Pengaruh Tingkat Kompetensi terhadap Kinerja Pegawai Administrasi Perkantoran

Vol. 17, No. 1, April 2014, p. 79 - 96 ; One big concern towards staff competency level is by doing a comprehensive research, every organization should know how its real staff competency level, its related factor, and also the impact of competency level towards staff performance. In this research result, the variable of education background does not affect the competency level. Meanwhile working experience variable has positive relationship towards competency level. Moreover, it is proven that there is a significant difference in competency level between staffs who have ever joined trainings and those who have never joined trainings. While staffs who have office administrative and secretarial education background have better competency level compared to those who do not have similar education background. The research result shows that office administrative staff's competency significantly affects staffs' performance. This research is expected to be able to give exact description on how far the staff competency level of Satya Wacana Christian University administrative staffs, also to identify the related factors towards staff competency level and its relationship with their working performance. The result is expected to give contributions to human resources management of Satya Wacana Christian University (UKSW) in developing and improving the human resources quality especially administrative staff of UKSW

General description of women's participation in the political world in Indonesia representation is very low at all levels of decision making, both at the executive, legislative and judicial levels in the government bureaucracy, political parties both in other public societies. In this case the low quality of women's participation in politics occurs in Bali, namely in the executive ranks. Likewise, at the echelon II level, there were no women who obtained the position, that is, from the number of village heads in Bali there were no women who held more positions as lurah, even if there were only a few. In addition, in the organization of the Lembaga Pemberdayaan Masyarakat (LPM) in Bali, it is rare and there may not be women who become the Bendesa Adat or Bendesa Pakraman. This is also evident in the management of other organizations such as youth clubs and sekuna teruna. In an organization like this it is rare to find women becoming chairpersons or electing a chairperson as chairman or vice chairman. Based on this, a gender perspective is considered by involving men and women in the basic decision-making process of democratic work that will lead to equality.

POLITICAL EDUCATION TO INCREASE THE PARTICIPATION OF CONSTITUTIONAL LAW STUDENTS IN THE ELECTION OF DEWAN EKSEKUTIF MAHASISWA OF IAIN MADURA
The declining attention of young voters on several aspects makes political education very vital for the sustainability of democracy in Indonesia. Political education for students who are young voters in this case are students of the Constitutional Law is considered important to increase their participation at the tertiary level, namely the election of DEMA (Student Executive Council) IAIN Madura. This study used an approach to students of the Constitutional Law study program, Islamic State Faculty of IAIN Madura through observation and interviews as well as data collection supported by document studies through several relevant kinds of literature so that data triangulation was then carried out to produce valid data. The results showed that in the aspect of students' initial knowledge about elections from several informants of the Constitutional Law study program students obtained data that they already had a good understanding of. Then on the aspect of student perspectives on campus politics, some of them do not know information about the election of the chairman of the DEMA (Student Executive Council) due to several reasons behind it. So then to increase student political participation in the election of the chairman of DEMA the author formulated three political stimuli, namely through learning political science courses, through campus organizations, and mass media.

EVALUASI IMPLEMENTASI KEBIJAKAN SISTEM PENYULUHAN PERTANIAN DI KABUPATEN BEKASI
Bekasi regency as one of the mainstays of agriculture of West Java province is one area that can not escape from the problems of human resource development of agriculture that should get attention by local governments, the private sector and local communities. Many factors that cause deterioration of agriculture in Bekasi Regency, among others; not optimal function of the institution / organization of Agricultural Extension, operational techniques ranging from counseling; extension of distribution, identification of potential areas of extension, aspects of planning and implementation. The purpose of this study was to evaluate the implementation of agricultural extension in Bekasi based aspects of the functions of institutions / organizations and operational technical extension further identify potential areas of agricultural extension.The method used in this study is a qualitative method, ie by observation, interviews and observations documents.The results showed that: (1) Institutions / organizations that form the Executive Agency of Agricultural Extension as an institution is still limited motion in terms of both quantity and quality of personnel, bergaining institutions still sometimes overlaps with the Department of Agriculture. (2) There are still required the addition and improvement of facilities / infrastructure of agricultural extension services so as to improve the quantity and quality of the target areas. (3) Implementation of outreach are still many obstacles execution as their major influence on the political Pilkades, information outreach activities that still have not been absorbed by the farmer that still few farmers who take part in counseling, technology transfer and transfer of regeneration as a target of the main actors, and the synergy between the authorities village extension workers are not optimal.

Pengawasan Ormas Asing dalam Menjaga Ketahanan Nasional di Nusa Tenggara Barat
The existence of foreign organizations is a consequence of international relations, resulting in interaction between mass organizations in other countries and countries. In line with this, the existence of foreign organizations is regulated by Government Regulation No. 58 of 2016 and Government Regulation No. 59 of 2016. However, there are still people who are concerned about the existence of foreign organizations, which are considered to threaten the values of national unity. Therefore, this study will look at the description of the existence of foreign organizations, namely the flow of foreign organizations into NTB Province, whether their existence is known by the local government; implementation of the role of the community and local government in supervising foreign organizations; and the importance of supervising foreign organizations in order to maintain national security. The method used is descriptive narrative with a qualitative approach. Data collection techniques used library/documentation techniques and interviews with representatives from Bakesbangpoldagri, the Health Office and the Social Service of West Nusa Tenggara Province. The results of the study indicate that Bakesbangpoldagri of West Nusa Tenggara Province does not have accurate data on the existence of foreign organizations; the implementation of the role of the community and local government in supervising foreign organizations has not been realized maximally; and that the supervision of foreign organizations in order to maintain national security is important to be carried out, because the existence of foreign organizations can strengthen and weaken regional resilience, which will affect national security. ; Keberadaan ormas asing merupakan konsekuensi dari pergaulan internasional, sehingga terjadi interaksi antara ormas di suatu negara dan negara lain. IMPLEMENTASI KEBIJAKAN E-VOTING DALAM PEMILIHAN KEPALA DESA DI KABUPATEN MEMPAWAH PROVINSI KALIMANTAN BARAT
This research intended to explain the implementation of e-voting policy on the head of the village election at Mempawah Region Kalimantan Barat. The election was done for twice occasions, at 2017 and 2018. Purpose of the research was to describe and analyze the implementation process of e-voting policy on the head of the village election at Mempawah Region Kalimantan Barat. The research method in this paper was using qualitative methods with descriptive technique. In order to gain information on the implementation process of e-voting policy on the head of the village at Mempawah Region, Kalimantan Barat. Charles O. Jones (1996: 296) theory stated that the implementation process of e-voting policy was based on three pillars, which are the organization, interpretation, and application. We found that there were some obstacles in implementing e-voting policy, such as the lack of electronic facilities quantity and quality that supported the policy, there were also a lot of people which has not been registered in the e-voting application, and some negatives perception of the e-voting process. Researchers have several recommendations to overcome the problems. First, the government should do socialization on the e-voting election. Second, an improvement in the e-voting system especially on the issue of the person with disabilities. Third, evaluate the regulation. Lastly, increase the coordination among stakeholders within bureaucracy and village staff in order to have a better database of the elector.

Adoption of International Financial Reporting Standards (IFRS) in Indonesia
The IFRS can be applied in the multi national company (MNC) and listing firms across the country but it does not mean it can replace the national accounting standards that have been owned by respective countries. The accounting standardization is not an easy job because each country has different political, social, and economic background. This study is to reveal the reason and who is behind IFRS adoption in Indonesia. This qualitative research is a case study based on cases representing institutions in Indonesia: DSAK, DPN IAI, BAPEPAM-LK, the finance ministry and the ministry of state own enterprises (BUMN). Data were collected by interviews and using readily available documents and processed with thematic analysis. The result shows the adoption of IFRS decisions is driven by international interests. Indonesia's membership in several international organizations, such as IFAC (International Federation on Accountant), IOSCO, and the G-20, has resulted in the approval of global accounting standards in Indonesia. Each organization has done a variety ways to ensure that its members adopt IFRS. IFRS should be based more on Indonesia accounting needs and should not be only based on a desire particularly coercion from others. In-depth analysis based on the reality of each particular business should be conducted before a decision to adopt IFRS is taken.

IMPLEMENTASI APLIKASI E-VOTING PEMILIHAN KETUA BADAN EKSEKUTIF MAHASISWA (BEM) STMIK WIDYA UTAMA MENGGUNAKAN FRAMEWORK CODEIGNITER
Abstract – Voting is a term often used in elections and decision-makin in acommunity, agency, organization and country. This method will usually make it easier to determine the outcome and easier to agree on collectively. When an election is not in accordance with the agreement, voting can be used as a last resort. The election of the Chair of the Student Executive Board at STMIK Widya Utama is still done manually. Students who have the right to vote come to the polling stations then vote or tick the ballot papers and are collected into the ballot box. After the voting process was complete, the committee the began to count the votes. This study designed an E-voting application using the CodeIgniter Framework. This research produces a web application that can be accessed offline, has MD5 security and a more effective calculation so that this application can be accesse easily. This application also has qualified security in accordance with the benefits and purposes of research. In its development, this e-voting application applies the prototyping method which consists of several steps, namely identify basic requirements, develop initial prototype, user review and revice and echance the prototype. This application is tested using the Black Box Testing product test method which is valid and the benefit test is reliable. From the recapitulation of product test values and benefit tests, the highest percentages were obtained in the Useability and Efficiency aspects, namely 96.66% and 92.75%, which means that this e-voting application is easy to use and more efficient fot STMIK Widya Utama students.

Abstract The idea of democracy dates back to ancient Greece in the 4th century BC, the City State implemented a Democracy system that involved the community in making political decisions, where the area of the city was actually small and the population was entitled to vote for approximately 300 thousand people. Montesquieu set up a system that can guarantee the political rights of the people (trias politica), which is a system of separation of powers within the state into legislative, executive and judicial powers, each held by a different person.Democracy as a system has been used as an alternative in various social and state activities in several countries. There are two reasons for choosing democracy as a social and state system.First, almost all countries in the world have made democracy a fundamental principle. Secondly, democracy as a principle of state has essentially provided direction for the role of the community to organize the State as its highest organization. Therefore, true knowledge and understanding of citizens is needed about democracy.Carrying out democracy means straightening the intention to uphold the rights of others in opinion and accepting a different opinion or view in public requires common sense, because only by activating common sense can the potential to arrive at a substantial democracy will be realized.A democracy can be said to fail if it experiences a deadlock or stagnation in the process. Maintaining or caring for democracy in a country is not easy. There are a number of things that need to be considered so that the political order of a country's democracy remains on track, namely in accordance with the rule of law and the constitution and democratic values.

PENGARUH IMPLEMENTASI KEBIJAKAN KETERTIBAN UMUM TERHADAP EFEKTIVITAS PENERTIBAN PEDAGANG KAKI LIMA DI KOTA CIREBON
The main problem in this research are: effectiveness studies of street vendors in the city of Cirebon is still low, it is expected that the implementation of policies in public order has not been effective. Based on the above formulation of the problem, the research question is how much influence the implementation of policy on the effectiveness of public order policing of street vendors in the city of Cirebon? as well as how much influence the implementation of policy through the public order dimension implementation activities and communication between organizations, kerekteristik enforcement agencies, economic conditions, social and political, as well as the tendency of the effectiveness of the control apparatus peleksana street vendors in the city of Cirebon? The study was conducted by using Merode survey by taking samples and populations. Sebayak population 3036 people, taken a sample of 350 people. Data collection is done by means of literature study and field study (observational, waancara and questionnaires), while data analysis is done by using quantitative analysis Path Analysis (Path Analysis). The results of research that affects public order policy implementation large (54.5%) on the effectiveness of research padagang street in the city of Cirebon. Nevertheless, the effect is not optimal due to the increased effectiveness of pebertiban vendors after no more banayak public order felt by padagang pavement. Influence public order policy implementation is greater than the influence of other variables varriabel (45%), so that the effectiveness of the control of street vendors in the city of Cirebon more banayak influenced by public policy implementation.The dimensions of the implementation of development policy public order each berepengaruh the effectiveness of policing hawkers in the city of Cirebon. Kempat dimensions of public order policy, whose influence is greatest dimension is the economic, social and political (20.5%), then duusul by the influence of the dimensions of implementation activities and communication between organizations (13.8%), as well as the influence of the characteristics of the implementing agencies ( 11.6%). The dimensions of the smallest effect is the tendency of executive officers (8.6%). The influence of each dimension that cumulatively contribute to the magnitude of the inhabitants of the implementation of general policies by 54.5%.

Implementasi CEDAW tentang Penghapusan Diskriminasi Perempuan : Studi Kasus Pemilu di Indonesia Tahun 2009 dan 2014
United Nations as international organization issued an international convention to eliminate discrimination towards women, called CEDAW (Convention on Elimination of All Form of Discrimination Against Women). As the one of the nation that ratified the convention, Indonesia, adopted CEDAW articles that becomes UU RI No. 7 Tahun 1984. Indonesia agreed to prevent further discrimination towards women and implement all the policies written on those article. Unfortunately, the success and implementation of CEDAW is still doubtful, especially in political realm. The number of women political participation never reached 30% according to the affirmative action that is stated in Indonesian Constitution. The 2009 and 2014 general election showed that women's representation in parliament in still low and not having significant change. The success of CEDAW can be seen from women's political participation, measured by international indicator called GEM (Gender Empowerment Measure). GEM is used to measure shift and effectiveness of the implementation of CEDAW Convention in Indonesia, especially in political participation. This article concluded that CEDAW International Convention in political participation is not effective yet, considering the number of women in parliament not balanced with ratio of women citizen in Indonesia.

Peran NGO dalam Tata Kelola Global: Keterlibatan Amnesty International dalam UN Summit for Refugee and Migrant 2016
The refugee crisis is a global problem that needs serious attention. Responsibility-sharing is a core tenet of international responses to refugee crises. However, global governance, within the framework of the global refugee regime, is often practically ineffective to respond such problems. In this aspect, conceptual evaluation and reform are needed. In this particular momentum, civil society groups are able to be involved, in both performance evaluation and framework formulation related to global governance on refugees. One of the formal form of civil society is a non-governmental organization (NGO). Amnesty International is one of the NGOs involved in the process of evaluating and reforming global governance on refugees. This article aims to find out the form of Amnesty International's involvement in global governance on refugees. This study used descriptive-qualitative method. The findings in this article are that Amnesty International has a direct involvement in order to evaluate and to reform the global governance framework related to refugees through the 2016 UN High Summit for Refugee and Migrant. This involvement was demonstrated through performance evaluations and proposals for more genuine responsibility-sharing, both at the conceptual and technical level. Amnesty International in this involvement pursued an agenda that has two dimensions, namely: the dimension of institutional evolution and the agenda dimension.
