Kamu Tercihi Teorisinin iktisat politikası uygulamalarına temel bakış açısını oluşturan "Anayasal İktisat" yaklaşımının özünde siyasi süreçte rol alan aktörlerin davranışlarının iktisadi analizinin yapılarak devletin iktisadi alandaki yetkilerinin anayasal düzeyde tanımlanması ve sınırlarının belirlenmesi yatar. İktisat yazınında 1970'li yılların başlarına kadar hâkim olan görüş devletin aktif talep politikalarıyla arzu edilen makro ekonomik hedeflere ulaşabilmesinin mümkün olacağıydı. Ancak bu yıllarda ortaya çıkan ve geleneksel iktisat teorileriyle açıklanamayan gelişmeler talep yönlü iktisat politikalarına yönelecek bir şüpheyi de beraberinde getirmiştir. Temellerini Sosyal Sözleşme Teorisi ve Kamu Tercihi Teorisinden alan, devletin aktif rolünü sorgulayan, siyasi ve iktisadi alanda rol alan birimlerin davranışlarının Maximand İlkesinden hareketle keyfi uygulamalara dönüşebileceğini savunan Anayasal İktisat Yaklaşımı bu yönüyle aktif iktisat politikalarına bir alternatif olarak kabul edilmektedir. Bu çalışmada Anayasal İktisat Teorisinin temelleri, varsayımları ve önerileri incelenecek, daha sonra geçiş ekonomisi kavramı açıklanarak geçiş ekonomilerinde devletin rolü sorgulanıp bir mali anayasa oluşturulmasının önemi üzerinde durulacaktır. ; According to the "Constitutional Economics", which formes the basic point of view of the application of the Public Choice Theory to the economic policy, it is essential to make an economic analysis of the behavior of the actors who take part in the political process in order to determine the constitutional level of the authorities of the state and the limits of the state. The view that dominated until the beginning of the 1970s in economics was that the state would be able to achieve desirable macroeconomic targets with active demand policies. However, developments that emerged in these years can not be explained by traditional economic theories have brought with it a doubt that they will lead to demandoriented economic policies. The Constitutional Economics Approach, which finds its roots from the Social Contract Theory and Public Choice Theory, argues that the behavior of the units taking part in the political and economic field, questioning the active role of the state, can be transformed into arbitrary applications by acting from the Maximand primacy is regarded as an alternative to active economic policies. In this study, the foundations, assumptions and proposals of the theory of the Constitutional Economics will be examined, then the concept of transition economy will be explained and the role of the state in transition economies will be questioned and the importance of creating a fiscal constitution in this countries will be emphasized.
Bu çalışmanın amacı Fiyat Düzeyinin Mali Teorisi (FTPL) yaklaşımını Türkiye için araştırarak para ve maliye politikasının dominant rejim özelliği gösterip göstermediğini tespit etmektir. Bu kapsamda 2006:Q1-2015:Q4 dönemi verileri kullanılarak Johansen eşbütünleşme yöntemi yardımıyla ampirik bir analiz gerçekleştirilmiştir. Yapılan ampirik analizin sonuçlarına göre söz konusu dönemde Türkiye'de fiyat düzeyinin belirlenmesinde maliye politikasının etkin bir politika olduğu tespit edilmiştir. Çünkü faiz dışı bütçe dengesinde meydana gelen bir birimlik değişim fiyatlar genel düzeyinde 4,33 birimlik artışa yol açmıştır. Bu bulgu 2006-2015 döneminde FTPL yaklaşımının Türkiye için geçerli olduğunu ve Türkiye'de maliye politikasının dominant rejim özelliği gösterdiğini ifade etmektedir ; The aim of this study is to investigate the Fiscal Theory of Price Level (FTPL) approach for Turkey and to determine whether monetary and fiscal policy shows a dominant regime characteristic. In this context, an empirical analysis was performed by using 2006:Q1-2015:Q4 period data with the help of Johansen Cointegration Method. According to the results of empirical analysis, it has been determined that fiscal policy is an effective policy in determining the price level in Turkey in the mentioned period because a unit change in the primary budget balance led to an increase of 4,33 units in the general price level. This finding suggests that the FTPL approach is valid for Turkey in the period 2006-2015 and fiscal policy shows the dominant regime characteristic in Turkey in the mentioned period ; WOS:000407449900002
Günümüzde iktisadi faaliyetlerin devam edebilmesinin temel koşullarından biri, enerji talebinin karşılanabilir olmasıdır. Enerji talebinin önemli kısmı fosil kaynaklardan sağlanmaktadır. Ancak, fosil kaynaklar, çevresel ve ekonomik birçok dışsal maliyet oluşturmaktadır. Yenilenebilir kaynaklar ise, aksine çevre ile barışık ve ekonomik enerji kaynaklarıdır. Nitekim ülkeler, enerji üretiminde çeşitli yoğunlukta yenilenebilir kaynaklardan faydalanmaktadırlar. Danimarka, İsveç, Norveç, Finlandiya ve Almanya gibi gelişmiş Avrupa ülkeleri bu açıdan öne çıkan ülkeler olmuştur. Bu ülkelerin başarıları incelendiğinde, yenilenebilir enerji üretimine yönelik teşvik politikaları dikkat çekmektedir. Yenilenebilir kaynaklar açısından avantajlı bir ülke olan fakat yeterince faydalanamayan Türkiye'nin çalışmada ele alınan ülkelerin yenilenebilir enerji üretimindeki teşvik deneyimlerine ilgi göstermesi beklenebilir. ; Today, One of the basic conditions for ongoing economic activities is that energy demand supply. Important part of energy demand is obtained from fossil resources. But fossil resources constitute both enviromental and economics many external costs. On the countrary, renewable resources are peaceful with the environment and economical energy resources. Thus, countries take advantage of renewable resources at different levels. In this respect, developed European countries, like Denmark, Sweden, Norway, Finland and Germany, come into prominence. When the successes of these countries are investigated, it will be seen that they intensively implement incentive policies. Although Turkey is an advantageous country in terms of renewable resources, İt doesn't use enough. Turkey can pay attention to the countries examined in this study have incentive experiences in the production of renewable energy.
Sivil toplum kuruluşu, kanuni düzenlemeler çerçevesinde gönüllülük esasına dayalı olarak, kendi kaynaklarına sahip, devletten özerk ve devlet ile toplum arasında örgütlü bir yapılanma olarak tanımlanmaktadır. Bu çalışmada sivil toplum kuruluşlarının maliye politikaları üzerindeki rolü tartışılacaktır. Sivil toplum kuruluşlarının batılı kökenlerine değinilmeyecek, Türkiye tarihi ve günümüz Türkiye'si çerçevesinde sivil toplum kuruluşları ve maliye politikalarına etkisi incelenecektir. Çalışmada, sivil toplum kuruluşlarının kavramsal çerçevesi çizilmiş, Türkiye tarihindeki sivil toplum yapılanmaları incelenmiş ve sivil toplum kuruluşlarının maliye politikaları üzerindeki etkisi irdelenmiştir. Maliye politikaları 20. yüzyılda ortaya çıkmış gibi görünse de, geçmişte de günümüzdeki kadar karmaşık olmamak üzere, maliye politikalarının varlığından söz edilmiştir. Özellikle Osmanlı tarihi açısından sivil toplum yapılanmalarının maliye politikalarına olumlu etkilerinden bahsedilmiş ve günümüzde finansman sorunu yaşayan modern devlet maliyelerinin, bu sorunu çözme adına Osmanlı sivil toplum yapılanmasından esinlenebileceği belirtilmiştir. Günümüzde, Türkiye'de sivil toplum yapılanmalarının maliye politikaları üzerinde ciddi etkileri olduğu görülmektedir. Sivil toplum yapılanmaları siyasi iktidarı etkilemek için çeşitli yollara başvurabilmektedirler. Kamuda çalışan personelleri temsil eden sendikaların zam görüşmelerinde hükümet üzerinde ciddi etkileri olabilmekte ve enflasyon oranlarının çok üzerinde zam alabilmektedirler. TOBB, TÜSİAD gibi iktisadi sivil toplum kuruluşları çeşitli yöntemlerle maliye politikaları üzerinde doğrudan etki sahibi olabilmektedirler. Siyasilerin geldikleri toplum kesimleri birer sivil toplum yapılanması olarak kendi aralarından çıkan siyasileri etkileyerek maliye politikalarını etkileyebilmektedirler. Son olarak, dolaylı sivil toplum olarak bilinen ve geniş halk kitlelerini kapsayan sivil toplum yapılanmalarının da son dönemde maliye politikalarında etkili oldukları müşahede edilmiştir. ...
Bu çalışmada amacımız "Keynesyen Teori" çerçevesinde maliye politikasını incelemek ve bunun bağımsızlığını yeni kazanmış Azerbaycan Cumhuriyetinde uygulanış biçimini görmektir. Çalışmamız genel olarak 5 bölümden oluşmaktadır. İlk 4 bölümde maliye politikasını teorik bazda, 5.bölümde ise, Azerbaycan Cumhuriyetini model alarak, uygulama bazında incelemeye çalışacağız. Bundan dolayı çalışmaya öncelikle maliye politikasının gelişimi ve farklı iktisat okullarının maliye politikası yaklaşımını incelemekle başlayacağız. Bu bölümde genel olarak maliye politikasının doğuşundan gelişimine kadar geçtiği tarihsel süreç incelenecektir. Daha sonraki sayfalarda maliye politikasına Klasik, Keynesyen , Monetarist ve sonda Sosyalist yaklaşımlar genel hatlarıyla incelenecektir. Bundan sonraki bölümlerde inceleme Keynesyen çerçevede devam edecektir.2.bölümde maliye politikasının amaçları incelenecektir. Burada politika amaçları olan ekonomik dengeyi sağlamak, ekonomik kalkınmayı gerçekleştirmek ve ekonomide gelir dağılımı ve yaşam düzeyini iyileştirmek amaçları teker teker ele alınıp incelenecektir. Bölümün sonunda politika amaçlarının zaman zaman kendi aralarında çatışabileceğinin üzerinde durulacaktır.3.bölümde maliye politikasının araçları incelenecektir. Burada politika araçları olarak, kamu harcamaları, vergiler ve devlet borçlanması genel hatlarıyla anlatılacak, kamu harcamalarının sınıflandırılması, başlıca vergi çeşitleri ve devlet borçlanmasının nedenleri ve çeşitleri üzerinde durulacaktır.4.bölümde maliye politikasının amaçlarıyla araçları arasındaki etkileşim incelenecektir. Daha doğrusu amaçların gerçekleştirilmesi istikametinde araçların nasıl kullanıldığı incelenecektir. Burada her bir maliye politikası amacına ulaşmada politika araçlarının her birinin ayrı ayrılıkta etkinliği üzerinde durulacaktır.5.bölüm çalışmanın uygulama kısmıdır. FİSCAL POLİCY and THE EXAMPLE OF AZERBAİJAN"The Summary of ThesisOur objective in this study is to investigate the fiscal policy in the frame of "Keynesian Theory" and to see the appliance of this policy in the Republic of Azerbaijan which has reached its independency policy recently.Our study comprises 5 chapters. İn the first 4 chapters, we will try to study fiscal policy in theoritical base. In the last chapter we will try to investigate the fiscal policy in practical base by taking the Republic of Azerbaijan as pattern Therefore we will start this study by investigating the development of fiscal policy and the approaches of different economic schools to fiscal policy. İn this chapter, the historical process through which fiscal policy passed will be examined. İn following pages, Classical, Keynesian, Monetarist and Socialist approaches to fiscal policy will be investigated. İn following chapters, the research will continue in Keynesian frame.In the second chapter the objectives of fiscal policy will be searched. These objectives are to provide economical stability, to realize economic development, to make incame distribution more equally and to increase the standard of living. Each of these objectives will be investigated seperately. At the ehd of the capter, it will be shown that policy objectives could coincide with each other.İn the third chapter, the tools of fiscal policy will be examined. Here, as policy instrumentsgovernment expenditures, taxes andgetting into debt of government will be explained in general. Classification of goverment expenditures, types of taxes and the reasons behindgetting into debt of government will be emphasized.İn the fourth chapter the interaction between the objectives and the tools of fiscal policy will be investigated that how the tools of fiscal policy are used in the direction of realizing the objectives. At the ehd of this chapter we will emphasize that each of the tools has different efficiency while we are reaching each objective.The fifth chapter is application chapter. İn this chapter as the pattern country, the Republic of Azerbaijan is selected. The chapterwill be started by introduction of Azerbaijan and intrepretation of general macro economic indicators of the country. Then the condition of fiscal policy objectivesafter indepedency will be searched. At the ehd of the chapter it will be investigated that how efficiently policy instruments are used to reach policy objectives. The study will be ended by conclusion and propasals.
Bu çalışma, Avrupa Birliği'ne üyelik sürecinde olan Türkiye ile Batı Balkan ülkelerinin küresel kriz sonrası ekonomik ve mali performanslarının karşılaştırılmasını amaçlamaktadır. Türkiye ve Batı Balkan ülkeleri (Makedonya, Karadağ, Sırbistan, Arnavutluk aday ülkeler; Kosova ve Bosna Hersek potansiyel aday ülkelerdir), Avrupa Birliği'nin ekonomik ve mali uyuma ilişkin kriterlerini yerine getirmekle yükümlüdürler. Küresel kriz ve ardından yaşanan borç krizi Avrupa Birliği'ne üye ülkeler kadar aday Batı Balkan ülkelerinin ekonomik ve mali performanslarını ciddi biçimde etkilediğinden, Batı Balkan ülkeleri müzakere sürecindeki yükümlülüklerini yerine getirmede zorlanmaktadırlar. 2008-2016 yıllarına ilişkin reel gayri safi yurtiçi hasıla, işsizlik, enflasyon, kamu açığı, kamu borcu, kamu gelirleri ve harcamaları gibi ekonomik ve mali göstergeler bu durumu açıkça ortaya koymaktadır. Batı Balkan ülkelerine göre küresel krizden daha sınırlı düzeyde etkilenen Türkiye ise dikkate alınan göstergeler bakımından daha olumlu bir görünüm sergilemesine rağmen, Avrupa Birliği, üyelik bakımından Batı Balkan ülkelerine daha yakın dururken, Türkiye ile arasına daha fazla mesafe koymaktadır. ; It is aimed to compare the economic and fiscal performance of Western Balkans and Turkey in the process of accession to the European Union. Turkey and the Western Balkans that consist of candidate ( Macedonia, Montenegro, Serbia, Albania) and potential candidate (Kosovo and Bosnia and Herzegovina) countries are obliged to fulfill the criteria for the European Union's economic and fiscal cohesion. The Western Balkans have been forced to fulfill their obligations under the negotiating process, as the global crisis and the subsequent debt crisis seriously affects their economic and fiscal performances as well as European Union members. Economic and fiscal indicators such as real gross domestic product, unemployment, inflation, public deficit, public debt, public revenues and expenditures for the years 2008-2016 clearly demonstrate this. Despite the fact that Turkey less affected by the global crisis vis-a-vis the Western Balkans has more positive outlook in terms of the indicators, the European Union stands closer to the Western Balkans compared to Turkey.

Aliyev yönetimi ile beraber ülkede siyasi ve ekonomik istikrar sağlanmış, yüzde 1500'lerde olan enflasyon uygulanan sıkı para politikaları neticesinde 1995 yılından itibaren düşüşe geçmiş ve dizginlenen enflasyon deflasyona dönüşmüş ve eksi hale gelmiştir. Bütçenin gerek hazırlanmasında gerekse uygulanmasında bazı ilkelere uyma zorunluluğu vardır. Böylece bütçelerin hedeflerine ulaşarak başarılı olmaları, gerçek bir demokratik parlamenter denetime imkân tanımaları mümkündür. Bu çerçevede bütçe ilkeleri bütçenin hazırlanmasında ve uygulanmasında uyulması gereken ilkeler olarak tanımlanabilir. Söz konusu ilkeler 19. yüzyıldan itibaren geliştirilmiş ve özellikle parlamenter demokratik rejimle yönetilen ülkelerde yasama organının kamu harcamalarının tümünü kendi izin ve denetimi altında tutma arzusundan kaynaklanmıştır. Zaman içinde mevcut ilkelere yenileri eklenmiştir. Bu çalışma ile Azerbaycan ve Türkiye değerlendirilmesi yapılmıştır. ÖZETBölgeler arası gelişmişlik farklarının son dönemlerde çok fazla göze batmasının sebebi bölgelerin içinde dahi farklı kentlerde hatta kentlerin çeşitli semtlerinde bile farklılaşmanın ciddi anlamda öne çıkmasıdır. Bu sorun Türkiye' de sanayi devrimine kadar dayanmaktadır, o dönemde ülkenin sadece İzmir, İstanbul gibi kentlerinin Avrupa ile bağlantı içinde olması bölgesel farklılaşmayı başlatmıştır. Bölgeler arasında bu farklılaşmanın ortaya çıkmasının sebeplerini; sanayiler arasında bağlantıların kurulamaması, sosyal, ekonomik ve politik nedenlere bağlayabiliriz.Ülke ekonomisinde ulaşılmak istenen hedefler göz önüne alındığında Türkiye gibi ülkelerde bölgeler arası gelişmişlik farklarını gidermede maliye politikası önlemlerine ihtiyaç olduğu açıkça görülmektedir. Maliye politikası önlemleri demokrasiyle yönetilen ülkelerde siyasi bir karar gerektirir, buna rağmen özendirme önlemleri ve teşvikler her zaman tam etkin olmayabilir. Yapısal ve işlevsel sorunlardan dolayı teoride etkin olan teşvik uygulamaya geçtiğinde hiçbir işe yaramayabilir.Bölgesel farkları ortadan kaldırmaya yönelik maliye politikası önlemleri ülkemizde beş yıllık kalkınma planlarıyla birlikte alınmaya başlandı. 1963' den 1980' e kadar olan periyotta yapılan planlar Doğu blok'u ülkelerinde görülen emredici planlardan ziyade Avrupa'da uygulanmaya konan yol gösterici planlar olarak hazırlanmıştır. 1980' den günümüze kadar ise neo liberal iktisat temel alınarak çeşitli politikalar uygulanmaktadır. Yıllar boyunca tüm bu kalkınma planları kapsamında GAP, DOKAP vs… çeşitli projelere imza atıldı, Kalkınma Öncelikli Yöreler belirlendi. Ortak özelliklere sahip geri kalmış bölgelerin sosyal ve ekonomik olarak kalkındırılmaları buralarda yaşayan insanların refah düzeylerinin yükseltilmesi amaçlandı.Son 50 yıllık deneyimlere bakıldığında farkları giderici politikaların uygulanması için devlet desteğinin gerekiyor olmakla birlikte, kamu mülkiyetinin arttırılmasının zorunlu olmadığı görülmüştür. Ancak ekonominin sağlıklı işleyişi için gerekli altyapı projeleri ile finansal gücün yetersiz olduğu projelerin devlet eliyle gerçekleştirilmesi bölgesel farkları giderici maliye politikası önlemlerinin etkinliğini arttırabilir. ABSTRACTRegional development differences have been standing out recently, well. Withdrawing too much attention to inter regional differences in recent years because even in the regions of differentation is that, even in different cities.This problem started while the industrial revolution was occuring. At that time only İstanbul, İzmir and this kind of cities were relating with europe. Regional differences was started by this stiotion. The reason fort his emergence of this differentation between regions can link social, economic and political reasons.It's easy to seewe need fiscal policy measures in order to clear away regional development differnces. Fiscal policy measures require politic decision in countries which is ruled by democracy but despite of this encouragament measures may not be effective in theory, may not be affective when it carry out due to structural and functional problems.Fiscal policy measures to eliminate regional differences was started by five-year developmant plans in our country. Plans which have made between 1963 – 1980 weren't mandatory plans of eastern bloc countiries, they were guiding plans implemented in Europe. From 1980 till today various policies have implemented on the basis of neo liberal economic. Different projects have been made and priority development have been determined as GAP, DOKAP over the years. It was aimed to improve under developt regions have common features and improve life condution of people who live around this regions. According to last fifty years experiance; it is necessary to public support in order to implement policies which remove differences but the increase of public ownership isn't necessarily. The essential infrastructure projects for economy in order to work well and the projects which having enough financial power that have been came to life by government could increase the effection of the precautions of economical strategy that prevents local differences.
İstihdam üzerindeki mali yükümlülükler işgücü maliyetlerinin ücretler dışında kalan kısmını ifade etmektedir ve ücretler üzerinden alınan vergiler ile parafiskal kesintilerden oluşmaktadırlar. Ülkelerin izledikleri istihdam politikaları istihdam üzerindeki mali yükümlülüklerin temel belirleyicisi konumundadır. Hükümetler açısından önemli bir sosyo-ekonomik politika aracı olan bu yükümlülükler, ülke ekonomileri üzerinde olumlu veya olumsuz etkiler yaratabilmektedirler. Çalışmada gerek Avrupa Birliği'nde gerekse Türkiye'de uygulanmakta olan istihdam politikaları genel bir çerçeve ile ele alınmış, bu bağlamda sosyal güvenlik yapıları ve istihdam üzerindeki mali yükümlülükleri karşılaştırılmıştır. Avrupa Birliği ve Türkiye arasında konu ile ilgili benzerlik ve farklılıklar ortaya konmuş ve mevcut sorunların çözümü için öneriler sunulmuştur ; The financal burdens on the employments expresses the labour costs beyond the wages and formed by the parafiscal contributions and with taxes charged on wages. The employment policies followed by the countries are in the position fundamental indicators of the fiscal burdens. The burdens from the goverments point of view which are being important instruments of social&economic policies can create positive or negative effects on the countries economy. Our country is in the phase of candidacy for European Union and as in all other matters, she has to be well adjusted in the field of employment policy with the unions policies and applications. In this paper, the employment policies being applied both in European Union and Turkey are taken in general frame and in this respect their social security structures and its fiscal burdens on employments have been compared. Similarities and differences relevant to subject between European Union and Turkey are brought up and the proposals for the solution of the present existing problems
1. Introduction Important political, administrative and economic changes occurred in Turkey and the world in the last 50 years, especially during post-1980 neo-liberal era. Decentralization, rapid urbanization and metropolization processes that emerged by means of these changes have boosted authority, spending and responsibility of local governments. Local governments gradually came to the fore in the process of service delivery. However, especially, allocation of self-income and resources to local governments have not shown a similar level of increase. In this study, this dilemma is analyzed in cases of municipalities in Turkey. The purpose of this study is to reveal the contradiction between the increased burden of duty and income of the municipalities. By this way, it is aimed to provide a scientific basis for policy makers in solving self-income problems. In this context, the situation of the municipalities in Turkey has been analyzed. The case is studied with both theoretical and numerical data and the problem has been clearly demonstrated. 2. Trends of Fiscal Autonomy, Fiscal Decentralization and Decentralization Although a single, universal and unique definition cannot be made, decentralization is generally defined as the transfer/assignment of decision-making responsibility, power and authority of resource creation from higher level administration (central government) to lower levels of administration (regions, local governments and NGOs) (Cheema & Rondinelli, 2007: 1, Leung, 2004: 1, Edquist, 2005: 9, Yuliani, 2004, Hinsz vd., 2006: 2, Eryılmaz, 2002: 225). According to the definition of Litvack ve Seddom (1999: 2) and World Bank, decentralization is the transfer of authority and responsibility for public functions from the central government to subordinate or quasi-independent government organizations or the private sector (Keskin, 2008: 2). Fiscal decentralization forms the financial aspect of devolution to regional and local administrations. Moreover, European and American writers use terms like "centrallocal (or intergovernmental) financial relations" and "fiscal federalism" in order to refer to fiscal decentralization. The first phase of fiscal decentralization is the division of spending responsibilities and revenue sources between levels of government (national, regional, local etc.). The second phase is the amount of discretion given to regional and local governments to determine their expenditures and revenues (both in aggregate and detail). This discretion gives regional and local governments the ability to determine their budgets by levying taxes and fees and allocating resources (Davey, 2003: 1). The essence of fiscal decentralization is the authority and responsibility of subnational governments to finance their local services to a certain extent (Ebel & Yılmaz, 2002: 34). In other words, fiscal decentralization occurs when higher levels of government cede influence over budgets and financial decisions to lower levels (Sharma, 2008). Decentralization and fiscal decentralization trend that has developed in the framework of thinking that local governments should be strengthened has also created the infrastructure of financial autonomy. Fiscal Autonomy aims to enable local governments to have adequate, healthy and sustainable resources in order to ensure the institutionalization of democracy and effective implementation of their services. In that framework, it is defined as local governments' fulfillment of their duties and responsibilities independently from the center. To achieve this aim, local governments manage/spend assets and resources in line with their laws (in accordance with the interests of the local population). They also make budgets and borrowings (Ulusoy & Akdemir, 2009: 260-265, Yontar & Dağ, 2014: 150, Çelik, 2013: 22). 3. Increased Responsibility of Municipalities as a Result of Urbanization and Metropolization in Turkey The urbanization rate was very slow in the early years of the Republic of Turkey. The population living in rural areas began to migrate to urban areas in the 1950s due to improvements in transportation infrastructure, change of the land ownership regime, mechanization and modernization of agriculture, technological developments, increase in industrialization, and other economic/social changes. In particular, migration to cities increased in line with the population growth. This accelerated the need for better highway networks and settlement areas, and new housing (Tosun, 2015: 202- 203, Şahin, 2013: 79). There have been serious population increases in cities such as Istanbul, Izmir, Adana, Ankara and Bursa. This trend caused significant problems in terms of urban services in these cities (Keleş, 2009: 289). Local governments and especially municipalities took on the most important tasks of on-site analysis of the mentioned problems and solving them with practical - permanent proposals. 4. Comparative Analysis of Revenues and Expenditures of Municipalities in Turkey Municipalities became center-dependent units from financial, political and administrative aspects. It is mainly due to inefficient income structure that is dependent on central transfers, not on self-income. It is clear that this situation causes many negative effects on the functioning of municipalities. However, inadequacy of self-income or dependency needs to be demonstrated with numerical data in order to see the adverse trend in a concrete way. This enables a comparison in an international scale and identification of appropriate sample countries for the planned changes for these comparisons. Furthermore, it becomes possible to analyze financial interdependence among different municipal levels and all municipalities. Through detailed assessments, the dilemma between metropolization and fiscal decentralization in Turkey has been put forward in this study. 5. Basic Financial Problems of Municipalities in Turkey The main financial problems of the municipalities can be listed as lack of sustainable revenue sources, ineffective use of available resources, over-dependence on shares transferred from general budget tax revenues collection, inadequacy of self-income sources (Yüksel, 2004). Because of these financial problems, there are many negative situations faced at the local level. 6. Conclusion There is a trend of urbanization and metropolization in Turkey. 93% of the total population lives within the municipal boundaries. 84% of the population within municipal boundaries is within the borders of the metropolitan municipalities. Metropolitan municipalities have the highest burden of responsibilities. Then comes the provincial municipalities, district and town municipalities. However, amount of incomes is in the opposite order. This situation, prevents municipalities from enjoying the benefits of fiscal autonomy and fiscal decentralization. Instead, they become highly dependent on the central government. To get rid of this dilemma, a three-stage policy must be followed. Firstly, efficiency in spending should be achieved. Secondly, steps should be taken to make the most out of available income sources. Finally, municipalities should be provided with new sources of revenue in order to get rid of the fiscal dilemma. While these steps are being taken, rather than applying a general method, political characteristics and administrative, economic, cultural of Turkey should be taken into consideration and Turkey-specific system should be established.
ÖZETÇalışmanın amacı, hiperenflasyonist sürecin teorik bazda ve gerçekleştiği ülkelerde incelenmesi ve enflasyonist süreç ile mücadele etmek için uygulanan istikrar politikalarının etkinliğinin analizidir. Sözkonusu incelemenin ardından Türkiye'de enflasyon olgusunun tarihsel süreç içerisinde gelişimi ve enflasyon ile mücadelede uygulanan istikrar politikaları hakkında bilgi verilip; bir model uygulaması ile Türkiye'de enflasyonist sürecin nedenleri amprik olarak ortaya konmaya çalışılmıştır.Hiperenflasyonist süreç ile ilgili olarak yapılan teorik çalışmaların ortaya koyduğu genel yaklaşım, aylık bazda 'leri aşan oranların hiperenflasyon olarak kabul edilmesidir. Dışsal şoklar (savaşlar ve uluslar arası krizler), siyasi zafiyet ve bütçe açıklarının para basılarak kapatılmaya çalışılması hiperenflasyonun nedenleri olarak görülmüştür. Sürecin görüldüğü ülkeler bu yaklaşımı doğrulamaktadır. Hiperenflasyonist süreç ile mücadelede sıkı para ve maliye politikaları temelli; heteredoks, ortodoks, monetarist ve IMF destekli istikrar politikaları uygulamaya konmuştur. İsrail gibi başarılı örnekler mevcutken, başarısızlıkla sonuçlanan programlar daha çoktur. İstikrar süreci demokratik ortamlarda uygulandığı gibi demokratik olmayan dikta yönetimler altında da uygulanmıştır. Türkiye, 24 ocak 1980 İstikrar Programı ile bir dönüşüm sürecine girmiş ve pek çok reform gerçekleştirilmiştir. İçsel dengesizlikler sonucunda Nisan 94 Krizi ile yeni bir istikrar programı uygulanmaya başlanmıştır. Kur kontrolü sağlandığı halde enflasyon düşürülememiştir. 1997 Asya Krizi ve 1998 Rusya Krizleri istikrar sürecini olumsuz etkilemiş ve Ocak 2000'de yeni bir program uygulamaya konmuştur. Kasım 2000 ve Şubat 2001 Krizleri ile süreç aksamış ve Güçlü Ekonomiye Geçiş Programı yürürlüğe girmiştir. Program ile devlet ekonomi ilişkilerinde yeni bir süreç hedeflenmiş ve devletin üstlene geldiği faaliyetlerden uzaklaşmaya çalışılmıştır. Ekonometrik model uygulaması ile döviz kuru, bütçe açığı, ödemeler dengesi, para arzı, faiz oranları ile enflasyon arasındaki ilişki incelenmiştir. Döviz kuru ile enflasyon oranı arasında güçlü bir ilişkiye ulaşılmıştır. Bu bağlamda enflasyon ile mücadele de döviz kurunun istikrarı sağlanmalıdır. SUMMARYThe purpose of the study is the research of hyperinflationist process on theoretical basis and in the occured countries and the analysis of the effectiveness of the stabilization policies applied for disinflation process. After the so-called research, the information was provided about the development of the inflation phenomenon in Turkey in the historical process and the stabilization policies applied during the disinflation and the reasons of the inflationist process were tried to be revealed ampirically.The general approach revealing the theoretical studies concerning the hyperinflationist process is the assuming the rates exceeding 50 % on monthly basis as hyperinflation. eksternal shocks (wars and international crisis'), political inanition and the print of the banknote to close budget deficits are considered as the reasons of hyperinflation. The countries which the process happens confirm the approach.In the struggle against hyperinflation process, very strong monetary and fiscal policies based, heteredox,ortodox ,monetarist and IMF supported stabilization policies were applied. While there are successful examples such as Israel, the unsuccessful examples are much more. While the stabilization process was applied in democratic places, it was also applied under the dicta governance, Turkey has penetrated into a transformation process with the Stabilization Policy in January 24, 1980 and many reforms were held. Due to internal imbalance, a new stabilization policy were applied with the April 1994 crisis. In spite of the fact that Exchange rate control was secured, it was failed to comb the inflation. The 1997 Asia and the following 1998 Russia crisis' affected the Stabilization Process negatively and a new program was put into force in 2000. The process was interrupted by the November 2000 and Febreuary 2001 crisis' and therefore The Transition Program to Strong Economy was put into force.A new process was targeted with the program and strived to get rid of the activities that the government undertook. The relation among the foreign exchange rate,budget deficit, balance of payments, money supply, interest rates and the inflation were studied with the Econometric model application. A strong relation was found between foreign exchange rate and inflation rate. Hence, for disinflation, the stabilization of foreign exchange rate must be achieved.
