The subject of the article is a study of the labor market of Ukraine in European integration. The development of the labor market in increasing the level of employment and the improvement of qualitative characteristics is an important prerequisite for the economic growth of any country at both the regional and national as well as international levels. In developed countries the problems of employment and unemployment of the population considered that their decisions affect the provision of socio-economic development and the stability of society. In different countries there are their differences in the implementation of employment policy. Therefore, the introduction of effective mechanisms of regulation of the labor market in Ukraine requires the study of the mechanisms of legal principles and forms of employment regulation in foreign countries of the European Union (EU). In the research were used to general scientific and special methods: analysis and synthesis, analogies and comparisons, statistical, expert assessments, etc. The results of the work. The analysis of theoretical approaches to European norms of the development of the labor market and certain aspects of their adaptation to the practice of State regulation of the scope of employment of the population in Ukraine. Given the proposals on forming mechanism and tools of State regulation of the labor market in European integration processes. Results of the research may be used by all interesting parties, including organs of State executive power in improving the mechanisms for the implementation of socio-economic policy employment and State regulation of the labor market of Ukraine. The article shows trends, especially Ukraine's European integration policy 2005–2006 years. It is based on the materials of Polish leading. The basic directions of European integration of Ukraine are analyzed in the article. Position of Polish leading publications on issues of European integration of Ukraine is also determined. The results of the ninth and tenth summit Ukraine – EU were studied. It was found that in the context of the geopolitical realities of foreign policy of Ukraine during 2005–2006 was oriented on the practical realization of the strategic foreign policy priority – integration to EU. The EU's position concerning European prospects of Ukraine are stated. The article used historical and descriptive methods to determine the characteristics of the European policy of Ukraine and clarify the process of forming the Media component of the political issues of Ukraine – EU cooperation. A systematic method in combination with a problem – chronological one allows us to analyze the European vector of the Ukraine's foreign policy as a complex process.

The qualification (bachelor's) work examines the impact of such crisis phenomena on the European integration project as: inefficiency of EU foreign policy, financial and economic crises of the EU, migration crisis, the crisis caused by the Covid-19 pandemic and the identity crisis. It is established that in general, the fundamental possibility of crisis processes in the development of the European integration project is largely embedded in the very structure of European integration policy. Two dimensions of the problem play a critical role here: the first is a combination of processes of deepening integration and expanding the number of participants; the second is to ensure the correlation between the national economic, political and cultural principles of the EU's development. ; У кваліфікаційній (бакалаврській) роботі досліджено вплив таких кризових явищ на європейський інтеграційний проєкт як неефективність проведення зовнішньої політики ЄС, фінансової та економічної криз ЄС, міграційної кризи, кризи спричиненої пандемією Covid-19 та кризою ідентичності. Встановлено, що принципова можливість кризових процесів у розвитку європейського інтеграційного проєкту в чималому ступені закладена в самій структурі євроінтеграційної політики. Критично важливу роль відіграють два виміри проблеми: поєднання процесів поглиблення інтеграції та розширення складу учасників; забезпечення співвідносності між національними економічними, політичними і культурними принципами розвитку ЄС.

Purpose: highlighting the financial regulation of migration processes in Ukraine in context of European integration on the basis of analyzing their current state and trends according to the new Strategy of the State Migration Policy. Methodology: system structural approach, methods of observation and generalization, method of logical analysis, method of graphical analysis, method of comparison, method of abstraction, method of analogies. Results: on the basis of Ukraine-EU migration processes analysis and their regulation in European integration framework, the priorities of migration processes financial regulation are proposed corresponding the most urgent challenges for Ukraine in the sphere of international migration. Practical implications: further research of the problems of foreign economic activity financial regulation, particularly at the level of international economic relations in context of globalization and Ukraine's European integration; education process including preparation of the relevant sections of textbooks and manuals for the courses «Finance», «International Economics». Conclusions: the EU today is the most attractive region for Ukrainian migrants. In context of Ukraine's European integration in 2014-2017 there is a strong trend for migration flows towards emigration, mostly labour one. Ukrainian labor migration by its size and profile does not correspond to the national interests, as economically active population lives Ukraine for the EU. A threatening trend is the gradual transformation of labor migration into a permanent one. This requires developing an adequate system of measures for the regulation of migration processes within the framework of migration policy with its priority towards depopulation reducing. Introduction. In the article the state and prospects of Ukraine's investment and innovative safety under conditions of participation in Free Trade Area with European Union are explored.Purpose. To investigate the impact of participation in Free Trade Area with European Union on the state of Ukraine's investment and innovative safety, to disclose possible advantages and risks as a result of objective and subjective factors.Results. In the paper the state and possible advantages as well as risks of investment and innovative safety as a part of Ukraine's economic safety are analysed. Specified basic elements of investment and innovative policy including availability of financial resources for effective innovative activity; encouragement of small and medium-sized innovative businesses; stimulation of partnership between private sector and universities; support and development of international scientific-and-technological cooperation. Argued the possibilities for consolidation of Ukraine's investment and innovative safety due to eventual improvement of the conditions for innovative activity.Originality. In the article reasoned not only advantages from the participation in Free Trade Area but also possible risks in case if there are no measures to avoid factors carrying potential threat.Conclusion. Consolidation of investment and innovative safety is possible only when the state will provide certain development of scientific-and-technological potential enabling national producers to compete successfully in the international market. Under conditions of Ukraine's participation in Free Trade Area with EU the possibilities of the state for this somewhat rise. At the same time some risks can also occur.

Rural Development under uncertainty and high risk characterize need for a system of financial relations in the country based on mechanism of financial support that facilitates implementation of preventive measures as financial rehabilitation niche economies in times of economic turbulence, and measures to lay the foundations of a strategic rural development , hence the relevance of this research. The issue of financial support of local authorities is updated as the need to optimize the relationship between the different levels due to the mismatch distribution of spending powers between the executive and local governments, inadequate objectives regarding territorial development and resource potential of communities.

The article marks out definite sequence of stages (preferential trade agreements → free trade area → custom's union → common market → monetary union → political integration) which characterize orientation of European integration. The main approaches to the definition of European integration are studied and its features are marked out (the EU is distinguished from the rest of the world and relatively separates from it; the EU institutional mechanism comprises supranational and intergovernmental institutions, balance of powers of which is determined by the tasks of the stated stage of integration; the EU is based on supranational law which is the background for regional legal system forming; clear definition of the aims and tasks of integration is typical for the EU and, correspondently, there is definite consequence of carried stages of integration of socio-economic and political-legal systems of the Member States). The author specifies the system of criteria which allows comparing different intergovernmental units: matching a region as the subject which possesses legal subjectiveness; existence of the system of common values as the basis for regional identity formation; socio-economic homogeneity of the Member States; formation of the institutional mechanism with the elements of supranationality; compliance with consequence of the integration stages; developed law of the community; providing synchronization of the processes of socio-economic and political integration; realization of coordinated and ideally, common foreign and defense policy. On the basis of the analysis the conclusion about the unifying initiatives spreading on the different countries of different world regions in the end of the XXth century was made. Integration has become one of the basis, and simultaneously objectization of changes in the governmental-legal development of these countries. At the same time integration characteristics of the EU are not always intrinsical to other integration units, and this generates methodological problem for their comparison. The specificity of customs regulation and customs policy of Ukraine, which at the present stage is an integral part of foreign economic activity in the context of the European integration, was considered. The stages of the formation of customs regulation and the conduct of its own customs policy, as well as the problematic issues of customs regulation faced by the business during customs procedures were analyzed. Highlights of the key components of customs regulation of foreign economic activity in the context of the European integration vector, which require common approaches and unification of all instruments of the regulatory system, namely: the introduction of a "single window" (automated electronic system), reduction of customs rates, simplification of customs documents. The emphasis was placed on the dynamic development of the process of integrating the national system of customs regulation of foreign economic operations into European, whose activation was facilitated by the application of the Regional Convention on Euro-Mediterranean preferential rules of origin from January 1, 2019, the result of which is the mandatory introduction of the identity of the rules of origin of the goods being used in the framework of free trade agreements between its contracting parties. The emphasis was placed on the importance of preventing corruption in customs clearance and control, which, in the opinion of European partners, is an important obstacle to the development of foreign economic relations in the context of European integration. The main problem situations in the customs sphere, which may be related to the manifestations of corruption, are described, and recommendations are given, in order to prevent corruption manifestations during customs clearance. The conclusions were made about the importance of providing favorable conditions for the adaptation of the national economy to international competition by building an effective regulatory mechanism that meets European requirements and international practice.

To find out the current state ofthe Ukrainian cultural policy, the article looks into the question of the effectiveness of Ukraine's entry into the European community and analyses the level of the country's positive image formation in the eyes of the international community. With the help of scientific methods of theoretical synthesis, comparative analysis and synthesis, there were identified the problems hindering the development of the cultural sphere and its entry into the European cultural space; there was analysed the legal basis of Ukrainian cultural policy for its compliance with European requirements and principles; there were studied the cultural diplomacyprospects ofbecoming as a tool of soft power policy in order to form a positive image of Ukraine in the world. As a conclusion on the basis of the analysis, there has been made an attempt to outline ways of optimizing cultural policy, as European integration is an important direction for Ukraine's development. Therefore, the creation of a Ukrainian institute abroad should become a key goal, aimed at forming a positive image of Ukraine abroad.

The multilateral cooperation of Ukraine within international organizations is analyzed. The main attention is paid to security and cooperation with European regional organizations in the context of the prospects for resolution of the Russian-Ukrainian conflict. The most promising directions of cooperation between Ukraine and international organizations for the last years are distinguished. The mechanism of European integration covers all spheres of public life: political, economic, social, etc. However, its information component is the connecting link of other mechanisms, which determines the relevance of the topic of this article. The purpose of the article was to generalize ideas about the information mechanism of Ukraine's European integration policy and analyze the political and legal basis of information European integration campaigns. Successful implementation of European integration policy is possible only if the mechanisms of policy implementation by public authorities are systematically used, which are a set of methods, principles, tools aimed at implementing management decisions, to help solve problems in European integration policy. Such mechanisms include: political (policy-making), institutional and organizational (its task is to provide institutions and organize their effective work), economic (financial support), legal (legal support), information (information support of European integration processes). The information mechanism of Ukraine's European integration policy is a component of the information policy of the state as a whole and is aimed at ensuring transparency and publicity of our country's European integration, promotes informing the general public about EU standards and values, as well as the formation and functioning of a single information space based on democratic principles. It provides information to public authorities and civil society institutions, helps to establish their communication and cooperation in order to deeply analyze and develop methods of resolving problems on the path to European integration. An important component of information support should be information and analytical support, which should facilitate the preparation, adoption and implementation of effective management decisions in the field of European integration. Information and analytical support involves the creation of the necessary information infrastructure, which combines organizational structures that ensure the creation, dissemination and consumption of information, information and telecommunications structures, information technology. ; Механізм євроінтеграції охоплює всі сфери суспільного життя: політичну, економічну, соціальну тощо. Проте саме інформаційна його складова є зв'язуючою ланкою решти механізмів, що обумовлює актуальність теми даної статті. Метою статті стало узагальнення уявлень щодо інформаційного механізму євроінтеграційної політики України та аналіз політико-правової основи інформаційних євроінте-граційних кампаній. Успішна реалізація євроінтеграційної політики можлива лише за умов системного використання механізмів реалізації політики органами державної влади, що представляють собою сукупність методів, принципів, засобів, спрямованих реалізовувати управлінські рішення, сприяти вирішенню проблем під час проведення політики у сфері європейської інтеграції. До таких механізмів віднесені: політичний (полягає у формуванні політики), інституційно-організаційний (його завдання -забезпечити інститутами та організувати їх ефективну роботу), економічний (фінансове забезпечення),правовий (нормативно-правове забезпечення), інформаційний (інформаційне забезпечення процесів євроінгеграції). Інформаційний механізм реалізації євроінтеграційної політики України є складовою інформаційної політики держави в цілому та спрямований за забезпечення прозорості та публічності євроінгеграції нашої держави, сприяє інформуванню широких верств населення про стандарти та цінності ЄС, переваги співпраці нашої держави з членами ЄС, сприяє формуванню позитивного міжнародного іміджу України, а також формуванню та функціонуванню єдиного інформаційного простору на основі демократичних принципів. Він забезпечує інформацією органи публічної влади та інститути громадянського суспільства, допомагає налагодити їх комунікацію та співпрацю з метою глибоко аналізу та розробки методів врегулювання проблем на шляху до євроінтеграції. Важливою складовою інформаційного забезпечення має бути інформаційно-аналітичне забезпечення, яке повинно сприяти підготовці, прийняттю та реалізації ефективних управлінських рішень у сфері європейської інтеграції. Інформаційно-аналітичне забезпечення передбачає створення необхідної інформаційної інфраструктури, яка поєднує в собі організаційні структури, що забезпечують творення, поширення та споживання інформації, інформаційно-телекомунікаційні структури, інформаційні технології.
