V izbranem obdobju 2003–2012 smo s pomočjo nekaterih glavnih ekonomskih kazalnikov uspeli preučiti gospodarske razmere Slovenije in Hrvaške ter ugotovili, da se je po letu 2008 z začetkom finančne in gospodarske krize gospodarska aktivnost začela zmanjševati ter s tem vplivala na poslabšanje vseh ekonomskih kazalnikov. Stopnje gospodarske rasti so tako v letu 2012 bile negativne v obeh državah, prav tako se je v obeh državah zmanjšal pokazatelj gospodarske razvitosti, BDP na prebivalca po pariteti kupne moči, ki je v Sloveniji leta 2012 znašal 84 % povprečja EU-28, na Hrvaškem pa le 62 % evropskega povprečja. Po uradnih statističnih podatkih je nacionalna raven cen v letu 2012 v Sloveniji dosegla 82,9 % povprečja EU-28, medtem ko je na Hrvaškem dosegla 69,9 % evropskega povprečja. V empiričnem delu smo analizirali ravni cen 578 artiklov blaga in 91 storitev, najprej na nacionalni ravni med Slovenijo in Hrvaško, nato pa še med posameznima paroma mest Ljubljana-Zagreb in Maribor-Varaždin. Ugotovili smo naslednje:Raven cen opazovanega vzorca blaga in storitev je v Sloveniji za 13 % višja v primerjavi s Hrvaško. Raven cen opazovanega vzorca blaga in storitev je v Ljubljani za 15 % višja v primerjavi z Zagrebom. Raven cen opazovanega vzorca blaga in storitev je v Mariboru za 12 % višja v primerjavi z Varaždinom. Med Slovenijo in Hrvaško ter med posameznima paroma mest Ljubljana-Zagreb in Maribor-Varaždin obstaja sorazmerno visoka stopnja podobnosti drobnoprodajnih cen. Relativna kupna moč slovenskih plač je v primerjavi s hrvaškimi višja za dobro petino. ; Between the selected period 2003–2012 we were able to examine economic conditions of Slovenia and Croatia with the help of some of the major economic indicators and found out that after 2008 with the beginning of the financial and economic crisis, economic activity began to decline, thereby affecting the deterioration of economic indicators. In 2012 the economic growth rates were negative in both countries, as well as the indicator of economic development has been reduced. GDP per capita in purchasing power parity in Slovenia has reached 84 % of the EU-28 average and Croatia only 62 % of the European average. According to the official statistical data, the national price level in 2012 in Slovenia reached 82,9 % of the EU-28 average, while in Croatia it has reached 69,9 % of the European average. In the empirical part, we have analyzed the price levels of 578 goods and 91 services, at first on the national level between Slovenia and Croatia, and then by individual pairs of cities Ljubljana-Zagreb in Maribor-Varaždin. We have found out the following: The price level of the observed sample of goods and services is 13 % higher in Slovenia as compared to Croatia. The price level of the observed sample of goods and services is 15 % higher in Ljubljana as compared to Zagreb. The price level of the observed sample of goods and services is 12 % higher in Maribor as compared to Varaždin. Between Slovenia and Croatia, and between pairs of cities Ljubljana-Zagreb in Maribor-Varaždin, there is a relatively high degree of retail price similarity. Slovenian relative purchasing power of wages is higher by about one fifth in comparison with the Croatian.
Magistrska naloga obravnava in analizira odnose med županom kot najvišjim političnim funkcionarjem in direktorjem občinske uprave kot najvišjim javnim uslužbencem. V prvem delu sta predstavljeni zgodovina lokalne samouprave v Sloveniji in Ustava Republike Slovenije, ki je najvišji splošni pravni akt in lokalni samoupravi posveča svoje poglavje. Načela, ki vodijo lokalno samoupravo in so pomembna za uspešno delovanje in razvoj lokalne samouprave, so načelo avtonomije, načelo subsidiarnosti in načelo regionalizacije. Slovenske občine se vedno bolj vključujejo v skupne občinske uprave za opravljanje posameznih nalog, saj so občinske uprave v manjših občinah kadrovsko nedohranjene. Prav tako se občine vključujejo v združenja občin, saj lahko na ta način bolje zagotavljajo svoj skupni interes na področju lokalne samouprave. Občine med seboj sodelujejo tudi na podlagi sporazumov o pobratenju, ki ima pozitivne učinke na lokalno samoupravo in lokalno okolje, saj gre za stik z mednarodnimi partnerji, izmenjavo izkušenj in pridobitev različnih novih znanj. V nadaljevanju naloge so predstavljene ravni lokalne samouprave v sosednjih državah Republiki Hrvaški in Republiki Avstriji. V drugem, raziskovalnem delu naloge je prikazana primerjava lokalnih skupnosti v dveh izbranih evropskih državah. Na podlagi intervjujev je bila izvedena primerjava odnosov med oblastjo v lokalni samoupravi in politiko. V intervjujih so sodelovali župani in direktorji občinskih uprav manjših slovenskih, hrvaških in avstrijskih občin. V nalogi so predstavljena tudi mnenja županov in direktorjev občinskih uprav o njihovih odnosih v občinah. ; This research work discusses and analyses the relationship between the mayor, as the highest political official and the director of municipal administration as senior civil servant. The first section presents the history of local government in Slovenia and the Constitution of the Republic of Slovenia, which is the highest general legal act and the local government has its own chapter in the Constitution. Principles that lead local government and are important for a successful operation and development of local self-government is the principle of autonomy, the principle of subsidiarity and the principle of regionalization. Slovenian municipalities are increasingly involved in Joint Municipal Administration to perform specific tasks, as the municipal administration in small municipalities are understaffed. In addition, the municipalities integrate themselves in the Association of Municipalities to ensure their common interests better in the field of local self-government. Municipalities cooperate with each other based on agreements of town, which has a positive impact on local government and the local environment, because of the contact with international partners, exchange of experience and the acquisition of various new skills. In the following part of the work levels of local government in the neighbouring countries, the Republic of Croatia and the Republic of Austria are presented. The second part of the research work, a comparison of local communities in the two selected European countries, is presented. A comparison was made about relations between the authorities and the local government policy based on interviews. In the interviews, the mayors and directors of municipal administrations of small Slovenian, Croatian and Austrian municipalities participated. The thesis also shows the opinions of mayors and the directors of municipal administrations of their relations in the municipalities.
Abstract. Nativism does not only present a concept, but also an ideological framework as well as a political practice related to identity politics. In the article we firstly present the theoretical reflection of nativism and operationalise the most important terms and characteristics of this phenomenon. Later, we apply the concept of nativism to the analysis of conservative populist and/or nativist political actors in the Central European region. The analysis shows how nativism, as a relatively peripheral issue in the first 10–15 years after the democratic transition, became stronger in the next period characterised by a set of crises after 2008. The analysis demonstrates how the mainstream parties in Central Europe adopted the nativist and conservative populist agenda and implemented it into mainstream politics. Furthermore, the analysis shows how Central European nativism correlates with the long-term existence of antiliberal streams that were revitalised after the fall of Communist regimes. These anti-modern societal groups were reformulated as the counter-cosmopolitan camp within the polarisation process that is clearly visible in the political arena. Doktorska disertacija preučuje specifično usmeritev mednarodne ekonomije, in sicer področje politik razvojne pomoči. Znotraj tega vsebinskega okvirja smo se osredotočili na njeno učinkovitost predvsem zaradi aktualnosti problematike kot številnih s tem povezanih globalnih izzivov. Razvojna pomoč, kot osrednja tematika disertacije, predstavlja temeljni koncept, s katerim države poskušajo razreševati razvojne razlike v svetu. Preučevanje učinkovitosti razvojne pomoči je v okviru ekonomskih znanosti zelo perspektiven koncept, predvsem zaradi dejstva, da je prepad med razvitimi državami globalnega severa in globalnega juga večji kot kadarkoli, dosedanje študije, kot tudi modeli razreševanja pa niso ponudili učinkovitih rešitev za spremembe oz. izboljšanje trenutnega stanja. Vse omenjeno smo preučevali na skupini držav Afrike, Karibov in Pacifika (AKP) iz dveh glavnih razlogov. Prvič, ker je velika večina držav v skupini dolgoletnih prejemnic razvojne pomoči, in drugič, ker omogoča dobro podlago za preučevanje, saj v njo spadajo tako najrevnejše podsaharske države, kot tudi otoške države, ki so v zadnjih letih doživele hiter gospodarski napredek. Struktura disertacije temelji tako na teoretičnem kot tudi aplikativnem delu. V prvem delu, tako predstavimo temeljne teoretične pojme iz razvojne ekonomije odnosov sever-jug, zgodovino sodelovanja držav AKP-ja z različnimi mednarodnimi akterji in teoretične opredelitve razvojne pomoči in njene učinkovitosti. Drugi del je namenjen aplikativni raziskavi učinkovitosti politik razvojne pomoči. Države skupine AKP smo tako razdelili v dve skupini. V skupino A, kjer so tiste, ki so prejele več razvojne pomoči, in skupino B, kjer so tiste, ki so prejele manj. Predpostavljali smo, da so države, ki so prejele več razvojne pomoči, naredile večji razvojni napredek. Njihov napredek smo preučevali na petih ekonomskih in socialnih razvojnih indikatorjih: BDP na prebivalca, obseg izvoza blaga in storitev, smrtnosti otrok do petega leta starosti, rast pričakovane življenjske dobe in število migracij. Na podlagi pridobljenih rezultatov za posamezno področje smo nato generalno sklepali ali so politike razvojne pomoči dosegle svoj namen, torej ali so bile učinkovite. Iz vsebinskega vidika je disertacija izvirni doprinos k ekonomski znanosti pri preučevanju problematike sedanjega sistema podeljevanja razvojne pomoči in posledično njene učinkovitosti, raziskovanja razvojne problematike v državah skupine AKP ter predlogom razreševanja sodobnih izzivov mednarodnega razvoja. Prav tako zapolnjuje vrzel pri preučevanju koncepta mednarodnega razvoja s kvalitativnimi metodami raziskovanja, saj so obstoječe raziskave izrazito kvantificirane. Ker je disertacija napisana v slovenskem jeziku je tudi prispevek k maloštevilni literaturi na tem področju in k nadaljnjem raziskovanju mednarodne razvojne problematike in s tem povezanih globalnih izzivov. ; This PhD dissertation studies a specific direction of international economics — the field of development aid policies, and focuses on its efficiency, mainly due to the relevance of the issue, since it is associated with numerous global challenges. Development aid, as the central theme of this dissertation presents the underlying concept, with which countries attempt to resolve developmental differences around the world. Studying the efficiency of development aid in terms of economic sciences is a very promising concept, mainly due to the fact that the gap between the developed countries of the global South and the global North is larger than ever, and current studies, nor resolution models, offered any effective solutions for changing or improving the current state. All of the above was studied on the African, Caribbean and Pacific Group of States (ACP) for two main reasons: Firstly, because the vast majority of these countries is a long-term beneficiary of development aid and secondly, because this provides us with a sound foundation for studying, including both the poorest Sub-Saharan countries and island states, which experienced rapid economic development in recent years. Thus the structure of this dissertation relies on both theory and application. The first part presents the fundamental theoretical terms from developmental economics, North-South relations, the history of cooperation among ACP countries with various international players and theoretical determination of development aid and its efficiency. The second part is intended for applied research of the efficiency of development aid policies. ACP countries were divided into two groups, group A with those receiving the most development aid and groups B with those receiving the least. We presumed that countries that received the most development aid made the most progress. Their progress was studied according top five economic and social indicators of development: GDP per capita, exports of goods and services, mortality of children under five years of age, growth in life expectancy and the number of migrations. Based on data retrieved for specific fields, we generally presumed whether development aid policies had achieved its purpose – if they were efficient. From the substantive aspect, this dissertation is an original contribution to the science of economics in its study of the problems in the existing system for distributing development aid and consequently its efficiency, to research of development problems in ACP countries and to proposals for meeting the modern challenges of international development. It also fills the gap in the study of the concept of international development through qualitative research methods, since existing research is extensively quantified. Since this dissertation is originally in Slovenian, it also adds to the scarce literature in this field and to future research of international developmental issues and the global challenges they bring.
Magistrsko diplomsko delo z naslovom Glavna obravnava v upravnem sporu kot človekova pravica celovito obravnava vprašanje (ne)izvedbe glavne obravnave v upravnem sporu. Mednarodni in slovenski predpisi predvidevajo javne sodne postopke z neposrednim ustnim obravnavanjem zadev. Prvi odstavek 6. člena Evropske konvencije o varstvu človekovih pravic in temeljnih svoboščin določa, da je javna obravnava sestavni del pravice do poštenega sojenja. Ustava Republike Slovenije posredno ureja glavno obravnavo v upravnem sporu, in sicer zlasti v 22. členu (enako varstvo pravic), 23. členu (pravica do sodnega varstva) in 24. členu (javnost sojenja). Glavno obravnavo kot zakonsko materijo podrobneje urejajo določbe Zakona o upravnem sporu in Zakona o pravdnem postopku. Izhajajoč iz ugotovitev Evropskega sodišča za človekove pravice, Ustavnega sodišča Republike Slovenije in Vrhovnega sodišča Republike Slovenije v magistrskem diplomskem delu zagovarjam dosledno izvedbo glavne obravnave, predvsem v primeru spornega dejanskega stanja in ko stranka njeno izvedbo izrecno zahteva. Vrhovno sodišče Republike Slovenije in Ustavno sodišče Republike Slovenije sta v novejši sodni praksi zavzela enotno stališče, da ima glavna obravnava v upravnem sporu enako naravo in smisel kot glavna obravnava v katerem koli drugem sodnem postopku. Ustavno sodišče Republike Slovenije je pravico do glavne obravnave v upravnem sporu opredelilo kot samostojno človekovo pravico, ki jo zagotavlja 22. člen Ustave Republike Slovenije. Pravica ni absolutna, zato morajo biti posegi vanjo zakonsko določeni ter prestati ustavna testa legitimnosti (tretji odstavek 15. člena Ustave Republike Slovenije) in sorazmernosti (2. člen Ustave Republike Slovenije). ; The master's thesis titled The main hearing in an administrative dispute as a human right comprehensively deals with issues regarding decision-making in an administrative dispute. International and Slovenian legal acts envisage public legal procedures with direct oral proceedings. The right to an oral hearing is an integral part of the right to a fair trial, as guaranteed by Article 6 of the European Convention on Human Rights. The Constitution of the Republic of Slovenia indirectly regulates the right to a main hearing in an administrative dispute, especially in Article 22 (Equal Protection of Rights), Article 23 (Right to Judicial Protection) and Article 24 (Public Nature of Court Proceedings). The right to a main hearing is specified in the Administrative Dispute Act and the Contentious Civil Procedure Act. Building on the findings of the European Court of Human Rights, the Constitutional and the Supreme Court of the Republic of Slovenia, the master's thesis advocates for the consistent execution of the main hearing, particularly in cases where facts are being disputed and when a party explicitly demands it. The Constitutional and the Supreme Court of the Republic of Slovenia agreed that the main hearing possesses the same nature and meaning in an administrative dispute as it does in any other judicial proceeding. The Constitutional Court of the Republic of Slovenia has declared the right to a main hearing in an administrative dispute as an independent human right, which is guaranteed by Article 22 of the Constitution. As the right is not absolute, the absence of the main hearing is only permissible in duly justified cases prescribed by law and when the Constitutional tests of legitimacy (paragraph 3 of Article 15 of the Constitution) and proportionality (Article 2 of the Constitution) are passed.
Z začetkom bolonjskega procesa v letu 1999, ki sloni na ideji o enotnem, primerljivem, privlačnem in konkurenčnem prostoru evropskega visokega šolstva, se je za sodelujoče evropske države pričelo obdobje sprememb. Med njimi je bila tudi Slovenija, ki je postopoma sledila in uvajala cilje in načela bolonjskega procesa v slovenski visokošolski prostor. V magistrskem delu natančneje predstavim bolonjsko reformo in z njo vnesene številne spremembe ter novosti v slovenski visokošolski prostor. Skozi analizo različne literature in dokumentov je sprva predstavljen nastanek bolonjskega procesa in njegov razvoj s poudarkom na ciljih, ki so se v okviru reforme skušali doseči. Opisan je njegov razvoj od začetka do danes, saj so se od podpisa Bolonjske deklaracije dalje odvijala srečanja ministrov za visoko šolstvo, kjer se je spremljalo uresničevanje zastavljenih ciljev, ki so se skozi leta tudi dopolnjevali in spreminjali. V drugem delu naloge pa se skozi razvoj bolonjskega procesa večji del pozornosti usmeri v uveljavljanje slednjega v slovenski visokošolski prostor. Prikazane so številne novosti, ki zajemajo tako sistemske, strukturne kot organizacijske spremembe in so vplivale na sam potek izobraževanja v visokem šolstvu. Z bolonjsko reformo se v visokem šolstvu vse bolj uveljavlja koncept vseživljenjskega učenja, zato se v tretjem delu naloge prikaže, kako se to odraža skozi različne dokumente bolonjskega procesa. Vključitev Slovenije v bolonjski proces in postopno uveljavljanje bolonjske reforme pa se je odražalo tudi v samih ciljih razvoja visokega šolstva pri nas, zato se v tretjem delu naloge osredotočim še se na spreminjanje ciljev od začetka bolonjske reforme vse do danes. Bolj kot se bolonjska reforma v prostoru uveljavlja, bolj vidne so spremembe v slovenskem visokošolskem prostoru in sledenje evropski viziji v razvoju in usmerjenosti visokega šolstva ; In 1999, the Bologna process started with an idea of a united, comparable, attractive, and competitive place in the European higher education system. Among the countries that have joined was also Slovenia, which gradually followed and introduced the goals and principles of the Bologna system into the Slovenian higher education area, which had a notable impact on education. Through the analysis of various literature and documents, the text initially shows the very origin of the Bologna process, its purpose and goals, which were sought to be achieved through the process. The text also describes the development from the beginning to the present, as through the years of bologna process many meetings of ministers of higher education have taken place. There, the development of the Bologna reform has been monitored and at the same time, many novelties/innovations have been added that are important for our understanding of the Bologna process. In the second part, through the development of the Bologna Process, most of the attention is focused on the implementation of the Bologna reform in the Slovenian higher education area, where its impact on education is also explored. Numerous novelties and changes – from systemic, structural, and organizational, which influenced the course of education, are presented. There are also various documents as part of the Bologna reform, where the concept of lifelong learning in higher education is mentioned and the role and importance of it are increasingly emphasized. Slovenia's inclusion into the Bologna Process and the gradual implementation of the reform was also reflected in the goals of higher education development. This is why the third part of the thesis is focused on how the goals changed from the beginning of the reform until today. The more the Bologna reform is implemented in the place, the more visible its impact on the goals of the Slovenian higher education is, and with that following the European vision and the orientation of higher education.
Globalizirani svet, v katerem živimo danes, je zaznamovan z gospodarsko odvisnostjo, ki jo lahko merimo z medsebojnim sodelovanjem držav. Zaradi tega je tudi gospodarstvo z leti prevzelo osrednjo vlogo pri diplomatskem delovanju. Razlika med tradicionalno in moderno diplomacijo je vse manjša. Gospodarska diplomacija je postopoma postala osrednja aktivnost diplomacije in mednarodnih odnosov. Analizirana in obdelana je bila na teoretičnem področju, kjer jo lahko razumemo kot sredstvo zunanje politike. To velja tudi za Republiko Hrvaško, ki je država z zelo dolgo zgodovino diplomacije. Že v času Dubrovniške republike je oblast prepoznala pomen mednarodnega sodelovanja za doseganje medsebojnih koristi. Tudi danes, v globaliziranem svetu, lahko prepoznamo pomen gospodarske odvisnosti in s tem tudi intenziviranja gospodarskih odnosov med državami. Da bi gospodarsko dobro sodelovala z ostalimi državami, je tudi Hrvaška razvila model gospodarske diplomacije, s katerim lahko zaščiti svojo gospodarsko rast in razvoj ter se pozicionira v mednarodnem okolju. Veliko vlogo pri tem ima Hrvaška gospodarska zbornica, ki je odprla svoja Predstavništva v različnih delih sveta. Cilj tega delovanja je promocija hrvaških podjetnikov ter privabljanje tujih naložb in s tem tudi večanje ugleda države v mednarodni areni. Hrvaška gospodarska zbornica ima velik vpliv na hrvaško gospodarstvo zaradi delovanja v tretjih državah, kjer sodeluje pri organizaciji sejmov in celotni promociji države. Tako delovanje Hrvaške gospodarske zbornice predstavlja most med državo in gospodarstvom in je zaradi aktivne udeležbe na mednarodnih trgih njeno delovanje velikega pomena za hrvaško zunanjo politiko in (gospodarsko) diplomacijo. ; The globalized world we live in today is marked by economic dependance, which can be measured by the mutual cooperation of countries. As a result, the economy has also taken on a central role in diplomatic action over the years. The gap between traditional and modern diplomacy is getting weaker, since they often overlap. Economic diplomacy has gradually become a central activity of diplomacy and international relations. Economic diplomacy has been analyzed in the theoretical field, is understood as means of foreign policy. This also applies to the Republic of Croatia, a country with a long history of diplomacy. The authorities in the times of the Republic of Dubrovnik already recognized the importance of economic dependance and thus the intensification of economic relations between countries. In order to cooperate economically with other countries, Croatia has also developed a model of economic diplomacy with which it can protect its economic growth and development, while also positioning itself in the international environment. The Croatian Chamber of Commerce plays an important role with opening different Representative Offices all over the world. The aim of these operations is to promote Croatian enterpreneurs and attract foreign investment. The Croatian Chamber of Commerce has a great influence on the Croatian economy, especially because of its operations in third countries. Thus, operations of the Croatian Chamber of Commerce represent a bridge between the state and the economy, and due to its active participation in international markets, its operations are important for Croatian foreign policy and (economic) diplomacy.
V magistrskem delu obravnavamo različne politike internacionalizacije visokega šolstva v Sloveniji in na Nizozemskem. Glavni temelj naloge predstavlja analiza in primerjava strateških dokumentov internacionalizacije visokega šolstva obeh izbranih držav. V teoretičnem delu izpostavimo internacionalizacijo v zgodovinski perspektivi. Na kratko opišemo družbenoekonomski kontekst razvoja nizozemskih univerz ter obravnavamo nastanek in razvoj slovenskih in nizozemskih univerz. Osredotočimo se na njihovo poslanstvo ter z njim povezanim položajem jezika v raziskovalni in pedagoški dejavnosti. Opredelimo tudi termin internacionalizacije in navedemo različne definicije. Nato predstavimo oblike internacionalizacije: internacionalizacijo doma, internacionalizacijo kurikuluma ter internacionalizacijo v tujini. V okviru razvoja bolonjskega procesa predstavimo nastanek evropske gospodarske skupnosti, začetke samega procesa ter kritiko njegove neoliberalne zasnove. Raziščemo tudi zelo relevantno temo – transfer izobraževalnih politik. Zaključimo s predstavitvijo jezikovne problematike, to je vedno večja vloga angleščine v pedagoškem in raziskovalnem visokošolskem prostoru ter položaj nacionalnih jezikov. V okviru empiričnega dela najprej ugotavljamo podobnosti in razlike med nacionalnimi politikami internacionalizacije visokega šolstva v Sloveniji in na Nizozemskem ter med politikami na institucionalni ravni – opravimo torej primerjavo Univerze v Ljubljani in Univerze v Amsterdamu. Analiza nacionalnih strateških dokumentov dokazuje, da tako slovensko kot nizozemsko visoko šolstvo sledi podobnim ciljem internacionalizacije. Kot prvo bistveno razliko pa lahko izpostavimo težnjo Nizozemske po povezovanju visokošolskih institucij z gospodarstvom in posledično prevlado gospodarskih motivov za internacionalizacijo. Nasprotno pa internacionalizacijo slovenskega visokega šolstva usmerjajo predvsem politični motivi, saj želi država utrditi prepoznavno podobo nacionalnega visokega šolstva. S tem pa je povezana tudi druga pomembna razlika. V nizozemskih strateških dokumentih je poudarjena namera po konkurenčnosti in prepoznavnosti države na globalni ravni, medtem ko je v slovenskih strateških dokumentih v ospredju potreba po vzpostavitvi regionalne identitete. Nizozemska se torej usmerja v bolj globalno internacionalizacijo, Slovenija pa v regionalno. Državi sta si podobni v tem, da vidita internacionalizacijo kot poglavitni dejavnik pri razvoju svojega visokega šolstva, ki rezultira v izboljšanje njegove kakovosti. Analiza politike internacionalizacije dveh osrednjih univerz v obeh država pokaže, da je zaradi statusa mednarodne in dvojezične univerze Univerze v Amsterdamu internacionalizacija njena ključna značilnost, medtem ko je ljubljanska univerza pri svoji internacionalizaciji dokaj omejena. Zaradi svoje izrazite mednarodne usmerjenosti Univerza v Amsterdamu izvaja pouk v t. i. mednarodni predavalnici. Nizozemska in njene univerze so že – gledano z zgodovinske perspektive – veliko bolj mednarodno odprte. Slednje pa je prispevalo k temu, da Nizozemska spada med najbogatejše države na svetu. Prednost bogatih držav pa niso le zadostna finančna sredstva za implementacijo optimalne internacionalizacije, ampak tudi »privilegij« postavljanja trendov na področju internacionalizacije. Preučujemo tudi medsebojno skladnost strateških dokumentov v posamezni državi ter način odražaja ciljev bolonjskega procesa v ciljih strateških dokumentov. Ugotovimo, da je v nizozemskih strateških dokumentih v primerjavi s slovenskimi prisotno bistveno večje ujemanje v ključnih oziroma prioritetnih ciljih, kar je mogoče pripisati aktivni vključenosti nizozemskih univerz pri oblikovaju politik. Bolonjski cilji so izraženi v obeh državnih in obeh institucionalnih strategijah internacionalizacije. Izpostavili bi cilj pospeševanja mobilnosti, ki se pojavi v vseh štirih strategijah. Na koncu raziskujemo, kako državi urejata oziroma rešujeta vprašanje jezika visokega šolstva. Ugotovili smo, da v obeh državah zakona, ki urejata področje visokega šolstva, izpostavljata skrb za materinščino. Ta naloga spada v okvir visokošolskih zavodov. Univerza v Amsterdamu ima – za razliko od Univerze v Ljubljani – oblikovano svojo jezikovno strategijo, v kateri je pojasnjeno, na kakšen način se izbere oziroma določi jezik poučevanja, s čimer je odločitev o jeziku poučevanja olajšana. Kot je pokazala primerjava različnih dokumentov s področja visokega šolstva in strategij, je današnja internacionalizacija v različnih državah pod vplivom tako sodobnih procesov, konkretneje bolonjskega procesa, kot tudi različnih zgodovinskih dejavnikov oziroma okoliščin. Enake politike internacionalizacije se torej v različnih okoljih implementirajo različno. S tem tudi potrjujemo ugotovitev de Wita in F. Hunter (2015, str. 2), da ni modela internacionalizacije, ki bi ustrezal vsem. ; Internationalisation of Higher Education in Slovenia and the Netherlands After the Implementation of the Bologna Process In this thesis, we discuss the different internationalisation policies of higher education in Slovenia and the Netherlands. Analysing and comparing the strategic documents about the internationalisation of higher education in the chosen countries is the basis of the following thesis. In the theoretical part, we put internationalisation in a historical perspective. We concisely describe the socioeconomic context of the development of Dutch universities and analyse the origins and development of Slovene and Dutch universities. Furthermore, we focus on the mission of universities and their related position of language in research and teaching. We also define internationalisation and present its different definitions. Additionally, we introduce the forms of internationalisation: internationalisation at home, internationalisation of the curriculum, and internationalisation abroad. In the context of the development of the Bologna Process, we present the emergence of the European Economic Community, the beginnings of the process itself, and a critique of its neo-liberal concept. Moreover, we also explore the transfer of educational policies. We conclude by presenting the language issues, i.e., the growing role of English in teaching and research in higher education, and the position of national languages. In the empirical part, we first identify similarities and differences between national policies on the internationalisation of higher education in Slovenia and the Netherlands. Then we examine the policies at the institutional level by comparing the University of Ljubljana and the University of Amsterdam. Analysis of national strategy documents shows that both Slovenian and Dutch higher education pursue similar internationalisation objectives. However, the first significant difference is the Dutch tendency to connect higher education institutions with the economy. Consequently, economic motives for internationalisation prevail. In contrast, the internationalisation of Slovenian higher education is driven primarily by political motives, as the country wants to consolidate a recognisable national higher education. Nonetheless, there is another important difference. The Dutch strategy documents emphasise the intention to make the country competitive and visible on a global level, while the Slovenian strategy documents focus on the need to establish a regional identity. The Netherlands is therefore moving towards a more global internationalisation, whereas Slovenia moves towards a regional one. At the same time, they both perceive internationalisation as the crucial factor in developing higher education. Particularly, in the context of increasing its quality. The two countries are similar in the way they see internationalisation – as the major factor in the development of their higher education and as means to enhance its quality. An analysis of the internationalisation policies of the two central universities in both countries shows that, due to its status as an international and bilingual university, internationalisation is a leading feature of the University of Amsterdam. On the contrary, the University of Ljubljana is somewhat limited in its internationalisation. Due to its strong international orientation, the University of Amsterdam holds its classes in a so-called "international classroom." Historically viewed, The Netherlands and its universities have been much more internationally opened. This has contributed to the Netherlands being one of the wealthiest countries in the world. The advantage of rich countries is not only having sufficient financial resources to implement optimal internationalisation, but also the "privilege" of setting trends in the area of internationalisation. We also look at the coherence between the strategic documents in each country and how the objectives of the Bologna Process are reflected in the objectives of the strategic documents. We have found out that there is a significantly higher congruence in the key objectives in the Dutch strategic document compared to the Slovenian ones. The reason for that could be the active involvement of Dutch universities in policymaking. The Bologna objectives are reflected in both national and both institutional internationalisation strategies. We aim to highlight the objective of promoting mobility, which appears in all four strategies. Lastly, we explore the way of how countries are addressing the issue of the language of higher education. We have discovered that the laws governing higher education emphasise care for the mother tongue in both countries. The University of Amsterdam has constructed a language strategy that explains how the instruction language is chosen and determined. By doing so, the decision for the instruction language is less complicated. At the moment, the University of Ljubljana still does not have the same approach. By comparing different higher education documents and strategies, we have shown that contemporary changes (specifically the Bologna Process) and various historical factors have influenced internationalisation today. The same internationalisation policies are therefore implemented differently in various contexts. This also confirms the observation made by de Wit and F. Hunter (2015, p. 2) that there is "no one model that fits all".
V magistrskem delu smo analizirali prisotnost akrilamida v živilih na slovenskem trgu med leti 2010 do 2012. Podatke o vzorčenih izdelkih nam je posredoval ZZV-MB. Cilji raziskave so bili ugotoviti, v katerih živilih je največ akrilamida, ali količina akrilamida v živilih upada in če izmerjene vrednosti presegajo okvirne, ki jih predlaga Priporočilo Komisije Evropskih skupnosti o raziskavi ravni akrilamida v živilih z dne 10.1.2011. Statistično analizo podatkov smo izvedli s programoma EXCEL in SPSS 21.0. Živila so bila razporejena v 10 glavnih skupin, skladno s prilogo Priporočila Komisije Evropskih skupnosti 2010/307/EU. Med 172 analiziranimi vzorci živil so bile najvišje srednje vrednosti v skupinah 2 (krompirjev čips), 293 µg/kg, 7 (kava in kavni nadomestki), 251 µg/kg, in 1 (pomfrit, ki se prodaja pripravljen za zaužitje), 177 µg/kg. Trend zniževanja vsebnosti akrilamida v živilih je opaziti le v skupini 2 (krompirjev čips). Okvirnih vrednosti ni preseglo nobeno živilo. Srednje in najvišje vrednosti akrilamida v živilih iz Slovenije v letih 2010 do 2012 so nižje v vseh skupinah živil v primerjavi z vrednostmi iz Evropske unije v letu 2010 in Velike Britanije v letu 2012. ; In our Master's thesis we have analysed the presence of acrylamide in the foodstuffs on the Slovenian market between the years 2010 and 2012. We got the data on the sampled food from the Institute of Public Health, Maribor. The objective of our research was to determine which foodstuffs contain the highest levels of acrylamide, if the levels of acrylamide in the foodstuffs is decreasing and if the measured levels of acrylamide exceed indicative values, recommended by the recommendation of the Commission of the European Communities on the survey of acrylamide levels in food, dated 10.1.2011. We did a statistical analysis of the data with programs EXCEL and SPSS 21.0. The foodstuffs were divided into 10 main groups in accordance with the annex of the European Commission recommendation 2010/307/EU. Amongst 172 analysed samples of foodstuffs, the highest mean values were in groups 2 (potato crisps), 293 µg/kg, 7 (coffee and coffee substitutes), 251 µg/kg and 1 (French fries, sold as ready to eat), 177 µg/kg. The downward trend of acrylamide levels in foodstuffs is visible only in group 2 (potato crisps). The indicative values were not exceeded in any foodstuff. The middle and the highest levels of acrylamide in the foodstuffs in Slovenia between the years 2010 and 2012 were lower in comparison to European Union's in 2010 and Great Britain's in 2012, in all groups.
V magistrski nalogi smo raziskali uvajanje managementa kakovosti v visokem šolstvu, analizirali smo pristope ter modele zunanjih evalvacij v državah Evropske unije in drugih razvitih državah sveta ter podali splošne podatke o evalvacijah v visokem šolstvu. Raziskali smo procese evalvacij v visokem šolstvu in stanje v Sloveniji. S primerjavo z državami članicami Evropske unije in širše, kjer izvajajo zunanje evalvacije neodvisne institucije (agencije), smo potrdili tezo, da v Sloveniji sistem kakovosti v visokem šolstvu še ni primerljiv z evropskimi modeli. Analizirali smo postopke managementa kakovosti v slovenskem visokošolskem prostoru, kjer že dobro desetletje univerze in njihove članice redno opravljajo samoevalvacije, od leta 2006 pa nacionalni evalvacijski organ izvaja tudi zunanje institucionalne evalvacije. Prikazan je izvirni model notranjih institucionalnih evalvacij na Univerzi v Mariboru. Model je potrjen z raziskavo, ki temelji na praktičnih primerih, ki so podkrepljeni z ustrezno teorijo in izkušnjami iz primerov dobre prakse. Opisani so posamezni segmenti (pričetek evalvacijskega postopka, zahtevana dokumentacija visokoškolskega zavoda, obisk evalvacijske komisije, poročilo o notranji evalvaciji …) kot prispevek k izboljšanju in razvoju managementa kakovosti na Univerzi v Mariboru. Prikazana so spoznanja in rezultati na praktičnem primeru pilotnega projekta notranje institucionalne evalvacije. Podana je utemeljetev vpeljave notranjih institucionalnih evalvacij na Univerzi v Mariboru, ki se bo izjemno pozitivno izkazala ob neodvisni zunanji institucionalni evalvaciji posameznega visokošolskega zavoda. V okviru raziskave smo opravili še anketo med ciljno skupino zaposlenih na Univerzi v Mariboru, ki so doslej že sodelovali pri zunanjih evalvacijah. Rezultati bodo pripomogli k izboljšanju nadaljnjega načrtovanja in izvajanja dejavnosti v okviru notranjih institucionalnih evalvacij na Univerzi v Mariboru. V raziskavi smo potrdili zastavljeno delovno predpostavko, da se bodo s pomočjo modela notranjih institucionalnih evalvacij izboljšali procesi managementa kakovosti članic Univerze v Mariboru. Zato izsledki magistrske naloge predstavljajo pomemben prispevek k izboljševanju stanja kakovosti na članicah Univerze v Mariboru, še posebej na posameznih področjih managementa kakovosti ter celovitega sistema managementa kakovosti. ; This master's thesis examines the introduction of quality management in higher education, analyses different external evaluation models of EU Member States and other developed countries and provides general data on evaluations in higher education. In this paper, evaluation processes in higher education and the situation in Slovenia are examined. By comparing Slovenia with other EU Member States, as well as a few other countries, where external evaluations are conducted by independent institutions (agencies), the conclusion is drawn that quality assurance in Slovene higher education is still lagging behind other European models. We analyzed quality management in Slovenia, where for over a decade universities and their members have been performing regular self-evaluations. In addition, a national evaluation body is conducting external institutional evaluations since 2006. An original model of internal institutional evaluation at the University of Maribor is introduced. It is backed up by research based on practical examples as well as relevant theory and examples of good practice. Particular elements (initiation of the evaluation process, required documentation, visit of the evaluation committee, internal evaluation report, etc.) are described in order to contribute to the improvement and development of quality management at the University of Maribor. Findings and results of a practical pilot project are presented. In addition, reasons for introducing internal institutional evaluations at the university are given, one of them being that such evaluations will prove extremely useful when conducting independent external institutional evaluations of university members. A survey was conducted among the target group consisting of university staff that has already participated in external evaluations. Survey results will contribute to the improved planning and implementation of activities in the context of internal institutional evaluations at the University of Maribor. Our assumption that quality management will improve with the help of the introduced internal evaluation model was correct. For this reason, the findings of this thesis represent a valuable contribution to quality assurance at the University of Maribor and its members, especially in certain areas of quality management and in terms of a comprehensive system of quality management.
Obstaja veliko študij, ki se ukvarjajo s primerjalnim vrednotenjem e-uprave. Razlog za tako popularnost primerjalnega vrednotenja je interes različnih držav za boljši vpogled v trenutno specifično fazo razvoja e-uprave na nacionalni ravni. Ta vpogled hkrati razkriva pozitivne in negativne plati razvoja v primerjavi z drugimi državami ter tiste vidike, ki jih je treba izboljšati. Namen naše študije, ki vsebuje analizo razvitosti e-uprave v Sloveniji, Avstriji, Hrvaški, Danski in Estoniji v letih 2014, 2015 in 2016, je ugotoviti, ali v izbranih državah obstaja povezanost med stopnjo razvitosti e-uprave in drugimi izbranimi dejavniki razvitosti države (višina bruto domačega proizvoda, stopnja izobrazbe in stopnja interakcije z javnimi organi). Za opisovanje ključnih pojmov e-uprave in kazalnikov razvitosti smo uporabili metodo deskripcije, s komparativno in statistično metodo pa smo primerjali izmerjene vrednosti izbranih kazalnikov. Ugotovitve analize ne nakazujejo povezanosti med višino BDP in stopnjo razvitosti euprave. Pri nižji in srednji stopnji izobrazbe obstaja negativna povezanost, kar pomeni, da manjši kot so deleži prebivalstva z nižjo oziroma srednjo izobrazbo, bolj se povečuje stopnja razvitosti e-uprave. Delež prebivalstva z visoko izobrazbo pa je pozitivno povezan s stopnjo razvitosti e-uprave. Močna pozitivna povezanost je prav tako prisotna med stopnjo interakcije z javno upravo in stopnjo razvoja e-uprave. Izjema je le Slovenija, kjer se stopnja interakcije z javnimi organi znižuje s povečevanjem stopnje razvitosti e-uprave. S primerjalno analizo smo pridobili boljši vpogled v stanje e-uprave v izbranih državah ter s tem prispevali k boljšemu razumevanju obravnavanega področja in k identifikaciji povezanosti razvitosti e-uprave z drugimi kazalniki razvoja države. ; There are many studies dealing with comparative evaluation of e-government. The reason for such popularity of comparative evaluation is the interest of different countries for a better insight into the current, specific phase of e-government development at the national level. At the same time, this insight reveals positive and negative aspects of development in comparison with other countries and emphasizes those aspects that need to be improved. The purpose of our study, which includes the analysis of the development of e-government in Slovenia, Austria, Croatia, Denmark and Estonia in 2014, 2015 and 2016, is to determine whether a correlation between the level of development of egovernment and other selected factors of the country's development (amount of gross domestic product, level of education, level of interaction with public authorities) exists in selected countries. In order to describe the key concepts of e-government and development indicators, a descriptive method was used, and with the comparative and statistical method we compared the measured value of the selected indicators. The findings of the analysis do not indicate the correlation between the level of GDP and the level of development of e-government. At the lower and middle level of education, there is a negative correlation, which means that smaller the proportions of the population with lower and secondary education are, higher is the level of development of e-government. The proportion of the population with higher education positively correlates with the level of e-government development. A strong positive correlation is also present between the level of interaction with public authorities and the level of egovernment development. The only exception is Slovenia, where the level of interaction with public authorities is decreasing by increasing the level of e-government development. With our comparative analysis we gained a better insight into the condition of egovernment in selected countries and thus contributed to a better understanding of the area as well as identified the connection between the development of e-government and other indicators of the country's development.
The monograph deals with identities in Slovenia at the time of current breaks and turbulences. The first part of the monograph addresses the majority identities; first, European identity at the time of the rise of nationalism, and then Slovenian national identity in the context of the economic crisis and new populist policies in Europe and beyond. In the second part, the authors deal with minority identities - from religious and ethnic to sexual - that place them in the time span from Slovenia's accession to the EU until the time of the economic crisis, the rise of populism and neoconservative policies. The specific characteristics of life course and past experiences of LGBT+ old people require knowledge and awareness on the part of carers. In this paper, an international perspective to shed light on key issues in the field of inclusive care for LGBT+ older people is used, with a particular focus on the Slovenian context, drawing extensively on the findings of the European project "Being me" (2018–2020). In the project, we aimed to explore best practice in the area of education and to develop online learning materials and tools for social and health care workers. Among the principles and approaches that guided our research, the focus was put on intersectionality, resilience, strengths perspective, life stories, and collaboration with LGBT+ old people in all phases of the project.
The local geodetic service systematically provides information that is relevant to the implementation of the strategic policies of the sustainable development & rational management of space, municipality environment & wider local communities. It is also important as a public service for supplying data to the professional & interested public in their further work, as well as for providing information at the state level & within the framework of the European integrations. The paper explains why the institute of the local geodetic service differs in individual local communities. The central part of the paper deals with some additional possibilities of using the services from the area of the local geodetic service.
