This paper deals with the consequences of structural reforms on the European model or models of capitalism. It critically analyses the reform ideology & isolates some of its foundations. Some empirical results questioning the relevance of these foundations are proposed. It emerges from the analyses presented in this paper that the social support to structural reforms can be interpreted more easily along the lines of a traditional class cleavage than according to the concepts proposed by the modernization theories. These cleavages have measurable consequences in the segmentation of the political supply. The difficulties encountered by the reform processes reflect the conflict between different models of capitalism. A tentative solution to this conflict such as 'flexicurity' is probably not up to the task. Tables, References. Adapted from the source document.

Since 2008, the European Union, and especially the Eurozone, is hit by a deep economic crisis that translates into rising unemployment, rising poverty rates, and rising inequalities. Even if some countries, like Italy, Greece, Portugal,and Spain, face more serious social challenges than others, similar trends occur almost everywhere. However, we should remember that even before the crisis the social situation was deteriorating in many European countries, despite the factthat an "open method of coordination" (OMC) on social inclusion had been launched by the European Commission in 2000.Of course, one could hardly deny the fact that the crisis actually amplifies these social problems. In this paper, I will nevertheless argue that it would be too simplistic to have an exclusive focus on the current economic downturn. Indeed, in order to think about new welfare strategies, we need to look at what has failed in the policies that have been designed so far. When they do so, an increasing number of researchers now conclude that some of the social policies that were implemented during the 2000s, i.e. during the first decade of the OMC on social inclusion, had a very limited impact – or even a negative impact – on social justice across Europe. My modest aim is to look at some of these policies, first at a general level (section 1), and second at a more specific level, through some illustrative examples in one member-state, Belgium (section 2). The following sections are not based on first-hand research, but are rather aimed at reviewing the most interesting features of the current academic discussion in Belgium. The paper relies especially – although not exclusively – on research conducted by experts at Belgium's most advanced research centre in social policy, the Herman Deleeck Centre for Social Policy at the University of Antwerp. ; Desde 2008, la Unión Europea, y en particular, la Eurozona, ha sido golpeada por una profunda crisis económica que se ha traducido en un crecimiento del desempleo, las tasas de pobreza y las desigualdades. El modesto propósito de este trabajo, es analizar algunas de estas políticas, primero a nivel general (sección 1), y en segundo lugar a un nivel más específico, a través de ejemplos ilustrativos de un Estado miembro: Bélgica (sección 2). Este trabajo no está basado en investigaciones de primera mano, pero sí en las investigaciones más relevantes de la discusión académica que hoy está presente en Bélgica. Les élections européennes de 2014 marquent une tentative historique pour accroître la transparence de l'élection de la Commission européenne. Les ambiguïtés constitutionnelles dans les traités de Lisbonne ont encouragé les partis européens à nommer les principaux candidats, le soi-disant 'Spitzenkandidaten', pour le poste de président de la Commission. L'élection de Jean-Claude Juncker par le Conseil européen a été considérée par certains comme "le jour où est advenu le parlementarisme de l'UE". Le terme 'Spitzenkandidat' indique une compréhension spécifique du parlementarisme qui est proche du système politique allemand. Le parlementarisme de l'UE est, cependant, encore différent de la plupart des contextes nationaux. Cet article analyse les implications politiques et institutionnelles de la nouvelle procédure de nomination. Bien que le Parlement européen soit souvent considéré comme un gagnant vis-à-vis du Conseil européen, ce sont les partis politiques au sein du PE qui bénéficient probablement le plus de candidatures Spitzenkandidaten lors d'élections futures. Notre argument est que la personnalisation de la campagne électorale n'offre pas de meilleurs choix politiques sur l'éventail gauche-droite pour l'électorat, comme il a été initialement souhaité. L'augmentation simultanée de votes pour les partis eurosceptiques oblige les partis pro-européens à coopérer plus étroitement et donc à prendre des décisions dans une coalition toujours plus large. De même que dans d'autres 'démocraties de consensus', le vote aux élections parlementaires influence par conséquent – au mieux – le choix du chef de l'exécutif. Il n'influence pas, cependant, la composition exacte de la Commission, ni le programme politique qu'elle exécute. Cela est et restera le résultat de négociations complexes entre les multiples acteurs européens et nationaux.

Cet article cherche à montrer l'évolution de la politique sociale européenne et sa contribution au processus d'intégration européenne. Il introduit les perspectives historiques de la dimension sociale de l'intégration à partir du traité de Rome jusqu'au traité de Lisbonne. Il couvre les principales politiques sociales européennes et leurs objectifs, et montre en quoi les États membres de l'Union n'ont jamais eu une vision uniforme de comment il fallait établir la dimension sociale de l'intégration. L'article présente les principaux changements des politiques sociales européennes du traité de Lisbonne et étudie leur impact dans la crise d'après 2 009. Il conclut en présentant les principaux défis auxquels les politiques sociales de l'Union européenne sont confrontées dans ce temps de crise, et présente les nouvelles questions de recherche sur l'avenir du modèle social européen.

Le concept d'un modèle social européen est extrêmement complexe et controversé. De nombreuses tentatives ont été faites pour construire une coalition à même de convaincre les États membres de l'UE d'établir un modèle social commun à mettre en place au niveau européen. Il existe désormais une nouvelle figure rhétorique construite en termes d'« État-providence d'investissement social ». Des auteurs comme Bruno Palier (France) et Joakim Palme (Suède) font valoir que la protection sociale doit être considérée comme un investissement dans une population saine, de manière à augmenter la compétitivité. Ce concept peut être en fait une tentative pour aligner les sociaux-démocrates avec les conservateurs sur une position mercantiliste, c'est-à-dire qui croit en un rôle fort de l'État pour développer les ressources de la nation. La coalition rhétorique est perçue plus clairement si elle est opposée à une autre coalition possible, une coalition des sociaux-démocrates et des libéraux, autour de l'idée de fournir un soutien aux personnes plutôt qu'aux entreprises.

Poland is analysed as a specific case of this model of capitalism. Its particularities are : the important place of the State in the economy, in particular the public ownership, relatively big financial markets and the specialisation of the international trade. The formation of this model of capitalism was strongly influenced by institutional, political and economic legacy of the socialist era. After the EU accession the evolution of institutions is impacted by the globalisation which appears through the international trade, FDI and international institutions. ; Cette thèse s'intéresse à des spécificités du modèle économique polonais.
