Nye udfordringer for ASEAN-landene: Integration, terror og magtbalancer
The region of Southeast Asia is faced with a complex set of challenges stemming from political, economic and religious developments at the national, regional and global level. This paper sets out to examine trade-, foreign- and security policy implications of the issues confronting the region. In ASEAN, the Southeast Asian countries are continuing their ambitious attempts at further integration. Plans outlining deeper security and economic communities have been adopted. However, huge differences in political systems, economic development and ethnic/religious structures are hampering prospects of closer cooperation. The highly controversial conflict case of Burma/Myanmar is testing the much adhered-to principle of non-interference and at the same time complicating relations with external powers. Among these, the United States and China are dramatically strengthening their interests in the region. American influence is not least manifesting itself in light of the war against terrorism, which the region is adapting to in different ways and at different speeds. By contrast, the European Union does not seem to answer Southeast Asian calls for further engagement. A flurry of bilateral and regional trade agreements is another prominent feature of the economic landscape of the region. This is to a certain degree a reflex ion of impatience with trade liberalization in the WTO and within ASEAN itself. Structures of economic cooperation are under rapid alteration in Southeast Asia. The paper analyses the above-mentioned developments with a view to assessing the prospects of future stability, economic development and integration in and among ASEAN countries. It is concluded that although the scope for increased economic benefit and political harmonization through ASEAN integration alone is limited, the organization could still prove useful as a common regional point of reference in tackling more important policy determinants at national and global level.

Doomsdays preachers suggested that Brexit and Trump would mean the end of the liberal world order as we know it and thus the end of the EU. The research presented here suggests the opposite. Not only have Europeans turned their back to populism by voting yes to reforms and pro-EU-parties and governments in different member states over the past months, but Brexit and Trump also seems to have given a complete new momentum to the European project. This article demonstrates why Brexit cannot be generalized to the rest of the continent but is the result of a complicated and special British conception of what it means to be a sovereign state in the 21st century. Moreover and paradoxically, surveys show that the greatest fear among Europeans today is not more European integration but right wing populism and European Disunion.

Artikkelen diskuterer forholdet mellom den europeiske integrasjonsprosessen og det atlantiske samarbeidet under USAs ledelse. Problemstillingen artikkelen besvarer er hvilke tilnærminger Trump-administrasjonen har hatt til EUs sikkerhets- og forsvarspolitikk, og hvordan vi kan forklare denne tilnærmingen. I særlig grad dreier dette seg om balansegangen mellom europeisk strategisk autonomi på den ene siden, og amerikansk lederskap i Nato på den andre. Dette forholdet må forstås i lys av spørsmålet om lederskap i euroatlantisk sikkerhetspolitikk, noe som har vært et gjennomgangstema i europeisk integrasjon siden starten på 1950-tallet. Med en organisasjonsteoretisk tilnærming søker artikkelen å forklare hvorfor USA inntar et mer instrumentelt perspektiv overfor EU. Et slikt perspektiv innebærer at USA prioriterer ressurser til de områdene i verden der USA står overfor de største sikkerhetspolitiske utfordringene. For å forklare denne utviklingen diskuterer artikkelen USAs holdninger til EUs nyere forsvarsinitiativer og supermaktens ambivalens i forhold til disse. I møte med den nye Biden-administrasjonen blir det derfor viktig å avklare grunnlaget for det transatlantiske sikkerhetsfellesskapet. Et slikt fellesskap dreier seg ikke bare om felles interesser, men også om delte normer og verdier om hvordan en skal håndtere felles sikkerhetsutfordringer.
Abstract in English:Why So Ambivalent? US Policies Towards the EU's Defence AmbitionsThe article discusses the relationship between the European integration process and Atlantic cooperation under US leadership. The research question the article answers is what kind of approaches the Trump Administration has had towards the EU's security and defence policies and how we can explain these approaches. More precisely, the article discusses the balances between European strategic autonomy on the one hand and American leadership in NATO on the other. This has all to do with the question of leadership in Euro-Atlantic security politics, which has been an enduring question ever since the European integrations process was initiated during the 1950's. By utilising an organisation theoretical approach, the article seeks to explain why the US approaches the EU from an instrumental point of view. Such a perspective implies that the US priorities resources to those areas in the world where the US faces its greatest challenges. To explain this development the article discusses the US' attitudes towards the EU's defence package and the superpower's ambivalence towards it. When assessing the new Biden Administration, it therefore becomes important to explain the foundation for the transatlantic security community. Such a community is not about common interests only, but also about shared norms and values on how to handle common security challenges.

Gjennom EØS-avtalen ble det norske forskningssystemet koblet til en overnasjonal politikk preget av lagvis endring og ekspansjon. EUs økende engasjement i forskningspolitikken har resultert i et bredt sammensatt sett av forsknings- og innovasjonspolitiske virkemidler og en økende andel av EUs budsjett. Dette politikkområdet er båret av overnasjonale prinsipper for forskningsfinansiering og intense transnasjonale nettverk i sektoren. EØS-avtalen skapte en forutsigbar ramme for samhandling mellom norske og europeiske forskningsmiljøer med EUs rammeprogram for forskning som gravitasjonspunkt. Denne artikkelen retter oppmerksomheten mot de effekter denne 25-årige koblingen har hatt på det nasjonale forskningspolitiske nivå og på forskningsmiljøenes faglige aktiviteter.
Abstract in English:Free Flow of Science? The EEA Agreement's Significance for Research in NorwayThe EEA agreement linked the Norwegian research system with the EU's research policy domain, a policy area marked by layered change and expansion. The EU's increasing research policy engagement has resulted in a broad panoply of research and innovation instruments and an increasing share of the EU's budget. Integration in this policy area is carried by supranational principles for research funding and set of intense transnational policy and research networks. The EEA agreement created a predictable frame for interaction between Norwegian and European research with the Framework programmes for research as the node. This article looks at the effects that this connection has had on the national policy and research performing levels for the past 25 years.
