We analyze corruption and economic freedom links to public finance and investment in new EU members. In terms of the public investment our results show that improvement in economic freedom is linked to increases in public investment while lowering of corruption is linked with increase or decrease with respect to public investment. As a complementary finding we show that increases in public investment are also linked with the ambiguous effect. In case of public finance our estimates suggest that debt usually decreases as economic regulation goes down while the effect on budget deficit goes both ways. On other hand, as corruption declines both budget deficit and debt decrease. Based on our results we generalize that measures taken to lower corruption and economic regulation should lead to improvements in fiscal position in most of the new EU member states. This paper seeks to find out to what extent the process of EU accession has influenced legal regulations concerning the creation & functioning of social & political actors. Through the analysis of various statutes & changes made to them, the paper tries to determine the role the EU plays in amending assembly legislation. The actors under scrutiny include political parties, professional organizations, labor unions, & civil society organizations. The paper concludes that the most influenced field of actors was the area of chambers of professionals which was obliged to conform to requirements for the free movement of people & services in the European Union in order to comply with European law. The Czech Republic was quite leisurely in their harmonization of statutes, with the majority of them passed just before accession to the EU. An interesting part of the problem concerns the question of political party membership, which is still reserved only for Czech citizens. However, European citizenship, with its voting rights to the European Parliament & local magistrates, is arguably going to push slowly for change even in this domain. This article aims at explaining the success of the center-left coalition in the Italian regional elections in April 2005. Does it express voters real discontent with the government of the House of Freedoms? Or, alternatively, are the results due to the fact that in the so-called second-order elections governing parties are regularly punished & opposition parties preferred? Systémová korupce jako empirický výzkum: případ města Liberec ; Systemic Corruption as Empirical Research: Case Study of the Liberec City
Systemic corruption is not a failure of individuals, i.e. the result of their deviant behaviour, but a collective phenomenon shared mainly by public institutions as a whole. The phenomenon is based on an effort to establish a new set of corrupt norms inside such institutions affecting policymaking, administrative procedures, public procurements, and the behavior of employees etc. In spite of the fact that impacts of systemic corruption on the areas of government, civil freedoms, social cohesion, and public economy are well known, there is very little practical research involving concrete evidence of systemic corruption in particular cases. This paper attempts to clarify how to generate a set of indicators of systemic corruption and then identify and verify them in a real-life political environment – in our specific case, the administration and policymaking of Liberec City Council between 1998 and 2010. The research was based upon elaborated interviews (with politicians, public servants, prosecuting authorities etc.), document analysis (reports and papers of the city council and municipal government, contracts and invoices etc.), and political and media analysis. At the beginning of the 21st century Europe needs to address terrorist threats more than ever. Both the EU member states & the EU institutions are adopting a whole range of measures to prevent & to fight terrorism. Nevertheless, some of these measures endanger human rights & freedoms. Paradoxically, efforts to enhance security of state could therefore decrease the security of individuals. This article uses the concept of securitization to analyze this process, & attempts to answer the question as to what extent the securitization of terrorism is taking place in the EU. This is done by analyzing some counter-terrorist measures & their perception by the general public. In an extreme case, an intensive securitization could transform current liberal democracies into post-democracies. Adapted from the source document.

This paper describes the main theoretical concepts of the competition, which is thought to be the fundamental social process in the economy. The protection of competition (or the competition policy) is the one of the most important parts of economic policy, because the competition ensures the freedom of choice. The theory of competition provides large number of assumptions, which were developed within the frame of various economic schools & approaches. This paper starts with the description of the history of competition policy before the coming of Adam Smith. In the middle part of the work there have been formulated basic ideological theses about economic policy. Represented are, for example, the Classics, Ordo-liberalism or Neo-austrian School. Fenomén strany Smer: medzi "pragmatizmom" a sociálnou demokraciou ; Political party "Smer" - in between "pragmatism" and social democracy
The article analyses the evolution of the Slovak political party "Smer" (Direction) and its position in the party system of Slovak Republic. The article focuses on the shift of the party program from the "Centrist Populism" towards "Social Democracy." According to the first program documents the Party of "Smer" (Direction) was designed as pragmatic, non-ideological party. In the persistent conflict between authoritarianism vs. democracy "Smer" identified itself as the pro-democratic and pro-market force. Party policy before 2002 contained only few social democratic components; it was closer to the conservative or right-wing populist parties. After the parliamentary election 2002 and the failure of non-communist left "Smer" decided to become a member of the Socialist International (SI) and Party of European Socialists (PES). The process of the institutional approach to the international Social Democratic Party structures was accompanied by the substantial changes in the social and economic program of the party. The process was completed on the institutional level in May 2005, when Smer joined both SI and PES, and on the level of political program on the Party Congress in December 2005. In the process of so called "socialdemocratisation" of "Smer" the international factor played crucial role, especially the need to have an international partner in the European Parliament. "Smer" met the standards of the Social Democratic identity only in the social and economic affairs. The other five dimensions - environmental policy, participative democracy, cultural and human-rights dimension, supra-national dimension and the dimension of equality and freedom "Smer" met only partially or not at all, so these process remains unfinished. According to some political declarations "Smer" remains the populist party and the uncompromising critic of the right-wing government of Mikuláš Dzurinda, on the other side the official documents of the party anticipate only the moderate corrections of the economical and social reforms, ...

Europeizace ceske politicke sceny - politicke strany a referendum o pristoupeni k Evropske unii

The aim of this article is to analyze the attitudes of the main political parties in the Czech Republic towards the European Union. A special emphasis is put on the presentation of these attitudes in the pre-referendum period & on the levels of support for membership achieved among the parties' supporters. This topic is analysed through the theoretical lens of "europeanization," an approach which examines the impact on domestic (national) policies & political systems of EU policies & processes. This theoretical perspective is usually applied to current member states but has been increasingly extended to candidate countries in the pre-accession period as well. In the period after the first democratic elections of 1990, the "European" debate among Czech political parties has intensified & shifted from the clear initial "yes" to membership to more complex & qualitative questions. By the time of the national EU referendum, (June 2003) the impact of" europeanization" was manifested by the presence of a significant number of EU-related topics in the political parties' agenda. The authors have utilized a range of political geography, sociology, & political science methods to demonstrate a high correlation between the EU referendum results & the levels of the partisan support for the parties favoring membership in the EU. According to the available empirical data from various public opinion surveys, the support for membership among the voters of the Social Democratic Party (CSSD), Civic Democratic Party (ODS), Christian Democratic Party (KDU-CSL) & Freedom Union (US-DEU) ranged from 82 to 92 %. On the contrary, the position of the Communist Party (KSCM) was clearly the opposite. In addition to the political orientation of the voters, other factors which have influenced the voting results were examined.
