This study aimed at identifying of off-balance information in the Consolidated Financial Statement of the Brazilian Federal Government (GBS). In order to achieve this purpose, we delimited the knowledge about the financial statements as the core of the accounting information, following the steps taken to elaborate and evaluate the Brazilian Federal Government institutions GBS and characterized what is information off-balance. From a methodological point of view, the document analysis technique was applied, based on Chapter 5 of the Report and the Prior Opinion on the General Government Accounts of the Republic, prepared by the Federal Court of Accounts (TCU), for the period between 2013 to 2015, dividing the didactic script into three stages: superficial reading, in the pre-analysis stage; splitting of the text by year and by groups of accounts, in the material exploitation stage; and presentation of results, highlighting the information provided by the analyzes, in the final stage. The Accounts of the President of the Republic reports, prepared by the Comptroller General of the Union (CGU), were also used for the period from 2013 to 2015 to observe the impacts of this information on the GBS. The findings of the study show that the off-balance information resulted in reliability and trustworthiness losses in the information analyzed, implying an unregistered amount of almost R$ 1.9 trillion in 2013, R$ 37.5 billion in 2014 and R$ 23, 88 billion in 2015. ; Este estudo tem como objetivo identificar evidências de informações off balance no Balanço Geral da União (BGU). Para alcançar tal propósito, foram delimitados os conhecimentos acerca das demonstrações contábeis como núcleo da informação contábil, percorridos os passos observados para elaboração e apreciação do BGU pelas instituições do Governo Federal brasileiro e caracterizado o que é informação off balance. Do ponto de vista metodológico, foi aplicada a técnica da análise documental, tendo como base o Capítulo 5 do Relatório e o Parecer Prévio sobre as Contas do Governo da República, elaborado pelo Tribunal de Contas da União (TCU), relativo ao período de 2013 a 2015, dividindo o roteiro didático em três etapas: leitura flutuante, na etapa da pré-análise; desmembramento do texto por ano e por grupos de contas, na etapa da exploração do material; e apresentação de resultados, com destaque para as informações fornecidas pelas análises, na etapa final. Também foram utilizados os relatórios de Prestação de Contas do Presidente da República, elaborados pela Controladoria-Geral da União (CGU), relativos ao período de 2013 a 2015, para observar os impactos dessas informações no BGU. Os achados do estudo mostram que as informações off balance resultaram em perdas da confiabilidade e fidedignidade das informações analisadas, implicando o montante não registrado de quase R$ 1,9 trilhão em 2013, R$ 37,5 bilhões em 2014 e R$ 23,88 bilhões em 2015.

The effectiveness of body practices, regular physical activity and sports is scientifically demonstrated as a health vector and should be adopted in all environments. The goal is to investigate if, in the 21st Century, the Brazilian federal government created public policies that include these practices and activities in the scope of Basic Education in favor of health. Methodologically it is an exploratory documentary study. As a result, Surveillance of Risk Factors and Protection for Chronic Diseases by Telephone Survey, National Health Survey, National Continuous Household Sample Survey and National School Health Survey are the surveys that support public policy and that, in line with The National Health Promotion Policy of 2006, 2014 and 2017, with the SUS Law, the Education Guidelines and Bases Law and the Federal Constitution / 1988, the Health at School Program is the main inter-federative and intersectoral public policy. ; A eficácia das práticas corporais, atividades físicas e esportivas regulares é cientificamente comprovada como vetor de saúde e devem ser fomentadas em todos os ambientes. O objetivo é investigar se, no Século XXI, o governo federal brasileiro formulou políticas públicas que as contemplem no âmbito da Educação Básica em prol da saúde. Metodologicamente é um estudo exploratório documental. Como resultados, a Vigilância de Fatores de Risco e Proteção para Doenças Crônicas por Inquérito Telefônico, Pesquisa Nacional de Saúde, Pesquisa Nacional por Amostra de Domicílios Contínua e Pesquisa Nacional de Saúde do Escolar são os inquéritos que subsidiam aspolíticas públicas. Conclui que, alinhado com a Política Nacional de Promoção de Saúde de 2006, 2014 e 2017, Lei do SUS, Lei de Diretrizes e Bases da Educação e a Constituição/1988, o Programa Saúde na Escola é a principal política pública interfederativa que as contemplam.

The article analyzes the transformative capacity of the Ministry of Social Development and Fight against Hunger (MDS) in shaping structural change in Brazilian municipalities. The study is based on the concepts of organizational and institutional learning, on a combination of analytical categories of the institutional and neo-institutional approaches and on traditional means of government control. As for methodology, this study used process tracing, in-depth interviews, and documentary analysis of regulations, decrees, and resolutions that create direct and indirect incentives to induce agreements and cooperation of municipalities with the Ministry. We identified two important causal mechanisms: a) organizational and institutional learning processes; and b) inter-federative cooperation that, combined, generated significant changes in municipal bureaucratic capacity. The findings show the importance of the Union's transformative capacity in the process of public policy decentralization in Brazil. ; El artículo analiza la capacidad transformadora del Ministerio de Desarrollo Social y Lucha contra el Hambre (MDS) en la conformación del cambio estructural en los municipios brasileños. El estudio se basa en los conceptos de aprendizaje organizacional e institucional y en una combinación de categorías analíticas del enfoque nuevo institucionalismo y los medios administrativos de control gubernamental. Mediante el uso de rastreo de procesos, entrevistas en profundidad y un análisis documental de reglamentos, decretos y resoluciones fueran analizados incentivos directos e indirectos para la firma y acuerdo de los municipios. Identificamos dos importantes mecanismos causales, el aprendizaje organizacional e institucional y la cooperación inter-federativa que, combinados, generaron cambios significativos en la capacidad burocrática municipal. Los resultados demuestran la importancia de la capacidad transformadora de la Unión en el proceso de descentralización de las políticas públicas en Brasil. ; O artigo analisa a capacidade transformativa do Ministério do Desenvolvimento Social e Combate à Fome (MDS) de moldar mudanças estruturais nos municípios brasileiros. O estudo baseia-se nos conceitos de aprendizagem organizacional e institucional e em uma combinação de categorias analíticas da abordagem neoinstitucional e dos meios tradicionais de controle governamental. Utiliza-se de process tracing, de entrevistas em profundidade e de análise documental das normativas, decretos e resoluções que criam incentivos diretos e indiretos para adesão e pactuação dos municípios. Identificamos dois mecanismos causais importantes, processos de aprendizagem organizacional e institucional e cooperação interfederativa que, em conjunto, geraram mudanças significativas na capacidade burocrática municipal. Os resultados mostram a importância da capacidade de transformação da União no processo de descentralização das políticas públicas no Brasil.

The paper analyzes the professionalization process of Brazilian federal bureaucracy, aiming to uncover advances and persistent dilemmas that have been present in Brazil's recent democratic period, between 1995 and 2014. Following a literature review of the historical evolution of federal bureaucracy, the paper discusses key dimensions related to the professionalization of the public service. It concludes that there was a wide range of advances with regard to recovery and diversification of the workforce, financial valuation, and training, among others. However, dilemmas and challenges remain, especially related to the historical gap between careers and positions in federal public administration. ; El objetivo de este trabajo es analizar el proceso de profesionalización de la burocracia brasileña del gobierno federal. En este sentido, la investigación pretende responder cuáles son los avances y dilemas persistentes en el período democrático reciente entre 1995 y 2014. Después de una revisión de la literatura sobre la evolución histórica de la burocracia federal, el artículo analiza las dimensiones clave relacionadas con la profesionalización del servicio público de país. De ello se concluye que existe una amplia gama de avances con respecto a la recuperación y la diversificación de la fuerza laboral, la valoración financiera, el aumento de la formación, entre otros. Sin embargo, los dilemas y desafíos permanecen, sobre todo para hacer frente a la brecha histórica entre carreras y puestos en la administración pública federal. ; O objetivo deste artigo é analisar o processo de profissionalização da burocracia brasileira no âmbito da administração pública federal. Nesse sentido, a pesquisa se propõe a responder quais seriam os avanços e dilemas persistentes no período democrático recente, entre 1995 e 2014. Após uma revisão de literatura da evolução histórica da burocracia federal, o trabalho discute dimensões centrais relativas à profissionalização do serviço público no país. Conclui-se que houve um conjunto amplo de avanços no que tange a recomposição e diversificação da força de trabalho, valorização pecuniária, aumento da qualificação, entre outros. Todavia, permanecem dilemas e desafios, sobretudo, no enfrentamento do fosso histórico entre carreiras e cargos na administração pública federal.

The dimensioning and behavior of environmental expenditures made by a country are required information to assess the relevance that the theme occupies in public and private agendas, because they allow for the understanding of priorities and commitments in the pursuit of sustainable development. Here we present the federal government's environmental spending for the years between 2001 and 2018. During this period, the federal government spent an average of R$ 5.9 billion per year on the environment, which corresponds to a total of R$ 106.7 billion. This represents an average of 0.10% of GDP/year and 0.25% of total federal government spending/year. Or, to expenditures in the amount of R$ 30.43 per capita/year. The largest expenditures were practically shared among three themes: the management of aquatic resources, in particular with the payment of unemployment insurance for artisanal fisherfolk (25.65%), on other environmental protection activities, which includes the operational costs of the Ministry of the Environment and related institutions (25.63%), and the management of liquid effluents and wastewaters (24.73%). Compared to other LatinAmerican countries, Brazil's spending on environmental protection is, proportionally, small, indicating that successive Brazilian governments have given low budgetary priority to environmental policies. Despite this, Brazil has developed a series of actions that have resulted in progress in environmental policies.

Este estudo trata dos fatores associados aos desperdícios ativo (corrupção) e passivo (ineficiência) que ocorrem no processo de gestão pública, aqui focado nos gastos com saúde pública. Buscando chamar a atenção para a ocorrência do desperdício passivo, a pesquisa investigou a seguinte questão: quais fatores de desperdício ativo e passivo estão associados com as irregularidades na gestão dos recursos repassados pela União aos municípios brasileiros para a área de saúde no ano de 2010? As evidências empíricas foram obtidas nos relatórios de auditoria da Controladoria Geral da União (CGU) elaborados no ano de 2010 referentes a 102 municípios fiscalizados. Para a identificação do desperdício ativo foram observadas 3 variáveis e para o desperdício passivo 17 variáveis. Os dados relativos às variáveis foram submetidos a uma análise fatorial para agrupá-los em fatores associados estatisticamente com as irregularidades na gestão dos recursos destinados à saúde pública dos municípios auditados. Os resultados da pesquisa não mostraram nível adequado de significância para o desperdício ativo, enquanto que, para o desperdício passivo, evidenciaram três fatores denominados: Fator 1 Inadequabilidade Administrativa (o qual agrupou as variáveis: não pagamento de tributos, não ocorrência de contrapartida e má administração); Fator 2 Fraca Fiscalização (o qual agrupou as variáveis: inexistência ou fraca atuação do conselho e licitação fracionamento); e Fator 3 Baixo nível de Compliance (o qual agrupou as variáveis: licitação irregular e irregularidade não relacionada ao Prefeito). A principal conclusão da pesquisa relaciona-se à identificação da necessidade da implantação de mecanismos de governança no setor público, os quais poderiam reduzir o desperdício ativo e passivo. ; This study addresses factors associated with active (corruption) and passive (inefficiency) waste that occur in the process of public management and focuses on public health expenditure. Seeking to draw attention to the occurrence of passive waste, this study investigated the following question: what factors of active and passive waste are associated with irregularities in the management of the funds allocated by the Federal Government to Brazilian municipalities for healthcare in 2010? Empirical evidence relating to 102 audited municipalities was obtained from the audit reports of the Office of the Comptroller General (Controladoria Geral da União - CGU), which was established in 2010. Three variables were analyzed for the identification of active waste, and 17 variables were used for passive waste. Data pertaining to the variables were subjected to factor analysis and grouped into factors statistically associated with irregularities in the management of public health funds in the audited municipalities. For active waste, the study results did not show an adequate level of significance, whereas for passive waste, three factors were identified: Factor 1, Administrative Inadequacy, which included the variables "non-payment of taxes", "non-occurrence of matching funds" and "mismanagement"; Factor 2, Weak Supervision, which included the variables "lack of or poor performance of the council" and "fractional bidding" and Factor 3, Low Level of Compliance, which included the variables "irregular bidding" and "irregularities not related to the mayor". The main conclusion of the study is the identification of the need to implement governance mechanisms in the public sector that could reduce active and passive waste.

This article analyzes how subnational governments request transfers from the federal government in Brazil. Using microdata on applications for discretionary transfers from the Brazilian federal government to municipalities between 2009 and 2016 and a regression discontinuity design (RDD), I show that mayors affiliated with the president's party demand substantially more resources than opposition mayors, meaning that the partisan alignment is an important channel to request transfers. On the other hand, the effect varies among mayors from other coalition parties. Thus, the results show that partisan alignment between different levels of government is a key factor in explaining the requests for discretionary resources in Brazil. ; Este artículo investiga cómo gobiernos subnacionales en Brasil solicitan transferencias federales al gobierno central. A partir de microdatos sobre las solicitudes de transferencias discrecionales de los municipios brasileños al gobierno central (2009-2016) y de un diseño de regresión discontinua (RD) se demuestra que los alcaldes del partido que ocupa la presidencia requieren sustancialmente más recursos que los alcaldes opositores, lo que indica que la alineación partidaria es un canal importante para solicitarlos. Por otro lado, este efecto es heterogéneo entre los alcaldes de partidos que integran la coalición de gobierno a nivel federal. Los resultados demuestran que la alineación partidaria entre diferentes niveles de gobierno es importante para explicar la demanda de recursos discrecionales en Brasil. ; Este artigo investiga como governos subnacionais solicitam transferências federais junto ao governo central no Brasil. Usando microdados sobre os pedidos de transferências voluntárias dos municípios à União entre 2009 e 2016 e um desenho de regressão descontínua, mostra-se que prefeitos do partido que ocupa a Presidência da República requerem muito mais recursos do que prefeitos oposicionistas — indicando que o alinhamento partidário constitui canal importante para solicitá-los. Por outro lado, esse efeito é heterogêneo entre prefeitos de partidos que integram a coalizão de governo federal. Desse modo, os resultados mostram que o alinhamento partidário entre diferentes níveis de governo importa para explicar a demanda por recursos discricionários no Brasil.

This text investigates how public policies focused on racial equality were inserted in the governmental agenda and how they were implemented by the Brazilian federal government from 2000 to 2014. The research strategy was a case study, using process tracing to analyze the facts in this period. Based on this tool, a timeline was developed, consisting of three periods and a background section. The first period (2000 to 2002) refers to the time of preparation for the Durban Conference in 2001 and its immediate effects. In the second period (2003-2009), the institutionalization of the racial equality policy within the federal government was marked by the rise of the government of the Workers' Party (PT) and by the creation of a dedicated department on ministerial level - Secretaria de Políticas de Promoção da Igualdade Racial (the Secretariat of Policies for the Promotion of Racial Equality). The last period (2010-2014) incorporates the policy consolidation, in which developed norms and decisions established the legitimacy of the undertaken policies and allowed their expansion. To investigate each period in relation to the stated aims, questions and assumptions, the research was divided into three non-linear steps. In the first stage, the focus is to trace the timeline, with the main events of each period and with the main causal mechanisms that led to the institutional change. The second stage focuses on qualifying the institutional change, characterizing its main aspects. In the third stage, it tries to identify how the categories of the various protagonists, contexts and institutions acted in the process of institutional change. The investigation was based on documental, bibliographical and interview research. It is concluded that the process of insertion of racial equality policies in the Brazilian federal government in the period from 2000 to 2014 was promoted by causal mechanisms such as international pressure, institutional tension and normative validation, configuring a layered institutional change trajectory, which also lead towards processes of change by conversion and by drift.
