Favela is a place in the social space which is generating amongst their residents staying features typical of persons in total institutions. In Polish reality are functionings three favel's kinds - post- PGR housing estates, high-rise block housing estates, workers' districts and the poor districts. Living people in favelas can't see the link between the hard work and the internal development. Such people usually want achieve socially not having accepted cells of accepted socially agents of their accomplishment, i.e. the education, the network of contacts, the classification and financial means. He remains the exit R. Merton's form of the innovative adaptation.

Celem niniejszej monografii jest zaprezentowanie aktualnego kształtu sieci bezpieczeństwa finansowego w Polsce. Punktem odniesienia, a zarazem tłem prowadzonych rozważań będą rozwiązania przyjęte na poziomie Unii Europejskiej. Monografia składa się z wprowadzenia, 7 rozdziałów, podsumowania i bibliografii. Rozdział pierwszy zawiera krytyczny przegląd definicji oraz wyznaczników stabilności i niestabilności systemu finansowego. W kolejnym rozdziale zaprezentowano zagadnienia teoretyczne dotyczące konstrukcji sieci bezpieczeństwa finansowego jako kluczowego mechanizmu zapewniania stabilności finansowej. Wskazano także na konkretne instytucje tworzące sieć bezpieczeństwa finansowego w strefie euro oraz w Polsce. W kolejnych pięciu rozdziałach zostały zaprezentowane poszczególne instytucje sieci bezpieczeństwa finansowego w Polsce, przez pryzmat ich celów i zadań oraz instrumentów oddziaływania na stabilność finansową. W rozdziale trzecim został przedstawiony organ nadzoru makroostrożnościowego w Polsce - Komitet Stabilności Finansowej. W rozdziale czwartym została przybliżona rola i zadania Ministerstwa Finansów w kontekście budowania stabilności finansowej. Rozdział piąty zawiera rozważania na temat znaczenia Narodowego Banku Polskiego jako wiodącej instytucji, czuwającej nad zapewnianiem stabilności systemu bankowego. W rozdziale szóstym została omówiona rola Komisji Nadzoru Finansowego jako instytucji sprawującej nadzór mikroostrożnościowy nad podmiotami rynku finansowego. Rozdział siódmy zawiera analizę funkcjonowania Bankowego Funduszu Gwarancyjnego, jako instytucji gwarantowania depozytów bankowych i podmiotu odpowiedzialnego za przeprowadzanie procesu resolution (restrukturyzacji problemowych banków). ; The purpose of this monograph is to present current shape of the financial security network in Poland. The reference point and, at the same time, the background to the deliberations under consideration will be solutions adopted at the level of the European Union. The monograph consists of an introduction, 7 chapters, a summary and a bibliography. The first chapter contains critical overview of the definitions and determinants of both stability and instability of the financial system. In the next chapter theoretical issues concerning the construction of the financial security network as a key mechanism for ensuring financial stability are presented. Specific institutions forming financial security network in the European Union and Poland are also indicated. In next five chapters, individual institutions of the financial safety network in Poland are presented, through the prism of their goals and tasks as well as instruments of impact on financial stability. Third chapter presents the macro-prudential supervision authority in Poland - the Financial Stability Committee. Fourth chapter presents the role and tasks of the Ministry of Finance in the context of building financial stability. Fifth chapter contains reflections on the significance of the National Bank of Poland as the leading institution supervising the stability of the banking system. Sixth chapter discusses the role of the Polish Financial Supervision Authority as an institution supervising micro-prudential supervision of financial market entities. Seventh chapter contains the analysis of Bank Guarantee Fund functioning, as the bank deposit guarantee institution and the entity responsible for carrying out the resolution process (restructuring of problem banks).

The subject of the analysis in the article is the participation of the local government administration in running a cultural institution. The situation in the Podlaskie voivodship has been analyzed on a nationwide basis. The main problems focus on the principles and methods of financing cultural institutions by regional self-government and various ways of obtaining additional, extra-budgetary funding for their activities, especially from Ministry of Culture and National Heritage and the European Union. The author points to spatial, social, and financial diversification related to the access to cultural events and participation in them using the example of Podlaskie voivodship. He propounds greater professionalisation related to running cultural institutions at the level of the voivodship as well as conducting pro-development cultural policy by local government units. He also stresses the need for activating local and regional communities in connection with cultural events and participation in organizing them. Participation in culture at the local and regional level and prudent government policy in this area are the foundation for building a strong social and regional identity.
The paper presents the results of studies on the estate autonomy and accountability of publicly funded higher education institutions in Poland. An attempt has been made to answer the questions: "Was the level of HEI campus use in recent years the subject of public and administrative control? Were the decisions on significant extension of campuses economically viable?" The questions are of special importance in view of the deepening demographic decline, the lower level of public funding and the growing estate operating costs. An analysis of empirical data shows that when considerable resources, both national and European, were available for HEI infrastructure upgrading and development, Polish HEIs were not under an obligation to show how they manage the assets at their disposal. This may have contributed to a substantial, albeit not always judicious increase in the space available, which in turn may give rise to financial problems of individual HEIs and affect the future of the whole system of higher education. ; W artykule przedstawiono wyniki badań nad autonomią i rozliczalnością polskich uczelni publicznych w zakresie nieruchomości. Starano się w nim odpowiedzieć na pytanie: Czy w ostatnich latach uczelnie podlegały społecznej i administracyjnej kontroli poziomu wykorzystania posiadanych kampusów, a podejmowane przez nie decyzje o znacznej ich rozbudowie były ekonomicznie uzasadnione? Pytanie to ma szczególne znaczenie w dobie pogłębiającego się niżu demograficznego i zmniejszania stopnia finansowania szkolnictwa wyższego ze środków publicznych oraz rosnących kosztów utrzymania budynków. Analiza danych empirycznych pokazuje, że w okresie rozdzielania znacznych krajowych i europejskich środków publicznych na rozbudowę czy modernizację infrastruktury akademickiej uczelnie w Polsce nie były zobligowane do wykazywania, jak gospodarują powierzonym im majątkiem. W konsekwencji mogło przyczynić się to do istotnego (nie zawsze jednak uzasadnionego) wzrostu powierzchni uczelnianych zasobów, który może w kolejnych latach skutkować problemami finansowymi poszczególnych jednostek, a także determinować przyszłość całego systemu szkolnictwa wyższego.

The paper discusses needs, possibilities and directions of the transformation of the state financial assistance to students. The problem should be appraised in the context of the financial reform of the entire educational system, and the financing of institutions of higher education in particular. The difficult economic position of Poland, on one hand, encourages reforms of the state financial assistance to students, on the other side however, it hampers prompt and fundamental reforms. Every financial reform at the institutions of higher education is based on the fundamental assumption, that the real amount of the resources allocated to such institutions will not be decreased but will be raised. The second condition involves participation of all parties in the discussion concerning the desired directions of the transformation of the financial system and of the consensus development. The basic question to be resolved is the possibility of cutbacks in the indirect assistance to students for the sake of the direct assistance and the possible increase of loans at the expense of some types of grants, in particular. The Author explains different forms of loans, out of which only direct state loans can be currently depleted in Poland. Experiences of the Western European countries are utilized in these considerations. ; Przedmiotem rozważań są potrzeby, możliwości i kierunki zmian w systemie pomocy finansowej państwa dla studentów. Problem ten powinien być rozpatrywany w kontekście zmian finansowania całego systemu edukacji, w tym finansowania szkół wyższych. Trudna sytuacja gospodarcza Polski jest - z jednej strony - argumentem za koniecznością zmian w systemie finansowania edukacji i pomocy dla studentów, z drugiej — czynnikiem ograniczającym możliwości szybkich i radykalnych zmian. Warunkiem podstawowym każdej reformy finansowania szkolnictwa wyższego musi być założenie, że realna wartość środków przeznaczonych na to szkolnictwo nie tylko nie może maleć, lecz powinna stopniowo wzrastać. Drugi warunek-to uczestnictwo wszystkich zainteresowanych stron w dyskusji nad kierunkami zmian w systemie finansowania i osiągnięcie consensusu w tej sprawie. Podstawowe kwestie do rozstrzygnięcia to: możliwości zmniejszenia pomocy dla studentów typu pośredniego na rzecz pomocy bezpośredniej, a w ramach pomocy bezpośredniej - możliwość wprowadzenia form pomocy zwrotnej (obok czy zamiast części stypendiów). Autorka wyjaśnia różnice między różnymi formami kredytu, z których tylko bezpośrednie pożyczki rządowe mogą znaleźć praktyczne zastosowanie obecnie w Polsce. W rozważaniach wykorzystano doświadczenia krajów zachodnioeuropejskich.

The effective absorption of European funds, contributes to the development of the economy of a member state. This ability depends on the conditions of both the recipient and the institution transferring funds. The beneficiary effectiveness depends on its level of development, which determines the hierarchy of its needs and skills of own resources' accumulation, necessary co-financing. The institution transferring funds are decisive quality of the institutional system and the transparency regulations for EU assistance. The financial correction is a sanction for any irregularities made by the beneficiaries in the implementation of projects co-financed by European Union funds. The aim of the analysis is to determine the factors affecting the risk of repayment of the EU grant by the beneficiary during the permanence period, and to indicate the level of significance of occurred deficiencies that affect the amount of financial correction. The essential thesis is a statement that there are many irregularities in the shelf life associated mainly with insufficient knowledge and experience of the beneficiaries. ; Efektywna absorpcja przyznanych środków europejskich przyczynia się do rozwoju gospodarki kraju członkowskiego. Zdolność ta jest uzależniona od uwarunkowań zarówno beneficjenta, jak i instytucji przekazującej środki. Po stronie beneficjenta efektywność zależy od poziomu jego rozwoju, który wyznacza hierarchię jego potrzeb, oraz od umiejętności zgromadzenia środków własnych, niezbędnych przy współfinansowaniu. Po stronie instytucji przekazującej środki decydujące to jakość systemu instytucjonalnego i przejrzystość regulacji dotyczących pomocy unijnej. Korekta finansowa stanowi sankcję za wszelkie nieprawidłowości dokonane przez beneficjentów w zakresie realizacji projektów współfinansowanych ze środków funduszy Unii Europejskiej. Celem analizy jest określenie czynników wpływających na ryzyko zwrotu dotacji unijnej przez beneficjenta w okresie trwałości oraz wskazanie poziomu istotności zaistniałych uchybień, które rzutują na wysokość korekty finansowej. Zasadniczą tezę stanowi stwierdzenie, iż istnieje wiele nieprawidłowości występujących w okresie trwałości, związanych głównie z niedostateczną wiedzą i doświadczeniem beneficjentów.

Dyskusja wokół kwestii konfliktu interesów między funkcją realizacji polityki pieniężnej a funkcją nadzoru bankowego wpływa na rozwiązanie instytucjonalne polegające na włączeniu lub niewłączaniu funkcji nadzoru do zadań banku centralnego. Z tego też względu przez wiele lat Europejski Bank Centralny (EBC) nie sprawował nadzoru w stosunku do instytucji kredytowych. Przy konstrukcji Europejskiego Systemu Banków Centralnych zwyciężyła koncepcja niemiecka całkowitego wydzielenia nadzoru z EBC. Gdyby nie kryzys finansowy lat 2008-2013, prawdopodobnie do dziś EBC nie sprawowałby nadzoru nad instytucjami kredytowymi. Pomimo utworzenia w 2011 r. Europejskiego Urzędu Nadzoru Finansowego dwa lata później zdecydowano się powierzyć EBC nadzór bankowy nad najważniejszymi instytucjami finansowymi na obszarze Unii Europejskiej. Trudno dziś rozstrzygnąć, czy połączenie polityki pieniężnej i nadzoru pod jednym dachem EBC było posunięciem korzystnym, dopiero za kilka lat będzie można ocenić, czy zwiększyła się efektywność nadzoru. ; The discussion involving the conflict of interest between the implementation of monetary policy and banking supervision influences the institutional solution to the question of the inclusion or non-inclusion of the supervisory function among the tasks of the central bank. Consequently, credit institutions were, for many years, left unsupervised. This situation would have probably continued until today, had it not been for the financial crisis of 2008-2013. Despite the appointment of the European Financial Supervision Office in 2011, supervision of the main EU financial institutions has recently been vested in the European Central Bank. Whether this decision was the right move will only be known in (the) years to come, when the effectiveness of this supervisionhas been assessed.

This article concerns the effectiveness of price regulations (the application of the rate cap) in the shadow banking area. The author analyses the situation in Poland and the examples from the selected markets (where this type of regulations was implemented). Taking into account that the main role of the regulator is to ensure the highest possible level of consumer protection in the financial market, by eliminating the negative impact of asymmetries and usury - the effectiveness of proposed solutions stays crucial for all market players. Until 2015 lending activity and market practices related to microloans (payday loans) offered by Non-Banking Financial Institutions in Poland were not regulated. After Amber Gold's bankruptcy a lot of actions were taken to regulate the consumer finance market including a plan to limit the maximum cost of a consumer loan. All the proposed measures were similar to those implemented in other countries. Examples of regulations from other countries show that too restrictive regulations may have increased financial exclusion, but too liberal/imprecise ones might make them ineffective. Regardless the identified risks, the Polish government decided to apply hard/ restrictive market regulations.
The contradictions and conflicts were, are and will be widespread. There are in all human communities, even in the world of politics, economy and finance. A potential source of conflicts are contradictions. When a conflict of interest is disclosed, a conflict situation arises. In addition to the conflict that brings positive effects there are also destructive conflicts that contribute to the disorganization states, regional communities, institutions and firms. The contradictions of financial interests and destructive conflicts in the sphere of finance are at the heart of research undertaken in this article. The key research problem is therefore the answer to the question of how to minimize the negative consequences of destructive conflicts in the sphere of finance. The main objective is to develop a theoretical and methodological framework for the theory of conflicts in the financial sphere, and to formulate an original concept of good integrated governance, based mainly on assumptions of ordoliberalism. ; Sprzeczności i konflikty były, są i będą zjawiskiem powszechnym i wszechobecnym. Występują we wszystkich ludzkich wspólnotach, również w świecie polityki, gospodarki i finansów. Potencjalnym źródłem konfliktów są sprzeczności. Kiedy sprzeczność interesów zostaje ujawniona, powstaje sytuacja konfliktowa. Oprócz konfliktów interesów, które przynoszą skutki pozytywne, występują też konflikty destruktywne, które przyczyniają się do dezorganizacji państw, społeczności regionalnych, instytucji i przedsiębiorstw. Sprzeczności interesów finansowych i konflikty destruktywne w sferze finansów znajdują się w centrum rozważań w niniejszym artykule. Kluczowym problemem badawczym jest odpowiedź na pytanie o sposoby minimalizowania negatywnych konsekwencji konfliktów destruktywnych w sferze finansów. Celem głównym jest opracowanie podstaw/ram teoretyczno-metodycznych do teorii konfliktów w sferze finansów wraz ze sformułowaniem oryginalnej koncepcji good integrated governance, opartej głównie na założeniach ordoliberalizmu.

The Eastern Partnership (EaP) is undoubtedly a key project of the
European Union's eastern policy. It is being implemented by the EU in cooperation with six partner countries, three of which (Ukraine, Georgia and Moldova) are more committed to establishing integration ties with the EU, while others are more restrained. The article tries to show that the functioning of EaP is influenced not only by its direct implementers, but also by various external actors. The most important of these are global and regional powers such as Russia, the United States, Turkey and China, as well as international financial institutions (including in particular the International Monetary Fund) and, to some extent, the North Atlantic Alliance. Their positions towards the Eastern Partnership may take the form of opposition, support or ambivalence. The analysis carried out allows us to conclude that while the impact of these actors on the functioning of the Eastern Partnership should not be overestimated,
it should not be underestimated, especially in the light of possible
scenarios for the future.
The paper presents the principles and the directions of the education process reform at the Academy of Economics in Poznań, as well as internal and external institutional conditions, legal and financial, which decide about the success of undertaken activities. It constitutes an attempt to analyse in critical way the Academy's experiences and to systematize the challenges the academy will face soon. ; Artykuł zawiera omówienie zasad i kierunków reformy studiów w Akademii Ekonomicznej w Poznaniu, a także wewnętrznych i zewnętrznych warunków instytucjonalnych, prawnych oraz finansowych, które przesądzają o powodzeniu podejmowanych działań. Jest próbą krytycznej retrospekcji, oceny drogi przebytej przez Uczelnię, a równocześnie uporządkowania zadań stojących przed Akademią Ekonomiczną w najbliższym czasie.
