Today Europeanization is a notion that is frequently used; however, there is a clear shortage of, or even fragmentariness of scientific knowledge, within this scope. The research into the Europeanization processes were initiated by political scientists in the 1970s, although the notion itself only gained popularity in the 1990s alongside the realization of the commom European market. From that moment, Europeanization is a research problem that has attracted interest in numerous fields and scientific disciplines. David Floyd [2001, p. 109] emphasizes the fact that the majority of market changes which have occurred since the beginning of the twenty-first century took place as a result of Europeanization processes which are explicite, defined as the phenomenon of the regionalization processes. As Neil Fligstein [2009, p. 107] highlights, the "majority of the research concerning the European integration focuses only on political and legal processes (…) which is the reason for which researchers overlook the fact how deep the European economy has been reorganized". There are few works of the kind cited above, nor have there been many recent papers seeking to undertake broad and deep research into the Europeanization processes in both economic (including macro- and microeconomic fields) and noneconomic dimensions.

The aim of this text is to answer the question to what extent European integration influenced the creation and functioning of the regions in two countries: United Kingdom and Poland. The hypothesis is, based on model of different sources of regional power by A. Bourne, that in both countries the EU impact strengthened regional powers. European integration is shown as one of the factors triggering decentralization reforms in both countries. A pro-regional shift in national politics is explained as a sign of Europeanization of administrative structures and political priorities. There is evidence that European integration empowered regions in the UK and Poland. Sub-national authorities received new competencies, especially regarding regional policy implementation, and can use new channels of participation in the formulation of EU policy. Even if central governments remain to be gate-keepers between regional authorities and the EU, the regional profile has been boosted.

Definiuje go jako systematyczne przenikanie, a także transfer oraz konwergencję unijnych i zachodnich wzorców działania publicznego oraz pomysłów i rozwiązań problemów. Wskazuje, że europeizacja – niejako sama z siebie – nie zapewnia bezpośrednio mechanizmu podnoszenia efektywności działań publicznych w danym państwie (w sensie podnoszenia zdolności do uzyskiwania większych korzyści z wydanych środków). Unijna polityka publiczna – rozumiana jako działania inicjowane przez instytucje unijne – ma bowiem inną konstrukcję niż polityka krajowa, a tym samym oddziałuje na nią w dość selektywny sposób. Przede wszystkim instytucje unijne nie posiadają znaczącego wpływu na ten etap kształtowania polityki, jakim jest implementacja (poza kwestiami zgodności krajowego porządku prawnego z unijnym prawodawstwem).

The aim of the paper is to analyze how Europeanization is used as an instrument of the European Union's foreign policy in the field of promoting democracy in the world. This fi rst requires an indication that all EU activities, including its relations with the international environment, are based on specific normative foundations. They include the so-called European values regarding, generally speaking, the promotion of democracy and broadly
understood human rights, as well as strengthening peace in international relations. "European values" are not only political and ideological guidelines, but also legal norms enshrined in EU treaties, so the promotion of democracy is one of the basic goals of the EU's foreign policy. Analysis of the EU's promotion of democracy requires the presentation of the main categories used to study this issue, i.e. showing what is understood by Europeanization, as well as by the associated concepts of democratization and socialization. Then mechanisms of europeanization are examined, as well as its results and evaluation of its effectiveness is provided. In this respect the case study is very helpful, in that it examines the results of
Europeanization in relation to the EU partner countries covered by the Eastern Partnership. The paper ends with fi nal remarks constituting a summary of the studied issues.

The subject of this article is a critical reflection on how to analyse contemporary foreign policy. In times of ever-faster globalisation and deepening European integration two questions appear to be particularly important: to what extent are the classic(al) methods of explaining and analysing foreign policy still relevant? Are new theoretical concepts needed that are functional and useful? To accomplish the task described above, structural realism, as one of the major theories of international relations, has been juxtaposed with the very popular concept of Europeanization. Following this path, the relevant literature, consisting predominantly of Kenneth Waltz's works published after the end of the Cold War and the creation of the EU, has been reviewed and analysed. As for Europeanization, materials devoted to the specific issue of its impact on the foreign policies of European states and the EU Common Foreign and Security Policy as a whole has been used. To summarise, the attempt to combine and synthesize structural realism and the concept of Europeanization has been undertaken in search for an optimal (in a cognitive and explanatory aspect) method of analysing the foreign policies of EU Member States.

The author analyses the process of Europeanization in the field of public policy defining it as a systematic policy diffusion, policy transfer and policy convergence of the EU's and Western patterns of policy interventions and policy ideas as well as policy solutions. He indicates that the Europeanization – all by itself – does not guarantee the automatic improvement of policy outcome and more effective public interventions in a given country (as a way of ensuring a higher level of capacity to generate a better proportion between resources in use and benefits). The EU's public policy – as a policy activity initiated by the Union's institutions – has a different structure from that of policies on the country level, as a result, it affects them in a rather selective way. Above all, the European institutions do not have a significant influence on such a stage of policy cycle like policy implementation (except the area of legislation and its compliance with the EU law). Over the last two decades, family law has undergone changes in Western Europe, widening the definition of marriage to include same-sex couples. In addition, some East European countries offer a legal recognition of civil unions of same-sex couples, while others do not offer any legal recognition at all. This diversity in family law has been recently challenged by developments at the European level. It is argued here that this constitutes an adaptational pressure on those European Union (EU) member states that do not offer any or offer only formal recognition of same-sex couples. We examine two cases when member states faced such an adaptational pressure, namely Estonia and Latvia, focusing on the interplay of two types of factors. First is that of formal institutions which, due to their constitutional role or their expertise in the EU law, may act as facilitators of legal changes. On the other hand, there are also political actors which have tried to constrain such an adaptation. We examine here especially the role of two political parties which have made a considerable effort to oppose the change in the two countries. It is argued here that the ideological orientation of these parties explains, at least partly, their opposition to the ongoing Europeanization of family law. The paper concludes with a discussion of the main findings and their implications.

Obejmują one zróżnicowane sfery - polityczne, społeczne, gospodarcze, kulturowe oraz międzynarodowe. Pomimo wcześniejszego optymizmu w badaniach politologicznych, dłuższa analiza procesów zmian pozwala na dostrzeżenie wielu scenariuszy realizowanych w poszczególnych państwach. Termin "tranzycja" jako przejście od systemu niedemokratycznego do systemu liberalnej demokracji okazał się mało przydatny do bardziej szczegółowych analiz politologicznych. Część państw bałkańskich czy poradzieckich wybrało model "hybrydowy" zawieszony pomiędzy rozwiązaniami demokratycznymi i rynkowymi a porządkami obowiązującymi w państwie socjalistycznym do końca lat 80. A portion ofBalkan or post-Soviet states has gone for a 'hybrid' model, lying somewhere between democratic andmarket solutions on the one hand, and the routine of a socialist state at the end of the 1980s on the other.This background of events and processes is completed by 'Europeanization', treated as the promulgationof West European solutions to the whole continent and the unification of political, socio-economic andcultural systems.

This paper analyses various forms of cooperation between local institutions in European cities, which emerge from the impact of European regulations laying down general provisions on structural funds, mostly in the programming period 2000-2006. Cities are an important focus because they bring together various actors and institutions which benefit from EU funds. The main question of the paper is: how do European regulations on structural funds affect cooperation among local actors in European cities? More specifically, the paper addresses the issue of whether mobilization around EU funded projects contributes to the emergence of new forms of cooperation or whether actors benefiting from EU funds are based on pre-existing local networks and relationships. The research design involves the analysis of formal vertical and horizontal interactions among local and regional authorities and other local institutions in the city, around EU funded projects. Cooperation among the actors and institutions is analysed from two perspectives: 'top down' and 'bottom up'. Top town cooperation concentrates on decision making processes involving the evaluation of project applications for EU funds. Bottom up cooperation focuses on the mobilization of local actors which benefit directly from EU funded projects. Specifically, this paper analyses existing forms of interaction between actors within two European cities: Krakow (from a new member state) and Glasgow (from an old member state). The comparative analysis aims to find similarities and differences in mobilization of actors and interactions among them around EU funded projects. / W poniższym artykule analizowane są różne formy współpracy pomiędzy lokalnymi instytucjami w miastach europejskich, które wyłaniają się pod wpływem rozporządzeń wspólnotowych ustanawiających przepisy ogólne w sprawie funduszy strukturalnych, zwłaszcza w okresie programowania 2000-2006. Miasta dostarczają wyjątkowo interesujący materiał dla zrozumienia nowych relacji instytucjonalnych, albowiem skupiają one w sobie szereg rożnych instytucji, które korzystają z funduszy europejskich. Pytanie badawcze dotyczy zagadnienia jak rozporządzenia wspólnotowe w sprawie funduszy strukturalnych wpływają na współpracę pomiędzy instytucjami lokalnymi w miastach europejskich. W świetle powyższego, kluczowym staje się zagadnienie, czy mobilizacja wokół projektów finansowanych z funduszy europejskich przyczynia się do powstania nowej formy współpracy czy też współpraca między instytucjami wokół projektów jest oparta na już istniejących układach instytucjonalnych w mieście. W celu odpowiedzi na postawione pytania należy przedstawić jak przebiegają formalne pionowe i poziome relacje między lokalnymi i regionalnymi władzami publicznymi a innymi instytucjami na terenie miasta wokół projektów finansowanych z funduszy europejskich. Współpraca pomiędzy instytucjami jest analizowana zarówno od strony procesu decyzyjnego, dotyczącego oceny wniosków o dotacje z funduszy europejskich (odgórna współpraca), jak i od strony instytucji bezpośrednio zgłaszających się do wspólnego korzystania z funduszy europejskich (współpraca oddolna). W szczególności artykuł analizuje istniejące formy współpracy pomiędzy instytucjami lokalnymi w dwóch miastach europejskich: w Krakowie, miasta z nowego kraju członkowskiego Unii Europejskiej, i w Glasgow, ze starego kraju członkowskiego Unii Europejskiej. Analiza porównawcza ma na celu znalezienie różnic i podobieństw w mobilizacji i współpracy instytucji lokalnych wokół projektów finansowanych z funduszy europejskich.

A paper describes challenges of globalization, Europeanization and new governance towards institution of public administration body (in the fi elds of law and public management). An author mentions basic assumptions of modern public governance and main, significant elements of processes of globalization and Europeanization. It is necessary to consider the legal institution of public administration body (especially in administrative law and science of administration). The paper describes current problems of mentioned topic (such as varied kinds of development and progress – especially connected with information society). The author suggests to appreciate the complex of global values. Finally he describes the aftermentioned phenomenons not only as threats, but also as opportunities. The author recomended to use their to a better development.

They include the following: the large number and diversity of negotiators; the specific subject of EU negotiations, making them multi-level and multi-dimensional; the multistage character of EU negotiations and, thus, the involvement of various actors at different levels, calling for different kinds of negotiating activities; and, last but not least, the top-down and bottom-up processes that are the determiners of negotiations in the EU. ; The focus of the paper is the selected, most significant theoretical aspects of negotiations conducted within the European Union. The framework for cooperation of the Government with the Sejm and the Senate in EU matters is defined in the Act of 8 October 2010 (the Cooperation Act), which provides for all changes made by the Treaty of Lisbon. The changes introduced by the Lisbon Treaty have had a twofold positive effect on the participation of the Sejm and the Senate in the EU policy-making in Poland. Firstly, these changes have lead to the reflection on and the evaluation of the system of cooperation between Government and the both Houses of the Polish parliaments. This should lead to improving the effectiveness of this cooperation and filling the gaps in the existing law. Secondly, the Treaty has had a positive effect on the role of the Sejm and the Senate in EU policy-making not only through its provisions, but also indirectly – through domestic regulations which have been subsequently adopted. In the course of the adjustment process, national parliaments have managed to gain greater powers. In accordance with this, the question emerges whether of Poland's membership of the European Union should be the traditional competencies of the Polish Sejm and the Senate understood in a different way and has created a new European competency of the Polish parliament. ; Dostosowanie krajowych regulacji do nowych rozwiązań proceduralnych przyjętych w traktacie z Lizbony, w tym przede wszystkich uchwalenie nowej ustawy kooperacyjnej oraz nowelizacja regulaminów obu izb, w znaczący sposób wpłynęło na intensyfikację zaangażowania Sejmu i Senatu w unijny proces decyzyjny oraz wzmocniło pozycję polskiego parlamentu na arenie europejskiej.
