Zwischen asiatischem und anglo-amerikanischem Kapitalismus - das deutsche industrielle System in der Klemme

Dem deutschen Modell der sozialen Marktwirtschaft werden in vielen Bereichen Elemente einer "Produzenten-Ökonomie" zugeschrieben. Der Beitrag geht der Frage nach, ob dies zutrifft, oder ob nicht eher eine "Mixtur" vorliegt, und ob das deutsche Modell den Leistungen der neuen asiatischen Herausforderer gewachsen ist. In den Bereichen Wirtschaft, Humanressourcen und arbeitspolitische Regulation und in dem Verhältnis Wirtschaft, Politik und Wissenschaft werden Dimensionen aufgezeigt, die die Gemeinsamkeiten, aber auch die Grenzen bzw. Gegensätzlichkeiten dieser Modelle deutlich werden lassen. Die Typisierung folgt dabei zur Verdeutlichung eher idealtypischen Ansprüchen. Der Autor schlägt vor, das "Modell Deutschland" als einen problematischen Sonderfall anzusehen, der in der Konkurrenz zwischen der japanischen (bzw. asiatischen) Produzentenökonomie und der anglo-amerikanischen Konsumentenökonomie in einer Klemme steckt, weil es als missglückte "Mixtur" die Vorzüge einer Produzentenökonomie aufgrund von internen Blockaden nicht recht entfalten kann, aber auch der anglo-amerikanischen Konsumentenökonomie nicht entspricht. Wie immer auch der Wettbewerb zwischen dem asiatischen und dem anglo-amerikanischen Modell ausgeht, mit Blick auf den rheinischen Kapitalismus sieht der Autor eher düstere Perspektiven, weil die "soziale Marktwirtschaft" weder mit der "moderierten Wirtschaft" noch mit dem "Free Enterprise Capitalism" mithalten kann. Ein Umschalten auf die anglo-amerikanische Variante des Kapitalismus ist jedoch nicht zwingend - da es auch Vorbilder im europäischen Raum gibt, die nach seiner Einschätzung eigentlich noch leistungsfähiger sind. In den USA sind fremdenfeindliche Positionen mit der kulturnationalistischen Agenda einer christlichen Neuen Rechten verschmolzen. Weit vom kruden Rassismus und Antisemitismus der klassischen extremen Rechten entfernt ist diese christlich-konservativ geprägte Bewegung ein ernst zu nehmender und einflussreicher politischer Akteur. Als politisches Feindbild dient die Unterwanderung durch den "Cultural Marxism". From Plant Closing to Political Movement: Challenging the Logic of Economic Destruction in Tennessee
Assesses the accomplishments of a strike in Appalachian TN as the threatened closing of the Acme Boot Co plant presented an economic crisis for the town residents. The 1993 closing of the Acme plant, the capital flight of a profitable enterprise, devastated the community. The rural workers mobilized with the help of other unions, national leadership, & other labor leaders to fight capital mobility, & although they did not save the plant, they did expose & stop a corporate tax loophole that saved Americans millions of dollars & educated the community regarding globalization, political practice, trade, & tax policy. They also revealed the powerful forces against small union efforts -- the willingness of corporations to spend heavily in combating resistance, & the unwillingness of political leaders to defend workers & the unemployed. The grassroots effort operated from an internationalist, antiracist political subjectivity that helped the coalition to work on issues of economic development policy, free-trade politics, & global poverty.
