The paper presents results of a pilot study conducted in the second half of 2015 as part of the project Gender, Innovation and Sustainable Development in the Baltic Sea Region in the following five countries: Estonia, Poland, Sweden, Lithuania and Latvia. The countries differ in terms of the scale of female entrepreneurship and the level of innovativeness of their economies, but also in respect of state policy for gender equality. With an index at the level of 74 points, Sweden tops the ranking of the Gender Equality Index, while the other countries that fall within the scope of this research have a significantly lower index: Estonia – 54, Latvia – 47, Poland – 44, Lithuania – 40 [EIGE 2013]. Sweden is also a leader in the Innovation Union Scoreboard 2014 ranking (outdoing Denmark and Finland); Estonia, Lithuania and Poland, on the other hand, have been classified to a group of moderate innovators, while Latvia – to a group of modest innovators . EU experts hold an opinion that the success of Sweden (and other Scandinavian countries) in the area of innovativeness comes not only from high R&D expenditures, but also from socio-cultural factors, such as equal opportunities and focus on cooperation (socalled multilevel governance). Począwszy od wybuchu kryzysu finansowego na przełomie lat 2008/2009, UE weszła w niespotykany w dotychczasowej historii okres bardzo poważnych wstrząsów. Problemy te najpierw objęły gospodarkę (słaby i bardzo zmienny wzrost, z okresami nawet płytkich recesji, wysokie bezrobocie, szczególnie wśród ludzi młodych), później sektor bankowy i budżety narodowe. W konsekwencji kilka starych krajów UE, należących do strefy euro, stało się w istocie technicznie niewypłacalnymi. Na domiar złego, w pewnym momencie do południowej Europy zaczęła napływać wielka fala imigrantów, Rosjanie zajęli Krym, wybuchła wojna w Donbasie, a wybory w USA wygrał D. Trump, mogący zdecydowanie osłabić NATO. W tym kontekście podejmowane różne próby rozwiązania tych minikryzysów często były spóźnione, mało odważne i niekonsekwentne. Nie może zatem zaskakiwać, że ostatecznie kryzys zaczął dotykać sfery społeczno-politycznej i instytucjonalnej, czego wyrazem jest pogłębiająca się niewiara Europejczyków w instytucje wspólnotowe i demokrację liberalną. Stąd mamy rozpowszechniający się populizm, egoizm narodowy i regionalny oraz tendencje dezintegracyjne. Zaowocowało to już Brexitem oraz obawami, że podobne decyzje mogą podjąć też inni członkowie Unii. Byłoby to równoznaczne z jej rozpadem. W tych warunkach przekonujące legitymizowanie dalszego trwania i rozwoju Wspólnoty wymaga obecnie wielkiego wysiłku intelektualnego, politycznego i organizatorskiego, a później znalezienia drożnych kanałów dotarcia z propozycjami, rekomendacjami i gotowymi rozwiązaniami aplikacyjnymi do jak najszerszego kręgu odpowiedzialnych jej obywateli, by odzyskiwali wiarę w sens projektu europejskiego i możliwość funkcjonowania w podwójnej tożsamości, narodowej i europejskiej. Idealnie byłoby, gdyby naprawa Unii uległa przy tym głębszej demokratyzacji, a więc realizowana była przy aktywnym współudziale Europejczyków, a nie wciąż przez techno-i eurokratów. Jedną z ciekawszych w tym momencie koncepcji wydaje się być europejska wartość dodana, a więc – w dużym skrócie – pewna suma korzyści extra, uzyskiwanych z racji integracji w porównaniu do efektów osiąganych w ramach narodowej polityki społeczno-ekonomicznej. Wartość tę można próbować opisywać, a w miarę możliwości także kwantyfikować, dla wszystkich obszarów integracji europejskiej. W artykule jednak ograniczono się tylko do WPR, koncentrując się na kwestiach metodologicznych, środowiskowo-klimatycznych, innowacjach, inwestycjach oraz kompleksie kluczowych problemów budżetowych. ; From the beginning of the financial crisis – 2008/2009 – the EU entered an unprecedented period of very serious shocks. These problems first affected the economy (weak and highly variable growth with times of rather shallow recession, high unemployment, especially among young people) and then they spread to the bank sector and the national budgets. Consequently, several of the old EU countries, belonging to the euro area, became – in fact – insolvent. To make the matters worse, southern Europe was hit by a huge wave of immigration, Russians took over the Crimea, a war erupted in Donbass and Donald Trump, who can considerably weaken the NATO, won the US presidential elections. The subsequent attempts at solving these mini-crises were often delayed, not very daring and erratic. Thus, it comes as no surprise that the crisis, ultimately, started to affect also the socio-political and institutional areas, which is manifested in growing distrust of the Europeans in the Community institutions and liberal democracy. This, in turn, resulted in widespread populism, national and regional egoism and disintegration tendencies. Brexit is one of the first effects of the process along with concerns that other members of the EU may take similar decisions which would be tantamount with its breakup. In these circumstances convincing validation of the further existence and development of the Community requires great intellectual, political and organisational effort, and then finding effective channels to reach as broad as possible circle of responsible citizens with the proposals, recommendations and ready application solutions to help them regain trust in the meaning of the European project and possibilities of functioning in the double national and European identity. It would be perfect to make the mended EU more democratic, i.e. to actively engage in the processes the very Europeans and not only techno- and Eurocrats. One of the more interesting concepts, at the moment, seems to be the European value added, which – in a nutshell – means a sum of extra benefits obtained on account of integration against the effects resulting from the national socio-economic policy. It is possible to describe this value and, to some extent, even to quantify it for all areas of the European integration. However, the paper is restricted only to the CAP, focusing on methodological, environmental and climate, innovation and investment issues, and a set of key budget problems.

Podpisany w Helsinkach w 1975 roku Akt Końcowy KBWE otworzył nowy rozdział w poszukiwaniu optymalnego systemu bezpieczeństwa w strefie euroatlantyckiej, obejmującej obszar od Vancouver do Władywostoku. Ustanowił kooperatywny system bezpieczeństwa wprowadzający ponad blokowy mechanizm uzgadniania współpracy politycznej, gospodarczej i w dziedzinach humanitarnych, takich jak kultura, oświata, wymiana informacji i kontakty międzyludzkie. Po zimnej wojnie stworzono organy KBWE, wyposażono ją w nowe kompetencje w zakresie dyplomacji prewencyjnej i rozwiązywania konfliktów, ale ewolucja ładu międzynarodowego w Europie sprawiła, że wbrew początkowym zamierzeniem KBWE, przemianowana z początkiem 1995 roku na OBWE, nie stała się centralną instytucją bezpieczeństwa europejskiego. W wyniku rozszerzenia NATO i Unii Europejskiej na Wschód dokonało się odejście od zasady równego bezpieczeństwa dla wszystkich państw uczestniczących. OBWE pozostała drugorzędną instytucją wyspecjalizowaną w tzw. miękkich aspektach bezpieczeństwa. Kryzys ukraiński, wybuchły jesienią 2013 r., jak inne wyzwania i zagrożenia dla bezpieczeństwa pochodzące z innych regionów ukazały potrzebę rewitalizacji OBWE i stworzenia euroatlantyckiej i euroazjatyckiej wspólnoty bezpieczeństwa. ; The CSCE Final Act, signed in Helsinki in 1975, opened a new chapter in the search for the optimal security system in the Euro-Atlantic area, stretching from Vancouver to Vladivostok. It established a cooperative security system introducing a supra-bloc negotiation mechanism of political and economic cooperation, as well cooperation in such humanitarian fields as culture, education, exchange of information and interpersonal contacts. After the Cold War, CSCE organs were created and equipped with new competences in the field of preventive diplomacy and conflict resolution, but the evolution of the international order in Europe meant that, contrary to the original intention of the CSCE (renamed at the beginning of 1995 as the OSCE), it has not become the central institution of European security. As a result of the Eastern enlargement of NATO and the European Union, the principle of equal security for all participating states was abandoned. The OSCE remained a secondary institution specialising in what is called the soft aspects of security. The Ukrainian crisis, which broke out in the autumn of 2013, accompanied by other challenges and threats to security originating in other regions showed the need to revitalise the OSCE and create a Euro-Atlantic and Eurasian security community.

The amendment to the Act on Road Traffic Law introduced a new legal institution related to failure to register a vehicle consisting of an administrative fine in the amount of PLN 200 to 1,000. The penalty is imposed by means of an administrative decision issued by a competent starost. With the introduction of the above-mentioned institution in legal circulation, new problems will arise in connection with conducting administrative proceedings to impose a penalty, as well as determining its amount. In addition, a starost, as a creditor, is obliged to initiate enforcement proceedings in the absence of voluntary execution of the decision imposing the penalty. The established body aims to ensure the implementation of Directive 2000/53/EC of the European Parliament and of the Council of 18 September 2000 on end-of-life vehicles, concerning, i.a., the absence of sanctions for not registering an imported vehicle and not registering an end-of-life vehicle. The following article discusses the main problems related to the application of the institution introduced with regard to the administrative procedure, the nature of the penalty imposed, as well as its enforcement. The considerations were carried out on the basis of a dogmatic method. ; Nowelizacja ustawy Prawo o ruchu drogowym wprowadziła nową instytucję prawną związaną z brakiem dokonania zarejestrowania pojazdu, jaką jest administracyjna kara pieniężna w wysokości od 200 do 1000 zł. Kara nakładana jest w drodze decyzji administracyjnej przez właściwego starostę. Wraz z wejściem do obrotu prawnego powyższej instytucji pojawią się nowe problemy związane z prowadzeniem postępowania administracyjnego w przedmiocie nałożenia kary, a także ustalenia jej wysokości. Ponadto starosta jako wierzyciel jest zobowiązany do wszczęcia postępowania egzekucyjnego w sytuacji braku dobrowolnego wykonania decyzji nakładającej karę. Wprowadzona instytucja ma na celu zapewnienie realizacji dyrektywy Parlamentu Europejskiego i Rady 2000/53/WE z dnia 18 września 2000 r. w sprawie pojazdów wycofanych z eksploatacji, dotyczącej m.in. braku sankcji za niezarejestrowanie importowanego pojazdu oraz niewyrejestrowanie pojazdu wycofanego z eksploatacji. W niniejszym artykule omówiono główne problemy związane ze stosowaniem wprowadzonej instytucji w zakresie procedury administracyjnej, charakterem nakładanej kary oraz jej egzekucji. Rozważania przeprowadzono w oparciu o metodę dogmatyczną.

This analysis reviews pro-European and anti-European attitudes in the political life of Visegrad Group states in 1989–2004. It was not easy to identify these attitudes, as the profile of Central European political parties often depended on the personalities of their most prominent persons and their political platforms, especially during the first period of the post-communist era, and these did not keep pace with the changes that occurred around them. In the first half of the decade, integration with the EC/EU was considered an issue related to foreign policy. This was conducive to maintaining a superficial consensus on the matter. As negotiations went into more detail and their finalisation came closer, the political scene became more strongly diversified into three main orientations: "pro-European", "anti-European" and "Eurosceptic" – based on disputes concerning internal reforms and the pace of these reforms, membership conditions, relations with other European countries or the target integration model. Good Practice in Estonian E-Government: Recommendations for PolandIn the world of far-reaching globalisation and the rapid development of information technology, digitisation of the public sector seems to be inevitably benefiting both ad-ministration as a whole and its customers. At the time of Polands accession to the European Union, the process intensified due to the standards set by the EU. A similar action was taken by Estonia which joined the European Union at the same time as Poland. Over the years, there have been significant differences between these countries in the development of digital public administration. Estonia, in a relatively short period and with limited financial resources, has become one of the most digital countries in Europę. Thus, Poland should be inspired by Estonian practice as regards the implemen-tation of eGovernment.

The crisis in the Turkey's relation with EU might have many consequences however an overall importance of bilateral relation will soon contribute to creation of new institutional cooperation model. This opens a question if European Union's relation with Central Asian states will gain a new impetus? The South-East European Cooperation Process (SEECP) was launched in 1996, however, its functioning is an ongoing research phenomenon. This regional cooperation format includes all 13 states of South-East Europe. It was established as a forum of political dialogue and consultation, where regional issues could be addressed at the highest level. One of the objectives of the SEECP was security cooperation. The aim of this article is to analyse the role of the SEECP in maintaining security in the region of the Western Balkans. This article argues that since 1996, the SEECP has been evolving and is becoming an important format of regional cooperation in South East Europe, however, it plays a limited role in maintaining the military security of the post-conflict states of the Western Balkans. From the point of view of the members of the SEECP, military security and peace could be obtained through the integration of the participants of the SEECP, in particular those located in the Western Balkans, with the European Union and the North Atlantic Treaty Organization. The article also shows that establishing the SEECP did not eliminate tensions and riots based on ethnicity in some states of the Western Balkans and so, the SEECP still has a lot to do in the matters of reconciliation and good-neighbourliness. The article is based on primary and secondary source analysis, case study method comparative analysis, and the historical method.
