Interesovanje za teoriju i praksu rane intervencije u Srbiji je intenzivirano poslednjih desetak godina. U praksi su odavno zastupljeni različiti oblici rada sa decom sa smetnjama u razvoju ranog uzrasta, dok su teorijsko uobličavanje znanja i sistemski pristup ranoj intervenciji, sagledani kroz donošenje državnih odluka, uključivanje sadržaja iz ove oblasti u studijske programe fakulteta koji školuju defektologa, novijeg datuma. Cilj ovog rada je da ukaže na ključne promene i aktivnosti usmerene na razvoj nacionalnih sistema rane intervencije, s posebnim osvrtom na Srbiju. Od šest priotiteta sadržanih u dokumentu Poziv na akciju: Podrška razvoju dece u ranom detinjstvu koji je Vlada Srbije sačinila u saradnji sa UNICEFOM, a koji je zasnovan na Konvenciji o pravima deteta, Ciljevima održivog razvoja i najboljim interesima za svako dete posebno je značajan prvi podrška roditeljstvu. Izdvajanje ovog prioriteta bazirano je na činjenici da je podrška dobrobiti deteta jedan od najvažnijih ciljeva predškolskog vaspitanja i obrazovanja i da je ostvariv samo onda kada porodica može na adekvatan način da oblikuje sopstvene životne okolnosti. Osim toga takozvani model F-reči, utemeljen na odrednicama Međunarodne klasifikacije funkcionisanja, invalidnosti i zdravlja, vidi porodicu kao centralni "kontekstualni" činilac razvoja, koji ima najbolji potencijal za pružanje fizičke i emocionalne bezbednosti deteta i čija dobrobit treba da bude primarni cilj uključivanja u programe rane intervencije i obezbeđivanja usluga. In practice, various forms of work with children with disabilities at an early age have long been represented, whereas theoretical shaping of knowledge and systematic approach to early intervention seen through state-decision making, inclusion of contents from this area in university programmes for educating defectologist, are of the more recent date. The aim of this paper is to point out the key changes and activities directed to development of national early intervention systems, with special reference to Serbia. Considering the six priorities contained in the document Call to Action: Support to children development in early childhood, created by Government of Serbia in cooperation with UNICEF, based on Convention on the rights of the child, Sustainable development goals and best interest for each child individually, the first one is especially important, parenting support. The selection of this priority is based on the fact that supporting the welfare of the child is one of the most important goals of preschool education and that it is achievable only in case when the family can adquately shape their own life circumstances. Besides, the so-called F-word model based on the International Classification of Functioning Disability and Health, recognizes the family as the central "contextual" factor, with best potential for providing physical and emotional security to the child, whose welfare should be the primary goal of inclusion in early intervention and service providing programmes. Although, the work with family is the key factor in positive outcomes of early intervention, current practice in this segment of work can be described as a long journey from and approach focused on decision-making and treatment professionals, to the family-oriented approach. Collaborative skills are still the great challenge for professionals who accept family-oriented model, as it is necessary to replace the role of decision-maker, "advice transcriber" with the role of partner, listener, assistant and consultant.
This article deals with problems of poverty in Croatian society. The introductory part points out the economic and political circumstances in which the poverty of a considerable number of citizens becomes an important social problem. In the next part, concepts of absolute, relative and subjective poverty are defined. This is followed by an overview of the results of research into the extent of absolute and relative poverty in Croatian society conducted from 1998 to 2009. The results show that the rate of relative poverty basically remained the same throughout the above-mentioned period. Furthermore, it is shown that the risk factors causing citizens' poverty are the following: low level of education, unemployment, low retirement pensions, old age, and large number of children in the family. The author concludes that the Croatian government neither developed nor carried out any systematic and efficient plan of fighting poverty in Croatian society. Adapted from the source document.
The subject of this dissertation relates to the study of psychosocial characteristics of military servicemen. The military profession implies significant social and personal responsibilities, requires discipline and unconditional compliance with the hierarchy of the military organization, willingness to be transferred if required, possible separation from the family, changing work environment and difficult working conditions, sometimes hazardous to health and life, and often quoted is also a limited freedom to express personal opinions and to participate in trade unions and politics. The military profession has undergone numerous transformations in the contemporary environment. Family tradition, which contributes to the development of the personality profile that predisposes a person to successful military service, has also undergone significant changes. The question is what represents the capacity of the individual to adapt to the military profession in the modern military organization, and what factors contribute to a successful military career. The success rate assessment is important for gaining insight into the proper balance of actual skills, knowledge and behavior patterns of officers possessing the desired standards in the defense system, set by the government and various requirements of international integration processes. Apart from rewarding the work, an adequate success rate assessment is important for personnel development planning, conception and evaluation of educational programs, HR policies, and is particularly important as a validation of selection procedures and in terms of enhancing complexity of the selection criteria for admission to the military (Pajević, 2006). In the military practice thus far, the officers' success has been perceived through the officer's rank, level of education / training, awards, duties that the officer has performed or is currently performing. Family environment, financial solvency and resolved housing issues have been used as the data complementing the picture of the officer, without a deeper analysis of the connection of these factors with motivation and success in the military profession. The PhD dissertation Family Context, Authoritarianism and Success Rate in the Military Profession deals with the success rate of the military profession performance from the perspective of the family and its role in the professional selection, advancement and success. The family context is considered to be both the family of origin and the current officer's family, more precisely, the emotional quality of partner relations. The family of origin is considered through the perceived parental upbringing practices towards children (acceptance and rejection). The current officer's family is considered as a modern institution that meets numerous psychological needs, such as affiliation, loyalty, protection, union, support and intimacy. The quality of emotional relations in partnerships is assessed on the basis of subjective evaluation of mutual respect, communication, understanding, acceptance and agreement in daily emotional partner relations (current families of officers). The main objective of the research is to determine the parameters associated with success in the military profession. In the core of the research is the family, i.e. the perceived parental upbringing styles and practices in the family of origin and their contribution in shaping the personality of a person whose professional choice is the military vocation, performed with more or less success. In addition, the relations between these parameters and the quality and satisfaction with partnerships have been studied, as well as the ways those partnerships contribute to the satisfaction and success in the military profession. Specifically, we were interested whether the contribution of the current partnership to the satisfaction and success in the military profession is more significant than the contribution of the family of origin. A particularly important aim of the research was to study the contribution of upbringing styles and practices in the family of origin in shaping the authoritarian personality structure, as well as the connection between authoritarianism and the parameters of success in the military profession. The study used the Questionnaire on Success in the Military Profession (designed for research purposes), Parental Acceptance/Rejection Questionnaire - PARQ (Rohner, 1984), Revised F scale of authoritarianism (Rot and Havelka, 1973) and Dyadic Adjustment Scale - DAS (Spanier, 1976) to assess the emotional quality of partnerships. The reliability of the applied tools is high (Cronbach's alpha coefficients range from 0.744 to 0.893). The sample is purposive and composed of the Serbian Armed Forces officers (443 in total), divided into three subsamples (successful, average, and unsuccessful) in accordance with the criteria set by the Ministry of Defense and the Serbian Armed Forces. The correlation analysis results have shown a statistically significant positive correlation between the perception of the parental acceptance (mother, father), on the one hand, and educational and professional success, positive perception of the job and people, good cooperation and communication with both superiors and subordinates, on the other hand. Also, a statistically significant negative correlation between the authoritarian personality structure – authoritarianism, and the criteria of objective and subjective success was found. The respondents with higher levels of authoritarianism are more commonly found in the lower ranks and have lower performance grades, while the respondents with average (lower) levels of authoritarianism have higher ranks and higher performance grades. The respondents with higher levels of authoritarianism assessed the cooperation with the subordinates in helping to resolve personal problems with higher scores. In addition, it has been determined that there are complex relations between the conformity of intimate partners and success in performing their jobs. A statistically significant correlation between the conformity of the partners and the objective elements of success was determined. Officers with higher performance grades perceive a greater cohesion in partnerships, while the lower ranked officers of more satisfied with agreement in the partnership dyad and emotional expression. Also, there was a statistically significant correlation found between the conformity of intimate partners and the subjective success rates. The respondents with higher self-assessment of their professional performance, knowledge of the rules and regulations of the military service, good relations with the subordinates are more satisfied in the partnership dyad. A statistically significant correlation between the perceived parental acceptance / rejection and authoritarianism was determined. The respondents who perceive their parents as rejecting and hostile have a more pronounced authoritarian personality structure. Also, the respondents who assessed their parents as accepting have established a better conformity with their intimate partners in all aspects. The results of multiple regression analysis show that authoritarianism is a significant predictor of the objective success rate, while the emotional quality of partner relations is a significant predictor of the subjective success in the military profession. The obtained results conform with all of the hypotheses and previous research suggesting that the professional success depends on a proper balance between the family and professional roles. In addition, the results and conclusions can be further developed on the basis of research of other relevant factors of professional success, such as: psychological personality profile, system of values, social and emotional intelligence, communication skills. Also, the results enhance the knowledge about the factors of the general professional success, including the military profession (especially in terms of the development of authoritarian personality structure from the perspective of the parental acceptance / rejection theory, as well as the importance of the emotional quality of partner relations) in order to implement them in the military education curricula (primarily in the Military psychology subject) and training plans for the Ministry of Defense and the Serbian Armed Forces personnel, innovation in the selection processes and modification of the psychological selection criteria, and career management.
The author analyses the symbolism of the concepts such as stick, rod, club and birch in the metaphorical political terminology. The author shows that these symbols are present both in the language of the Western political philosophy and the non-Western cultures, while their connotations vary: they are reminiscent of a phallus, of a warrior's spear and arrow, a cudgel which a master uses on his disobedient slaves and family members, a shepherd's staff for managing his herd and the accoutrements used both in black and white magic. Because it was the estate of a junior branch of the Habsburg family, Belje was treated as land confiscated by the state after 1918. At first it was occupied by the army, then it came under the administration of the National government of Baranja, Backa and Banat, and finally it fell under the control of the Ministry of Trade and the Ministry of Finances in Belgrade, which meant that it was officially the property of the crown. All this had a negative effect on the economy of the estate, which became a problematic enterprise instead of a model of successful agricultural production. Following the death of King Alexander, and with the establishment of commercial ties between the Kingdom of Yugoslavia and the Third Reich, Belje attained relative independence in its export policy. Nonetheless, as regards the hiring of labourers and connections with Croatia, Great Serbian policy continued to hold sway. (SOI : CSP: S. 525)
The paper analyzes the strategic documents that the Government Serbia adopted in the period from 2008 through 2011, from the point of the extent to which basic ideas and principles of sustainable development are present in those strategies. By adopting the National Strategy for Sustainable Development in 2008 the Republic of Serbia has accepted that sustainable development becomes its permanent development orientation and of course one of the prerequisites for entry into the family of modern European states. However, given the symbolist, traditional and declarative approach to the concept of sustainable development, it can be established that most the adopted strategic documents, that is, national strategies are not essentially, but only formally, in line with the National Strategy for Sustainable Development. The reasons are certainly found in the fact that the state, that is, the administrative structure, did not understand the essence of sustainable development and the opportunities it provides. Although the idea of sustainable development should be approached from a critical standpoint, there is no doubt that by its political ignorance in the politics of the Serbian government it loses the necessary and costly time needed to strengthen the process of modernization and ecologisation of the society in Serbia.
The ownership structure is one of the determining factors in the development of all agricultures; Croatia's is not an exception to this rule. I the long run, the ownership structure is undoubtedly going to determine the direction of the development of the market-oriented Croatian agriculture. The process of building the ownership structure appropriate to the market economy is neither simple not fast, let alone cheap. An overnight change in the ownership structure is neither possible nor prudent. The existing ownership structure of Croatian agriculture is the result of a century and a half long historical development. Socio-economic and political factors exerted a strong influence onthe process of the ownership structure's formation. Today Croatia has an "atomized" estate of only 2.9 hectares. A century ago the average size of estates was 8 hectares. This fragmentation is a direct result of the agrarian reform and colonization in the second Yugoslavia when the land maximum was reduced to 10 hectares. The existing - very unfavorable structure - should be in the transitional period gradually adapted to the family economy as the basis of future development, which will be market-oriented, cost-effective, and profitable. In this paper it had been started from the question what was in diachronic included in the term Middle Europe, and why it was impossible to define it precisely in any sense. 'New Middle European Concept', actual in the 80s of the previous century, had also political background, but in his creation Middle European intellectuals had part in it, and it meant the fight for cultural unity of Middle European, for the recognition of their European identity. One of the first, and the most important supporter of this concept from Yugoslav area is Danilo Kish in whose literary oeuvre this virtual space is additionally mythologized. The research attention was directed to Kish's essay 'Variations on Middle European Themes', in which he had elaborated in a concise manner his comprehension of Middle Europe, Middle European culture, Middle European writer, and numerous interviews in which he had thoroughly been elaborating these attitudes. There the writer expresses his comprehension of fascism, and Stalinism, Ahasuerus, and Judaism as 'family happiness', nationalism of small peoples, inferiorities of their 'barbarian languages', and attitudes on ironic lyrisms, 'consciousness on form', and stateless people as basic poetic features of Middle European writers. Due to all mentioned, and some universal truths on the mentioned symbolic tops, this essay is rightfully considered as one of Kish's most important self-poetic texts.

Glavna teza teorije modernizacije jeste da se promene u socioekonomskoj sferi društva reflektiraju na njegov sistem vrednosti. Zato u savremenim društvima slabe tradicionalne a jačaju moderne i postmoderne vrednosti. Specifičnost bivših socijalističkih društava odnosi se na to da je u njima, nakon protivrečnog procesa polumodernizacije, došlo do intenzivnog procesa retradicionalizacije. Tranzicija mlade generacije u odraslo doba događa se u konkretnom društvenom kontekstu za koji je karakterističan "sukob" suprotstavljenih vrednosti. Stoga je važno ispitati koje društvene vrednosti mladi prihvataju. Najpre se to odnosi na studentsku populaciju, s obzirom na to da je to resurs iz kog će se u budućnosti regrutovati društvena elita. U radu se problematizuju sledeća pitanja: U kojoj meri suprotstavljeni procesi modernizacije i retradicionalizacije društva ostavljaju traga na vrednosne orijentacije studenata? U kojoj meri se stavovi studenata razlikuju s obzirom na socijalne karakteristike njihovih porodica? Statistička obrada je obuhvatila univarijatnu, bivarijatnu i multivarijatnu analizu. Rezultati pokazuju da većina studenata prihvata postmoderne vrednosti (multikulturnost), a vrlo malo njih prihvata tradicionalne vrednosti (klerikalizam i etnocentrizam). Utvrđena je veza između tradicionalnih vrednosnih orijentacija i konzervativnih porodičnih obrazaca. S tim u vezi je zaključak da su rezultati u saglasnosti sa hipotezom o liberalizujućem efektu obrazovanja. ; This paper analyses the students' value orientations based on the survey conducted at the University of Rijeka (N=635). The main thesis of the theory of modernization is that changes in the socioeconomic sphere of society generate changes in its predominant value system. Therefore, in the modern societies, the weakening of the traditional and the strengthening of modern and postmodern values can be observed. This was particularly noticeable in the ex-socialist societies whose social and political transitions were generally followed by the process of intensive retraditionalization. The transition of younger generation to adulthood is taking place in the specific context of the postsocialist and post-war transformation of a society, which is characterized by the "clash" of opposing social values. Therefore, it is important to explore which social values are embraced by the young people. This is particularly important in the context of student population, because many of them will become representatives of the future social elites. The paper seeks to address the following questions: To what extent the opposing processes of modernization and re-radicalization of post-socialist societies effects students' expectance of different value orientations? To what extent different family backgrounds effect students' adoption of traditional, modern or postmodern values? Data analysis was carried out through univariate, bivariate and multivariate statistical procedures. The results of our research show that students chiefly support the postmodern values (multiculturalism) and chiefly do not support the traditional values (clericalism and ethnocentrism). Furthermore, the analysis has established a link between students' orientation to traditional values and existence of conservative patterns in their family background. The text is re-examining the previously established dilemma related to whether Serbia (without Kosovo and Metohija) is the country of second demographic transition, i.e.: has the transition been de-blocked, under the assumption that this is a worldwide historical process of transformation of industrialized countries. The last thesis, around which there exists a lot of controversy in the contemporary population theory, is however not dealt with in detail; to the contrary, it is used as the general theoretical framework for the exploration of the most recent tendencies in the transformation of nuptiality and fertility regime in Serbia, as well as in the western and countries in post-socialist transformation. Special attention is given to the ideational changes, more precisely to the specific features of the value profile of the Serbian population, which is one of the most important determinants of the societal framework, that acts in the back of the afore mentioned aggregate demographic indicators. Finally, the hypothesis is posed (which should be further investigated by means of in-depth research and complementary approach) that the speeding-up of the second demographic transition and intensification of the individualisation not only of the partnership but of the parenthood as well, accompanied with the rise of living standard and social support to balancing work and family, would have produced important emancipating and, concomitantly, positive socioeconomic and demographic effects.
У раду је представљена група писама из преписке Корнелија Станковића која се налазе у Архиву Србије у Београду. У периоду између 1853. и 1865. године, Станковић је одржавао приватне и професионалне контакте са пријатељима, познаницима и сарадницима, међу којима су биле значајне личности из различитих друштвених кругова и културно-политичке јавне сфере на подручју Хабзбуршке монархије и Кнежевине Србије. Сачувана писма сведоче о многобројним композиторовим професионалним активностима, о условима у којима је живео и радио и културно-историјским приликама којима је био изложен. У раду се доноси листа најзначајнијих Станковићевих кореспондената и кратак преглед садржаја писама. ; The aim of the research offered in this article was to present a group of letters from the correspondence of Kornelije Stanković, kept in the Serbian Archive in Belgrade. In the period between 1853 and 1865, Stanković corresponded with a great number of his collaborators, connoisseurs and friends from different social groups. Many of them were important figures in the cultural and political sphere in the Habsburg Monarchy and the Princedom of Serbia. Besides a complete list of letters, parts of particular letters from the most important Stanković's correspondents were discussed in this article. They testify about numerous composer's artistic activities and his professional environment, as well as his intimate everyday life, his relationships with friends and family, the state of his health and finances. This part of Stanković's correspondence was observed as a source of important information about the composer's role in Serbian musical and cultural history.
While the author is impressed by Cornwell's style and presentation, he is appaled by the lack of seriousness exhibited by the author who writes about an imprtant subject (not broached for the first time, by any means) and by demonstrated inability to supress his preconceived notions and even prejudices. Cornwell relies heavily on Owen Chadwick, which assures that he mentions most important facts about the involvement of the Cardinal and Pope Pius XII (whom Cornwell systematicaly entitles by his family name. Pacelli) in contemporary politics, but he bends and ignores Chadwick's research when he makes his judgment about the Pope. Cornwell's treatment of the Catholic Church in the Independent State of Croatia (he gives it an entrie chapter) is a traversy of research and objective writing. His main source. if not the only, for the presentation of the Church in Croatia during the World War II is the 35 years old book by Carlo Falconi. Cornwell perhaps did not know , but he could have and must have been informed, that Falconi wrote his piece on the basis of the propagandistic material given to him by the Yugos]av secrete service and propagandists, which served the purpose of anti-Chatolic propaganda in Yugoslavia. A well intended reader could excuse Cornwell (he does not read Croatian and could not know what some authors wrote about Falconi's sources at the time his book appeared), if he did not point those "Croatian materials" as essential not only for the condemnation of the Croatian Catholic episcopate, but for Pius XII as well. The Republic of Serbia has already missed several historical chances to join the European Union but is currently in a a position to define and accelerate the process leading to a united Europe, and therefore confirming that it historically, economically, regionally and culturally belongs to the European family of nations. Accession to the EU is one of the most important goals of modern Serbia which realization Serbia will become an organized state, gain political stability and provide intensive economic development. Defining the development strategy of Serbia to join European Union includes the necessary political conditions (stability of democracy and its institutions, respect for fundamental human and minority rights), economic conditions (the existence of a functioning market economy that is able to withstand the pressure of competition in the internal market of the European Union) as well as administrative requirements (the ability of future members to take and apply the primary and secondary EU legislation and to implement the aims of political, economic and monetary union). Joining single market of the European Union opens up opportunities for marketing of domestic products and services, where it should be noted that the export of our companies in the EU amounts to over 50% of total domestic exports. This proves that the European Union is traditionally the most important export market for Serbia. Therefore, the integration of Serbia into the European Union is viewed as the headquarters of growth of the Serbian economy through the growth of export of domestic products to the EU market. The most positive effects are measurable in the area of agriculture, where our country has a surplus in agricultural trade with the EU. Serbia has preferential status for 90% of agricultural products, which should be taken advantage of, so that agrarian reform is going in the direction of maximum increase in production until joining the EU. There are also great chances in car industry, where most of the commercial reorientation is done under the auspices of the European Agreement.
