This scientific article studies the informational impact of the Russian Federation on the informational field of the European Union and analyzes the measures of the European Union aimed at counteracting third-party interference in its informational field. The methodological basis of the study is a systemic and structuralfunctional approaches. Taking into account the new dangerous challenges to the modern international legal order and security system, politicians and scholars are faced with the question of the timeliness and validity of the revision of established conceptual approaches to the construction of international and European security architecture. Since the beginning of the XXI century there are more and more calls to significantly update the current international order, its institutions, norms and rules, which emerged after 1945 (especially the UN Security Council). In this regard, the study of the evolution of previous systems of international relations and security systems based on them (in particular the Vienna system) is relevant and of a practical significance. Regarding the «European Concert» as a core of the Viennese architecture of European security (1815–1914) there is a general ambiguous attitude in historiography, which prevents it from being properly assessed, as well as to trace the evolution of the Vienna system, its relationship with subsequent international systems, to assess the possibility of using its elements to design future international systems. It determines the attention caused by the formation, development and decline of the Vienna system. One of the concepts that require to be reconsidered in this context is the «balance of power», the theoretical foundations of which were mainly formed during the Vienna system. Over time, the content of the concept of «balance of power» changed markedly and was supplemented with new elements, which caused the conceptual ambiguity of the term. As a result of the development of international relations, changes in approaches to global and regional security, there is a need for a critical analysis of the «balance of power», its new conceptual models that explain the behavior of world politics' subjects.

Also, the main stages of the development of a united Europe, from the Middle Ages to the New Age, which included both idealistic plans of the European Confederation, and more realistic ones, such as the United States of Europe, were considered. The main factors that guided contemporary politicians and cultures were described.The European Union today – is an economic entity that unites 28 European countries, took seventh place in the world by area and has more than 500 million. people. The article highlights the actions of foreign states in response to the criminal activities of the Russian Federation in cyberspace, as well as the dangers of such practices of Russia. The legal framework that is the basis for appropriate countermeasures is analyzed. The sanctions that are most used by the United States and the European Union in response to cyberattacks are highlighted. ; У статті висвітлено дії іноземних держав у відповідь на злочинну діяльність Російської Федерації у кіберпросторі, а також чим може бути небезпечна подібна практика РФ. In the conditions of the Russian Federation aggression against Ukraine, the peculiarities of Russian geostrategy in the post-Soviet space appear to be a topical issue. The purpose of the study is to determine the geopolitical influence of Russia and its implementation of geo-strategic interests in the post-Soviet space, and to investigate the negative influence of Russian foreign policy and its geostrategy as a whole on the architecture of the European security and the modern world order. Applying systematic, analytical and comparative methods, the author makes a disappointing conclusion that, in its present form and with the current leadership, Russia is not capable of constructive action in the international environment, and on the contrary – destabilizes the modern system of international relations. As a result of the study, the author identifies current Russia as a threat to international peace and security, a neo-imperialist aggressive force, a terrorist state that is planning a destructive transformation of the modern system of international relations. The findings revealed a number of characteristic features of the Russian Federation's recent intersection of frozen conflicts in the post-Soviet space in the context of the implementation of its geostrategic tasks of global scale. Among them: the insidious, aggressive, reflexive nature of most foreign-policy activities and actions, obscene attempts to position itself as one of the "poles" of the post-bipolar world, false propaganda designed to disguise as concrete aggressions, and the general direction of geo-strategy on the revision of the international order, is obvious blackmail and intimidation of the world community by the destructiveness of further foreign policy actions. The article presents the research of the ECHR competence in the interstate disputes. The impact of Universal Declaration on Human Rights on the adoption of the European Convention on Human Rights has been investigated. The main emphasis has been placed on the interstate disputes between Ukraine and Russia.Since 2014 there have been six Ukraine v. Russia inter-State applications. They have subsequently been regrouped into three applications, which are currently still pending. The cases concern Ukraine's allegations of violations of the European Convention on Human Rights by Russia and armed groups which Russia allegedly controls. The applications were made under several Articles. The Government of Ukraine alleges violations of Articles 3 (prohibition of torture and inhuman or degrading treatment), 5 (right to liberty and security), 6 (right to a fair trial), 8 (right to respect for private and family life), 9 (freedom of thought, conscience and religion), 11 (freedom of assembly and association), 13 (right to an effective remedy), 14 (prohibition of discrimination) of the Convention dated 1950. Under the submitted applications, the Government of Ukraine maintain that Russia has exercised and continues to exercise effective control over Crimea and – by controlling separatists and armed groups there – de facto control over the regions of Donetsk and Luhansk. According to the Government of Ukraine, Russia is therefore responsible for numerous violations of the European Convention on Human Rights in those areas.In addition to the inter-State cases, there are over 4,000 individual applications before the Court which are apparently related to the events in Crimea or the hostilities in Eastern Ukraine.Key words: The European Court of Human Rights; interstate dispute; annexation of Crimea; armed conflict; Eastern Ukraine. ; Досліджено компетенцію Європейського суду з прав людини щодо міждержавних спорів. Значну увагу приділено розгляду міждержавного спору України з Росією.З 2014 р. подано 6 міждержавних скарг України проти Росії, які перегрупували у три справи. Скарги стосуються української заяви щодо порушення Росією та контрольованими нею збройними угрупуваннями Європейської конвенції з прав людини. Підставою для скарги слугувало порушення кількох статей Конвенції про захист прав людини і основоположних свобод, зокрема: ст. 3 (заборона катування та нелюдського чи такого, що принижує гідність поводження); ст. 5 (право на свободу та особисту недоторканість),; ст. 6 (право на справедливий суд); ст. 8 (право на повагу до приватного життя); ст. 9 (свобода релігії); ст. 11 (свобода зібрань та об'єднання); ст. 13 (право на ефективний засіб юридичного захисту) та ст. 14 (заборона дискримінації).У своєму поданні до скарги Україна зазначає, що Росія здійснювала та продовжує здійснювати ефективний контроль над Автономною Республікою Крим та над сепаратистськими й армійськими формуваннями у Донецькій та Луганській областях. This article clarifies the role and peculiarities of city diplomacy during the Russian war against Ukraine, and the attention degree of European city networks to peacekeeping, conflict-solving, and interaction in circumstances of aggression. It has been determined that the city diplomacy has not received much attention over the past decade, but the current situation has led to a surge in lobbying policies cities, complemented by more active bilateral contacts and public diplomacy. These trends endorse the thesis of cities` activisation in international relations which was confirmed by qualitative and quantitative content analysis and case study method. ; У статті з'ясовано роль та особливості дипломатії міст в умовах війни Російської Федерації проти України, та ступінь уваги європейських мереж міст до питань забезпечення миру та вирішення конфліктів, взаємодії в умовах агресії. Визначено, що протягом останнього десятиліття питанням дипломатії міста заради миру не було приділено значної уваги. Тим не менш, сучасна ситуація призвела до сплеску політики лобізму міст, яка доповнилась більш активними двосторонніми контактами та публічною дипломатією. Ці тенденції підтримують тезу про активізацію міст у міжнародних відносинах, про що свідчать результати якісного та кількісного контент аналізу й застосування методу кейс-стаді.
The government of Ukraine intends to intensify the work on the Association Agreement with the EU. The convergence with the progressive international political and economic union necessitates a thorough study of the EU institutions in the theoretical level.Defining of the competence of its organs and the distribution of powers among them are of particular interest, and the article is dedicated to the study of these facts.The powers of the European Council, the EU Council and the European Parliament are investigated, as well as their distribution among these authorities of the EU. The new approaches to the European Union as an international organization that has features of federation are made, and the role and importance of the European Commission in its system bodies is shown.It is emphasized that the entry into legal force of the Lisbon Treaty the European Council acquires the status of a full-fledged EU institution. Therefore, the decisions made by this organization can be regarded as acts which have legal effect and operate within both the EU and the Member States. The institutions, bodies and organizations, as well as the Member States, to which its decisions are addressed, are legally bound to meet them and to ensure their enforcement. New powers were given to the European Parliament and the Council. The article deals with the peculiarities of relations of the Republic of South Ossetia with the Russian Federation. It is shown that South Ossetia depends on Russia in different spheres and is a puppet state of Russia. Putting this de facto state into dependency, Russia has a lot of goals: destabilization of political situation in Georgia, hindering its Euro-Atlantic course, strengthening of the Russian borders in South Caucasus, satisfying its geopolitical ambitions, opening new opportunities for the Russian economy.It is investigated that Russian-South Ossetian relations are based on a broad treaty basis which contributes to actual absorption of this de facto state by Russia. The Treaty on Alliance and Integration between the Russian Federation and the Republic of South Ossetia (2015) which plays a key role for the development of the relations of the two countries is characterized. In the article it is shown that Russia makes «unofficial occupation» of this unrecognized state, interferes in political process of it. Russia possesses military bases on the territory of South Ossetia, defends «border» between South Ossetia and Georgia, realizes a process of borderization.In the article it is pointed out that a politics of «passportization» makes close ties of this de facto state with its patron state, increases the trust of the South Ossetian population to Russian government, gives some advantages to the population of the region. It is shown that its development would be difficult without Russian financing. Russian economic assistance is the main source of income of South Ossetia. Russia invests money into infrastructure of South Ossetia, pays pensions and salary to state employees and is a main trade partner of the republic. The ties between these two countries are strengthening because of the official status of Russian language on the territory of this partly recognized state. It facilitates propaganda of Russia in South Ossetia. It is noticed, that the politics of Russia in the region affects interests of the European Union, USA and China. Узалежнюючи цю де-факто державу, Росія переслідує низку цілей, таких як дестабілізація внутрішньополітичної ситуації у Грузії, перешкоджання її євроатлантичному курсу, зміцнення російських кордонів на Південному Кавказі, задоволення своїх геополітичних амбіцій, відкриття нових можливостей для російської економіки.З'ясовано, що російсько-південноосетинські відносини побудовані на широкій договірній базі, що спричиняє фактичне поглинання цієї де-факто держави Росією. Охарактеризовано Договір між Російською Федерацією та Республікою Південна Осетія про союзництво та інтеграцію 2015 р., який має ключове значення для розвитку відносин двох держав. У статті наголошено, що Росія фактично здійснює неофіційну окупацію цієї невизнаної республіки, втручається у її політичні процеси. РФ має військові бази на території Південної Осетії, здійснює захист кордону між де-факто державою і Грузією, реалізує процес бордеризації.Констатовано, що політика «паспортизації» спрямована на зближення цієї де-факто держави з державою-патроном і збільшення довіри південноосетинського населення до російського уряду, надає населенню регіону низку переваг. Показано, що без фінансування РФ Південна Осетія не могла б розвиватися, адже економічна допомога є головним джерелом її доходів. Росія вкладає значні кошти в інфраструктуру Південної Осетії, виплачує зарплату бюджетникам і пенсії, а також є головним торговельним партнером самопроголошеної республіки. Зв'язок держав підсилюється тим, що російська мова, як і осетинська, є державною мовою цієї невизнаної республіки. Це полегшує пропагандистську діяльність Росії в південноосетинському суспільстві. Підкреслено, що політика Росії в регіоні зачіпає інтереси Європейського Союзу, США та Китаю. The article examines the functioning of animal shelters in the European Union and effective ways to provide assistance to homeless animals in both the EU and Ukraine. A set of measures to reduce the population of homeless animals by humane methods, namely the method of "catc /sterilization/return to the street" was also analyzed. It is noted that the state policy of Ukraine aimed at euthanasia as a method of regulating the number of homeless dogs is inhumane, not modern and ineffective. Given the need to improve the legislation of Ukraine on the protection of stray animals, it is necessary to highlight, in particular, the main elements of this process, the effectiveness, harmonization and systematization of legislation of the European Union and Ukraine. These elements can affect the change of existing and the formation of new regulations. It should be borne in mind that the value lies in the quality and not in the number of acts adopted. This is what affects the ethical, cultural and moral education of society. In 2013, Ukraine ratified the 1992 European Convention for the Protection of Pets, which sets out the basic principles of treatment of pets and stray animals, in particular: the principles of keeping pets, restrictions on their use for commercial purposes, lists the permissible cases of surgery on animals and their euthanasia, measures that may be applied to stray animals, in particular to reduce their numbers and to exclude their capture for euthanasia, etc. In recent years, the topic of protecting animals from cruelty has become relevant. This is due to a significant increase in cases of cruelty to animals, namely homeless people. Animal cruelty is unfortunately becoming a norm of behavior, affects the relationship between people, plays a negative role in raising children. The article highlights the issue of the impact of post-truth on political processes in the European Union and the importance of combating this phenomenon. The emergence of such phenomena as fake news, alternative facts and the populism of the new wave, have led to a new pressing problem for most modern democracies in the Western world. They emphasized the conceptual shift within social trends and processes that led to the creation of a post-truth world. The main characteristics of such phenomena can be described as the transition from evidential, normative and factual discourse to emotional, post factual and populist. The purpose of the article is to review the features of the EU in the post-truth era and to analyze the activities of the East Strat Task Force. The article considers the concept of post-truth, characterizes the specifics of the spread of fake news. In this context, changes in European policy at the supranational level have become particularly important. The threat of an information attack by the Russian Federation has forced the EU to consider in detail a number of mechanisms to overcome the negative effects of fake news and disinformation. Meanwhile, the basic idea of how to deal with the phenomenon of post-truth is based on the principle of social sustainability and improvement of media literacy. The author considers the initiatives of European structures, in particular the creation of the East StratCom Task Force to counteract the external destructive information influence of the Russian Federation on socio-political processes. Particular attention is paid to the institutional development, achievements, challenges and prospects of the East StratCom Task Force (ESTF). As a result of the study, practical recommendations were presented to counteract and prevent the spread of disinformation. ; Стаття актуалізує питання впливу постправди на політичні процеси в Європейському Союзі та важливості боротьби з цим явищем. Поява таких явищ, як фейкові новини, альтернативні факти та популізм нової хвилі, призвела до нової актуальної проблеми для більшості сучасних демократій західного світу. Вони наголосили на концептуальному зрушенні всередині соціальних тенденцій та процесів, що призвело до створення світу постправди. Основні характеристики таких явищ можна описати як перехід від доказового, нормативного та фактичного дискурсу до емоційного, постфактичного та популістичного. У статті зроблений огляд особливостей функціонування ЄС в епоху постправди та аналіз діяльності East Strat Task Force. Розглянуто поняття «постправда», схарактеризовано специфіку розповсюдження фейкових новин. У цьому контексті зміни в європейській політиці на наднаціональному рівні стали особливо важливими. Загроза інформаційної атаки з боку Російської Федерації змусила ЄС детально розглянути низку механізмів подолання негативних наслідків фейкових новин та дезінформації. Тим часом основна ідея того, як боротися з феноменом постправди, ґрунтується на принципі соціальної стійкості та удосконалення медіаграмотності. Автором розглядаються ініціативи європейських структур, зокрема створення East StratCom Task Force для протидії зовнішньому деструктивному інформаційному впливу Російської Федерації на соціально-політичні процеси. Особливу увагу приділено інституційному розвиткові, здобуткам, проблемам і перспективам East StratCom Task Force (ESTF). Представлені практичні рекомендації для протидії та запобігання розповсюдженню дезінформації.
The Middle East region made substantial influence on the development of the international politics during the «cold war». After the dissolution of the bipolar system importance of the region was only increased, though transformed. Foreign policy of the United States of America and the Russian Federation towards the Middle East was also modified according both to the changes in their internal developments (mainly in Russia) and in the international arena. Gradually two main issues, namely the Arab-Israeli conflict and nuclear program of Tehran, has dominated the agenda of the US and Russia foreign policy towards the region and their bilateral relationships.Thus, the main aim of the presented article is to investigate foreign policy of the United States of America and the Russian Federation towards Israel and Iran in the period of post-bipolar system of international relations. Special attention in the article is given to the issue of interrelation between the resolution of the Arab-Israeli conflict and implementation of the nuclear program of Tehran in the context of dynamic developments in the Middle East.The author shows evolution of the foreign policy of the US and Russia towards Iran and Israel for the last twenty years, displaying elements of cooperation and confrontation. In the last part of the article particular attention is drawn to the impact of the Arab Spring on the position of the Islamic Republic of Iran in the region and its growing ambitions to execute more influence there, which might redefine security system not only in the Middle East, but can pose serious threats and challenges to the European security and international security.
