The author describes the models of the professionalization of the armed forces in today's world. The paper highlights three basic topics: (1) similarities & dissimilarities among the patterns of professionalization, ie, a possible emergence of a uniform, broad European model & its potential similarity with the existing Western models; (2) the ways in which various factors shape the patterns of professionalization in Central & Eastern Europe & the determination of their relative importance & role; & (3) the influence of Western politics on the professionalization of armed forces. 14 References. Izbori su za politologiju nadasve relevantna tema. Po autorovom mišljenju, tek slobodni demokratski izbori omogućuju politologiju kao znanost. U nedemokratskim porecima politologija nema nikakve perspektive jer jednostavno nema predmeta istraživanja. Definirajući najprije osnovne pojmove izbora, izbornih sustava, birača i biračkog prava autor objašnjava proporcionalni i većinski izborni sustav, njihove prednosti i mane, ilustrirajući ih na evropskim izbornim iskustvima. Na kraju autor upozorava na suvremenu krizu parlamentarizma čije ishodište je tehnokratsko ustrojstvo suvremenog društva. Po autorovom mišljenju, tehnokratsko ustrojstvo suvremenog društva i države nastoji izbjeći demokratskoj kontroli i iako je ona zajamčena ustavom. Autor smatra da izbori u Hrvatskoj potvrđuju tezu o tehnokratizaciji društva i kao da navješćuju mogućnost buduće jasne podjele na elitu i masu kao i mogućnost latentnog ili otvorenog tehnokratskog totalitarizma. ; Elections are an extremely relevant theme to politology. According to the author, only free democrat ic elect ions render politology feasible as a science. In undemocratic orders politology has no perspective because it is deprived of its subject of research. Defining first the following basic concepts - elect ions, elect ion systems, voters and voters' rights, the author describes the election systems based on the principles of proportion and majority rule, their advantages and disadvantages, illustrating them with examples from the European experience in elections. Finally, the author calls attention to the contemporary crisis of parliamentarism whose origins are in the technocratic organization of contemporary society. According to the author, the technocratic organization of contemporary society and state tends to avoid democratic control although it is guaranteed by the constitution. The author believes that the elections in Croatia confirm the thesis of the technocratization of society and seem to announce the possibility of a clear-cut distribution into elites and masses in the future, as well as the possibility of a latent or open technocratic totalitarism.
U političkome trenutku kada se Europska unija percipira kao specifična politička organizacija kompleksnoga multirazinskog sustava vlasti koji prevladava nacionalne i manjinske probleme, pojavile su se tendencije unutarnjega identitetskog i političkog komešanja kod pojedinih država članica. Španjolska predstavlja izuzetan primjer recentne političke nestabilnosti proizvedene uslijed najava referendumskih izjašnjavanja građana Katalonije o potencijalnoj neovisnosti. Ekonomska kriza koja je pogodila Španjolsku zasigurno je katalizator spomenutih tendencija, ali nipošto jedini ili odlučujući faktor u političkome zahtjevu za neovisnošću ili barem povećanom autonomijom unutar Španjolske. Potonja ima dugu povijest sukobljavanja centralističkih i regionalno-federalističkih tradicija, a njezina identitetska kompleksnost nipošto ne odgovara centralističkomu sustavu vlasti i političke teritorijalizacije. Stoga su izazovnost tematike španjolskoga regionalnog modela, njegova problematika i zahtjevi za revidiranjem suviše važna tematika koja zahtijeva pažljivo proučavanje mnoštva aspekata koje ovaj model podrazumijeva. Ovaj rad nema namjeru sveobuhvatne analize španjolskoga regionalnog ustrojstva, već kratak presjek najznačajnijih elemenata koji su reaktualizirani u novijim događajima te njihovo smještanje u odgovarajuće teorijske modele radi lakšega razumijevanja i interpretacije. ; In today's political situation when the European Union is percevied as a specific political organization with a complex multilevel system of authority which overcomes national and minority problems, certain identity and political restlesness started to emerge in some member states. Spain is an excellent example of recent political instability created due to the announcement of the citizens referendum on potential self-determination in Catalonia. Economic crisis which has affected Spain is definitely a catalyst of the mentioned tendencies, but by no means the only and decisive factor in the political claims for independence or at least greater autonomy within Spain. The latter has a long history of conflict between centralist and regional-federal traditions, and the complexity of its identity in no way corresponds to the centralized system of government and political territorialization. Therefore, the challenging themes of Spanish regional model, its problems and requirements for its revisionism are extremely important issues which require careful study from multiple aspects that such model implies. This paper is not a comprehensive analysis of Spanish regional organization, but a brief overview of its most significant elements reaffirmed in the most recent events as well as their positioning within appropriate theorethical models for easier understanding and interpretation.

The cleavages at the EU level can be defined by means of two dimensions: the first dimension is the left-right conflict & the second is the national-supranational conflict. Between the left & the supranational dimension there are political actors who advocate the policy of regulated capitalism while along the right-national dimension there are the partisans of the neoliberal approach. While the first think that the strengthening of the EU institutions is justified (the supranational level) & they champion the legislation that emphasizes the social-democratic dimension, the neoliberals promote the deregulation of economic activities at the EU level & the strengthening of the roles of national governments. Ideologically, the sympathizers of the regulated capitalism are represented by social-democratic & socialist parties, while the neoliberal model enjoyers the support of a wide array of populist, Christian-democrat, liberal & conservative political parties. Since the 1988 reform, the EU regional policy has been increasingly seen as a vehicle of the supporters of the regulated capitalism. Osnovni je cilj ovog rada utvrditi potencijalno učinkovit smjer razvoja politike razvojne suradnje Republike Hrvatske kao države članice Europske unije i države donatora. Radom se predlaže praćenje globalnih i europskih trendova razvoja te politike primjenom modela delegirane razvojne suradnje kojim je moguće ostvarivati vlastite ciljeve i stjecati koristi ne upotrebljavajući isključivo vlastita nacionalna sredstva i resurse, nego podjelom donatorskih aktivnosti, uz ekspertize i resurse svih uključenih donatora te istodobno ostvarivanje učinkovitih rezultata. Imajući u vidu ograničene financijske resurse za provedbu te politike te preuzete obveze primarno spram Europske unije, provedena analiza u radu ukazuje na model delegirane razvojne suradnje kao na moguće strateško opredjeljenje Republike Hrvatske u provedbi predmetne politike u idućem razdoblju. Holistički pristup razvoju te politike, specijalizacija za određena područja djelovanja te integracija s drugim donatorima identificirani su kao predstojeći izazovi za Republiku Hrvatsku, a ujedno i kao preduvjeti primjene modela delegirane razvojne suradnje. ; The main aim of this study is to determine possible strategic guidance for increasing the effectiveness of implementing the development cooperation policy in the Republic of Croatia, bearing in mind its membership of the European Union and the fact that, since 2011, the Republic of Croatia has been officially classified as an international donor. Thus, taking into consideration the limited financial resources available for the implementation of this policy, the analysis in this study proposes a model of delegated cooperation as a possible strategic commitment on the part of the Republic of Croatia in policy implementation in the coming period. The delegated cooperation model should be considered in the context of the Republic of Croatia's meeting its commitments towards the European Union and the global donor community, as well as guidance for alignment with current global donor trends in policy implementation. Furthermore, it should be seen as beneficial in terms of achieving the visibility of the Republic of Croatia as a donor country, its proliferation through comparative advantage, and the withdrawal of European Union funds in order to achieve its own benefits and ultimate fulfillment of global development goals. In order to achieve this, structural changes should be introduced regarding the necessary political commitments and appropriate institutional and procedural reforms. In this respect, the need to introduce changes in the existing political system of the Republic of Croatia should be considered.
Problematika optimalnog vođenja prometnog toka te osiguranja odgovarajućeg broja parkirnih mjesta prisutan je u većini visokorazvijenih urbanih sredina Europske unije pa i Republike Hrvatske. Formiranje odgovarajućeg rastera prometne mreže, uvjetovane povijesnim i postojećim građevinama i zonama izuzetno je izazovan zadatak. Isto tako, zahtjevno je i osiguranje odgovarajuće dostupnosti do slobodnih parkirnih kapaciteta u vremenima vršnih opterećenja u samim središtima urbanih područja. No, vrlo su česti slučajevi u kojima, čak i u trenutku kada se osiguraju odgovarajući parkirni kapaciteti, dolazi do zastoja na ulaznim i izlaznim terminalima parkirališta i garažnih objekata koja su derivirana nesukladnostima njihovih kapaciteta i prometnih potreba u određenom vremenskom trenutku. Upravo iz tog razloga, u radu se predstavlja potencijalni model određivanja optimalnog broja ulaznih uslužnih mjesta (terminala) primjenom teorije redova čekanja. ; The issue of the optimal management of the traffic flow and the ensuring of an adequate number of parking spaces is present in the majority of highly developed urban areas of the European Union, including the Republic of Croatia. The formation of an adequate raster of the transport network, conditioned by the historical and existing buildings and areas is an extremely challenging task. Similarly, ensuring an adequate availability of free parking capacities in times of rush hours in the very centres of urban areas is also very demanding. However, what often occurs, even when adequate parking capacities are ensured, is a halt on the input and output terminals of parking lots and garage facilities that are derived by a disproportion of their capacities and traffic needs at a specific time. Precisely for that reason, this paper presents a potential model for determining of an optimal number of input service places (terminals) by using the queuing theory.
Konkurentnost željezničkog prijevoza u usporedbi s cestovnim se smanjuje, naročito na regionalnim željezničkim prugama. Kako bi se poboljšala ta situacija, EU je donijela razne direktive i pravila u svrhu povećanja učinkovitosti željezničkih poduzeća. U ovom radu predstavljamo organizacijski i ekonomski model koji se zasniva na europskoj politici vođenja lokalnog željezničkog sustava. Organizacijski model se temelji na analizi odluke o više kriterija. Za ekonomski smo model primijenili ekonometrijski pristup u procjeni funkcije troškova i marginalnih troškova na regionalnim prugama, koji predstavljaju osnovu troškova na željeznici. Primjenom takvog organizacijskog modela, poboljšat će se funkcioniranje željezničke mreže. Istraživanjem se ustanovilo da bi promjena postojećeg modela izračuna troškova korištenja infrastrukture donijela ekonomske koristi rukovodiocu željezničke infrastrukture i onima koji su zaduženi za promet. Primjenom predloženog modela također smo ustanovili da ima smisla povećati protok robe na nekorištenim željezničkim linijama jer su troškovi održavanja željezničke infrastrukture neelastični u odnosu na prevezene bruto tone. ; Competitiveness of rail transport compared to road transport has been reducing, especially on regional railway lines. To improve this situation, the EU adopted various directives and regulations to increase efficiency of railway undertakings. In this paper we present an organizational and economic model based on European policies for local railway system. The organizational model is based on multi-criteria decision analysis. For the economic model we used an econometric approach to estimate the cost function and marginal costs in regional lines, which constitute the basis for railway charges. By implementing such an organizational model, the functioning of the railway network will improve. The research found that a change in the existing model of calculating costs of infrastructure use would bring economic effects for the railway infrastructure manager and the providers of transport. Using the proposed model we also found that it is reasonable to increase the flow of goods on unused regional railway lines because the railway infrastructure maintenance costs are inelastic with regard to transported gross tons.
Opseg aktivnosti Inspekcije cestovnog prometa u Hrvatskoj je s ulaskom u Europsku Uniju znatno povećan, prvenstveno zbog nadzora primjene socijalnog zakonodavstva u cestovnom prijevozu koje regulira područje radnih vremena mobilnih radnika, područje tahografa i tahografskih radionica te izdavanje memorijskih kartica za vozače, servisere i prijevoznike. Nameće se pitanje da li je Inspekcija cestovnog prometa u Republici Hrvatskoj ustrojena na pravi način te da li se postojećom organizacijom i načinom funkcioniranja mogu ispuniti sve postavljene zadaće. Stoga se u ovom radu primjenom znanstvenih metoda predlažu i analiziraju modeli mogućeg preustroja Inspekcije cestovnog prometa u Republici Hrvatskoj, prednosti i nedostaci predloženih modela te mogućnosti daljnjeg poboljšanja rada ove službe. ; The scope of activities of Road traffic inspection in Croatia was increased significantly by the accession to the European Union, primarily due to control of application of social legislation in road transport that regulates working time of mobile workers, the area of the tachographs and tachograph workshops and issuing of memory cards for drivers, service technicians and transporters. The question is whether the Road traffic inspection in the Republic of Croatia is organized in the right way and whether the existing organization and the functioning can fulfil all the set tasks. Therefore, this paper proposes application of scientific methods for analysing of models for possible restructuring of Road traffic inspection in the Republic of Croatia, advantages and disadvantages of the proposed models and the possibility of further improvement of this service.
Vanjska trgovima ima veliki značaj u gospodarstvu svake zemlje kroz multiplikativni efekt koji se ogleda ne samo kroz ekonomske komponente već i kroz sociokulturni razvoj. Cilj rada bio je identificirati Tursku u europskom kontekstu međunarodnih odnosa, odnosno ukazati na komparativnu i konkurentsku ulogu Turske u vanjskotrgovinskom poslovanju. Čimbenici odnosa Turske u europskom kontekstu su: demografski aspekti, sociološke i kulturološke razlike, pristupni kriteriji, ekonomski aspekti i politički izazovi. U posljednja dva desetljeća carinska unija Europske unije (EU) i Turske bila je okosnica razvoja u okviru bilateralne trgovine. U tom razdoblju Turska je postala petim glavnim trgovinskim partnerom s EU na globalnoj razini s vrijednošću bilateralne trgovine od 140 milijardi eura (2017). Slično tome, EU je najvažniji trgovinski partner Turske, koja predstavlja 41% turske globalne trgovine. Istraživanje u radu temeljeno je na analizi sekundarnih izvora podataka, a metode sinteze i deskripcije primijenjene su u interpretaciji dobivenih rezultata i formiranja zaključaka. Rezultati istraživanja pokazuju kako je integracija Turske u Europsku uniju određena kako "tvrdim" ekonomskim čimbenicima korisnosti, tako i "mekanim" čimbenicima kao što su osjećaj identiteta, religije ili stavovima prema imigrantima. Iako Turska pokazuje pozitivne ekonomske trendove u europskom kontekstu, "mekani" čimbenici ipak predstavljaju osnovnu barijeru integracije. ; Foreign trade has great significance in the economy of each country through a multiplier effect reflected not only through economic components but also through socio-cultural development. The aim of the paper was to identify Turkey in the European context of international relations, that is, to highlight Turkey's comparative and competitive role in foreign trade. Factors of the relationship between the Republic of Turkey and the European Union are: demographic aspects, sociological and cultural differences, access to critique, economic aspects and political challanges. In the last two decades, the EU and Turkey customs union was the cornerstone of bilateral trade. At that time, Turkey became the world's fifth largest trade with the EU on a global scale worth EUR 140 billion in 2017. Similarly, the EU is Turkey's most important trading partner, representing 41% of Turkey's global trade. The research in this paper is based on the analysis of secondary data sources, and synthesis and descriptive methods have been applied in the interpretation of the obtained results and the formation of conclusions. The results of the study show that Turkey's integration into the European Union is determined by both "hard" economic utility factors and "soft" factors such as a sense of identity, religion or attitudes towards immigrants. Although Turkey shows positive economic trends in the European context, "soft" factors still represent the primary barrier to integration. The great migration crizis that began in 2015, and continues today, has again put Turkey at the center of geopolitical interest, but also emphasized the interdependence of Turkey and the EU and the conceptualization of a new model of mutual relations.
Ponovnim razmatranjem formalnih značajki sklopa zvonika i kapitularne dvorane samostana sv. Marije u Zadru otvara se pitanje njegove izvorne funkcije, odnosno smisao Kolomanovog graditeljskog pothvata 1105. godine. Prijedlog rješenja problema jest funkcija kraljevske kapele, na sto- osim same arhitektonske koncepcije- ukazuju i liturgijsko- ikonografski, te povijesno- politički kontekst gradnje. Vraćajući se formalno-stilskim problemima, ovakva interpretacija Kolomanovog sklopa pruža odgovore na pitanja o širenju određenih arhitektonskih i dekorativnih oblika sa zapadne na istočnu jadransku obalu, te dalje u unutrašnjost pod jurisdikcijom ugarske crkve. ; Erection of the architectural ensemble consisting of the chapter house and the bell tower in the precinct of the nunnery of St. Mary in Zadar represents a turning point in the architectural practice of medieval Dalmatia, featuring for the first time elements of the High Romanesque style. Question of the function of this architecture, related to Hungarian king Coloman and his military campaign in Dalmatia in 1105, has not, however, been discussed so far. The form of a private chapel, that is, a hall joined by an axial bell tower with a gallery on the first floor, indicates an initial function for the private, in this case royal, liturgy. Such interpretation is supported by the architectural articulation and decorative programme of the western gallery (featuring an inscription with the name of the king), and the reconstruction of the external access to the gallery indicating a user who was not a member of the monastic community. In addition, liturgical and iconographic aspects, together with political context of Coloman's architectural intervention provide more evidence for such a use of the gallery. The iconography of the wall paintings in the gallery corresponds not only to the usual iconography of the western complexes, but also to the liturgy of laudes regiae by appearance of the same saintly figures: Christ the Saviour, Virgin Mary, John the Baptist and Archangel Gabriel. The mention of the palace built by Coloman in Zadar, provided by a 14th-century Hungarian chronicle, gives another indication of king's presence in the city, and therefore of the need for the royal chapel. Returning to the question of style, the interpretation of the complex as the royal chapel offers answers for several problems concerning the circulation of decorative and architectural forms in the region, both as the model for and the further influence of the chapel. The form was determined by its function in terms of the symbolic importance it had for its contemporaries. On the basis of the stylistic similarity, but also the symbolic compatibility, the "Contarini" phase (consecrated in 1094) of St. Mark's in Venice is established as the model for the decoration of Coloman's chapel. Diffusion of forms (cubic capitals, frieze of heart-shaped palmettes, and cross-ribbed vaulting) from Zadar to Dalmatia and to the continent under direct Hungarian ecclesiastical jurisdiction, provides a more complex picture. Firstly, one can discern the immediate and continuous influence visible in the city of Zadar (St. Thomas, St. Mary Maior, the cathedral). Furthermore, there is a homogenous group of churches on the territory newly subjected to the Church of Zadar (primarily on the island of Krk) following its elevation to the level of archbishopric in 1154. Finally, spread of the forms of Coloman's chapel to another group of churches (Gora, Szekesfehervar, Kaštel Gomilica) is related to its direct political conotations used by Hungarian church prelates or secular dignitaries. The importance of the city of Zadar and the monastery of St. Mary that caused Coloman's intervention is explained by the role of Zadar as the capital of Dalmatia since the 9th century, while the monastery gained importance through its role in the church reform, but also through the traditional ties with the family of Madii, and with Croatian king Petar Krešimir IV. It is interesting to note similar strategy of relating to the abbess that both kings used in order to strenghten their rule in Dalmatia. By relating to the monastery of St. Mary, primarily by inserting his royal chapel in its precinct, Coloman consciously followed the "traditions" of the Croatian ruler, the strategy which is discernible in other aspects of his rule as well.
