Szczególnie w państwach graniczących z Federacją Rosyjską. Weryfikację tej hipotezy można przeprowadzić w oparciu o publikowane w latach 2014–2017 białe księgi obronności, lub dokumenty o tożsamym charakterze. Ponadto poprzez wskazanie działań (lub ich braku) realizowanych przez rządy państw zgodnie z przyjętymi założeniami. The author assumes that at least some of the countries belonging to the European Union have changed their defense policy. They limited the reduction of defense expenditures and even started to increase them. Especially countries bordering on the Russian Federation. Verification of this hypothesis can be carried out on the basis of defense white papers published in 2014–2017 or similar documents. Moreover, by analyse of the actions which have been taken to implement the adopted assumptions. The neorealistic approach was considered to be the right research perspective.

The purpose of the article is to present the method of constructing the GTI index used for a multidimensional assessment of a terrorist threat. Next, using Ward's method, groups of EU countries similar in terms of the terrorism threat level will be identified. Particular attention was paid to the position of Poland, which due to its active participation in military operations in Afghanistan and Iraq, may be the target of a terrorist attack. The analyses show that Poland is in the group of countries with the lowest terrorism threat level. However, this threat cannot be underestimated. ; Celem artykułu była prezentacja sposobu konstruowania miernika GTI wykorzystywanego do wielowymiarowej oceny zagrożenia terroryzmem. Następnie przy użyciu metody Warda zidentyfikowano grupę krajów UE podobnych pod względem zagrożenia terroryzmem. Szczególną uwagę zwrócono na pozycję Polski, która z powodu aktywnego udziału w działaniach militarnych w Afganistanie i Iraku czy rozmieszczenia wojsk amerykańskich może być celem ataku terrorystycznego. Z przeprowadzonych analiz wynika, że Polska znajduje się w grupie krajów o najmniejszym zagrożeniu terroryzmem, jednak zagrożenia tego nie można lekceważyć.

Revenue autonomy is one of the fundamental pillars of self-government in the economic sense. The assurance of LSUs to a significant share of own revenue should be based on their character, above all the impact on their size, the predictability, the freedom of disposal and the independence of local governments from the state budget. The level of fiscal autonomy of self-government is a derivative of national solutions adopted in Poland, the level of decentralization, the amount, type and efficiency of self-government income sources combined with the spatial distribution of the tax base and the scope of taxation power of the self-government sector. It largely determines the development opportunities of local communities. Hence, it is important to address this topic in various aspects. This work aims to analyze the level of revenue autonomy of local government units in Poland against the background of selected European Union countries, indicating the importance of taxation power in creating this autonomy. ; Samodzielność dochodowa stanowi jeden z podstawowych filarów samorządności w wymiarze ekonomicznym. Zapewnienie JST istotnego udziału dochodów własnych powinno wynikać z ich charakteru, przede wszystkim z możliwości oddziaływania na ich wielkość, przewidywalność, możliwość swobodnego dysponowania oraz uniezależnienia JST od sytuacji budżetu państwa. Poziom samodzielności dochodowej samorządu jest pochodną przyjętych w kraju rozwiązań w zakresie organizacji państwa, poziomu decentralizacji zadań, ilości, rodzaju i wydajności źródeł dochodów przyznanych JST w połączeniu z przestrzennym rozmieszczeniem bazy podatkowej oraz zakresu przyznanego sektorowi samorządowemu władztwa podatkowego. W znacznym stopniu decyduje on o możliwościach rozwojowych wspólnot samorządowych. Stąd ważne jest podejmowanie tego tematu w różnych aspektach. Celem opracowania jest poddanie analizie stopnia samodzielności dochodowej jednostek samorządu terytorialnego w Polsce na tle wybranych krajów Unii Europejskiej ze wskazaniem znaczenia władztwa podatkowego w kształtowaniu tej samodzielności.

Państwa Unii Europejskiej, po ogłoszeniu przez Wielką Brytanię decyzji o opuszczeniu Wspólnoty, muszą ponownie zredefiniować swoje podejście do polityki obronnej i kluczowej w tym zakresie Wspólnej Polityki Bezpieczeństwa i Obrony. Inicjatywy podjęte w ostatnim czasie w obszarze uwiarygodniania UE na arenie międzynarodowej, wskazują na determinację pozostałych państw członkowskich, by budować politykę obronną w oparciu o projekty, które przez lata nie miały szansy na urzeczywistnienie, właśnie z powodu sprzeciwu Londynu. ; The countries of the European Union, after the announcement by the UK of its decision to leave the Community, must redefine their approach to defence policy special in frame of Common Security and Defence Policy. Recent initiatives in the area of making the EU credible on the international stage show the determination of other Member States to build their defence policies on the basis of projects that for years have had no chance of becoming a reality, precisely because of the opposition of London.

The sustainable development issue since 60s of XX century is present on the international debate. One of the areas discussed in the sustainable development context is the climate change and energy and this in different ways for example taking energy from renewable energy sources, primary energy consumption or greenhouse gas emission. It goes probably from the connection between the energy sector and interference into the natural environment, the exploitation the natural sources and its high emission, what has a special meaning nowadays. that is why European Union starts to thing about special meaning of this issue, can we find this in its strategy documents. The main aim of this work is the attempt assessment the level of realization the sustainable development in climate change and energy area in Poland and comparing that to the other European countries. The sustainable development in the climate change and energy has been shown in Polish and European countries strategy. The comparative analysis Poland to the other EU countries has been done. The state documents and study literature have been used in this article. The comparative analysis were based on data form Eurostat. ; Współcześnie problematyka związana ze zmianami klimatycznymi i pozyskiwaniem, wykorzystaniem energii jest szeroko dyskutowana tak na arenie międzynarodowej, jak i krajowej. Wyrazem obecności tej tematyki w dyskursie publicznym jest ujmowanie jej w wielu dokumentach międzynarodowych, krajowych (także tych o charakterze strategicznym). Stanowi ona także jeden z obszarów omawianych w kontekście zrównoważonego rozwoju poprzez zwrócenie uwagi m. in. na pozyskiwanie energii ze źródeł odnawianych, zużycie energii pierwotnej, czy też wielkość emisji gazów cieplarnianych. Także Unia Europejska w ramach dążenia do zrównoważonego rozwoju zaczęła przypisywać szczególne znaczenie wspomnianej problematyce. Wobec powyższego za cel artykułu przyjęto próbę oceny poziomu realizacji koncepcji zrównoważonego rozwoju w obszarze dotyczącym zmian klimatycznych i energii w Polsce na tle krajów unijnych. Celowi pracy podporządkowano jej poszczególne części, w których przybliżono zrównoważony rozwój w zakresie zmian klimatycznych i energii w unijnych dokumentach strategicznych, oraz przeprowadzono analizę porównawczą Polski na tle krajów Unii Europejskiej w zakresie zmian klimatycznych i energii. W artykule wykorzystano literaturę przedmiotu, dokumenty rządowe, zaś przeprowadzone analizy oparto o dane wtórne pochodzące z Eurostatu.

Wyrazem obecności tej tematyki w dyskursie publicznym jest ujmowanie jej w wielu dokumentach międzynarodowych, krajowych (także tych o charakterze strategicznym). Stanowi ona także jeden z obszarów omawianych w kontekście zrównoważonego rozwoju poprzez zwrócenie uwagi m. in. na pozyskiwanie energii ze źródeł odnawianych, zużycie energii pierwotnej, czy też wielkość emisji gazów cieplarnianych. Także Unia Europejska w ramach dążenia do zrównoważonego rozwoju zaczęła przypisywać szczególne znaczenie wspomnianej problematyce. Wobec powyższego za cel artykułu przyjęto próbę oceny poziomu realizacji koncepcji zrównoważonego rozwoju w obszarze dotyczącym zmian klimatycznych i energii w Polsce na tle krajów unijnych. Celowi pracy podporządkowano jej poszczególne części, w których przybliżono zrównoważony rozwój w zakresie zmian klimatycznych i energii w unijnych dokumentach strategicznych, oraz przeprowadzono analizę porównawczą Polski na tle krajów Unii Europejskiej w zakresie zmian klimatycznych i energii. W artykule wykorzystano literaturę przedmiotu, dokumenty rządowe, zaś przeprowadzone analizy oparto o dane wtórne pochodzące z Eurostatu.

Zmiany polityczne, społeczne i gospodarcze zapoczątkowane w Polsce w 1989 r. stworzyły podstawy do dynamicznego rozwoju sektora działalności usługowej. Istotnym aspektem przemian organizacyjnych w sferze usług jest także rozwój nowych form świadczenia tradycyjnych usług z zastosowaniem technik komputerowych i sieci internetowej (usługi elektroniczne), np. elektroniczna administracja, zdalna edukacja czy handel elektroniczny. Rozwój nowych form świadczenia usług był możliwy dzięki postępowi w technologii informacyjno-komunikacyjnej (ICT). Głównym celem artykułu jest analiza poziomu rozwoju usług elektronicznych w Polsce na tle innych państw Unii Europejskiej. Formułuje się następujące cele szczegółowe: (1) systematyzacja terminologii związanej z usługami elektronicznymi, (2) określenie uwarunkowań rozwoju usług elektronicznych w Polsce i innych państwach UE, (3) charakterystyka poziomu rozwoju wybranych typów usług elektronicznych dla odbiorców indywidualnych i przedsiębiorstw w Polsce, (4) porównanie poziomu rozwoju wybranych typów usług elektronicznych w Polsce z innymi państwami UE. ; Political, social and economic changes initiated in Poland in 1989 formed basis for dynamic development of service activity. An important aspect of organizational change in services is the development of new forms of services provision with the use of computer technology and the Internet (electronic services), such as e-government, e-learning and e-commerce. The development of new forms of service provision has been possible by advancement in the development of information and communication technology (ICT). The main purpose of this article is to analyse the level of development of electronic services in Poland in comparison to other European Union countries. The following specific objectives can be formulated: (1) systematization of terminology related to e-services, (2) defining of the development conditions of e-services in Poland and other EU countries, (3) characteristic of the level of development of selected types of e-services for individuals and enterprises in Poland (4) comparing the level of development of selected types of e-services in Poland to other EU countries.

Można zauważyć, że Szwedzi, Finowie i Duńczycy wierzą w pozytywny wpływ UE na ich kraj, ale to poparcie spada. Celem artykuły jest analiza podejścia państw nordyckich do kryzysu Unii Europejskiej. ; Similarly to UK, Eurosceptic parties in Sweden, Finland and Denmark are pushing for an exit from the EU, which has been dubbed a Swexit, Fixit or Dexit. How the society of the Nordic countries have reacted for the economic crises in 2008, influx of migrants, and consequently – the lack of common European values? It found that Swedes, Finns and Danes believe that being in the EU is a positive thing, but an encouragement has been descended. The aim of the article is to analyse the attitude of the Nordic countries towards the European Union crisis.

This paper is an attempt to analyse European leadership and the role played by a reunited Germany in the European Union. The author proposes five fundamental theses: 1) the reunification of Germany ruined the balance of power in Europe; 2) the Eastern enlargement of NATO and the EU has moved the zone of political and military influence of the USA to the line of the Bug river; 3) the Germans have confirmed their position as a European power; 4) the foreign policy of Angela Merkel is a continuation of Gerhard Schroder's policy, meaning a transfer of the focus from European policy to prioritising German national interests; 5) the German issue has remained open. ; This paper is an attempt to analyse European leadership and the role played by a reunited Germany in the European Union. The article concerns the idea as well as the form of international cooperation between states and international organizations, illustrated by the example of the relationship between the European Union and the Pacific region. There is some useful literature on the subject but this needs be to completed. The influences of the world's leaders collide on the Pacific Ocean, which gives this area primacy in geopolitical domination, slowly downgrading the Atlantic Community. The main purpose of the paper is, therefore, to research the possibilities and methods of legal and extrajudicial cooperation betweentwo continents which are very distant from each other. International security is one of the main areas of interest of European Union countries. It results from intensifying global phenomena such as population growth, degradation of the natural environment or the growing interdependence between countries, which is an effect of closer cooperation. The progressive liberalization of international activities has also forced member states to take greater control over the flow of agri-food products in increasingly developed supply chains. It is connected with, among others, the deterioration in their nutritional value and healthful quality, which could be prejudicial to people's health. Hence, it has become extremely important to develop solutions to ensure not only physical and economic access to food, but also that its quality meets certain standards. Not ensuring it may reduce access to food products and, in extreme situations, can even lead to the death of consumers. The aim of the study is to indicate the essence of the problem of food security and to identify how member states are dealing with it. The essence and outline of the evolution of the concept of food security and its current perception will be presented. In addition, factors which destabilize food security and the actions of EU countries aimed at preserving it will be indicated. The study uses a descriptive method and a critical analysis of the literature. ; Bezpieczeństwo międzynarodowe należy do głównych zainteresowań państw Unii Europejskiej. Wynika to m.in. z nasilania się globalnych zjawisk takich jak: dodatni przyrost liczby ludności, degradacja środowiska naturalnego czy coraz większa współzależność między krajami, będąca efektem pogłębianej kooperacji. Postępująca liberalizacja działalności międzynarodowej zmusiła państwa członkowskie do skrupulatniejszej kontroli przepływów produktów rolno-spożywczych w coraz bardziej rozbudowanych łańcuchach dostaw. Ma to związek m.in. z zagrażającym zdrowiu, a nawet życiu ludzi pogorszeniem ich jakości odżywczo-zdrowotnej. Dlatego niezmiernie ważne stało się opracowanie rozwiązań skupiających się nie tylko na zapewnianiu fizycznego i ekonomicznego dostępu do żywności, lecz również na spełnianiu przez nią określonych standardów gwarantujących jej jakość. Celem opracowania jest wskazanie istoty problemu bezpieczeństwa żywnościowego oraz przedstawienie sposobu, w jaki kraje członkowskie zaangażowały się w jego rozwiązywanie. W związku z tym zarysowano ewolucję koncepcji bezpieczeństwa żywnościowego oraz jego percepcję, a także wskazano czynniki destabilizujące bezpieczeństwo żywnościowe oraz działania państw UE mające na celu jego zachowanie. W opracowaniu posłużono się metodą opisową oraz krytyczną analizą literatury.

The current financial crisis has significantly highlighted the issue of leadership in the European Union. The topic is both timely and worthy of analysis. The author tries to outline the theoretical approach to political leadership with regard to the current political scene in the European Union. A politician has to meet four criteria to be deemed a leader: his decisions are strategic, they exert permanent influence, he has a sufficient political background, and he has the highest position in a given political composition. The author makes the following hypothesis: on the basis of factor analysis (as regards the four factors above) only two current politicians are the true leaders of the EU, namely the Chancellor of Germany, Angela Merkel, and the President of France, Francois Hollande. Both politicians meet the four attributes presented gabove to at least the minimum degree, thus becoming (international) EU leaders.
