Dans cet article, nous proposons un modèle prototype de croissance endogène stochastique pour étudier les canaux de transmission à travers lesquels la dette publique peut affecter le sentier de croissance potentielle et détériorer la productivité globale des facteurs. Dans un contexte de croissance endogène, les chocs transitoires et la manière dont l'économie s'y adapte, exercent un effet permanent (hysteresis). Nous envisageons ici deux stratégies d'ajustement des finances publiques en réponse à une augmentation de la dette publique causée par un choc technologique néfaste : une stratégie gradualiste ou une thérapie de choc. Notre modèle fait apparaître un arbitrage intertemporel entre ces deux stratégies, la première étant plus favorable à court terme, et la seconde à long terme. De surcroît, l'effet des chocs technologiques est fortement amplifié par le mode d'ajustement de la dette publique, mécanisme que nous qualifions « d'accélérateur de dette publique ».

Background: fear conditioning (FC) is one of the dominant models of post-traumatic stress disorder (PTSD). While the first results of FC experiments were published in the 1920s, PTSD appeared as a diagnosis in 1980 (DSM-III). Models of PTSD based of FC have been criticized for lacking validity (e.g. being adaptive, not pathological). How did FC become a dominant model of PTSD? The aim of this thesis was to shed light on the way conceptual links between the constructs of PTSD and FC have emerged and evolved. Methods: qualitative (reviews of the literature) and qualitative (text mining) analyses were carried out, using methods borrowed from academic fields of the history and philosophy of science. Results: the constructs of FC and PTSD were first linked by analogy (conditioning/trauma and conditioned fear/PTSD re-experience symptoms) shortly after the recognition of PTSD (1980s). Fear conditioning only started to be used as an animal model of PTSD in 2003, ten years after the creation of the first explicit model of PTSD. From there, FC has rapidly expanded to its current dominant position. Conceptual links mostly concern neural circuits of fear and extinction. We propose that the convergence of scientific theories of fear and extinction circuits, and synaptic plasticity, with PTSD care, within a political context of strong interest in PTSD, has stimulated research on FC to model PTSD. Convergence materialized with collaborations between clinician-scientists within centers of the Department of Veterans Affairs and medical academic centers, in the USA. Conclusion: collision of medical, scientific and political history has resulted in FC becoming a dominant model of PTSD. Current uses of FC in modeling PTSD are heterogeneous, however, introducing conceptual vagueness and ambiguity. These issues should be clarified in the future. ; Contexte : le modèle animal de peur conditionnée (PC) a été développé dans les années 1910-1920. Il est fréquemment employé comme modèle animal du trouble de stress post-traumatique (TSPT). Cependant, le TSPT a été intégré à la nosographie psychiatrique en 1980 (DSM-III), et le modèle de peur conditionnée présente des limites de validité. Comment la PC est-elle devenue un modèle animal dominant pour l'étude du TSPT? L'objectif de ce travail était de comprendre l'évolution des liens conceptuels entre peur conditionnée et TSPT de 1980, année de la reconnaissance du TSPT, à la période actuelle (2019). Méthode : une méthodologie qualitative (revue de la littérature) et quantitative (fouille de textes) issue des domaines de l'histoire et de la philosophie des sciences. Résultats : la première convergence conceptuelle PC/TSPT a été théorique, dans les années 1980, basée sur une analogie conditionnement/psychotraumatisme et PC/TSPT. L'utilisation de la PC comme modèle animal de TSPT est intervenue 10 ans après la création du premier modèle explicite de TSPT (2003 et 1993, respectivement). La PC a ensuite rapidement évolué vers le statut de modèle dominant du TSPT, porté par les concepts de circuits neuronaux de la peur et de son « extinction ». Les liens conceptuels FC/TSPT ont résulté de l'interaction entre les théories de la mémoire par plasticité synaptique, de la PC, et de ses circuits neuronaux, dans un contexte d'un intérêt politique fort pour la recherche sur le TSPT. La rencontre entre domaines a elle-même résulté d'interactions entre cliniciens-scientifiques américains. Conclusion : la convergence de la géopolitique avec l'histoire des sciences et de la médecine par le biais de collaborations entre chercheurs a mené à l'avènement du modèle animal de TSPT par la PC. Les modèles de peur conditionnée ont pris des formes diverses. Le flou conceptuel entourant ces modèles, et leur assimilation à un modèle théorique unique, nécessitent d'être clarifiés.

Cet article évalue l'effet des dépenses publiques d'éducation sur la performance scolaire au Cameroun. Il mobilise un modèle à correction d'erreur appliqué sur le taux moyen de transition des élèves du cycle primaire au cycle secondaire, couvrant la période 1990-2019. Si les résultats montrent globalement que les dépenses publiques d'éducation impactent positivement et significativement la performance du système scolaire de base, ils montrent également que ces dépenses ont un effet bivarié à court et à long terme. En effet, l'élasticité de la dépense publique d'investissement de l'éducation de base par élèves et enseignants est positive et significative à long terme. La puissance publique doit donc augmenter le niveau de la dépense publique d'investissement en éducation de base par tête et diminuer le taux d'encadrement des élèves par enseignant au Cameroun afin de réduire les disparités au niveau du taux de transition du cycle primaire au cycle secondaire.

Modern European identity is built around two types of cleavages revealed in the beginning of the XIX century: fraternity and conflict. The meanings and the different readings of these two themes of the democratic modernity provide by themselves an accurate image of the period in question. For Central and South-eastern Europe, these two indicators burst into the political scenery and in the political thought at the same period, under the significant impact of the French Revolution. This article is tracking the main paradigm changes produced in the political thought in this part of Europe, especially in the Romanian Principalities, interpreted trough the lenses of civic aggregation and the creation of civil society. Individuals are more and more defined as holding a double existence, as public markers and private entities; this fresh perspective accompanies the expression of either tolerance (accompanied by an auto-critical perspective) or antagonism (of class, race, religion, civilization in a more general matter of speaking) and they are at the ground foundation of modern political system.

Dans le cadre d'un modèle de croissance Schumpétérien, nous étudions comment le droit de la propriété intellectuelle et le financement public des activités de recherche et de développement peuvent permettre de donner des incitations adaptées simultanément à la recherche fondamentale et à la recherche appliquée. Nous développons un modèle distinguant ces deux types d'activités de recherche en fusionnant les modèles séminaux de Romer [1990] et de Aghion et Howitt [1992] ; ainsi, l'accumulation de connaissance découle conjointement d'une série d'inventions (accumulation horizontale de connaissance résultant de l'activité de recherche fondamentale) et d'une succession d'innovations qui s'appuient sur chacune de ces inventions (accumulation verticale de connaissance résultant de l'activité de recherche appliquée). Dès lors, nous étudions une économie décentralisée dans laquelle les investissements dans la recherche fondamentale ne sont pas entravés par le mécanisme de destruction créatrice grâce à un droit de la propriété intellectuelle qui induit une répartition des profits entre tout inventeur et les innovateurs qui lui succèdent. Nous montrons que la mise en place d'incitations optimales à la recherche fondamentale requiert non seulement un droit de la propriété intellectuelle assurant un transfert suffisant de profits des innovateurs vers les inventeurs, mais également un soutien financier public de la recherche, sous forme de subventions destinées à la recherche fondamentale mais aussi à la recherche appliquée.

his working paper considers the links between public expenditures and regional growth, and public expenditures and geographical distribution of activities. The first part gives an outline of the regional development analyses. We focus on theoritical as well as applied studies based on endogeneous growth models and on their application on regional study. Regional models of location are also considered. The second part presents the elaboration of a regional equilibrium model based on Krugman work, adding public expenditures. The public capital is produced by a tax deducted from the national product. It is distributed among two regions by an exogeneous way. We suppose that the public capital affects the productivity of local compagnies. The introduction of a public sector modifies the equilibrium conditions. Own first simulations show that government can affect the income distribution, the utility and the geographical distribution of workers by an adapted taxe rate and an adapted public investissment geographical distribution. ; Ce document de travail s'intéresse aux liens entre dépenses publiques et croissancerégionale et dépenses publiques et répartition spatiale des activités. Une première partie balaie les analyses du développement régional. On s'intéresse plus particulièrement aux travaux, tant théoriques qu'appliqués s'inspirant des modèles de croissance endogène et de leur transfert à l'étude des régions.
