This article searches for the types of contestation that arise to an EU presence in a region where the EU is not a dominant actor, like in the Arctic. The issue areas that this article focuses on are environmental protection, indigenous people's rights, and (sustainable) economic development. The article presents a critical discourse analysis of the national strategy documents of EU member states, non-EU Arctic Council members and non-EU, non-Arctic observers of the Arctic Council from a discourse-historical approach. Through this analysis, the article focuses on normative/political and external/ internal contestation to the EU stance represented through EU policies, positions, priorities and norms. This article concludes that there are different types of contestation to the EU from different sources in each policy area. In each of these cases of contestation, the EU makes an explicit decision about which source of contestation to engage with and about which types to remain silent.

Die Europäische Union (EU) verfolgt seit den 1980er Jahren eine deklarierte Menschenrechtspolitik in ihren Außenbeziehungen und zunehmend auch im Innenverhältnis. Seit dem Jahr 1998/99 erscheint auch ein eigener Jahresbericht des Rates der EU zur Menschenrechtslage, der in umfassender Weise über die Menschenrechtsaktivitäten der EU informiert. Der Beitrag untersucht anhand der von der EU im Rahmen ihrer "Europäischen Initiative für Demokratie und Menschenrechte" unterstützten Projekte auf globaler Ebene, aber auch Maßnahmen im Rahmen der EU-Staaten selbst. Die Ausführungen zeigen, dass Menschenrechtsbildung in den EU-Menschenrechtsberichten weder als Priorität noch als besonderes Thema zu erkennen ist. Insgesamt ergibt sich, dass keine gemeinsame und konsistente Menschenrechtsbildungspolitik der EU als Antwort auf das Jahrzehnt der Menschenrechtsbildung der Vereinten Nationen (1994-2004) besteht. PurposeThe purpose of this paper is to identify the drivers of absenteeism and gives information of the relationship between absenteeism and personal and organizational characteristics in the Nordic countries.Design/methodology/approachThe theoretical assumptions are tested empirically on data from a survey carried out in Denmark, Norway, Sweden and Finland. 10.748 employees from randomly selected households participated. Differences were examined using analysis of variance.FindingsAmong the findings are that Danish employees are less absent than employees in Norway, Finland and Sweden. Employees working in the public sector, more specific the municipalities, have a higher level of absence compared to the private sector. According to the personal characteristics, women are more absent than men in all Nordic countries, but the effect of age differs according to the country in question. If the manager however is a woman and the employee likewise, then the level of absence is higher in Denmark, Norway and Finland compared to the other gender constellations.Originality/valueBecause of the lack of international comparative studies of absenteeism in the Nordic countries, this paper brings new and a deeper understanding of the area as a basis of further empirical research and/or management concern.

AbstractThe Balkans have been the crucible of the EU's Common Foreign and Security Policy (CFSP). In the 1990s the appointment of David (Lord) Owen as a strong representative to manage the EU's Bosnian policy, the sidelining of the EU itself by the Contact Group, and American dominance at Dayton (what price 'this is the hour of Europe'?) and over Kosovo were important precursors to the important European Council decisions in June 1999 to appoint a high-profile international statesman as High Representative for the CFSP and to create the EU's own military capability in European Security and Defence Policy (ESDP). The Constitutional Treaty's further provisions, notably replacing the Presidency in external relations, will be sorely missed and will need to be brought back.ESDP is developing well, if modestly, and making a genuine contribution, mostly with a strong civ-mil component, in several parts of the world. The CFSP itself seems to be managing quite well. But the EU is not yet set up for serious 'events' or crisis management. Experience shows, and greater recognition is needed, that the EU (probably even with an EU Foreign Minister) needs to be represented by member states that carry conviction to outside interlocutors: some member states are inevitably more equal and carry greater weight than others, even if all have an equal voice. Since EU foreign policy is in large measure inescapably a function of US foreign policy, member states need to have a better common understanding among themselves about the nature of the transatlantic relationship. It will take confidence in the efficacy of the CFSP, to which all must give greater priority, before those member states that have alternatives will accept being bound to conducting their foreign policy (or being represented in the UN Security Council) through Brussels. at will take time and effort.

AbstractThe legal system of the European Union generates particular problems of opacity and lack of clarity. This chapter seeks to identify some of the causes of those problems. First, the nature of the texts with which the Court of Justice deals—'Union legislation', orders for references from national courts and submissions to the Court—is examined. Problems here include the multi-lingual and multi-cultural backgrounds of those involved in the process, vagueness in legislative drafting and lack of clarity in references and submissions placed before the Court. Secondly, the Court's own judgments and the opinions of its Advocates General are considered. Problems here include the factors governing the drafting of a single consensus judgment and the fact that it is not always easy to strike the correct balance between speed and quality. Lastly, a number of suggestions for change are offered. The obstacles are not insuperable and improvements can be made.
