women ; this is also above the European average. There is the most violence at the medium organizational level. The results also show that mobbing is presented in all of the members of the European Union, which shows the seriousness of the problem.
; Master's thesis is focused on the area of security of energy supply, which is next to sustainability and competitiveness one of the key objectives of the European energy policy. It specifies the economic importance of the objectives of security of supply, and the risks associated with the supply, as well as the EU Energy Security and Solidarity Action Plan. As already stated, the security of supply is one of the key objectives of EU energy policy, therefore, special attention is also given to the creation of the European energy policy, its objectives and potential actions, as well as the current situation and challenges of the energy sector in the EU. Today the EU is facing with number of challenges, among which the biggest challenge is the high import dependency, so it is essential for Europe to take action now and work together to ensure a competitive, sustainable and above all, reliable energy supply. To this end, the EU accelerated its efforts to develop a common energy policy. Because Slovenia is also a member of the EU, master's thesis also presents origins and objectives of the Slovenian energy policy, security of supply in Slovenia and its objectives and importance. In its practical part master's thesis focuses on the analysis of the energy import dependence of the EU and the Republic of Slovenia and the role of renewable energy sources (RES) to ensure security of supply. With the help of statistical comparisons, enriched with tabular and graphic representations are presented production and consumption of energy in the EU and Slovenia, which is the basis for further analysis, i.e. analysis of import dependence, as the main indicator of security of supply. It is also presented the role of RES in providing security of energy supply, and analyzed the factors that cause differences between the EU Member States on the exploitation of RES. Special attention is also given to the predictions for the future, both at EU level as well as in Slovenia. At EU level two scenarios to analyse the Europe's energy trends by 2030 are presented, the so-called reference scenario and baseline 2009 scenario. To predict the energy future of Slovenia long-term energy balances by 2030, designed for more scenarios, are presented and analyzed. Special emphasis is placed on the projected indicators for monitoring the security of supply in Slovenia. For a better understanding of master's thesis is at the beginning also presented the formation and development of the EU as well as Slovenia, as an EU member.
The economic recession has exerted an important influence on the livesof the population in the European Union. Since 2008, when initial indications of the recession appeared, unemployment and poverty have increased in most member states of the European Union. Many European and national strategic documents were exposed; one of the key non-economic factors in easing out of a recession is investment in the development of knowledge. Political opinion regarding the important role of knowledge in solving problems of the economic recession raises the question of actual change in this area. In this paper, an understanding of the role of adult education in economic development (as oulined in the European strategic documents) is demonstrated, and in opposition to the same, an analysis of participation (and obstacles) in adult education at the beginning of the economic recession is pursued.
• Relativno najcenejša skupina storitev, ko primerjamo Slovenijo z Nemčijo, so obrtne storitve in popravila, relativno najdražja skupina storitev, ko primerjamo Slovenijo s Hrvaško, pa so komunalne storitve. ; The European Union is an economic and political union of 28 European countries, which enables its members economic cooperation, single market and common institutional environment. Germany is one of the founders of the Union, Slovenia belongs to its younger members and Croatia joined to the European Union in the year 2013. Despite some common points, there are many differences among these member countries. German economy is more developed than Slovenian and Croatian, as the GDP per capita in PPS for the year 2012 in Germany was 23 % higher from the European average, in Slovenia it was 18 % lower than the average of the EU-28, and Croatia stayed behind the European average by 39 %. In this study, we wanted to determine whether the above mentioned development gap among Slovenia, Germany and Croatia shows through all levels of service prices. With this purpose this thesis compares the prices of 101 services in Slovenia, Germany and Croatia, which were divided into 10 groups. On the basis of calculations we came to the following conclusions: • In March and April 2012 in Slovenia the prices of services were 30 % lower on average than in Germany, thus the aggregate price level was 0.7. This means that the Slovenian consumer paid only 70 % of the amount for the same service as the German consumer did. • The comparison of prices between Slovenia and Croatia shows, that in the same observing period the prices in Slovenia were on average 20 % higher than in Croatia. • Comparing Slovenia and Germany the relatively cheapest group of services were the handcraft services and the services of repairs, the relatively most expensive group of services, when comparing Slovenia and Croatia are the utility services. • The level of price similarity of the observed groups of services is higher when comparing Slovenia and Croatia as in comparing Slovenia and Germany.
This paper deals with the spatial relationship between national and European regional policies. Spatial coherence of these two types of policies in two CEE countries - in the Czech Republic and Slovakia - is discussed. Our findings point at a higher spatial coherence of national and European regional policy in Slovakia. Thus, there is a higher financial allocation per 1 inhabitant in the nationally delimitated areas of special interest in Slovakia compared with the Czech Republic. Three aspects are discussed in this regard. First, different strategies of the delimitation of the areas of special interest in the both countries are emphasised. Second, different strategies of the implementation of the areas of special interest in programming documents in the both countries are upheld. Third, the factor of territorial absorption capacity is mentioned. We claim that the three aspects should be considered in achieving a higher spatial coherence of national and European regional policies. Adapted from the source document.
Predmet doktorske disertacije je upravljanje zunanjetrgovinske politike države ob upoštevanju delovanja nadnacionalnih entitet, pri čemer je naš osrednji cilj identificirati optimalen način realizacije nacionalnih interesov v okviru nadnacionalne entitete (tj. Evropske unije). ; The doctoral thesis focuses on a country's external trade policy management in relation to the processes witin subnational entities. Our main goal is to identify an optimal approach to realizing national interests in the context of a subnational entity (i.e., the European Union). External trade policy is one of the oldest economic policies. The first discussions on trade issues started among philosophers in Greece 2000 years ago, but global trade as a systematic process emerged in the 15th century. At the beginning of the doctoral thesis, the focus is on the theoretical background ‒ theories of external economic co-operation. We analyse the role of the state and economic diplomacy in different historical periods (mercantilism, liberalism, protectionism, interventionism, liberalisation and globalisation). The most important theoretical finding is (discovered by David Ricardo and confirmed in subsequent theories) that all states, engaged in external trade, gain (we talk about the so called positive sum). Although countries led different external trade policies during various historical periods (liberal or protectionist), theory and experience show that the liberal external trade policy increases competitiveness of an economy. Studies of several economists (Sachs and Warner 1995, 35 ; Frey 1984 ; Pruslecki 2008, 5 ; Krueger 1980, 289) also confirm, that countries with a liberal external trade policy record higher growth rates than those in favour of protectionism. Emerging economies (the so called BRIICS countries ‒ Brasil, Russia, India, Indonesia, China, and South Africa) record higher growth rates in the last twenty years – after liberalising their markets. We analyse the European Union (EU) external trade policy measures, the role of national and subnational (state and non-state) actors, and the interconnectedness of the external trade policy and other national policies. The key actors in the formal process of creating EU external trade policy are: European Commission (Directorate General for Trade), Council of the EU (Trade Policy Committee – formerly 133 Committee ; Coreper, Foreign Affairs Council), European Parliament, non-state actors (associations, non-governmental organisations (NGOs)) as well as actors in the member states (state and non state actors: ministries, diplomatic network, business associations, chambers of commerce, NGOs, etc.). The priority of the EU external trade policy is multilateral trade – successful conclusion of the WTO Doha Development Agenda. In parallel, EU is negotiating preferential trade agreements with several countries and regions. One of the most important trade policy measures is also Market Access Partnership, where active involvement of member states and the business sector is expected. Globalisation has changed the patterns of global economic co-operation and global trade. External trade has become more complex (linked to the competition, energy, environment and sustainable development policies) and the number of actors (state and non-state) involved in the policy has increased significantly. The boundaries between external and internal policies disappear as well. We show the interactions between different actors, negotiating levels, and policies on the World Trade Organisation Doha Development Agenda case, where the positions of the negotiations have to be agreed on at different levels: national, bilateral, regional, and multilateral. External trade policy is an important part of the EU strategic documents (Global Europe: competing in the world, EU 2020), and therefore an important element of the competitiveness policy. The thesis also confirms that the role of economic diplomacy in trade issues has gained importance during the last twenty years. Saner and Yiu (2003) argue that the main function of the post-modern economic diplomacy is representation in the international organisations and influence on other countries' policies.
The financial crisis and its consequences in European societies show the weaknesses of the current economic system. Especially in the so-called peripheral countries we can notice a dramatic increasing in unemployment, reduced public spending and security, poverty, evictions, etc. The neoliberal policy followed by most European governments offers little chance for a solution to this problem. ; Finančna kriza in njene posledice v evropskih družbah kažejo na pomanjkljivosti sedanjega gospodarskega sistema. Še posebej v t. i. obrobnih državah se dramatično povečujejo brezposelnost, nižanje porabe, občasnost del, prisilno preseljevanje delovne sile, revščina, deložacije itd. Neoliberalna politika, ki ji sledi večina evropskih vlad, ponuja malo možnosti za rešitev nastale situacije.
Poljska predstavlja trg s skoraj štiridesetimi milijoni prebivalcev. ; Poland represents a market of almost forty million inhabitants. It is also the country with exceptional geographical location and therefore in the history this territory was a place of numerous wars and conflicts. Nowadays its location is of foremost advantage. It has direct access and the possibility of economic cooperation with a number of economically and innovatively important countries. Innovativeness in entrepreneurship has been shown as a remarkable competitive advantage especially in the last few years. It has become almost a necessity if a company wants to grow and develop. Poland is aware of this, but in the past its innovation policy did not show big positive effects. When reviewing the dimensions of innovativeness in Poland we found that they are far below the European Union average in performance in almost all addressed viewpoints. We found that the state should do more in the future, if they want to improve innovation performance. The country, in cooperation with the European Union, has made ambitious goals as well as concrete measures to improve the state of innovativeness and economic performance generally. We can only hope that they will actively pursue these goals, because from the past experiences of this country we know that it was not always like that. If the country would like to be successful with its enterprises and increase the importance of an innovative culture, then we believe that the innovation performance of Poland can be improved.
V uvodnem poglavju magistrskega dela smo opredelili problem, namen, cilje in hipoteze. Zapisali smo predpostavke in omejitve ter predstavili predvidene raziskovalne metode. V drugem poglavju smo predstavili prostovoljstvo in program Evropske prostovoljne službe. Z predstavnikoma organizacije smo izvedeli intervju. ; In the introductory chapter of the master thesis we have identified the problem, purpose, objectives and hypotheses. We have wrote assumptions and limitations. We have present the intended research methods as well. In the second chapter we have presented the volunteering and the European Voluntary Service. Since the program European voluntary service is linked to the international area, we have also focused on the international volunteer work. We presented the entire program Erasmus +, by which European voluntary service is funded. Since the European Voluntary Service program requires close cooperation between employees and volunteers, in the third chapter we have analyzed models of job satisfaction because, in our view, employee satisfaction has impact on the cooperation with volunteers. In the fourth chapter, we present the differences between cultures, as in our case, we are talking about international volunteering. Knowledge of and respect for differences among cultures, may contribute to the successful cooperation between different cultures. In the fifth chapter, we present the two organizations, the Youth Aid Center Association from Slovenia, and the Municipality of Kuopio from Finland. The both organizations are accredited for implementation of European Voluntary Service. We have make an interview with the representatives of the both organizations. Through interviews we have learned about experiences and shortcomings of organizations in the preparation, implementation and evaluation of projects of European Voluntary Service. Based on the responses of interviews we have make SWOT analysis. After that we have prepare a draft of program for preparing employees to work with volunteers from abroad, which we have set as a main objective for the thesis in the introduction chapter.
Prispevek v luči slovenskega predsedovanja Svetu EU v prvi polovici leta 2008 predstavi institucijo Svet EU in organizacijske, posredniške, politične in nacionalne vloge, ki jih uresničuje predsedujoča država. ; In the light of the Slovenian presidency of the EU Council in the first half of the year 2008, the contribution presents the Council of the European Union (the EU Council) as an institution and the organizational, mediatory, political and national roles performed by the presiding state. The framework of the Slovenian forest policy is discussed, which influences the policy regarding each individual role, and the thesis presented by which the most important roles for Slovenia are the organizational and national role. Within the national role it is important to acquire new ideas regarding forest policyas well as the skills and knowledge regarding the drafting of forest policy on the level of the state and the EU.
Book, written in Slovene, discusses the legal content and scope of the concept of discriminatory harassment, which is deemed to be an unlawful discrimination under modern EU non-discrimination law, in the context of implementation of provisions of relevant EU directives in legal systems of the United Kingdom and Ireland. the two most important EU non-discrimination directives, adopted under Article 13 of the Treaty Establishing the European Community (now Article 19 of the treaty on the Functioning of the European union) - Racial Equality Directive (Directive 2000/43/EC) and Employment Framework Directive (Directive 2000/78/EC) - explicity mention harassment as prohibited form of discrimination. Legal definitions contained in these two directives define harassment as discriminationdiscrimination itself. Prior to the transposition of the EU non-discrimination directives into their laws, while few member states tackled this issue either within the context of the law on equal treatment (e.g. Denmark, the United Kingdom and Ireland) or outside this context (e.g. France), that is in the framework of criminal, civil, health and safety or employment legislation. As a result of the implementation of relevant provisions of the two main non-discrimination directives (Directives 200/43/EC and 200/78/EC) a definition of harassment has been included in legislations of all EU member states. In most member states such legislative definition is a literal copy of the definition of harrasment that can be found in the Directives 2000/43/EC and 2000/78/EC. The approach to the definition of harassment that appears to be the most "generous" from the perspective of victims of discriminatory harrasment is the one that was taken by British legislator. The narrative hero Peter Klepec is known (and laid claim to) by the inhabitants of the Čabranka-Osilnica valley, the border area on the Croatian and Slovenian side of the border. There circulate a number of quite similar stories about him, in which a frail illegitimate child Peter becomes a strong man, whose supernatural powers help the needy and drive the enemies from these regions. This paper shows the changing role and diversity of interpretations of myth in time and space using the example of folk and literary hero Peter Klepec. It focuses on the historical changes in the perception of Peter Klepec: namely, on his (local) function at the time of the Hapsburg imperial policy, the process of his nationalisation and dilemmas that arose following the division of the Čabranka-Osilnica area, i.e., the originating area of the creation of the legend of the two countries (Croatia and Slovenia). It shows that Klepec was due to different historical circumstances and (interpretive) discourse used for different purposes. First, he served as a symbol of strength and survival in the Čabranka-Osilnica valley, and then as the Hapsburg myth that justified the existence of the monarchy facing the hostile Ottomans, and lastly as an allegory of a servile Slovene, who is always just a faithful bondsman to other masters (first under the Austro-Hungarians and then the European Union). ; Pripovednega junaka Petra Klepca poznajo (in si ga lastijo?) prebivalci Čabransko- osilniške doline, torej obmejnega območja na hrvaški in slovenski strani meje.
