The United States is more diverse than ever before. Increased immigration has added to a vibrant cultural fabric, and women and minorities have made significant strides in overcoming overt discrimination. At the same time, economic inequality has increased significantly in recent decades, and the Great Recession substantially weakened the economic standing not only of the poor but also of the middle class. Diversity and Disparities, edited by sociologist John Logan, assembles impressive new studies that interpret the social and economic changes in the United States over the last decade. The authors, leading social scientists from many disciplines, analyze changes in the labor market, family structure, immigration, and race. They find that while America has grown more diverse, the opportunities available to disadvantaged groups have become more unequal. Drawing on detailed data from the decennial census, the American Community Survey, and other sources, the authors chart the growing diversity and the deepening disparities among different groups in the United States Harry J. Holzer and Marek Hlavac document that although the economy always rises and falls over the business cycle, the Great Recession of 2007-2009 was a catastrophic event that saw record levels of unemployment, especially among less-educated workers, young people, and minorities. Emily Rosenbaum shows how the Great Recession amplified disparities in access to home ownership, and demonstrates that young adults, especially African Americans, are falling behind previous cohorts not only in home ownership and wealth but even in starting their own families and households. Sean F. Reardon and Kendra Bischoff explore the rise of class segregation as higher-income Americans are moving away from others into separate and privileged neighborhoods and communities. Immigration has also seen class polarization, with an increase in both highly skilled workers and undocumented immigrants. As Frank D. Bean and his colleagues show, the lack of a path to legal status for undocumented immigrants inhibits the educational and economic opportunities for their children and grandchildren. Barrett Lee and colleagues demonstrate that the nation and most cities and towns are becoming more diverse by race and ethnicity. Das Projekt untersucht die Berufs- und Familienpassage einer Kohorte junger Fachkräfte in zwei unterschiedlich strukturierten Arbeitsmarktregionen und sechs ausgewählten Berufen, die 1989 ihre Ausbildung abgeschlossen hat. In einer quantitativen und qualitativen Längsschnittstudie wurden Ausbildungsabsolventen des Jahres 1989 kurz vor Ende der Ausbildung sowie ein Jahr danach über die bisherigen Stationen ihres Bildungs- und Berufsverlaufs befragt. In der letzten Projektphase wurde die Befragung thematisch auf die Verknüpfung mit den Passagen in Partnerschaft und Familie ausgedehnt. Eine auf Basis der quantitativen Längsschnittstudie erstellte Typologie bildete die Grundlage für die Auswahl der Jugendlichen, mit denen dreimalig problemzentrierte Interviews durchgeführt wurden. Im Mittelpunkt der Interviews standen Fragen nach Stabilität bzw. America's Children offers a valuable overview of the dramatic transformations in American childhood over the past fifty years, a period of historic shifts that reduced the human and material resources available to our children. Alarmingly, one fifth of all U.S. children now grow up in poverty, many are without health insurance, and about 30 percent never graduate from high school. Despite such conditions, economic, family, and educational programs for children have earned low national priority and have been dependent on inconsistent state and local management. Drawing upon census and survey data from 1940 to 1990, Donald J. Hernandez provides a vivid portrait of children in America and puts forth a forceful case for overhauling our national child welfare policies. Hernandez shows how important revolutions in household composition and income, parental education and employment, child care, and levels of poverty have affected children's well-being. As working wives and single mothers increasingly replace the traditional homemaker, children spend greater portions of time in educational and daycare facilities outside the home, and those with single mothers stand the greatest chance of being welfare dependent. In this thesis, I investigate the paradoxical characteristics of political struggles that take place in relation to undocumented migrant childhoods. Drawing on ethnographic research in Birmingham, UK and Malmö, Sweden between 2014 and 2017, I take as my starting point the everyday life experiences of children and families who have experienced living under an immanent risk of deportation. Through a critical engagement with issues of agency, rights and vulnerability, I contrast the experiences of the children and their families with the development of policies and political debates in both countries. By analysing the contexts of Birmingham, UK and Malmö, Sweden in parallel as sites of irregular migration, I contribute with a clearer understanding of the specific characteristics of how each context constructs and governs irregular migration and how this is experienced by migrants themselves. In this thesis, I argue that a discussion about the political agency of children positioned as undocumented migrants is crucial for an informed and contextualised understanding of the political conflicts that characterise the issue of undocumented migrant childhoods. Through an analysis of the children and families' everyday struggles, I highlight the role played by children's rights as being perhaps the most important resource for enabling limited forms of support for these families from the host societies. However, I also show how the arguments and practices surrounding rights can be mobilised for migration control. In this sense,rights are "dangerous". I suggest that if the intergenerational context of undocumented children's rights is neglected, there is a risk that the human rights of children as well as adults will be marginalised. State actors arguing for the rights of undocumented migrant children often attempt to strengthen children's deservingness by portraying their parents as "bad parents"who put their children at risk of increased vulnerability. While the state views the parents as putting their children at risk by "hiding" them, the parents view the state as putting their children at risk by trying to deport them. Parents are then forced to act as "humanitarian agents" responsible for caring for the children when state support to the rights-bearing migrant child is limited by the notion of the migrant child at risk of deportation. This "child migrant paradox" is an overall entrance point from which many of the political issues discussed in the thesis can be traced. The politics of rights in the context of undocumented migration is closely related to processes of vulnerability. Rights are mostly perceived as a matter of implementation while vulnerabilities, which rights are supposed to ameliorate, are mainly understood as descriptively self-evident. In this thesis, I problematise such commonplace understandings of rights and vulnerabilities and theorises them as fundamentally political concepts that need to be understood as enacted and reproduced through different political processes at different scales. I introduce the concept of "vulnerabilisation" to capture how states first create vulnerability through hostile policies towards undocumented migrants, then label the targeted groups as vulnerable and finally utilise this vulnerability to rationalise the governing of undocumented migrant children and families' mobility and territorial presence. To enable children's rights to be a productive tool for challenging the repressive governing of migrant families and children, I argue in this thesis that both the children's rights paradigm and the vulnerabilisation of migrant childhoods need to be problematised and contextualised. Rights struggles by and on behalf of undocumented migrant children and families thus need to be aware of the fundamentally political character of rights and vulnerability.
Regulatory and legal regulation is one of the mechanisms of state management of the system of social protection of ATO participants, which needs to be studied and improved. Public relations in the field of social protection of combatants, war veterans, servicemen and members of their families are regulated by the laws of Ukraine. But the legal norms stated in laws which control the social protection of servicemen do not fully meet the current state of social relations, socio-economic capabilities of the state, therefore they can not ensure the effective realization of the rights and liberties of ATO participants. There is a duplication of legal norms contained in the Laws of Ukraine, in legislative acts. Existing regulatory and legal acts, even sectoral ones, do not regulate all issues related to the social protection of Anti-Terrorist Operation participants and the members of their families. Thus many problems arise in this sphere. An important problem of social protection of ATO participants is the lack of an effective mechanism for solving the housing problems of servicemen participated in ATO. Though in Ukraine exists the Comprehensive program of providing housing for servicemen, other ranks and officers, officials of the customs service and members of their families, however, as a result of chronic underfunding, the effectiveness of this program as an instrument for resolving housing problems of military personnel is extremely low. The system of servicemen, veterans of war, ATO participants and members of their families benefits does not meet the needs of the present day. In order to provide an adequate level of military pay of servicemen participating in combat operations in the ATO zone, it is proposed to approximate the amount of Ukrainian servicemen military pay closer to this of the servicemen of other, in particular, neighboring states; to increase state financing of additional charges of the Ministry of Defense of Ukraine for the payment of financial assistance to the families of fallen and wounded servicemen who participated in the ATO, military clothing allowance, food and medical assistance of service members of the Armed Forces. In order to further intensify the process of solving housing problems of servicemen participants of the ATO families, it is necessary to ensure the realization of the preferential right to receive housing for families of servicemen participants of the ATO who do not have their own housing. In order to facilitate the adjustment of the servicemen participants of the ATO to the processes of peaceful life, appropriate programs of social integration, professional adaptation and psychological rehabilitation of ATO casualties should be implemented. It is necessary to establish a system of psychological and physiological (prosthetic) rehabilitation, including the creation of a regional centers network for psychological rehabilitation, equipped with innovative technologies and modern equipment. The process of ATO casualties provision with sanatorium treatment need to be improved, and it means the development and implementation of appropriate budget programs, the expansion of the network of non-state and foreign rehabilitation institutions, involving of the volunteer and international organizations in their funding, etc. ; Здійснено аналіз нормативно-правового забезпечення державного управління у сфері соціального захисту учасників антитерористичної операції та членів їх сімей. OBJETIVO Descrever a focalização e a cobertura do Programa Bolsa Família nas famílias de crianças que fazem parte da coorte de nascimentos de Pelotas, 2004 (coorte de 2004). MÉTODOS Os dados utilizados derivam da integração de informações da coorte de 2004 e do Cadastro Único para Programas Sociais do Governo Federal, no período de 2004 a 2010. Estimamos a cobertura do programa (percentual de elegíveis que recebem bolsa) e seu foco (proporção de elegíveis entre os beneficiários). Utilizamos dois critérios para definir elegibilidade: a renda familiar per capita relatada nas avaliações da coorte e pertencer aos 20,0% mais pobres pela classificação do Indicador Econômico Nacional, um índice de bens. RESULTADOS Entre 2004 e 2010, a proporção de famílias beneficiárias da coorte passou de 11% para 34%. Houve aumento em todos os quintis de riqueza. Em 2010, por quintis de renda e Indicador Econômico Nacional, 62%-72% das famílias eram beneficiárias entre os 20% mais pobres, 2%-5% entre os 20% mais ricos, e cerca de 30% das famílias do quintil intermediário. Pelo critério de renda familiar, excluindo-se o valor do benefício do programa, 29% das famílias eram elegíveis em 2004 e 16% em 2010. Pelo mesmo critério, a cobertura do programa passou de 43% em 2004 para 71% em 2010. No mesmo período, pelo critério de riqueza (Indicador Econômico Nacional), a cobertura passou de 29% para 63%. A focalização do programa caiu de 78% em 2004 para 32% em 2010 de acordo com a renda e permaneceu constante (37%) de acordo com o Indicador Econômico Nacional. CONCLUSÕES Entre as famílias da coorte de 2004, observa-se aumento importante da cobertura do programa, de seu início até 2010, quando ficou perto de 70%. O foco do programa ficou abaixo de 40% em 2010, indicando que mais da metade dos beneficiários não pertencem à população alvo. ; OBJECTIVE To describe the focalization and coverage of Bolsa Família Program among the families of children who are part of the 2004 Pelotas birth cohort (2004 cohort). METHODS The data used derives from the integration of information from the 2004 cohort and the Cadastro Único para Programas Sociais do Governo Federal (CadÚnico – Register for Social Programs of the Federal Government), in the 2004-2010 period. We estimated the program coverage (percentage of eligible people who receive the benefit) and its focus (proportion of eligible people among the beneficiaries). We used two criteria to define eligibility: the per capita household income reported in the cohort follow-ups and belonging to the 20% poorest families according to the National Economic Indicator (IEN), an asset index. RESULTS Between 2004 and 2010, the proportion of families in the cohort that received the benefit increased from 11% to 34%. We observed an increase in all wealth quintiles. In 2010, by income and wealth quintiles (IEN), 62%-72% of the families were beneficiaries among the 20% poorest people, 2%-5% among the 20% richest people, and about 30% of families of the intermediate quintile. According to household income (minus the benefit) 29% of families were eligible in 2004 and 16% in 2010. By the same criteria, the coverage of the program increased from 43% in 2004 to 71% in 2010. In the same period, by the wealth criterion (IEN), coverage increased from 29% to 63%. The focalization of the program decreased from 78% in 2004 to 32% in 2010 according to income, and remained constant (37%) according to the IEN. CONCLUSIONS Among the families of the 2004 cohort, there was a significant increase in the program coverage, from its inception until 2010, when it was near 70%. The focus of the program was below 40% in 2010, indicating that more than half of the beneficiaries did not belong to the target population.

A mixed methods approach was used to collect and analyse the data. The quantitative approach was the dominant one, while a qualitative approach was used to corroborate the quantitative findings. The quantitative data was collected through a survey. One hundred questionnaires were distributed among the beneficiaries of selected preventive family-strengthening programmes, which were parenting and marriage enrichment programmes. The beneficiaries of the programmes were selected through simple random sampling from the databases of the NGOs which had agreed to participate in the study. The qualitative component of the study produced results which supported the quantitative findings. This data was collected through in-depth interviews which were conducted with fifteen purposively selected social workers who were involved in the implementation of the selected preventive family-strengthening programmes. The findings of the study indicated that although both of the parenting and marriage enrichment programmes do cater for the common problems which affect families, in many cases they do not appear to meet the expectations of their intended beneficiaries. The study found that of the 10 objectives of the parenting programme, only 6 were being met. The programme was found to have achieved its objective of helping parents to understand the behaviour of their children, to be sensitive to their feelings, to develop their self-esteem, to communicate effectively with them, to build the family and to understand their rights with respect to grants. However, the beneficiaries who attended the programme were still unable to encourage self-discipline, to talk to their children about sexuality, to prevent instances of violence in their families or to deal with problems pertaining to child abuse, which represents a failure to meet four of the specific objectives of the programme. The marriage enrichment programme was found to have met its objectives to help couples to assess strength and growth areas, to strengthen their communication skills and to develop personal goals, goals for themselves as couples and goals for their families. The objectives of helping couples to resolve conflicts constructively, to resolve problems pertaining to their families of origin and develop workable budgets or financial plans between spouses were not being met, as the findings indicated that most of the beneficiaries were still struggling to meet these three specific objectives. Their failures in these domains could be attributed to the perceptions which their African culture had instilled in the beneficiaries. The results of the study also indicated that attending the preventive family-strengthening programmes had strengthened the cohesion of families. The discernible evidence of cohesion in the families of most of the beneficiaries who had attended the programmes was expressed through shared affection, a sense of loyalty, reciprocity, solidarity within families and shared decision making. On the basis of the findings, it is recommended that the government should provide adequate means to facilitate the implementation of the programmes, to facilitate partnerships among stakeholders and to ensure the continuous monitoring and evaluation of the programmes. It is also recommended that in order to meet the vii expectations of the beneficiaries of the programmes, needs assessments which engage the communities in the reviewing of the content of the programmes should be performed. Art und Umfang der Bildschirmtextnutzung. Beurteilung des Bildschirmtextangebots. Die Erhebung erfolgte anhand folgender Instrumente: 1. Haushaltsfragebogen, 2. Personenbogen, 3. Aufzeichnungen über BTX-Benutzungen und 4. Befragung von Subsamples zu 6 unterschiedlichen inhaltlichen Themen zum Bildschirmtext.
Themen: 1. Haushaltsfragebogen: Haushaltsgröße; Standort des Bildschirmtext-Gerätes; Anzahl und technische Ausstattung weiterer Fernsehgeräte; Telefongebühren vor und seit Bildschirmtextnutzung; Anzahl und Nutzungsschwerpunkt von Telefongeräten im Haushalt; Probleme bei der Anschaffung, bei der Installation und bei der Technik des Bildschirmtext-Gerätes; Gründe für eine weitere Nutzung bzw. Nichtnutzung des Bildschirmtextes nach Abschluß des Feldversuches; vorhandene und erwünschte Ausstattung des BTX-Gerätes.
Interviewerrating: Wohnverhältnisse; Wohnumfeld; Entfernung zur Düsseldorfer Innenstadt; Datum des ersten Interviewerbesuches; vereinbarter Termin für das Interview; Einverständniserklärung des Befragten zur Verknüpfung aller Befragungsteile.
2. Personenbogen: Nutzungsintensität und Nutzungsinteresse am Bildschirmtextangebot; detaillierte Bewertung und Erfassung der Nutzungshäufigkeit von BTX-Angeboten; allgemeine Zufriedenheit mit der Lesbarkeit sowie Gestaltung des gesamten BTX-Angebotes; positive und störende Eigenschaften des Bildschirmtextangebotes; präferierte Suchstrategie; allgemeine Einstellung zur Bildschirmtextnutzung (Skala); Beurteilung der Seitengebühren; Art und Umfang der Videotext-Nutzung; Vergleich ausgewählter Bildschirmtext- und Videotext-Angebote.
3. Aufzeichnung einer jeden Bildschirmtext-Nutzung für den Zeitraum von 7 Tagen (maximal jedoch 20 Nutzungen): Gründe für den Beginn einer BTX-Nutzung; Art der genutzten BTX-Angebote; Erfolg einer gezielten Informationssuche; Nutzungszufriedenheit; Anwesenheit weiterer Personen bei dieser BTX-Nutzung.
4. 6 (zeitversetzte) Befragungswellen bei Subsamples des Teilnehmerfeldes (insgesamt 906 Haushalte) mit immer gleichem Standardteil (siehe Personalbogen) und jeweils Fragen zu folgenden spezifischen Themen (also je Subsample nur eine der folgenden Befragungswellen):
a) BTX als Informationsmedium: Art, Umfang und Bewertung der benutzten Informations- und Nachrichtenangebote; Vor- und Nachteile der BTX-Informationsangebote im Vergleich zu anderen Informationsquellen; benutzte Service- und Beratungsinformationen sowie Fachinformationen und Nachschlagewerke vor der Bildschirmtexteinführung und neben der Bildschirmtextnutzung; präferierte Informationsquellen; Schwierigkeiten beim Wiederauffinden von Informationen; Häufigkeit von Informationsvorsprung gegenüber Freunden und Bekannten durch BTX-Nutzung; vermutete Entwicklung des BTX-Informationsangebotes in der Zukunft; Veränderungen in der Mediennutzung seit der Benutzung von BTX; Verbesserungswünsche; Verhalten bei Empfang von Falschinformationen; Bekanntheit des Codeworts (Passwords) unter den Haushaltsmitgliedern.
b) BTX als Werbeträger: Nutzungshäufigkeit der verschiedenen BTX-Angebote; Beurteilung der Angebotsfülle; Informationshäufigkeit und Informationsquellen über das Waren- und Dienstleistungsangebot von Firmen, Verbänden und öffentlichen Einrichtungen; Einstellung zur Werbung in BTX (Skala); Beurteilung einer BTX-Seite auf ihren Informations- und Werbegehalt hin sowie auf ihre Nützlichkeit; Einstellung zur Kennzeichnungspflicht der Werbung; präferierte Verteilung der Aktualisierungskosten für Informationsangebote; Password-Bekanntheit in der Familie;
c) BTX als Vertriebsweg: Nutzungshäufigkeit der verschiedenen BTX-Angebote; Nutzung der Informationsangebote des örtlichen Einzelhandels; Einholen von Angeboten und Produktinformationen über langlebige Gebrauchsgüter zum Zwecke der Beschaffung; Einschätzung der Substitution der Warentesthefte durch BTX; Besitz eines Versandhauskatalogs und Bestellung von Waren direkt aus dem Katalog über BTX; Änderung der eigenen Kauffrequenz bei Versandhäusern seit der BTX-Nutzung; Einschätzung der Kompliziertheit der Versandhausbestellung über BTX; Abwicklung von Bankgeschäften über BTX und dabei wahrgenommene Probleme; Bankgeschäfte, die man nicht über BTX erledigen würde; Wichtigkeit von BTX-Angeboten gewerblicher Reiseveranstalter sowie öffentlicher Verkehrsunternehmen; Verhalten beim Buchen von Geschäfts- und Privatreisen; erwartete Bedeutung ausgewählter BTX-Informationsangebote nach bundesweiter Einführung; Nutzung kostenpflichtiger BTX-Angebote; Wünsche nach Angebotsausweitung; Einstellung zum Einkaufen über BTX (Skala); nicht gelieferte BTX-Bestellungen; Beurteilung ausgewählter Informationsteile auf einer BTX-Seite; Password-Bekanntheit in der Familie.
d) BTX als Unterhaltungsmedium: Nutzungshäufigkeit der verschiedenen BTX-Angebote; Präferenz und Häufigkeit von Freizeitaktivitäten; Veränderungen in der eigenen Mediennutzung und Freizeitgestaltung seit der BTX-Nutzung; Häufigkeit der BTX-Nutzung zusammen mit Familienangehörigen oder Freunden; Gespräche über BTX; Nutzung von BTX als Freizeitbeschäftigung (Skala); Anlässe für die eigene Nutzung des BTX-Mitteilungsdienstes; Password-Bekanntheit in der Familie.
e) BTX in der Familie: Befürworter und Gegner der BTX-Anschaffung innerhalb der Familie; Nutzungsgewohnheiten von Bildschirmtext durch restriktive Handhabung des Codeworts (password); Anlässe und Ablauf einer gemeinsamen BTX-Nutzung; Gründe für alleinige BTX-Nutzung; Nebenbeibeschäftigungen bei der BTX-Nutzung; wahrgenommene Veränderungen in der Familie durch BTX; BTX als Entscheidungshilfe; Kostenbewußtsein bei der BTX-Nutzung; Konflikte bei der Nutzung des Fernsehgerätes als Bildschirmtext-Gerät sowie durch die Belegung des Telefonanschlusses; BTX-Nutzung und Fernsehgewohnheiten der Kinder. In Form einer schriftlichen Befragung wurde in einem Ausfüllheft eingetragen: Personen mit einem besonderen technischen Interesse in der Familie sowie mit den besten Kenntnissen über BTX; Person, die die meisten BTX-Abwicklungen vornimmt und Gründe dafür; Art der Aufgabenverteilung zwischen den Ehepartnern und eventuelle Veränderungen seit Benutzung von BTX.
f) BTX und Einzelprobleme wie z.B. Rechtsfragen, Mitteilungsdienst usw.; Einschätzung der Zuverlässigkeit der BTX-Informationen; juristische Kenntnisse bei Vertragsabschlüssen über BTX; Bedeutung der Vorankündigung der Abrufentgelte für einzelne BTX Seiten; Einstellung zur Erfassung persönlicher Daten durch die BTX-Teilnahme von Seiten der Post sowie von Seiten der BTX-Anbieter; Perzeption von Datenschutzproblemen im Zusammenhang mit BTX; Nutzungshäufigkeit und Anlässe für die Nutzung des BTX-Mitteilungsdienstes; Einstellung zum Mitteilungsdienst (Skala); Substitutionsmöglichkeiten durch den BTX-Mitteilungsdienst; Nutzung des BTX-Systemtelefonbuchs; Freizeitaktivitäten; Informationen und Impulse durch BTX zu weiteren Freizeitaktivitäten; Nutzung von Veranstaltungshinweisen sowie BTX-Informationen der öffentlichen Einrichtungen und Behörden; Erleichterung von Behördenkontakten durch BTX; berufsbedingter Umgang mit Nachschlagewerken und Büchern; Beurteilung der beruflichen Verwendbarkeit von BTX (Skala).
