Readmission which reflects capacity to manage patients and general level of medical services has been known for one of the causes of medical expenditure due to inefficient service. Compared to disease-specific readmission, hospital wide readmission (HWR) is relatively easy to understand, and has merit to get over limitation of collateral medical services assessment; therefore, a growing interest in development and usage of readmission indicator as quality of care indicator focusing on all-disease is detected. In this study, we investigate current state of risk standardized readmission rate indicator used in the United States, the United Kingdom, and Canada, and examine the considerations when using readmission rate as quality indicator in Korea. Differences in risk-adjustment methods were showed among countries. The United States do not control race not to hide socio-demographic factors on readmission. Canada shows differentiation compared to other countries about reflecting community factors. All three-countries utilize readmission rate as monitoring quality of care rather than incentives or penalty due to the fact that readmission rate could not represent the whole quality of hospital and has a limitation at controlling socio-economic factors. Therefore, for usage readmission rate as quality indicator in Korea, preparing readmission classification standard for Korean medical environment and additional methods for acquiring information by using discharge summary is need. 학위논문 (석사)-- 서울대학교 대학원 : 외교학과, 2012. 2. 신범식. ; 본 논문의 핵심 질문은 색깔 혁명 발생으로 민주화에 성공한 그루지야와 우크라이나의 이후 민주주의 발전 양상은 왜 달랐는가이다. 색깔 혁명 이후, 우크라이나의 민주주의는 진전을 보였지만, 그루지야는 그렇지 못했다. 본 연구는 색깔혁명 이후 미국과 러시아의 갈등 구도와 양국의 대(對) 그루지야, 우크라이나 정책이 각국의 국내 엘리트-대중 관계에서 엘리트 자율성, 그리고 민주화에 미친 영향에 주목하였다. 9.11 테러 이후 미국과 러시아는 협력 체제에 있었지만, 색깔 혁명의 발생으로 인해 양국은 갈등 구도에 들어서게 된다. 그루지야와 우크라이나는 미․러 갈등 구도의 중심에 있었다. 활용가능성의 요인으로 인해, 그루지야는 우크라이나보다 전략적 가치가 더 큰 곳이었다. 미․러 갈등 구도 속에서 그루지야 집권 엘리트들은 높은 엘리트 자율성을 가질 수 있었다. 미국은 그루지야에게 큰 경제 원조, 정치적 지원을 하였다. 또한 그루지야-러시아 관계 악화와 2008년 전쟁 발발은 정권의 권위주의 정책을 정당화하고 국내를 결집시키는 기제로 작용하여 그루지야 집권 엘리트들이 높은 자율성을 갖게 해주었고, 이는 민주화 저해로 이어졌다. 우크라이나는 그루지야와 반대였다. 미․러 갈등 구도 속에서 우크라이나 엘리트들은 낮은 자율성을 가졌다. 우크라이나의 집권 엘리트들은 서방과 러시아 양측 모두로부터 확고한 정치적, 경제적 지원을 얻을 수 없었다. 오히려 러시아의 정책으로 인해 국내의 반 오렌지, 대항 엘리트가 공고해지면서, 집권 엘리트의 자율성은 낮아졌다. 엘리트들의 낮은 자율성과 대중에 대한 높은 의존성은 대중 영합주의 정책과 정국 불안의 결과를 낳았으나, 이는 오렌지 혁명 이후 우크라이나 민주주의의 발전을 제한적으로나마 가능하게 해주었다. 본 연구는 민주화 연구에서 그동안 비교적 주목을 덜 받아온 국제적 요인을 다루고, 외교 정책, 국내 엘리트-대중 관계, 민주화의 연계를 통합적으로 보여준다는 점에서 함의가 있다. 본고는 많은 기존 연구들이 상정해 온, 민주화에 대한 서구 민주화 증진 정책의 긍정적 영향과 권위주의 국가의 부정적 영향이라는 단순한 명제의 한계를 드러내주고 있다. 또한 민주주의 지원 정책에서 민주화 단계별로 정책을 달리할 필요성에 대해서 시사한다. ; What caused the difference in democratic trajectories between Georgia and Ukraine after the Color Revolutions? Since the occurrence of the Color Revolutions, Georgia's democracy has laid in tatters, whereas Ukraine has achieved a relatively successful democracy. Georgia and Ukraine share similar domestic determinants which have been discussed in previous democratization literature. This study, however, focuses on the international factor as an explanation for the different democratic fates of democracy between the two countries. Comparing both countries, this thesis uses a framework that integrates international factors, elite autonomy in domestic elite-mass relations, and democratization. The study argues that international factors, specifically the foreign policies of the US and Russia, provide an explanation for the difference in democratic outcomes for the two countries. Following the events of September 11, 2001, US-Russian relations improved. However, the occurrence of the Color Revolutions caused deterioration in the ties between the two countries, and both started to adopt different foreign policies towards the post-Soviet region. Caught in the middle of this conflict between the two great powers were Georgia and Ukraine. The unconditional US support for Georgia and Russia's assertive policy towards Georgia which culminated in the Russian-Georgian War in 2008 enabled the Georgian elites to attain high elite autonomy, thus resulting in democratic stagnation for Georgia. In contrast, Ukraine did not garner the support of either the US or Russia; rather, it was pressured by Russia. The anti-Orange elites in Ukraine were effectively supported by Russia, and, thus, were able to function as a forceful political opposition to the incumbent elites. Therefore, the Ukrainian elites only garnered low autonomy, which resulted in democratic progress in Ukraine despite domestic political chaos. This study contributes to further understanding of the impact of international factors upon democratization. In addition, this thesis creates implications for democracy promotion policy. The conclusion of the thesis challenges the predominant assumption that Western democracy promotion is conducive to actually democratization, and that authoritarian countries' authoritarian promotion policy is harmful to democratization. In the process of democracy promotion policy, policymakers and implementers need both careful monitoring of the process of democratic assistance and coordination with other countries. ; Master

학위논문 (석사)-- 서울대학교 대학원 : 사회학과, 2012. 2. 장덕진. ; 경제적 세계화와 국내 정치가 조세정책에 미치는 영향 연구 : 1981년 - 2008년 OECD 18개국을 대상으로 서울대학교 대학원 사회학과 박 기 웅 본 논문은 한 사회의 균열을 반영하는 국내 정치가 경제적 세계화의 흐름 속에서 자율적인 정책 형성 능력을 유지하는지 밝히고자 한다. 세계화의 논리는 국가공동체 및 민주주의의 논리와 갈등을 일으키고, 이러한 갈등은 국내의 다양한 경제·사회정책 영역의 투쟁으로 드러난다. 특히 국가의 물질적 기반과 직결되는 조세정책은 경제적 세계화의 영향력을 받는 동시에 국가의 재분배 정책 의지를 반영한다는 점에서 중요한 지표이다. 본 연구는 경제적 세계화와 국내 정치의 경쟁적 관계에 대한 실마리를 찾고자 조세정책의 주요 세목인 법인세를 연구 대상으로 삼았다. 지난 30년 간 사회과학계는 신자유주의적 세계화의 효과에 대해 수렴 가설과 다양성 가설로 대표되는 논쟁을 지속해왔다. 먼저 수렴 가설은 자본을 유치하기 위한 조세경쟁이 정부의 조세정책 능력을 구조적으로 제약하고 국내 정책 결정에 대한 주권을 약화시켜, 각 국의 정책을 하향 수렴(race to the bottom)시킨다고 주장한다. 반면 다양성 가설은 국내적 요인(정당정치, 노조 등)에 의해 세계화의 영향력이 매개되어 개별 국가가 세계화의 파괴적인 영향력을 막아낼 수 있다고 본다. 뿐만 아니라 다양성 가설은 국가 별, 레짐(regime) 별로 세계화 양상이 유의한 차이를 보인다는 점에 주목한다. 두 입장의 이론적인 대립과 비교할 때, 그간의 경험 연구들은 대부분 다양성 가설 혹은 정치 중심(Politics Matter)의 주장들을 뒷받침해왔다. 본 논문은 기존의 경험 연구가 지닌 한계를 극복하고 레짐 별 차이를 확인하기 위해, 1981년부터 2008년까지 선진 산업국가의 법인세 정책 변화를 패널교정표준오차(Panel-Corrected Standard Error) 회귀모델로 분석하였다. 분석 결과 첫째, 법정법인세율은 경제적 세계화 변수(금융자유화, 무역의존도)와 강한 부(-)의 관계를 보였다. 이 결과는 경제적 세계화가 진행될수록 조세경쟁이 심화되고 법정법인세율이 낮아진다는 점에서 수렴 가설을 지지하는 근거가 된다. 하지만 여전히 정당과 노조를 비롯한 국내 정치적 변수도 부분적으로 영향을 미치고 있다는 점에서 국내 정치의 영향력이 무의미해졌다고 해석하기는 어렵다. 둘째, 개인소득세 최고세율과 법정 법인세율의 차이를 나타내는 세율 격차는 경제적 세계화 변수와 정(+)의 관계를 보였다. 즉 경제적 세계화가 진행될수록 세율 격차는 점점 더 커지고, 그에 따라 세입 증대 억제와 소득세의 누진성 약화와 같은 조세경쟁의 간접적 효과가 나타나는 것이다. 국내 정치 요소 중 정당 정치 변수의 영향력은 사라졌지만 노조의 영향력은 여전히 유효하였다. 셋째, Esping-Anderson이 제시한 복지국가 레짐 분류가 세계화에 대한 대응에서 어떤 차이점과 공통점을 보이는지 확인하기 위해 법정법인세율에 대한 레짐 별 분석을 시도하였다. 그 결과 경제적 세계화 변수는 레짐과 무관하게 부(-)의 관계를 나타내면서 효율성(수렴) 가설을 강하게 뒷받침하고, 국내 정치 변수는 부분적으로만 다양성 가설을 지지한다는 사실을 확인했다. 세부적으로 경제적 세계화 변수는 사민주의 레짐의 법인세 정책에 가장 강한 영향력을 나타냈고, 정당 정치 변수는 자유주의 레짐에서, 노조 변수는 보수주의 레짐에서 유의하게 나타났다. 본 연구의 결과를 종합하면, OECD 국가들의 법인세 정책에는 조세경쟁으로 인한 '강한 수렴'과 국내 정치의 매개를 통한 '약한 다양성' 경향이 드러난다고 할 수 있다. 즉, 자본의 영향력 증대와 정치의 퇴각으로 인한 정책 자율성의 축소는 세계 경쟁의 틀에 구속되어 있는 선진 산업 국가에서 보편적으로 관찰되는 현상인 것이다. 또한 연구 결과는 신자유주의적 세계화가 진행된 이래 정치사회학적 의미의 민주주의 기반이 흔들리고 있으며 동시에 민주주의의 왜소화가 빠르게 진행되고 있음을 암시한다. 이는 선진 복지국가만의 문제가 아니라, 전 세계적인 신자유주의적 재편 과정의 일부이며 또한 '미국의 길'을 걷고 있는 한국의 문제이기도 하다. 따라서 향후 한국에서 전개될 복지국가 논쟁은 국내 정치를 제약하는 경제적 세계화의 영향력에 대해 심화된 고민을 필요로 한다. ; Effects of Economic Globalization and Domestic Politics on Tax Policy - Focused on 18 OECD Countries, 1981-2008 - Park, Kiwoong Department of Sociology Graduate School Seoul National University The purpose of this study is to find out whether domestic politics, which reflect social cleavage, still preserves its autonomy which enables policy making in the era of economic globalization. The logic of globalization confronts with the logic of nation community and democracy, and this conflict comes out as a struggle within various domestic economic/social policy areas. Especially, tax policy, directly connected with the country's material base, is important because it not only is influenced by economic globalization but also reflects the state's redistribution policy will. Main target of this research is the corporate tax, major item of tax policy, to inquire about the competitive relationship between economic globalization and domestic politics. There has been an acute debate about the effect of neoliberal globalization between convergence hypothesis and diversity hypothesis. First, convergence hypothesis insists that tax competition to attract capital structurally constrains the state's tax policy capacity and weakens its sovereignty in internal policy decision. As a result, each country's policy enters the race to the bottom. Diversity hypothesis, however, maintains that an individual nation can protect itself from globalization's destructive influence by domestic factors (party politics, institution, etc.). Also, this stance focuses on the differentiated effect of globalization by country and regime. Based on such debate, most previous empirical researches have backed up the diversity hypothesis or the 'Politics Matter' argument. This paper has analyzed the corporate tax change of the advanced industrial states between 1981 and 2008 by OLS-PCSE(Panel-Corrected Standard Error) model to overcome the limits of previous empirical researches and to verify the characteristics by regime. The analysis result is as follow. First, statutory corporate tax rate shows a strong negative relation with economic globalization variables (financial liberalization, trade openness). This result supports convergence hypothesis by showing off that the tax competition deepens and statutory corporate tax rate decreases as economic globalization proceeds. But it cannot be interpreted that the influence of domestic politics has become meaningless since internal politics variables, such as party and labor union, still keeps their influence. Second, tax rate difference between the highest individual income tax rate and statutory corporate tax rate is positively related with economic globalization variable. It means that the tax rate difference becomes larger and the indirect effect of the tax competition, for example, control on tax revenue increase and weakened income tax's progressivity, as the economic globalization progresses. Though the influence of party politics variable among internal politics factors has faded away, labor union's influence is still effective. Third, statutory corporate tax rate analysis, according to regime, is performed to verify how Esping-Anderson's welfare state regime classification applies to response to globalization. As a result, regardless of regime, economic globalization variable shows negative relationship. This result strongly supports effective convergence hypothesis, and confirms that the internal politics variable support the diversity hypothesis in part only. Specifically, economic globalization variable presents the strongest influence on social democratic regime's tax policy, while party politics variable is significant in liberal regime. Labor union variable is significant in conservative regime. Putting together the result of this study, OECD countries' corporate tax policy reveals a 'strong convergence' due to tax competition and a 'weak diversity' carried by domestic politics. That is, reduction of domestic policy's autonomy due to augmented influence of capital and retreat of politics is a universal phenomenon in advanced industrial states which are confined in the framework of global competition. It can be referred that the base of democracy - in the way of political sociology - is waving and trivialization of democracy is proceeding. This is not only the problem of the advanced welfare state, but also a phase of global neoliberal reorganization and Korea, which is on the way of 'The Road to USA.' Thus, the influence of economic globalization which can constrain internal politics should be concerned in the welfare state debate in Korea. ; Master

학위논문(석사)--서울대학교 대학원 :인문대학 국사학과,2019. 8. 정용욱. ; This paper analyzes the organization and activities of the UNKRA(United Nations Korean Reconstruction Agency), which was established and operated under the UN General Assembly in the 1950s for Korean rehabilitation and reconstruction. Through this, this research tries to understand the problem of economic reconstruction in Korea after the Korean War. When UNKRA was founded, the United Nations forces anticipated military success and an early cessation of hostalities. However, Chinese intervention in Korea might prolong hostilites and hamper rehabilitation and recovery indefinitely. In the early years, UNKRA could not fully implement the reconstruction program until the military situation had settled down. Instead, it operated under military supervision. During the war, UNKRA mainly seconded its experts to the UNCACK(United Nations Civil Assistance Command in Korea). After September 1952, CINCUNC, UNKRA and the Government of the Republic of Korea agreed to start as much basic rehabilitation and reconsruction program as the military situation would allow. Nevertheless, the general situation had made it necessary to accord the first priority to the importation of consumer goods. Furthermore, UNKRA proceeded to develop comprehensive plans and programs in the support of the UN specialized agencies and the Nathan Associates. The Nathan Associates developed the Five-Year Plan for the reconstruction of Korea, which meant Korea could achieve economic independence in five years. It suggested that the major portion of investment would go into sectors of physical production and distribution where the direct, measurable impacts on national output would be heaviest and quickest. However, despite of the desirability of a large social investment programs in Korea after the Korean War, they did not emphasize upon social investment because of limited resources for reconstruction. After Armistice in July 1953, UNKRA actually launched the reconstruction program. However, UNKRA could not take over responsibility for all relief and rehabilitation activities because the United States developed a defense support program for South Korea after the war. That is, UNKRA was assigned a certain segment to operate and the rehabilitation of the war was coordinated through the OEC(Office of the Economic Coordinator). Nevertheless, UNKRA was independent from the defense support program of the United States and could emphasize on non-military areas of the economy. UNKRA's largest over-all investment allocation was made in the idustrial field. UNKRA undertook the reconstruction of the major industrial plants and the construction of new manufacturing facilities in the important sectors of manufacturing industries. In spite of many problems in operation and shortages of funds, it provided the capital and engineering for industrial expansion in Korea. ; 본고는 1950년대 한국의 전후 재건과 부흥을 위해 유엔 총회 산하에 설립되어 활동했던 유엔한국재건단(UNKRA: United Nations Korean Reconstruction Agency)의 조직과 활동을 고찰하였다. 재건단 원조는 1950년대 대한원조의 주축이었던 미국의 대한원조와는 독립된 방식으로 운영되었다. 그러므로 본고는 재건단의 설립과 위상변화 과정, 재건구상과 활동의 실제를 살펴보고 그 의미를 밝히고자 하였다. 유엔한국재건단은 한국전쟁에서 유엔군이 승리하여 조속히 전투가 종료되고 통일이 이루어질 것이라는 전망 속에서 설립된 기구였다. 재건단은 전투 종료 이후 통일된 한반도에서 긴급 구호와 기초시설의 재건, 생산성 확대에 이르기까지 대한원조 전반을 총괄하는 기구로서 수립되었다. 그러나 1950년 12월 1일 수립 이후 전쟁이 장기화되면서 독자적인 활동영역을 확보하지 못하였고, 유엔군사령부가 경제원조를 포함하여 한국에서의 전반적인 권한을 보유하는 가운데 재건단은 주로 유엔사의 활동을 보조하는 위치에 머물렀다. 그리하여 전시에 재건단은 본격적인 사업에 돌입하지 못하는 대신, 유엔사 산하에서 구호와 단기복구를 담당하는 기관인 유엔한국민사처(UNCACK)에 민간인력을 파견하는 것으로 주요 활동을 대체하였다. 1952년 중반 이후 전선이 안정되고 한국 경제의 위기가 심화되면서 유엔사, 한국정부, 재건단 사이에 본격적인 재건사업이 시작되어야 한다는 합의에 이르렀지만, 극심한 인플레이션으로 인해 재건단의 활동은 일부 소비재를 수입하는 것에 그쳤다. 이와 더불어 전시 재건단은 전쟁 종료 후 본격적인 재건사업에 돌입하는 단계를 준비하며 각종 조사를 실시했다. 재건단의 의뢰에 의해 유엔 전문기구들은 농·수산업, 교육, 보건 등 분야별 조사를 담당하였고, 네이산 협회는 이를 포괄하는 전반적인 재건계획을 제출하였다. 재건단의 의뢰로 작성된 네이산 보고서는 한국에서 5년 간의 재건계획을 수행하여 전전과 비슷한 생활수준을 회복하고, 국제수지의 균형을 맞출 수 있을 것으로 전망하였다. 이를 위해 생산영역에 집중적으로 투자하면서, 농산물, 수산물, 광물 등 자연자원을 개발하여 수출을 증진한다는 계획을 제시하였다. 전후 한국사회에서 주택, 보건, 복지 등의 분야에 대한 필요가 절실했지만, 사회서비스나 복지 분야는 직접적인 생산력 증대를 불러오는 분야가 아니라는 점에서 재건계획 상 상대적으로 후순위에 배치되었다. 1953년 7월 휴전협정 체결 이후 재건단은 본격적으로 재건사업에 착수하였다. 그러나 이때에도 재건단은 한국 재건사업에서 전반적인 권한을 보유하지 못했는데, 미국의 전후 구상에 따라 방위지원을 주축으로 하는 미국의 대한원조가 중심이 되고 유엔 원조기구의 위상이 상대적으로 축소되었기 때문이다. 결국 재건단은 미국 원조기관과의 협의에 따라 한정된 영역에서만 사업을 진행할 수 있었다. 그럼에도 재건단은 독자적인 조직을 유지하며 담당 부문에서 자체 사업을 진행하였고, 원조의 내용에서도 미국 원조와는 다른 특성을 보였다. 즉 미국 원조가 주로 소비재 판매대금을 통해 막대한 국방비를 충당하고 경제를 안정화하는 데 초점을 맞추었던 것과 달리, 재건단은 장기적으로 한국경제의 생산력을 증진시키는 것이 필요하다고 보고 시설투자와 기술원조가 결합된 형태의 원조를 주로 진행하였다. 재건단 원조에서 전시기에 걸쳐 가장 많은 비중을 차지한 것은 공업 부문이었다. 재건단의 공업 부문 원조는 소비재에서 생산재까지 여러 분야에 걸쳐 진행되었고, 노후화된 기존 시설을 대체하고 전쟁으로 파괴된 시설을 복구하는 것 이상으로 신규투자를 통해 새롭게 공장을 건설하기도 했다. 특히 재건단은 중소규모 기업에 자금과 기술, 시설을 제공하는 한편, 면방직 공업이나 시멘트 공업, 판유리 공업과 같은 몇몇 분야를 전략적으로 성장시켜 국내 생산을 증가시키고 수입을 대체하고자 했다. 이와 같은 재건단의 원조는 운영상의 여러 문제점을 노정하였으나, 한국의 초기 전후 복구 과정에 상당 부분 기여했다. ; 머리말 1 一. 전시 유엔한국재건단의 설립과 재건구상 7 1. 재건단의 설립과 유엔군사령부와의 관계 정립 7 2. 전후 재건구상 18 二. 전후 유엔한국재건단의 조직과 활동 25 1. 휴전 이후 재건단의 대외적 위상 변화 25 2. 재건단 내부의 조직운영과 예산 구성 34 3. 재건단의 활동 분석―공업 부문을 중심으로 47 맺음말 59 참고문헌 62 Abstract 67 ; Master

학위논문 (석사)-- 서울대학교 대학원 : 외교학과, 2012. 2. 신욱희. ; 본 연구는 구조적 환경과 행위자의 선택, 그리고 구조와 선택을 매개한 정책결정자의 인식의 상호작용을 통해 1960년대 중반 북한 자주외교노선의 결정요인을 분석하고자 한다. 정권수립 이후 북한은 동아시아에 형성된 냉전 구조 속에서 사회주의 대국이었던 소련과 중국에게 편승함으로써 상대적으로 "밖"의 문제보다 "안"의 문제에 집중할 수 있었다. 김일성은 경쟁세력을 차례로 숙청하며 권력을 집중화할 수 있었고, 단일지도체제를 구축할 수 있었다. 하지만 김일성은 1956년 소련공산당 제20차 대회 이후 전개된 흐루시초프의 신노선에 소극적으로 대응하였고, 이에 정권의 중심에서 밀려나 있던 소련파와 연안파의 불만을 촉진시켰다. 김일성에 대한 개인숭배 심화와 당 지도부의 경제, 인사 정책에 불만을 가졌던 경쟁 세력은 외부의 힘을 이용하여 당의 노선 변화를 도모하고자 하였고, 이러한 계획은 1956년 8월 전원회의를 통해 현실화되었다. 하지만 사전에 계획을 인지하고 있었던 김일성의 방해로 인해 연안파와 소련파의 계획은 실패하였고, 주도자들은 종파주의자로 낙인 찍혀 대규모 숙청의 대상이 되었다. 하지만 김일성의 과도한 권력집중을 일탈로 우려한 소련과 중국은 미코얀과 펑더화이를 파견하여 북한의 내정에 간섭하였다. 이로써 김일성의 반(反)대국주의 의식은 심화되었고, 이후 중소분쟁이 본격적으로 시작하면서 국내정치에서 외부의 힘을 제거하고 단일지도체제를 구축하였다. 1960년대가 시작되면서 중국과 소련의 갈등은 이념적 차원을 넘어 정책적 차원으로 확대되었으며 북한은 국내외의 문제에 사로잡힌 양국의 관심에서 벗어나 본격적으로 대외관계를 주도할 수 있었다. 이전까지 북한의 대외관계는 소련과 중국의 압도적인 영향력 아래 있었지만 상호방위조약을 통해 양국과 대등한 관계를 형성함은 물론 제3세계 국가들과의 대외관계를 적극적으로 확대하면서 자주외교노선의 기틀을 마련하였다. 소련공산당 20차 대회와 중소분쟁으로 이어지는 사회주의 진영의 구조적 환경의 변화 속에서 김일성을 비롯한 당 지도부는 역사적으로 형성된 반(反)대국주의 인식으로 인해 어느 한 국가에 대한 일방적인 편승을 배제한 채 1960년대 중반 대외적으로 자주외교노선을 공식화할 수 있었다. ; The purpose of this paper is to analyse North Korea's foreign policy, called the self-reliance foreign policy, which was implemented in the mid-1960s. Among the various factors that can influence foreign policy, this paper concentrates on the interaction of structure, decision maker's intention, and perception or values according to Carlsnaes' dynamic model of analysing foreign policy change. After nation building, there have been two critical structural diversions in the Communist bloc—the Twentieth Party Congress of the CPUS in February 1956 and the Sino-Soviet conflict that began in the late 1950s. In each event, Kim Il-sung attempted to increase DPRK's policy-making autonomy and exclude the political leverage of two brotherhood countries, Soviet and China, in the domestic politics. Kim's strong anti-great power chauvinism was strengthened from his past experiences, and it was reinforced by two countries' intervention in 1956. These two primary elements had influenced Kim Il-sung's foreign policy decision making during his reign. In the late 1950s, Kim and his partisans concluded the intra-party conflict with two rival groups, the Soviet Korean and Yan'an groups. These events completely monopolized power in domestic politics. As the dispute between China and Soviet aggravated in the 1960s, North Korea could secure its policy-making autonomy from these two countries. It had become more equal that North Korea extended its diplomatic relations to the Third World nations in this period. On the basis of the consecutive policies, North Korea could implement the self-reliance foreign policy in around 1965. ; Master

학위논문 (석사)-- 서울대학교 대학원 : 정책학과, 2012. 2. 박정훈. ; 오늘날과 같은 지식정보화 사회에서의 전자정부 구현은 정부경쟁력, 더 나아가 국가경쟁력을 제고할 수 있는 핵심수단으로 여겨지기에 세계 각국과 국제기구에서는 전자정부를 도입하고 발전시키기 위해 재정적, 정책적으로 많은 노력을 기울이고 있다. 그러나 전자정부를 발전시키려는 이러한 노력들에도 불구하고 정부의 효과성, 민주성, 투명성 등 정부경쟁력의 개선은 전자정부 도입 시 기대했던 바에 크게 미치지 못하고 있는 것이 현실이다. 본 연구는 이러한 문제의식에서 출발하여 각 국의 정부경쟁력을 한층 강화시켜 줄 것이라 생각했던 전자정부가 과연 실제 그 효과를 나타내고 있는지에 대한 문제를 제기하고 전자정부가 정부경쟁력에 어떻게 영향을 미치고 있는 실증 분석하고자 하였다. 이를 통해 전자정부 도입 시 본래 달성하고자 하는 바들이 얼마나 잘 달성하고 있는지, 또 서로 다른 부문들로 구성된 전자정부 요소들은 정부경쟁력에 각기 어떠한 영향을 미치고 있는지 살펴보고 향후 전자정부의 연구, 정부정책과 관련한 몇 가지 시사점을 도출하고자 하였다. 본 연구는 151개 국가들을 대상으로 실시하였으며 종속변수로는 UN에서 발표하는 'Global E-government Readiness Report'의 전자정부 준비지수(Global E-government Readiness), 독립변수로는 국제투명성위원회의 부패인식지수(CPI), World Bank의 정부효과성지수(GE), Freedom House의 정치적 권리(PR), 시민의 자유(CL)지수를 시차를 고려하여 다중회귀분석을 실시하였다. 분석결과 각 국의 웹과 정보통신인프라의 발전은 정부운영의 효과성과 시민의 정치적 권리와 자유를 증진시키고 정부부문의 부패를 감소시켜 정부경쟁력 강화에 유의미한 영향을 미치고 있는 것으로 나타났다. 이러한 웹과 정보통신인프라의 효과적인 정부운영 및 부패감소 효과는 OECD국에 비하여 비OECD 국에서 상대적으로 더 큰 것으로 나타났다. 반면 정부의 시민참여 노력정도를 반영하는 온라인참여(E-Participation)변수는 기대와 달리 시민의 정치적 권리와 자유를 증진시키는데 기여하고 있지 못하는 것으로 나타났다. 본 연구는 전자정부 운영 및 연구에 있어서 몇 가지 함의를 시사한다. 첫째 전자정부가 정부경쟁력 강화라는 본래 목표를 달성하기 위해서는 무엇보다 정보통신인프라의 확충과 웹사이트의 발전이 동시에 이루어져야 할 것이다. 둘째, 각 국이 처한 경제, 사회 등 여러 부문의 발전수준과 전자정부 각 요소들을 각 국에 도입했을 때 그 영향들을 고려한 전략적 접근이 전자정부를 성공적으로 이끄는데 하나의 중요한 요소로 작용할 것이라는 점이다. 셋째, 현 시점의 전자정부 뿐만 아니라 이전의 전자정부 수준역시 정부경쟁력에 지속적인 영향을 미치고 있는 것으로 나타났다. 이는 전자정부사업에 대한 성과가 나타나는 시간이 길기 때문에 시차를 고려한 전자정부 사업계획 및 성과평가가 이루어져야 함을 보이는 것이다. 마지막으로 정부의 온라인 국민 참여노력(E-Participation)이 실제 민주주의강화에 이어질 수 있도록 정부의 보다 강한 책임성과 대응성, 법‧제도의 구축이 이루어져야할 것이라는 점이다. ; In the information society, All countries of the world and international organizations have tried to develop E-government, considering it as core means to improve government competitiveness. However, It is true that the results of it fall short of our expectations regardless of our effort in E-government. The results of the analysis are as follows: With awareness of issues above, this study tried to solve research questions: Has E-government which plays a role in improving government competitiveness accomplished its aims? and which components of it have effect on the government competitiveness? In addition, this study aimed to offer proposals related to policies and studies of E-government. In research method, multi-regression analysis was used based on the data : Global E-government Readiness Index reported by UN, Corruption Perceptions Index issued by TI, Government Effectiveness Index reported by World Bank, Political Right and Civil Liberty issued by Freedom House with 151 countries in the world. As a result of analysis, It is verified that Development of Web and Telecommunication Infrastructure have influence on improving Government effectiveness and democracy in society. And Their influence is stronger in OECD countries than non-OECD. On the other hand It is revealed that an effort of government to encourage political participation of nation doesn't contribute to improving level of democracy. The lessons from this study are as follows. First, it is important to expand telecommunication infrastructure for more citizen to get information which is a little bit developing infrastructure highly and improve web site for citizen to get high quality information. Secondly, it is necessary to approach strategically considering a level of economy and society and influence of e-government predicted before planning policies about e-government in order to make e-government business successful. thirdly, It is revealed that not only a level of current e-government but also a level of past e-government have influence on current government competitiveness. It means that time lag has to be considered planning e-government business and evaluating performance of it. 학위논문 (석사)-- 서울대학교 대학원 : 행정학과, 2012. 2. 김동욱. ; 이 논문은 한국과 이집트의 지역사회개발정책을 국가주도성이라는 공통적 측면에 주목하고, 이러한 국가주도적인 지역사회개발정책의 형성 및 발전과정에 따른 경로의존성을 분석하는데 주요한 관심을 둔다. 이를 위해 역사적 사건, 초기경로의 생성 경로의존적 닫힘, 그리고 새로운 경로의 열림으로 구체화 했다. 이러한 과정 하에 역사적, 제도적, 행위자적 요인으로 재분류함으로써 제도 변화의 경로 의존적 요인과 촉진 요인을 보다 면밀히 파악하고자 했다. 이는 기존의 제도적 맥락, 즉 제도 내외의 환경의 영향으로 설명하고자 하는 역사적 신제도주의에 기반하였다고 볼 수 있다. 이 논문을 통해서 지역사회개발정책을 둘러싼 국가 계획은 역사적, 제도적 그리고 행위자적 요인으로 인해 일정기간 지속성을 이끌어가는 요인으로 작용했으며, 한편으로는 역사적 요인에 의하여 단절적인 변화를 경험하기도 했다. 한국의 새마을운동이 적어도 정부가 의도한 바대로 지역사회의 변화를 이끌어내기 위한 의미있는 성과를 가져왔음에 비해, 이집트의 슈르끄 운동을 포함한 일련의 지역사회개혁정책이 지역민의 참여와 자원을 효과적으로 이끌어내지 못한 점을 경로의존성 분석을 통하여 도출해내었다고 볼 수 있다. 이러한 분석결과는 다음과 같이 양국의 지역사회개발정책의 유사성과 상이성으로 나뉜다. 먼저, 유사성으로는 한국과 이집트는 개발도상국으로서의 국가주도 지역사회개발정책을 실시한 경험을 가지고 있다는데 있다. 기본적으로 농경에 바탕을 둔 사회이며, 19세기 외세에 의한 근대화 및 권위주의정권에 의하여 지역사회개발정책이 상당부분 영향을 받았다는 점이 유사하다. 이외에도 개발도상국으로서 공업화 등에 대한 우선적 관심으로 상대적으로 지역사회개발정책과 관련된 자원을 투입하는데 한계가 있었지만, 대통령의 일반적인 관심사가 되었다는 점에서 유사하다. 다음, 상이성으로는 한국의 경우, 새마을운동은 앞선 시기의 여러 사회적, 제도적 및 행위자 요인과 함께 지역사회의 인적 물적 자원을 효과적으로 동원하는 내무부 주도의 제도적요인과 박정희 대통령의 정책에 대한 관심과 거버넌스를 촉진하는 행위자적 맥락 요인이 함께 작용하여 이러한 국가주도적 경로의존성을 지속시켜나갔다. 이러한 국가의 개입은 민간의 참여와 자원을 효과적으로 동원하는 방식으로 나아갔다. 한편, 1980년대 새마을운동은 박정희 정부의 종식과 연이은 전두환 정부의 민간주도 정책으로 인해 기존 국가주도적 경로를 이탈하게 된다. 한국과 달리 이집트의 국가주도 지역사회개발정책의 경로는 국가가 이러한 변화를 주도하는 측면에서는 여전히 경로의존성을 유지하고 있었다. 이는 1980년대 무바라크 정부에서는 슈르끄 사업을 실시함으로써 민간주도로 이행하기 위한 노력을 진행했으나, 현재까지 강한 국가주도적 경로를 유지하고 있다. 국가의 의도를 실현시킬 수 있는 효과적인 집행기관과 지역사회의 참여와 자원을 이끌어낼 수 있는 기제가 마련되어 있지 않는데 원인이 있다. 또한, 실제 지역사회개발정책을 통한 정책효과에 대한 무바라크 대통령의 관심의 부재와 지역사회개발에 참여하는 대지주 및 기업가의 부패문제는 지역사회 참여자의 관심을 이끌어 내지 못함으로써 국가가 대부분의 지역사회개발과 관련된 문제를 독자적으로 해결해나가야 하는 악순환에 처해 있는 것이다. 그러나 2012년 현재 이집트는 쟈스민 혁명으로 일컬어지는 민주화운동에 의하여 새로운 정부 수립을 앞두고 있다. 이렇게 새로이 수립된 정부가 그간 권위주의 정부에 의하여 추진된 농촌 등 지역사회개발정책에 대한 개선책에 대한 기대감이 크다. 새로운 정부의 수립 이후 과거 이집트정부가 추진한 강한 국가주도 지역사회개발정책의 실효성을 강화하는 방향으로 나아갈지 혹은 새로이 민간주도 정책으로 전환하는 주요 결절점으로서 작용할지가 주목된다. 이와는 별개로 정권교체 이후에도 당분간 국가가 주도하여 지역사회개발정책을 수립해나갈 가능성이 크므로 이러한 작업을 위해 이집트 정부는 한국 새마을 운동의 성공요인이었던 내무부 주도, 민간의 자발적 참여와 자원동원을 이끄는 방식을 추진한다면, 지역사회개발의 성공을 앞당길 수 있을 것으로 전망된다. ; Focusing on similarity of the state-led character between both countries, this study aims to analyze its formation and developmental process of Korea and Egypt's rural development policy in terms of a path dependency. For this purpose, this study fall into the four sub-parts, which is historic events, creation of initial path, closeness of path and openness of new path. Under this circumstance, as being reclassified in the basis of historic, institutional, and stakeholder factor, it was able to look into more specifically how the path was proceeded. This based on historical institutionalism to be explained by its environmental circumstances both inside and outside institutions. This study shows the national plan on both country's policies of rural development contributed to keep consistency within a certain periods, but they often experienced several sudden shocks which might be disconnect their paths. The Saemaeul Undong in Korea at least have brought significant outcomes for changes in its rural societies. In comparison, The Egypt's case was not successful at that much because they failed to efficiently attract its rural people's support and securing their resources for their national rural development plans. These result outcomes came from analysis from the perspective of path-dependency and it can be more specifically classified into the two categories, which is similarity and difference of both nation's rural development policies. First of all, Korea and Egypt have a similar experience for conducting their own state-led rural development plans as a developing countries. Besides, when they started to develop rural area, the state mainly relied on agriculture and the rural development plan influenced from the authoritative regimes or the power of a foreign countries. In addition, both countries was more focused to invest their limited resources into the industries, rather than rural development. Next, In Korea, with its prior several social, institutional and stake holder's factors, Saemaeul Undong kept its state-led developmental path as successfully mobilizing its human and material resources with help of deep concern of president Park Chung-hee as stakeholder factor and his ministry of interior as institution factor. Especially, this engagement by the central government was gave more initiatives to private sectors when they obtaining their participation and resources. Meanwhile, in 1980s, the Saemaeul Undong derailed its path due to the facts such as the assassination of president Park Chung-hee or the privatization policy of president Chun Doo-hwan. Different from the Korea case, Egypt's state-led rural development has kept on sustaining previous path until now. There are several attempts such as president Mubarak's Shrouck plan toward private-led rural development. However, it does not seem to be enough for detouring its current state-led development tendency for a new change. This is responsible for lack of effective implementation agency and mechanism which is able to get cooperation from rural society. It hinders them in carrying out their plan not only by president Mubark's lack of actual concerns on rural reforms, but also by business man or large farm owner's corruption problems. Therefore the Egyptian government was caught in a vicious circle in which the central government should exclusively take on whole responsibility for rural development issue. However, as of 2012, Egyptians are facing a new government by liberalization movements which called 'jasmine revolution'. They hope that a reform packages of the new government would be differentiated from that of the previous. it might be a prime concerns whether they are maintaining its state-led path or changing their course toward a more private-led one. Whatever the case it would be, their strong involvement by the central government is more likely to be kept for a while. In these circumstance, if the Egyptian government adopt those successful factors of the Saemaeul Undong, their success for rural development would be advanced by substantial length of time. 학위논문 (석사) -- 서울대학교 대학원 : 사회과학대학 정치외교학부(외교학전공), 2020. 8. 신범식. ; 본 논문은 테러와의 전쟁에서 많은 피해를 입은 미국과 러시아의 테러조직 리스트가 예상과 달리 왜 유사점보다 차이점을 더 많이 가지고 있는가를 밝히고자 하였다. 이를 위해 러시아와 미국이 테러조직을 지정하는 과정을 비교함으로써 양국의 테러조직 지정에 영향을 미치는 요인들을 규명하고자 하였다. 우선 미국과 러시아의 국가 안보전략 문서들을 분석함으로써 양국이 시기별로 중요하게 여긴 관심사와 이러한 관심사에 대한 위협이 무엇인지 분석하였다. 그 다음으로, 미국과 러시아의 대통령들이 1993년부터 2017년까지 발표한 테러 관련 연설문, 인터뷰, 공문서들 가운데 제목이나 본문에 'terror' 및 'террор'라는 어근이 포함된 다양한 형태의 텍스트 자료들을 대상으로 워드분석을 함으로써 양국이 테러를 어떠한 위협으로 상정하는지, 국내외의 어떤 안건들과 연결하는지를 파악하였다. 그리하여 본고는 테러에 대한 역사적 경험과 인식, 안보에 대한 이해, 국제 질서와 상황 파악 등 많은 요인들이 테러조직 지정에 영향을 미치면서 양국이 테러에 대한 기본적인 인식, 즉 초국가적인 테러조직들이 한 국가만이 아닌, 국제사회 전체에 위협이 될 수 있다는 인식 면에서는 시간이 지나면서 비슷해졌지만 양국의 안보개념, 안보와 관련된 국익의 우선 순위, 테러에 대한 인식에 영향을 미친 역사적 경험이 상이하기 때문에 테러조직의 지정에서 유사점보다는 차이점이 더 많이 나타나게 되었다는 결론에 도달하였다. 본고는 일견 미국과 러시아가 테러조직을 공동의 적으로 간주하는 것처럼 보이지만 실제로는 다양한 요인들로 인해 테러와 테러조직의 지정에서 서로 다르게 접근한다는 사실을 보여주었다는 데 그 의의가 있다. ; Russia and the United States have been on the front line of the fight against terrorism for a long time, and at first glance it may seem that they are fighting against the same enemy. However, upon careful comparison of the U.S. Department of State list of Foreign Terrorist Organizations(FTO) and corresponding list of the Russian Federation the distinctions are strikingly obvious. The organizations designated by each country outnumber the ones that were appointed by both. This study aims to examine the factors behind the differences in the approaches that Russia and the U.S. took to defining the enemy. It is argued that the designation method is mainly determined by two broad aspects – the security concept and the perception of terrorism. Through the analysis of the national security strategies from 1997 to 2015, this study investigated several crucial issues: the ways Russia and the United States had been perceiving the international order, their place and role in it, as well as changes in their national interests over time, and most importantly, what constituted the perceived threats to the national security. Supporting this with the examination of the perception of terrorism through the word frequency analysis of Russian and American presidents' speeches, the study concluded that despite the fact that both countries claim terrorism to be their main threat, the approach to defining it is not the same as each country bases it on their own historical experience and national priorities. The United States views terrorism largely as a part of the global security framework, inseparably associated with other issues (such as the threat of WMD proliferation) that are claimed to emanate from rogue states and tyrannies. Consequently, the strategy in the fight against terrorism has been derived from the desire to converse these regimes to democracy. On the other hand, Russia was found to view terrorism as a more direct threat to the country's national security. For Russia, terrorist organizations are separate entities that try to violate the country's constitutional order through separatist and extremist slogans. Unlike the United States, Russia does not view terrorist organizations as an instrument in the hands of tyrannical regimes, therefore it condemns the American unilateral approach that is structured around interference into the internal affairs of other states. These differences are reflected in the formation of the terrorist organizations lists. The list of the United States is more comprehensive and geographically global. The FTO list includes not only the organizations that directly threaten US security, but also the ones that harm the partners and allies of the United States. At the same time, Russia is focused on designating the organizations that directly threaten the security of the country and the nearest region like Central Asia. There are also organizations on the list that do not commit terrorist acts, but undermine the values of Russia's constitutional system through the conduct of propaganda on the Internet. After September 11 and the Beslan school siege in 2004, there is a convergence in the perception of the US and Russia on the rise of terrorist organizations network as a major transnational threat in the 21st century. This explains why there are the same ten organizations on both lists. The vast majority of the organizations that have been designated by both countries are affiliates of al-Qaeda, which are fighting not one specific country, but the entire modern international society. (중략)···저는 이제 유라시아에 새로운 소통의 길을 열어 협력의 잠재력을 끌어내야 할 때라고 생각합니다. 단절과 고립, 긴장과 분쟁을 극복하고 소통과 개방으로 평화롭게 교류하며 함께 번영하는 유라시아를 건설해야 합니다. 이를 위해 저는 유라시아를 '하나의 대륙', '창조의 대륙', '평화의 대륙' 으로 만들어 가는 몇 가지 방향을 제안하고자 합니다." 라고 하며 '유라시아 이니셔티브' 를 주창하였다. 이처럼 유라시아 이니셔티브는 유라시아 국가들 간 물류, 시장, 문화 등을 통합해 나가는 것을 주요 내용으로 하였으며 핵심은 물류 및 교통의 통합을 통해 유라시아 대륙의 공동번영을 이룸과 함께 한국은 유라시아 대륙의 물류 허브로 거듭나는 것이었다. 다수 전문가들은 유라시아 이니셔티브의 추진에 있어 여러 도시 중에서도 세계적인 항만을 보유하고 있고, 한반도의 기점이자 종점이며 세계 전역으로 뻗어나갈 수 있는 지정학적 위치를 갖춘 부산시의 역할에 주목하였다. 이러한 상황에서 당시 부산시장은 부산시의 도시 비전을 '유라시아 관문도시 부산' 으로 정하고 부산이 주도적으로 유라시아 이니셔티브를 이끌어가야 한다고 주장하였다. 이러한 주장에 기반하여 부산시는 2015년부터 본격적으로 유라시아와 관련한 여러 사업을 추진하였다. 하지만, 대부분의 사업은 일회성에 그치거나 큰 효과를 내지 못하였다. 반면, '유라시아 관문도시 부산' 이라는 부산의 비전을 국내외에 전파하고 유라시아 여러 도시들과의 교류협력을 강화하기 위해 추진한 『유라시아 부산원정대』 사업은 정책결정 과정에서는 사업효과에 대한 의문이 다수 제기 되었으며 일회성 행사에 그칠 것으로 우려 하였으나 2019년 현재까지도 지속적으로 추진될 만큼 부산시를 대표하는 유라시아 관련 정책으로 자리매김 하였다. 따라서 본 논문에서는 『유라시아 부산원정대』의 집행과정을 분석해보고, 어떻게 본 정책이 다른 사업들과는 달리 지속될 수 있었는지에 대해 살펴보았으며 이 과정에서 Mazmanian과 Sabatier의 연구를 활용하여 분석을 진행하였다. 따라서 본 연구의 목적은 다음의 세 가지로 나눌 수 있다. 첫째, 『유라시아 부산원정대』의 집행과정을 분석해보고 집행이 잘된 부분과 그렇지 않은 부분을 찾아본다. 둘째, 정책집행과정의 분석을 통해 어떻게 본 사업이 다른 유라시아 관련 정책들과는 달리 일회성에 그치지 않고 지속될 수 있었는지에 대해 알아본다. 마지막으로, 정책집행 연구에서 빈번하게 활용되는 Mazmanian과 Sabatier의 연구를 분석하여 이론이 담고 있는 함의 및 구체적 내용을 알아본다. 이러한 목적의 달성을 위해 본 연구는 우선 부산시 및 여러 유관기관들의 문헌 자료와 함께 집행과정에 참여했던 주요 행위자들을 면담하여 정책집행과정을 면밀히 분석하였다. 다음으로 Mazmanian 과 Sabatier 가 제시한 '정책집행이 효과적으로 이루어지기 위한 조건'을 활용하여 원정대 사업의 정책집행과정이 해당 조건에 부합하는지 여부를 통해 정책집행이 잘 된 부분과 그렇지 못한 부분을 구분하였다. 연구의 결과는 다음과 같다. 첫째, 『유라시아 부산원정대』의 정책목표는 명확하며 일관성을 갖추었다. 특히, 외교부, 경상북도 등 타 기관이 추진한 유사사업들과 비교했을 때 원정대의 정책목표는 상당히 명확하며 구체적이었다. 둘째, 정책목표의 달성을 위해 부산광역시 차원의 개입이 필요하다는 것은 분명하나, 굳이 원정대라는 수단을 선택해야 하는지에 대해서는 원정대 이외에도 본 정책목표를 달성할 수 있는 여러 가지 다른 방법이 있을 수 있기 때문에, 본 정책목표와 원정대라는 정책수단 간의 인과관계는 명확하지 않았다. 셋째, 정책집행 담당기관이었던 부산광역시 통상진흥과 남북경제협력팀 및 부산국제교류재단은 본 정책과 업무관련성이 매우 높고, 조직원들은 본 사업에 대해 상당히 긍정적인 반응을 보였기 때문에 집행기관은 모두 원정대 사업에 대해 상당히 호의적이었던 것으로 나타났다. 넷째, 부산시 및 부산국제교류재단 모두 원정대 사업에 대한 의사결정 과정은 3단계로 이루어져 공식적으로 정해진 절차에 비해 단순화 되었으며, 의사결정 방식 역시 하향식이며 대체로 시장의 지시에 전적으로 순응하는 편이었기 때문에 빠른 정책집행이 가능했다. 다섯째, 부산시 의회 및 부산시 내 관련 부서 등 정책집행 유관기관과 정책결정자인 부산시장은 원정대 사업에 대해 호의적이었으며 지지를 보냈던 것으로 나타났다. 특히, 부산시장의 경우 원정대에 대해 상당히 높은 관심을 보였던 것으로 파악되었다. 마지막으로 원정대 사업의 집행과정에서 동남권 신공항의 유치 문제가 이슈화 되면서 '유라시아 관문도시 부산' 이라는 비전의 홍보 및 국내외 확산이 더욱 중요해졌고 이로 인해 원정대 사업의 정책목표가 갖는 중요성은 정책결정 시에 비해 더욱 높아졌다고 볼 수 있다. 연구결과를 종합해보면, 『유라시아 부산원정대』의 정책집행과정은 Mazmanian 과 Sabatier가 제시한 정책집행이 효과적으로 이루어지기 위한 조건을 대체로 만족하는 것으로 나타났다. 특히, 원정대 사업은 ① 정책목표가 상당히 명확하며, ② 정책집행기관 및 정책결정자가 사업에 대해 상당한 관심 및 지지를 보내었고, ③ 사회·경제적 조건의 변화로 인해 정책집행과정에서 정책목표의 상대적 중요성이 더욱 높아졌기 때문에 다른 유라시아 관련 사업들과는 달리 정책이 일회성에 그치지 않고 지속될 수 있었던 것으로 나타났다. 다만, 정책목표와 정책수단 간의 인과관계가 불명확하여 정책이 지속되고 집행에 따른 성과가 창출되었음에도 정책이 갖는 효과에 대한 의문이 지속되었던 만큼 이에 대한 보완이 필요한 것으로 나타났다. ; Former President Park Geun-hye delivered her keynote address at the opening of the 'Global Cooperation in the Era of Eurasia' conference in Seoul Silla hotel on October 18 ; "Ladies and Gentleman, Eurasia is the biggest continent in the world which contains 71% of the world's population and 12 different time zones. .Now is the time to open a new channel to Eurasia in order to lift its cooperation potential. We need to revive Eurasia, a geographic area disconnected by the Cold War, as a space for communication, openness, creation and fusion. I would like to propose a new vision, to make Eurasia, one continent of creation and peace." and then suggest her new vision 'Eurasia Initiative'. The main concept of Eurasia Initiative is integrating logistics, market and culture among Eurasian countries and key point is by integrating logistics and transportation we'd like to achieve prosperity of Eurasia Countries and at the same time, Korean peninsula should role as a logistic hub and the gate way of Eurasia continent. Many specialists focused the role of Busan Metropolitan city to achieve the goal of Eurasia Initiative because of it's global port facilities and geographical location which is the origin and destination of Korean peninsula. In this situation, former Mayor of Busan set the city vision as 'The Eurasia Gateway Busan' and stressed that Busan should lead the Eurasia Initiative. Based on this opinion, Busan Metropolitan City implemented many policies from 2015, but most of them were just one time event and failed to succeed. However, the policy 'Eurasia Expedition from Busan' which focused on publicizing the vision of Busan (Eurasia Gateway Busan) and strengthening the cooperation with Eurasian cities is still maintaining in 2019 and becoming the most famous and symbolic policy about Eurasia in Busan eventhough there were lots of doubts about being one time event in the policy decision process. Thus in this study, analyzing the policy implementation process of 'Eurasia Expedition from Busan' and finding the reason how this policy can be maintained unlike other policies by using the Mazmanian-Sabatier model. The goals of this study can divided into three things. First, analyzing the policy implementation process of 'Eurasia Expedition from Busan' and finding the good and bad points of implementation. Second, by analyzing the policy implementation process, how this policy can be maintained unlike other Eurasian policies in Busan. Lastly, analyzing the Mazmanian-Sabatier model which is frequently used in the study of policy implementation, and finding the exact meaning of that model. To achieve these goals, first of all, reviewing much data of Busan Metropolitan cities and other related organizations and also interviewing some people who participated the policy implementation process. Next, using the "Conditions of effective policy implementation which is argued by Mazmanian-Sabatier, analyzing the policy implementation process of 'Eurasia Expedition from Busan' whether it is fit to that conditions or not. The results of this study are as follow. First, the objectives of 'Eurasia Expedition from Busan' are clear and consistent. Especially, comparing with the similar policies which was implemented by the ministry of diplomacy and Gyeongsangbuk-do, the objectives of these policies are very obvious and concrete. Second, to achieve this objectives, it's clear that the intervention of government is necessary, but the causal theory between this policy and the objectives is not clear. Third, both Inter-Korean cooperation team in Trade promotion division of Busan Metropolitan City government and Busan Foundation for International Cooperation which were in charge of implementing 'Eurasia Expedition from Busan' were quite related to this policy and all of members were so much positive to this policy. Thus both organizations are so much favorable to this policy. Fourth, the decision rules of both organizations were in a three stages which was quite simplified than formal steps, and quite top-down ways especially complying the order of mayor thus it can simplify policy implementation process and facilitate effective implementation. Fifth, the related organizations of policy implementation like Busan city council and other divisions of Busan Metropolitan City and the mayor of Busan who is a policy decision maker were favorable and supportive to 'Eurasia Expedition from Busan'. Especially, mayor of Busan gave considerable support to this policy. Chapter 1 analyzes savings mobilization attempts made after the implementation of the First Five-Year Economic Development Plan immediately following the May 16 military coup. To this end, we first look at the domestic capital mobilization of the 1st Five-year Economic Development Plan and the various institutional and social practices promoted for mobilizing household savings. Representatively, it describes saving enlightenment activities and the national saving movement promoted by the government. In addition, it deals with the establishment of a National Savings union established primarily for wage workers. Chapter 2 deals with political and social discussions within Korean society that were developed in the process of determining the rate realization measures implemented in September 1965. It also describes the process of institutional reform, including the establishment of local banks, which was established to strengthen mobilization of savings while witnessing an increase in financial savings after the implementation of this measure. In addition, this study analyzes aspects of the living rationalization movement such as 'the second economic movement' that was developed along with the reform of the system. The effects of such activities and the recognition of household savings are analyzed based on the savings market survey conducted by the Bank of Korea since 1967. Chapter 3 deals with the aspects of saving mobilization during the period of heavy chemical industrialization in the early 1970s. The government has promoted the heavy and chemical industrialization policy since 1973 and made a plan to raise funds for domestic capital. To this end, the financial system was reorganized and a national investment fund was established. And attempted to mobilize household savings by introducing the National Welfare Pension, but failed. This chapter examines this process and describes the attempts and limitations of building a mobilization system. Chapter 4 analyzes the savings mobilization strategy developed after the global economic recession caused by the oil shock. During this period, the oil shock shocked the domestic economy, which in turn increased demand for income security. The Korean government used financial institutions as a means of ensuring the lives of its people. Representatives include workers' asset-building savings and life insurance. These systems were introduced and fostered as a means to mobilize the domestic capital necessary for the promotion of the Fourth Five-Year Plan. In addition, this chapter examines households 'responses to workers' asset-building savings and life insurance. Based on the above, the effects of forced saving, saving enlightenment, and economic incentives used by the Korean government for saving mobilization can be summarized as follows. First, forced saving did not have much effect. In the case of the national savings union, although it has the characteristics of forced savings, it was far short of its target. In addition, the National Welfare Pension, which was created as a means of domestic capital mobilization immediately after the declaration of industrialization, attempted to be introduced using welfare discourse, but its implementation was delayed indefinitely due to strong repulsion and oil shock. Next, the saving enlightenment of the government also did not have much effect on increasing savings. The government and savings organizations continued to disseminate discourses on rationalization through the preparation of households, but not many households keep a housekeeping book. According to a savings market survey conducted by the Bank of Korea, each household was told to increase or decrease its savings by increasing or decreasing its income. The most effective means of government's savings mobilization were through economic incentives. Regular deposits and installment savings have increased since interest rate realization measures, and the popularity of workers' asset-building savings in the late 1970s is a reflection of this. The main motives for savings identified by the savings market survey were real estate purchases, child education and marriage funds, and stabilization of retirement life, and workers' asset-building savings and life insurance were just the right tools for that need. As a result, the government's savings mobilization was able to achieve effective results when it met the needs and desires of households. The demand for saving mobilization for the people of the Park Chung Hee regime seemed very strong on the outside. But the reality is that the government is driven by household demands. 학위논문 (석사)-- 서울대학교 대학원 : 외교학과, 2012. 2. 윤영관. ; 개발원조가 더욱 중요해지고, 투입되는 금액 또한 증가하면서 개발원조의 효과성에 대한 관심이 증대되고 있다. 본 논문 역시 이에 주목하여, 원조가 수원국의 경제발전에 긍정적인 영향을 미치는 조건을 알아본다. 특히 수원국의 경제발전전략과 원조효과성과의 관계를 살피기 위해서 시장주도적인 경제발전전략을 채택한 방글라데시와 국가주도적인 경제발전전략을 채택한 보츠와나의 원조이용과 그 효과성을 비교하여 살펴보았다. 보츠와나 방글라데시 두 국가 모두 독립 당시에는 매우 가난하여 해외 원조에 의존하였다. 그러나 현재, 보츠와나는 1인당 국민소득이 7,000달러에 달하고 방글라데시의 국민소득은 600달러를 겨우 넘는다. 양국의 개발전략을 비교해보면, 국가주도의 경제개발전략을 택한 보츠와나 정부는 국가개발계획을 작성하고 이에 따라 경제를 관리하였다. 개발계획의 수립, 예산의 작성 등을 재정 및 개발계획부라는 한 개의 정부부서가 통제함으로써 효율적인 관리가 가능했다. 반면 방글라데시는 시장주도의 경제개발전략을 택했다. 1980년대와 1990년대 세계은행과 국제통화기금 등의 공여국의 영향으로 시장주도적인 개방형 경제구조를 위한 자유화, 민영화, 규제완화 조치가 본격적으로 시행되었다. 그러나 방글라데시는 시장 자체나 이를 뒷받침해줄 제도가 제대로 갖춰지지 않았기 때문에 개혁은 제대로 성공을 거두지 못했다. 양국의 원조의 이용 역시 달랐다. 보츠와나는 국가주도의 개발전략에 따라 원조를 이용하였다. 공여국은 국가개발계획을 참고하여 원조 분야와 사업을 결정함으로써 보츠와나 정부의 우선순위에 따른 원조를 하는 것이 가능했다. 반면 방글라데시의 원조는 방글라데시의 필요에 맞춰 이용되는 것이 아니라 공여국의 입장에 따라 이용되었다. 이에 따라 사업이 중간에 중단되거나, 원하는 목표를 이루지 못하는 경우가 생겼다. 그 결과 양국에 제공된 원조의 효과성에도 차이가 있었다. 보츠와나의 경우, 원조가 투자된 교육 분야나 보건, 교통 등의 분야에서는 예전에 비해 많은 발전이 이루어졌으며, 경제발전에 도움이 되었다는 평가를 받고 있다. 반면 방글라데시의 경우, 경제성장을 위해 필요한 부분에 원조를 투입하기 보다는 공여국의 개혁정책을 실시하기 위해 필요한 부분에 원조를 투자하였다. 시장의 발달을 위해 민간 금융 기관의 설립, 국영기업의 민영화 등에 투자된 원조는 공여국의 요구에 따라 성급하고 무리하게 투자된 것이었다. 이렇게 투자된 원조는 제대로 효과를 발휘하지 못하고 오히려 실업이나 채무 부담 증가 등 부작용을 발생시켰다. 국가주도적인 개발전략을 세우고 실행하면서 원조 역시 성공적으로 이용한 보츠와나와 공여국의 영향으로 시장주도적인 개발전략을 세우고 개혁을 시도하였으나 실패하고 개혁에 투입된 원조도 그 효과가 크지 않았던 방글라데시의 사례를 비교해본다면 무조건적으로 시장주도적 경제발전전략을 세우고 이에 따라 개혁을 실시하는 것은 수원국의 경제를 발전시키고 원조의 효과성을 제고하기 보다는 오히려 부작용을 불러올 수도 있는 것으로 보인다. 그보다는 수원국의 정부가 장기적인 안목을 갖고 국가주도적으로 경제발전전략을 정하고 이 과정에 통합하여 원조를 이용하는 것, 그리고 공여국은 최대한 그에 따라 원조를 지원하는 것이 원조의 효과성을 높이는 방법이라고 생각할 수 있다. ; As development aid becomes more important and the volume of it increases, more people develop interest on the effectiveness of aid. In this dissertation, I sought for the conditions to improve aid effectiveness. To find the conditions that positively influence the economy of a recipient country, I compare the development strategy and the use and the effectiveness of aid between Bangladesh and Botswana. Both Botswana and Bangladesh were so poor that they could not help depending on foreign development aid when they became independent. However, the GDP per capita of Botswana is almost 7,000 dollars now while Bangladesh's is barely 600 dollars. Bangladesh has selected a market-oriented economic development strategy and Botswana a state-led strategy. The Botswana government built the National Development Plan and managed their economy according to this. Because the Ministry of Finance and Development Plan controls the development plan, budget, and so on, it managed the economy efficiently. On the other hand, Bangladesh initiated reform policies to have an open market economy under the influence of donors. In the 1980s and 1990s, the policies for liberalization, privatization, and deregulation were placed guided by major donors, such as the World Bank and the International Monetary Fund. However, Bangladesh did not have the proper market and the institution to support it; therefore, its intended reforms did not succeed. The use of aid is also different in both countries. Botswana efficiently used aid according to a national development strategy. Donors could give aid to Botswana in alignment with its priorities because the donors decide an aid project in light of Botswana's development plan. In addition, aid was invested in education, health, and transportation in Botswana. There was improvement in those fields that contributed to economic development. The Bangladesh aid is used according to the opinions of its donors. The aid projects ceased consequently thereby deferring its set goals. Bangladesh invested aid to practice reform policies for a market-oriented economy. It invested aid impetuously on requests by donors for the establishment of private financial institutions and the privatization of state-owned enterprises. These aids could not help the country's economic development and produced side effects, such as unemployment and national debt. As we compare the two, we can infer that building a market-oriented development strategy and practicing reform policy unconditionally according to the purpose of donors do not render aid effective. It is rather more effective if the recipient country makes a long-term development plan, controls the economy, and uses aid according to its strategy. ; Master

학위논문 (석사)-- 서울대학교 대학원 : 행정학과, 2012. 2. 이승종. ; 민선 5기 지방선거 이후 우리나라 지방자치는 새로운 양상으로 진행되고 있다. 지방자치의 정치화, 지방정치의 중앙화가 가속화되었으며 특히 무상급식이라는 정책이슈가 지방자치의 주류 현안으로 등장하게 되었다. 이 논문은 무상급식 이슈가 대표적인 양대 지방자치단체인 서울시와 경기도에서, 유사한 정책 환경에도 불구하고 전혀 다른 정책결과를 낳은 점에 주목하였다. 이를 위해 서울시와 경기도의 무상급식과 관련된 정책 환경의 공통점과 차이점을 알아보고 어떤 요소에 의해 상이한 정책결과가 나타났는지를 분석하고자 하였다. 급식정책 실시 결과라는 종속변수에 영향을 주는 독립변수로는 지방선거 결과, 지방의회 특성, 자치단체 재정규모, 마지막으로 단체장의 특성을 설정하였다. 연구 결과 두 지방자치단체는, 단체장의 정당배경 및 무상급식에 대한 소신, 지방의회의 정당간 분점정도, 의회규모, 의원 보수, 자치단체 재정규모 면에서 극히 유사하였으나 단체장 특성 가운데 정당배경 및 성장배경 보다는 갈등해결 전략에서 차이가 있음을 알 수 있었다. 그 결과 경기도에서는 김문수 지사가 명분을 지키면서도, 의회와 타협하여 상생의 길을 모색하였고 서울시에서는 오세훈 시장과 의회가 강경대응으로 일관하여 시장 사퇴라는 나쁜 선례를 남기고 말았다. 또한 당초 설정된 '단체장의 특성에 따라 급식정책은 영향을 받을 것이다' 라는 가설이 확인되었다. 정책적 함의로 첫째는 '지방선거의 지방화'를 위해 정치권이 노력해야한다는 점을 들 수 있다. 6.2 지방선거에서는, 행정학자들이 우리나라 지방정치의 문제점으로 거론해 온 지방정치의 중앙화 현상이 더욱 극심해진 결과를 보여주었다. 중앙당은 지방선거를 중앙선거의 대리전 또는 전초전으로 간주하는 태도를 버려야 할 것이다. 둘째는 정당들이 더욱 정책개발에 노력할 필요가 있다는 것이다. 민선 5기 선거는 무상급식 이슈가 전국을 휩쓴 선거로서, 여야 정당들은 지방차원의 정책 개발보다는 선거이슈 선점에 따른 공세 및 방어에 급급한 모습을 보여 주었다. 교육정책에는 무상급식 외에 절실한 문제들이 많이 있음에도 불구하고 마치 과거 민주화항쟁 당시의 대통령 직선제 요구를 방불케 하는 양자택일 양상으로 진행되었다. 또한 근거 없이 무상급식 요구를 포퓰리즘으로 매도한다거나, 선별적 급식지원 정책이 아이들에게 눈칫밥을 먹이는 것이라고 선동하는 것은 지방선거에서 우선 승리하고 보자는 식의 후진성을 보여주는 사례라고 할 수 있다. 정치권이 더욱 성숙해질 필요가 있다. 셋째 복지정책은 개별 지방자치단체의 재정상황 여건에 따라 추진할 필요가 있다. 연구결과 복지 선진국들도 국가별, 지역별로 다양한 급식 정책을 실시하고 있음을 알 수 있었다. 또한 지방자치단체와 의회는 일방적인 '힘'의 논리만 앞세우지 말고 서로 화합하여 선진 지방자치 문화 정착에 기여하여야 할 것이다. ; After the 5th local election by popular vote, Korea's local autonomy is taking on a new aspect. Party politics and centralization of local politics are accelerating. Especially free meals policy has become the mainstream issue of local autonomy. This paper paid attention to the fact that free meals issue brought about different outcome in two big typical local governments such as Seoul city and Gyeonggi province. For this research, first I tried to discern similarities and differences related to free meals policy environment and to analyze what factors brought about different outcome. I set up the local election result, financial ability of local government, and characteristic of local government head as independent variables which have influence on school meals policy. This reserch finds out that there was significant difference in characteristic of local government head, particularly conflict solving strategy rather than political backgrounds although there were many similarities in their parties, belief on free meals policy, inter-party domination structure, size of assembly, annual salary, local finance of the two local governments. In Gyeonggi province, Governor Kim negotiated with local assembly for peaceful coexistence, in Seoul city Mayor Oh and city assembly called for tighter controls. Finally Mayor Oh resigned because of the low turnout in inhabitant's poll on free meals policy. This is a bad precedent in local autonomy history. Also the hypothesis that free meals policy will be influenced according to the characteristic of local government head was confirmed. This study implies, first, all politicians should make a greater effort for localization of local election. In the 5th local election by popular vote, centralization of local politics which many scholars have mentioned so far was intensified. Central parties have to come off regarding local elections as proxy war and skirmish of the central general election. Second, parties should develop policies. The 5th local election was only for free meals policy issue all over Korea. Most of parties manage to cope with electoral situation related to free meals issue rather than policy development of local level. Free meals policy was considered as the only matter like direct presidential election system issue in 1987 although there are other urgent matters except free meals policy in education policy field. Also the ruling party politicians denounced free meals policy as populism, otherwise the opposition party politicians condemn selective welfare policy for vulnerable groups as discrimination of the poor. These cases are backward behaviors which aim at short-term election victory. All politicians must be more mature. Third, welfare policy need to be carried out depending on each local government's financial conditions. As mentioned earlier, even advanced countries implement various school meals policy on a case by case basis. Also local governments and local assemblies should cooperate each other for establishing desirable local autonomy culture not depending on the unilateral power. ; Master

However, neither interpretation exhaustively covers Rousseau's international political thought. Accepting the framework that International Political Thought should coherently and consistently interpret the individual, national, and international levels of politics, this thesis embodies Stoicism's 'Theory of Oikeiosis' to assess Rousseau's international political thought, focusing on Emile. This study pays attention to Emile because the study of humans embodied in the work contains both a discussion of all three layers – the individual, national and the international - of Rousseau's international political thought, and enough materials to infer his 'Politics of Survival.' Previous studies of Emile has primarily been published by cosmopolitans to invoke idealistic ideas such as conscience, morality, and patriotism. If put under a more realist lens, however, the same ideas could be interpreted as a part of living his life for Emile, or the individual, under the goal of self-preservation. Early in his life, Emile grows up with only negative education as an isolated individual and learns how to live alone. Later, Emile gradually learns how to interact with the society, breaking from his isolated shell to live as a part of a community. In this process, Emile establishes a political society and utilizes concepts that he garnered while in it, such as morality and religion, according to his goal of self-preservation. Although Emile fulfills his duties as a citizen of a Republic, ideas such as civic virtue and patriotism that were created within the country do not initially extend to the outside world. With time, however, Emile's world view expands to encompass the entire human population, and Emile comes to care for even communities outside of his direct community. When the idea of a confederation of countries to resolve the state of war outside of the community turns out to be unfeasible, Rousseau adopts a new solution for the international political situation which is for each individual to strive to do their best in the given situation such as by finding a safe place for his or her freedom of survival. This thesis scrutinizes Emile to depict this process, of the individual striving for survival beyond the community and extending to the nation, international politics, and the entire universe. This research interprets Rousseau's international political thought as 'International Political Thought of Survival' by repurposing cosmopolitan internal mechanisms as tools for survival, while also distinguishing itself from realism by underlining Rousseau's negative pacifism. As such, this thesis provides a balance between the cosmopolitan and realist interpretations of Rousseau's international politics and also attempts to bridge the rift between his national and international political thought by extracting 'survival' as a consistent idea embedded throughout the levels. Meanwhile, Korea's ODA has been diversified by various implementing agencies. There have been many previous researches on effective implementation system to improve the effectiveness of ODA projects. In 2010, through the establishment of the Act on International Development Cooperation, the function of organizing and coordinating policies in ODA of the International Development Cooperation Committee has been strengthened. However, little case-based research has been done on what adjustments are actually made in the committee. The purpose of this study is to analyze the policy coordination cases of the International Development Cooperation Committee and to examine the factors influencing policy coordination in international development cooperation. The target of the analysis is the case of the integration of the overseas volunteer dispatch project into the WFK(World Friends Korea), which started in 2009 and has been in progress until 2019. In 2008, the Lee Myung-bak government set up a national policy task to dispatch 20,000 volunteer overseas. In this regard, discussions have begun on the need to integrate the overseas volunteer dispatch projects being promoted by all ministries into WFK program, which is being promoted by the Ministry of Foreign Affairs, and primary integration by the leadership of the President in 2009 ~ 2010 was achieved. In the meantime, since 2016, the International Cooperation Committee has been discussing the integration of volunteer dispatch projects that have not been integrated yet. As a result, the Ministry of Foreign Affairs has promoted discussions on integrated promotion. The related projects were programs of the Ministry of Health and Welfare, Ministry of Culture, Sports and Tourism, Ministry of Patriots and Veterans Affairs, Korea Meteorological Administration, Fair Trade Commission, Ministry of Education. The research methodology first outlines the theories and researches on the influencing factors of policy coordination and selected the factors that might influence the policy coordination of international development cooperation. Based on the selected factors, the analysis framework was established and hypotheses were established. The analysis was conducted based on the analysis framework and the hypothesis was verified for the eight projects of six ministries in the case. In this study, the concept of policy coordination was focused on the integrated promotion aspect of inter-ministerial policies for enhancing synergy rather than solving policy conflicts among ministries considering the characteristics of international development cooperation issues. According to the theoretical discussion, the policy coordination is based on the hierarchical system, the network system, and the market system, and the International Development Cooperation Committee is considered as a coordinating mechanism for interactions among various participants in network system. In the previous researches on the factors influencing the general policy adjustment, it was pointed out that attributes of the issue and participant, leadership are important in policy coordination. On the other hand, previous researches in the field of international development cooperation have been studied mainly in terms of improvement of the institutional aspects, and prior studies on the factors influencing the adjustment are rare. Based on the previous research and theoretical discussions of network view on policy coordination, three factors were identified as factors influencing the policy coordination of international development cooperation. Those are the degree of internalization of the unique policy viewpoint of the network participants, disposition tendency of the participants on the policy, and the leadership level of the President and the Ministry of Foreign Affairs. For each factor, detailed sub-indicators were set up. First, we considered the existence of dedicated implementation agencies, the use of specific policy resources, and the presence of interest groups as criteria for the degree of internalization of the unique policy view. In case of domain dispute tendency, the absolute amount and proportion of budget and the key policy areas. Third, in the case of leadership, the level of leadership of the president and the policy coordination institute (Ministry of Foreign Affairs) was considered. Eight projects from the six ministries had different degrees for each of the three factors, which affected the results of the strategies and adjustments chosen by the individual ministries in the policy coordination network. First, the Ministry of Health and Welfare carries out its own voluntary work by a non-profit corporation called the Korean Oriental Medical Service Group, but its degree of internalization of the policy perspective is not so high due to the small grant amount and the existence of multiple sponsors in the corps. In addition, and the number of stakeholders in Korea was not so high. However, the MHW restructured its business due to the President 's overseas trip, and the MHW stopped the business. The project is now integrated into the WFK platform. In the case of the Ministry of Culture, Sports and Tourism, there is a high level of internalization of the policy perspective. The program is implemented by the traditional performing arts promotion foundation, which is a nonprofit foundation under MCST. In addition, it utilizes related majored students and its Korean Culture Center abroad. Moreover, the program is closely related to the main policy areas of MCST such as the operation of overseas Korea Cultural Center. As a conclusion, MCST decided to leave the network and converted the program into non-ODA domain to continue the program. In the Ministry of Patriots and Veterans Affairs, there were two projects: the medical service project of the 6.25 participating countries and the medical service project in Vietnam. First, the medical service project of 6.25 participating countries, which had relatively low importance in MPVA, and which did not have any interest groups, was abandoned. However, the Vietnamese medical service project, which has a dedicated agency and strong interest group, and was chosen to be remained by being moved into non-ODA domain. The Korea Meteorological Administration utilizes unique policy resources and the KMA also adopted the non-ODA method to continue the project. In the case of the Fair Trade Commission, the proram is about dispatching FTC's internal employees overseas. Therefore, both the degree of internalization of the viewpoint and the tendency to dispute the domain were high. However, the Ministry of Foreign Affairs did not promote the integration of the FTC project, and it seems that mutual recognition is made that the project is not subject to integration between the two ministries. In the case of the Ministry of Education, there is a high degree of internalization of the policy perspective due to the fact that the responsible administration agency is in operation, utilizes its own policy resources, and there is a strong teacher interest group. In addition, the amount of the program's budget is very large, and the tendency to dispute the policy region is also high. The Ministry of Foreign Affairs has shown a strong commitment to coordinate with the MOE's program since 2019, but the MOE is keep refusing it. We analyzed the cases of 8 projects of these 6 departments through analysis framework. The different factors that existed on each department triggered different strategies within the network for each department, and we observed that the result of the policy adjustment was different. In addition, the original hypothesis was verified. First, the greater the discrepancy in the viewpoint of the policy, the more unfavorable the policy coordination. Second, the larger the ministry's domain dispute tendency, the more disadvantageous the policy coordination. Third, the greater the leadership of the president and the policy coordination institute, the more favorable the policy coordination. Although this study was intended to detail the processes and achievements of policy coordination in the international development cooperation of Korea through actual cases, it was difficult to access the every minutes of the network participants' meetings, and inference was used to deduce the behavior of individual participants (ministries) through the review of official document. Therefore, it was only a rough explanation. However, the purpose of this study is to suggest that the main variables that actually affect the results of policy coordination in the International Development Cooperation Committee in Korea, the understanding of the process of policy coordination through committee among participants from a network perspective, and the microstatement of the behavior of the representatives of individual ministries in the course of the policy coordination. In the future, we look forward to expanding the scope of the research, including another example of policy coordination through the International Development Cooperation Committee, so that the results of the study can be generalized. ; 우리나라의 공적개발원조(ODA) 예산은 2010년 OECD 가입 이후로 지속적으로 확대되어 왔다. 한편 우리나라의 ODA는 다양한 시행기관에서 분산적으로 추진하고 있는 상황으로, ODA 사업의 효과성 제고를 위하여 그간 효과적 추진체계에 대한 선행연구가 다수 이뤄져 왔다. 이와 궤를 같이하여 2010년에는 국제개발협력기본법의 제정을 통해 국제개발협력위원회에 ODA의 총괄적 추진을 위한 정책의 총괄 및 조정 기능이 강화되었다. 그러나 본 위원회에서 실제로 어떤 조정이 이루어지는지에 대한 사례 기반의 연구는 거의 이루어지지 않은 상황이다. 본 연구의 목적은 국제개발협력위원회의 정책 조정 사례를 분석하여 국제개발협력에서 정책 조정에 영향을 미치는 요인이 무엇인지 알아보는 것이다. 분석 대상은 2009년에 시작되어 2019년 현재까지 진행되고 있는 이다. 2008년 이명박 정부에서는 글로벌리더 10만 양성을 국정과제로 정하고 해외 봉사단 2만명 육성 사업을 추진하였다. 이와 관련하여 전 부처에서 개별 추진 중인 해외 봉사단 파견 사업의 KOICA의 WFK로의 통합에 대한 논의가 시작되었고, 2009~2010년 경 대통령 리더십에 의한 1차적 통합이 이루어졌다. 한편 2016년 경 부터는 아직 통합되지 않은 봉사단 파견 사업들에 대하여 국제개발협력위원회에서 2차적 통합 논의가 시작된 바, 외교부가 주관부처로서 통합 추진 논의를 추진하였으며 통합 대상이 되었던 사업 들은 총 6개의 부처(보건복지부, 문화체육관광부, 국가보훈처, 기상청, 공정거래위원회, 교육부)의 8개 사업이었다. 연구의 진행 방식은 먼저 정책 조정의 영향 요인에 대한 이론과 연구를 개관하고, 국제개발협력의 정책 조정에서 주요한 영향을 미치리라 생각되는 요인들을 선별하였다. 선별된 요인을 바탕으로 분석 틀을 설정하고 가설을 수립하였으며 사례에 존재하는 6개의 부처의 8개 사업에 대하여 분석틀에 기반하여 분석을 수행하였고 가설을 검증하였다. 이를 위해 2014년부터 2020년까지의 국제개발협력위원회 조정 과정에서 생산된 문건인 무상원조 관계기관 협의회 및 국제개발협력위원회 의결 종합시행계획 등을 분석하였다. 본 연구에서는 정책 조정의 개념에 대하여 국제개발협력 이슈의 특성을 고려하여 부처 간 정책 갈등 해결 측면 보다는 시너지 제고를 위한 부처 간 정책의 통합적 추진 측면을 중시하였다. 이론적 논의에 따르면 정책 조정은 위계에 의한 방식, 네트워크에 의한 방식, 시장에 의한 방식 등이 존재하는 바, 국제개발협력위원회제도는 다양한 참여자 간 협의체를 통한 상호 작용의 조정 기제로 보아 네트워크적 관점에서 분석하고자 하였다. 한편 일반적인 정책 조정 영향 요인에 대한 선행연구에서는 이슈 및 참여자의 속성, 조정 환경, 조정 주체 요인 등이 주요 영향 요인으로 지적되어 왔다. 한편 국제개발협력 분야의 선행연구는 주로 제도적 측면의 개선점에 주안을 두고 그간 연구되어온 바, 조정 영향 요인에 대한 선행 연구가 드물었다. 결국 분석모형틀로서 이론적 논의의 네트워크 관점의 정책 조정 영향 요인과, 일반 정책 조정 선행 연구에서 논의된 영향 요인을 종합하여 국제개발협력의 정책 조정 영향 요인으로서 세 가지를 도출하였다. 이는 네트워크 참여자의 고유한 정책 관점 내재화의 정도, 참여자의 정책에 대한 영역권 다툼 성향, 대통령 및 주관부처(외교부)의 리더십의 수준 이다. 각 요인에 대하여는 세부 하부 지표를 설정하였는바, 먼저 고유한 정책 관점 내재화의 정도의 판단 기준으로 전담 사업 수행기관의 존부, 고유 정책 자원의 활용 여부, 이익집단의 존부를 고려하였다. 영역권 다툼 성향의 경우 예산의 절대 액수 및 비중, 사업 관련 기성사실의 발생 정도를 고려하였다. 셋째로 리더십의 경우 대통령 및 정책 조정 촉발 기관(외교부)의 리더십의 수준을 고려하였다. 통합 대상이 되었던 6개 부처 8개의 사업들은 이 세 요인에 대하여 각각 다른 정도를 가지고 있었으며 이는 개별 부처가 정책 조정 네트워크에서 택한 전략 및 조정의 결과에 영향을 미쳤다. 먼저 보건복지부의 사업은 대한한방해외의료봉사단이라는 비영리사단법인이 전담 수행하며 고유 자원을 활용하나 소규모의 보조금 교부 액수 및 봉사단에 복수 후원처의 존재 등으로 정책 관점 내재화 정도는 그리 높지 않다고 보인다. 또한 사업 수행이 오래되었으나 국내 이해관계자의 수는 많지 않아 영역권 다툼 성향도 높지 않다고 볼 것이다. 그러나 결정적으로 대통령의 해외 순방에 따른 보건복지부의 자체 사업 구조조정이 조정 결과에 영향을 미쳤다고 보이며, 보건복지부는 2018년부터 사업을 중단하였고 해당 사업은 현재 WFK 플랫폼에 통합된 상태이다. 문화체육관광부의 경우 전통공연예술진흥재단 등 소관 비영리재단법인이 사업을 전담하고 전통문화 전공 학생 및 재외 한국문화원을 활용하는 등 고유 정책 자원을 활용하며 이익집단도 존재하는 등 정책 관점 내재화 정도가 높다. 또한 예산은 소규모이나 한국문화원 등 연관 정책이 문화체육관광부의 중점 정책 영역에 해당한다. 이에 외교부가 해당 사업에 대한 강경한 검토 의견을 제시하였을 때, 문화체육관광부는 WFK와 통합하거나 사업을 중단하는 대신, 사업을 비ODA사업으로 전환하여 국제개발협력 조정네트워크에서 이탈한 후 지속 추진하는 전략을 택하였다. 국가보훈처에서는 6.25참전국 의료봉사 사업 및 베트남 의료봉사 사업의 두 사업을 논의하였다. 국가보훈처에서는 상대적으로 중요도가 낮고 전담 수행기관과의 밀착도가 낮으며 이익단체가 없었던 6.25 참전국 의료봉사 사업은 수행을 포기하였다. 그러나 국가보훈처는 베트남 의료봉사 사업의 경우 상이군경회라는 고유 정책 자원을 전담 기관으로 활용하는 점, 강력한 이익단체가 존재하는 점, 한-베 민간협력은 부처 차원의 주요 정책 영역에 해당하는 점 등으로 인해 사업을 포기하지 않고 비ODA방식으로 전환하여 지속 추진하는 방식을 택하였다. 기상청의 사업도 한국기상산업기술원이 전담하며 고유한 정책 자원을 활용하는 형태이나 이익단체가 특별히 없고 예산 비중이 낮았다. 한편 기상청도 본 사업을 비ODA방식으로 전환하여 지속 추진하는 방식을 택하였다. 공정거래위원회의 경우 부처가 직접 내부 직원을 파견하는 사업으로 고유 관점 내재화 정도와 영역권 다툼 성향이 모두 높았다. 그러나 외교부는 공정거래위원회 사업에 대해 통합을 추진하지 않은 바, 양 부처 간에 본 사업은 통합이 가능한 유형의 사업이 아님에 대한 상호간의 인지가 이뤄진 것으로 보인다. 교육부의 경우 소속 책임운영기관이 사업을 실시 중이며, 고유 정책 자원을 활용하고 있고 강력한 교원 이익단체가 존재하여 정책 관점 내재화 정도가 크다. 또한 사업의 액수가 매우 크고 부처의 중점 정책 영역에 해당하는 등 영역권 다툼 성향도 크다. 외교부는 2019년 시행계획부터 교육부 사업에 대하여 강력한 조정 의지를 보이고 있으나 교육부는 네트워크에 참여하여 협의를 통해 이를 지속적으로 반대하는 모습을 보이고 있다. 이러한 6개 부처 8개 사업의 사례를 분석모형틀을 통해 분석하였다. 영향 요인에 대하여 부처 별로 상이한 여건은 개별 부처가 네트워크 내에서 다른 전략을 취하도록 촉발하였고 이에 따라 정책 조정의 결과가 다르게 나타나는 것을 관찰하였다. 또한 당초 설정한 가설을 검증하였다. 첫째, 정책의 관점 단절의 차이가 클수록 정책 조정(통합)에 불리하였다. 둘째, 소관 부처의 영역 다툼 성향이 클수록 정책 조정(통합)에 불리하였다. 셋째, 주관부처 및 대통령의 리더십이 클수록 정책 조정(통합)에 유리하였다. 본 연구는 우리나라의 국제개발협력에서 정책 조정의 과정 및 성과를 실제 사례를 통해 세밀하게 기술하고자 하였으나, 실질적으로 네트워크 참여자들의 세부적인 회의록에는 접근하기 어려워, 단계 별로 조정에 대한 검토 결과를 통해 개별 참여자(부처들)의 행태를 추론하는 방법을 사용하여 대략적인 설명에 그친 한계점이 있다. 그러나 우리나라의 국제개발협력에서 실제로 국제개발협력위원회라는 정책조정의 수단, 즉 네트워크적 관점에서 참여자들 간의 회의체 운영을 통한 정책 조정의 과정을 파악한 점, 이 과정에서 개별 부처의 사업 담당자들이 보이는 행태들을 미시적으로 기술하였고, 우리나라의 정책 조정에서 실질적으로 정책 조정 결과에 영향을 미치는 주요 변인이 무엇인지 원형을 제시하였다는 점에서 연구의 의의가 있다. 향후에는 국제개발협력위원회를 통한 정책 조정의 또 다른 사례 등 연구 대상을 확장하여 연구 결과가 일반화 될 수 있기를 기대하여 본다. ; 제 1 장 서 론 1 제 1 절 연구의 배경과 목적 1 제 2 절 연구의 범위 4 제 3 절 연구의 방법 7 제 2 장 이론적 논의 및 연구 설계 9 제 1 절 정책 조정의 개념 9 1. 정책 조정의 개념 및 유형 9 2. 정책 조정의 수단 11 제 2 절 국제 개발 협력 이론 18 1. 국제개발협력 추진체계 18 2. 학위논문(석사)--서울대학교 대학원 :행정대학원 행정학과(정책학전공),2019. 8. 우지숙. ; 본 논문은 브라질의 인터넷권리보호법(Marco Civil da Internet)이 어떠한 전개과정을 거쳐서 지금에 이르게 되었는지 고찰한다. 각국이 인터넷의 자유와 규제의 딜레마 속에서 접점을 찾기 위해 노력하고 있는 가운데, 라틴아메리카의 브라질에서는 1990년대 이래 인터넷 규제에 관한 정책의제가 국가 내부에 존속하다가 오랜 논의 끝에 2014년 3월 25일 인터넷 이용자 표현의 자유, 개인정보보호, 망중립성(Net Neutrality) 보장 등을 골자로 하는 세계 최초의 인터넷 권리장전의 제정으로 이어진다. 연구는 '브라질의 Marco Civil은 어떠한 계기로 다른 정책들을 우선하여 정책결정자가 주목하는 주요 의제로 채택되어 제정으로 이어졌는가?'를 질문하고, 이러한 정책변동 사례를 Sabatier의 ACF 모형과 Kingdon의 MSF 모형의 결합모형에 적용하여 체계적으로 답을 모색하였다. 연구의 결과는 다음과 같다. 먼저, Marco Civil 정책은 각각 '평등주의'와 '시장주의'라는 상충하는 신념체계를 가진 찬반 옹호연합으로 분화되어 정책결정과정에서 첨예한 대립을 펼쳤으며, 정책학습의 기회에도 자신들의 신념체계를 견고화하였다. 둘째, 이들 옹호연합은 브라질 사회의 다양한 외적 변수에 직간접적인 영향을 받아 신념체계를 형성하였다. 셋째, Marco Civil은 수차례 입법 지연을 겪다가 Snowden 사건이라는 강력한 외부적 촉발기제에 의하여 정책의 창이 열리고 정책변동으로 이어질 수 있었다. 넷째, Marco Civil 정책결정과정에서 정책중개자와 정책선도자의 역할이 두드러진 것으로 나타났다. 특히 정책선도자인 Lula 대통령과 Dilma 대통령의 적극적인 역할은 Marco Civil 제정에 있어 결정적인 영향 요인이라고 판단할 수 있다. 연구의 함의는 다음과 같다. 먼저 이론적 함의로는 첫째, 연구는 ACF 모형과 MSF 모형의 적용 사례로서 비교적 새로운 분야인 인터넷 규제정책을 연구대상으로 삼았다. 인터넷 정책은 찬반 옹호연합의 첨예한 갈등이 나타나는 정책이라는 점에서 결합모형에 따른 설명력이 높게 나타났다. 둘째, 모형이 개발된 다원주의적인 서구사회가 아닌 권위주의와 엘리트주의가 뿌리 깊게 작용하고 있는 브라질의 사례를 분석함으로써 ACF 모형과 MSF 모형의 유용성을 입증하였다. 셋째, 일반적으로 대통령의 적극적 관심을 가질 경우 빠른 정책 대안의 마련으로 합리적인 대응 방안을 찾아낸다는 합리적 모형으로는 쉽게 설명되지 않는 사례로서, 룰라 대통령의 적극적인 지원에도 불구하고 임기 내 법안 제정에 실패한 원인을 추적할 수 있다. 넷째, 정책의 흐름이 열려 정책산출에 이르는 데 정치의 흐름은 정책의 창을 여는 데 결정적인 역할을 하지는 않았다. 호세프 정부 시기 정치의 흐름은 법안 제정에 부정적인 영향으로 작용하여 Marco Civil 폐지의 위기에까지 갔으나 외부적 초점사건에 의해 제정에 이르게 된다. 정책적 함의는, 먼저 정책선도자의 리더십과 정책 방향의 중요성을 함의한다. 국민의 인권 보장을 위한 룰라 대통령의 일관된 사회정책과 리더십은 우리나라에도 시사하는 바가 많다. 둘째, Marco Civil 법은 국가가 인터넷을 어느 범위까지, 어떠한 방식으로 규율해야 하는가와 관련된 가치충돌적이고 논쟁적인 쟁점을 되짚어보고 추후 유사한 인터넷 권리법 제정 논의에 적용할 수 있는 교훈적인 사례이다. 셋째, 본 정책은 참여민주주의를 실천한 사례로서 정부에 대한 국민적 신뢰를 반영한다. 마지막으로 한국과 브라질은 공통적으로 2006년도 인터넷상 사이버범죄 규제안을 제정하였으나, 한국의 경우 해당 법이 임기만료로 폐기된 이래 의미 있는 논의가 이루어지지는 않은 반면, 브라질은 사이버범죄법 발의라는 '초점사건'이 휘발되지 않고 정책선도자의 적극적인 의지 아래 인터넷권리법의 제정으로 이어진다. 브라질의 인터넷 정책결정과정에 대해 검토하고 구체적인 법안의 추진 동기, 과정, 정책의 결정요인 등을 모색함으로써 우리나라의 인터넷 규제정책이 어떠한 위치에 놓여 있는지 비교해볼 수 있을 것으로 생각한다. ; One of the most significant policy goals in the internet arena in the last decade has been striving to seek a reasonable balance between freedom and regulation of the Internet. Brazil, as Latin America's economic giant, has also spent a long time finding the balance point between creating economic profits and protecting human rights under the pressure of mediating the conflicting values of regulating and protecting users' behaviors from circumstances of the internet. And it is one of the key policy initiatives associated with this shift to pass the world's first Internet Bills of Right which is called Marco Civil da Internet on March 25, 2014 after years of discussion, which calls for freedom of expression for the Internet users, protection of personal information and guarantee of network neutrality. This case study explores the policymaking process of the Marco Civil da Internet in Brazil. It examines specifically how Brazilian internet policy came into being applying the combination frameworks of Sabatier's Advocacy Coalition Framework and Kingdon's Multiple Streams Framework, in order to learn more about the linkages between research and policy. The study began with a relatively simple question, 'On what occasion was Brazilian Marco Civil da Internet adopted as a major agenda for policymakers, prioritizing other public policies and being eventually enacted after long debate' and systemically sought an answer applying the example of this internet policy change through these policymaking process frameworks. The results of the study are as follows: First, the stakeholders in the policymaking of this legislation were divided into the a pro-MCI coalition and an anti-MCI coalition with a conflicting belief system between 'Equalityism' and 'Marketism' and strengthened their own belief system even in the opportunities of policy learning. Second, these advocacy coalitions formed these belief systems, directly or indirectly being influenced by various external variables in Brazilian society. The Snowden event in 2013 worked as a powerful external trigger mechanism of this policymaking process, as a strong variable that opened the window of policy and lead to policy changes after going through several legislative delays. Third, it was indicated that the role of a policy broker and a policy entrepreneur in MCI policymaking process was shown to be outstanding. In particular, the active role of policy entrepreneurs, the two Brazilian Presidents, Lula da Silva and Dilma Rousseff, could be judged as a decisive factor in enacting this legislation. Next, the implications of the study are twofolds. Firstly, the theoretical implications are as follows. First, the study targeted the Internet regulatory policy which is a relatively new field as an example of the application of the ACF and the MSF. The Internet policy might be highly adequate research topic, given that it is a policy that showed a strong conflict between a pro-MCI and an anti-MCI advocacy coalitions. Second, the study proved the usefulness of the ACF and the MSF by analyzing Brazilian case where authoritarianism and elitism have been deeply rooted rather than a pluralistic western society in which these theoretical frameworks were developed. Third, the study could track the causes for failure to enact this legislation within his term, despite President Lula's active support, which is not reasonably explained with a rational model supposing if the president has a active interest, he could find a reasonable and quick policy alternative. Fourth, Political Stream in this policymaking process did not play a crucial role in opening the window of policy. The political stream during the Rousseff administration had influenced a negative effect on enacting the legislation and reached the crisis of the abolition of the MCI, but an external focus event led it to be enacted in the conclusion. Political and practical implications are as follows: first of all, this study implies the importance of leadership and policy direction of policy entrepreneurs. President Lula's consistent social policy and leadership to ensure the human rights of Brazilian people provide a lot of implications for Korean administration. Second, the MCI is an instructive example that could be applied later in the discussion of enacting an Internet Bills of Right in other countries, which reflects on the value-conflicting and contentious issues concerning how the country should regulate the Internet. Third, as an example of practicing participatory democracy, the MCI policymaking process reflects public trust about the government. Finally, although each Korea and Brazil enacted regulations of cybercrime on the Internet in 2006, no meaningful discussion had been made in Korea since the law was scrapped at the end of its term, while Brazil's 'focus event' of trying to introduce the cybercrime law eventually led to the enactment of the Internet Bills of Right under the active will of policy entrepreneurs.
