The article presents the political scientific reading of the Rwanda genocide. Its reasons, activity of the central government with a view to political mobilization of the Hutu and other institutionalized subjects of crime are analyzed. The author investigates the role of media and determines the main trends in the behavior of Hutu and reasons of minimal chance to rescue victims. Ilya Gerasimov finds a conflict between the empirical material presented in Omer Bartov's book "Anatomy of a Genocide: The Life and Death of a Town Called Buczacz" (New York, 2018) and the explanatory model proposed by the author. In the Galician town of Buczacz, where Jews, Ukrainians, and Poles had lived together for centuries, local gentile residents actively participated in the Holocaust, and later in the Ukrainian–Polish ethnic cleansings. Bartov's explanation of fratricide during World War II is based on a teleological vision of primordial interethnic tensions that gradually escalated to the boiling point. Gerasimov argues that the book leaves two key questions unanswered: Why was the Holocaust so deadly in a region that had not known a prehistory of anti-Jewish violence (if "neighbors" were its most numerous perpetrators, as Bartov argues)? And why did gentile "neighbors" so massively turn against the local Jews (if the Holocaust was orchestrated and supervised by the Nazis, as the book demonstrates)? Inspired by Bartov's rich ethnography of the Holocaust in Buczacz, Gerasimov offers his own answers to these questions. He proposes an understanding of genocide (including the Holocaust) that views the participation of longtime members of the same social network ("neighbors") as a typical factor rather than a scandalous aberration. In this model, the driving force behind genocide is not entrenched hatred of the Other based on potent nationalism. Rather, it is a desire to join a kindred community at any cost by the aspiring members of a crumbling national project – compromised by the wartime threat to national sovereignty and the absence of political institutions of participatory democracy due to a foreign occupation or dictatorial regime; a national project, whose promise of unity is shattered by civil war and the absence of a common language capable of formulating and communicating the criteria of national belonging. It is not ancient xenophobic animosity that leads to genocide but a very recent and rapidly developed longing for membership in a legitimate national community. Hence the central role of "neighbors" in genocide as an instrument of "negatively" drawing new boundaries of a political community by stigmatizing those former members of the old polity who could be most easily identified as "aliens" or "enemies of the people." ; Илья Герасимов полагает, что эмпирический материал, представленный в книге Омера Бартова ("Анатомия геноцида: жизнь и смерть города, который назывался Бучач", Нью-Йорк, 2018), противоречит объясняющей модели, предложенной автором. The article proves that a genocide is the attempt of perpetrators to change the existing reality according to their own project of "better future"; in this respect, they consider a genocide as the act of social engineering. The thesis that a genocide has a well-defined purpose can be specified with the examples from the history of different countries (Rwanda, in particular). The author argues that the goal of a genocide is to achieve what "must be" instead of "what exists". Guided by the conclusions of international law, D. Dovhal states that the intention of the committed actions, the goal of political mobilization and actions are crucial points for defining the nature of the genocide. In order to achieve changes, perpetrators kill "strangers", which are defined according to the criteria of origin or acquired "qualities" (political views). These "strangers" are interpreted as those who stand in the way of the desired future. According to the author, the other way of launching the flywheel of a genocide as the tool of social engineering is the case when we cannot clearly trace the fomentation of ethnic hatred. In such cases, the intention of the genocide is determined with the help of the general context of the perpetrators' actions. ; Автор постулирует мысль о том, что геноцид является попыткой преступников изменить существующую реальность по собственному проекту «лучшего будущего», посредством социальной инженерии. The paper examines the general context of Soviet genocide against Ukrainians known as Holodomor 1932- 1933 (Ukrainian Famine). Being one of the major tragedies in Ukrainian and world history, Holodomor is still relatively unknown. Analyzing the literature on the Holodomor dominantly consists of compilations of documents and survivors testimonies, descriptions of the starvations, estimates of the demographic losses, and research on the famine's political origins, the author interprets these documents in the broader context of the Soviet genocide in Ukraine in the first part of 1930th. The article deals with the elements of the crime of genocide established under the Rome Statute of the International Criminal Court and the elements of crimes adopted as a subsidiary source to the Rome Statute. Analyzing the Soviet documents, author proves the existence of the special intent required for the crime of genocide: Ukrainian peasants were prohibited from leaving Ukraine; Soviet leaders at all levels who disagreed with the expressive grain procurements plans were systematically and ruthlessly repressed; at that time Ukrainian food products were being exported while millions of Ukrainians were starving to death; Stalin's regime denied the existence of a famine in Ukraine and refused to accept the aid from International nongovernmental organization. In 2006 Now Holodomor was officially confirmed as genocide in Ukraine, and now it is time for wider international recognition of the genocidal nature of the Holodomor, in order to establish a general understanding that such crimes cannot go unrecognized, uncondemned, and unpunished. Аналізуючи літературу щодо тематики Голодомору, яка, в переважній більшості, базується на компіляціях документів, спогадах очевидців Голодомору, описах голодування, демографічних втратах та політичних аспектах, дана стаття простежує Голодомор у контексті радянського геноциду в Україні в першій половині 1930-х років. У статті розглядаються елементи злочину геноциду відповідно до міжнародного права, передбаченого Римським Статутом. Аналізуючи радянські документи, автор доводить наявність зумисних намірів з метою вчинення злочину геноциду. Про це, зокрема, свідчать дії радянських очільників. У першій половинні 1930 років зернові та інші продукти харчування експортувалися за кордон у той час, коли мільйони українців помирали з голоду; українцям без спеціальних документів було заборонено виїжджати за межі радянської України; керівники УСРР усіх рівнів, котрі не погоджувалися з встановленими планами хлібозаготівель, були піддані систематичним репресіям; сталінський режим свідомо заперечував існування масового голоду в УРСС та відмовлявся прийняти допомогу від міжнародних неурядових організацій. У 2006 р. Голодомор офіційно визнано геноцидом в Україні. Сьогодні настав час для більш широкого міжнародного визнання геноцидного характеру Голодомору, з тим щоб подібні злочини не могли повторитися; переконати широку міжнародну спільноту у тому, що Голодомор не може бути невизнаними та непокараними. Упродовж низки проєктів, що їх останніми роками виконував Український центр вивчення історії Голокосту, було виявлено різноманітні історичні джерела, які загалом містять відомості про понад 140 місць загибелі ромів у зонах німецької окупації України. У цій статті подано п'ять карт, які є результатом пошукової роботи й заповнюють наявні на сьогодні у картографії та історіографії пробіли, дають змогу дати відповіді на такі запитання, що є нагальними при описі долі ромського населення України: 1) кількість і розташування місць страт ромів (що важливо для усвідомлення масштабу, регіональних особливостей і статистичних аспектів геноциду ромів на теренах України); 2) розподіл між кочовими та осілими ромськими жертвами за наявними джерелами (що важливо з огляду на концептуальні дискусії в історіографії щодо засад нацистської «циганської» політики, адже переважання жертв, які були осілими, переконливо демонструє, що у мотивації виконавців злочинів расово-ідеологічні чинники превалювали над уявленнями про «асоціальність» окремих ромів); 3) розподіл між німецькими виконавцями та місцевими співучасниками у злочинах щодо ромів (що важливо у контексті питання про ставлення місцевого населення до переслідуваних ромів та ступінь ініціативи місцевих органів врядування і допоміжної поліції у геноцидних акціях); 4) установа, яка задокументувала злочин (що важливо з погляду політики держави щодо документування злочинів проти ромів – зокрема, їхньої повноти та репрезентативності, – та особливостей формування суспільних уявлень про це); 5) наявність меморіальних об'єктів на місцях загибелі ромських жертв або зазначення наявності ромів серед жертв (що важливо у контексті формування соціальної пам'яті про геноцид ромів та наявності/відсутності механізмів «культурної пам'яті», що покликані увічнити пам'ять жертв). До кожної карти наведено опис методики її складання та аналіз наукової ваги поданих на ній відомостей. Узяті разом або окремо, карти мають потенціал для використання у науковій, освітній та музейній діяльності. ; Over recent years, during a number of projects carried out by the Ukrainian Center for Holocaust Studies, evidence have been identified about more than 140 sites of muss murder of Roma in the German-occupied areas of Ukraine. In result, five maps were compiled which are presented in the article. The maps fill up the gaps in the cartography and historiography on the subject of Roma genocide, and allow us to illustrate and answer the following questions that are urgent in describing the bitter fate of the Roma population of Ukraine: (1) Location of Roma killing sites (which is important to apprehend the scope, regional features and statistical aspects of the Roma genocide in Ukrainian territory); (2) The distribution between nomadic and settled Roma victims, according to available sources (which is important given the conceptual discussions in historiography on the principles of the Nazi "Gypsy" policies; the predominance of the settled victims convincingly demonstrates that in perpetrators' mindset the racial and ideological motivations prevailed over notions of "asociality" of individual Roma); (3) Distribution between German perpetrators and local accomplices in crimes against Roma (which is important in the context of the attitude of the local population towards the persecuted Roma, and the degree of initiative of local governments and auxiliary police in genocidal actions); (4) The institution that documented the crimes (which is important from the perspective of the agency and state policies on documenting crimes against Roma people – particularly, documentation completeness and representativeness – and thus shaping of public opinion about it); (5) Availability of memorials at the killing sites of Roma victims, or indication of Roma among the victims (which is important in the context of the formation of social memory of Roma genocide and the presence / absence of "cultural memory" tools to commemorate victims). Each map is accompanied by commentary of what method was used to compile it, as well as analysis of the scholarly meaning of the information presented. Be the maps used together or separately, they carry the potential for use in research, educational, or museum activities.
Abstract. The scientific novelty consists, primarily, in the fact that new archival sources have been introduced into the scientific circulation, which expanded the possibilities for the Holodomor legal qualification in 1932 – 1933 as the Genocide crime. For the first time, the documents have been found and analyzed showing that at least in the first half of 1933 the regional authorities required the villages, towns and districts authorities to send comprehensive information on the mortality rate dynamics in different age groups in the Holodomor every ten days, but the regional authorities did not take any measures in order to stop the mass murder by starvation, although they received reports regularly. The Conclusions. The revealed documents concerning the Moldavian Autonomous Soviet Socialist Republic testified that the Holodomor organizers and executors of 1932 – 1933 created a special vertically integrated system aimed at constant monitoring of the mortality rate in the Ukrainian countryside, which provided for updating the information every five days at the district level and every ten days at the regional levels. The statistics and reports on Baltic region for the first half of 1933, which were regularly provided to the Moldavian Regional Committee of the CP (b) U, reflected a steady increase in the mortality rate in various villages and age groups. However, the information did not help, any decisive actions were not taken in order to help those people, who were starving, which only emphasized the government's intention to starve the planned amount of population to death. Мета дослідження полягає у виявленні та аналізі додаткових архівних документів, які дозволяють ґрунтовніше довести наявність у керівництва СРСР спеціального наміру вчинити злочин геноцид щодо українців, організувавши на території УСРР, Північного Кавказу та Кубані Голодомор 1932–1933 рр. Методологія дослідження передбачає застосування джерелознавчих методів, аналіз за їхньою допомогою невідомих раніше документів, спрямований на формування нових доказів наміру геноциду. Наукова новизна дослідження полягає насамперед у тому, що до наукового обігу вводяться нові архівні джерела, які розширюють можливості для правової кваліфікації Голодомору 1932–1933 рр. як злочину геноциду. Вперше виявлено та проаналізовано документи, які свідчать про те, що владні структури обласного рівня як мінімум в першій половині 1933 р. вимагали від влад сіл, міст і районів надсилати щодесять днів всебічну інформацію про динаміку смертності населення в різних його вікових групах на території Голодомору й регулярно отримували її від них, але не вживали заходів, спрямованих на припинення масового вбивства голодом. Висновки. Виявлені документи, які стосуються Молдавської АСРР, свідчать про те, що організатори і виконавці Голодомору 1932–1933 рр. створили спеціальну вертикально інтегровану систему постійного моніторингу рівня смертності в українському селі, яка передбачала оновлення інформації щоп'ять днів на рівні районів і щодесять днів на рівні області. Статистичні дані та доповідні по Балтському району за першу половину 1933 року, які регулярно надавалася Молдавському обкому КП(б)У, відображають постійне зростання смертності в різних селах та вікових групах. Проте ця інформація не стала сигналом для рішучих заходів з надання допомоги тим,хто голодував, що лише відтінює намір влади вбити голодом заплановану кількість населення. Вперше виявлено та проаналізовано документи, які свідчать про те, що владні структури обласного рівня як мінімум в першій половині 1933 р. вимагали від влад сіл, міст і районів надсилати щодесять днів всебічну інформацію про динаміку смертності населення в різних його вікових групах на території Голодомору й регулярно отримували її від них, але не вживали заходів, спрямованих на припинення масового вбивства голодом. Висновки. Виявлені документи, які стосуються Молдавської АСРР, свідчать про те, що організатори і виконавці Голодомору 1932–1933 рр. створили спеціальну вертикально інтегровану систему постійного моніторингу рівня смертності в українському селі, яка передбачала оновлення інформації щоп'ять днів на рівні районів і щодесять днів на рівні області. Abstract. The purpose of the research is to identify and analyze additional archival documents that allow proving more thoroughly the USSR leadership's special intention existence to commit the Genocide against the Ukrainians, organizing the Holodomor in the USSR, the North Caucasus and Kuban in 1932 – 1933. The methodology of the research involves the use of the source methods, the analysis with the help of previously unknown documents, aimed at accumulating new evidence concerning the Genocide intention. The scientific novelty consists, primarily, in the fact that new archival sources have been introduced into the scientific circulation, which expanded the possibilities for the Holodomor legal qualification in 1932 – 1933 as the Genocide crime. For the first time, the documents have been found and analyzed showing that at least in the first half of 1933 the regional authorities required the villages, towns and districts authorities to send comprehensive information on the mortality rate dynamics in different age groups in the Holodomor every ten days, but the regional authorities did not take any measures in order to stop the mass murder by starvation, although they received reports regularly. The Conclusions. The revealed documents concerning the Moldavian Autonomous Soviet Socialist Republic testified that the Holodomor organizers and executors of 1932 – 1933 created a special vertically integrated system aimed at constant monitoring of the mortality rate in the Ukrainian countryside, which provided for updating the information every five days at the district level and every ten days at the regional levels. The statistics and reports on Baltic region for the first half of 1933, which were regularly provided to the Moldavian Regional Committee of the CP (b) U, reflected a steady increase in the mortality rate in various villages and age groups. However, the information did not help, any decisive actions were not taken in order to help those people, who were starving, which only emphasized the government's intention to starve the planned amount of population to death. Мета дослідження полягає у виявленні та аналізі додаткових архівних документів, які дозволяють ґрунтовніше довести наявність у керівництва СРСР спеціального наміру вчинити злочин геноцид щодо українців, організувавши на території УСРР, Північного Кавказу та Кубані Голодомор 1932–1933 рр. Методологія дослідження передбачає застосування джерелознавчих методів, аналіз за їхньою допомогою невідомих раніше документів, спрямований на формування нових доказів наміру геноциду. In this essay, the author presents new research, as well as surveys existing interpretations, of the history of pogroms in Ukraine during the Holocaust. Focusing on western Ukraine during summer 1941, the author determines that across the region Jews were the primary targets of attacks, but the politics and dynamic of the mob violence and among the occupation forces varied from place to place. Besides the powerful, antisemitic charge of Judeo-Bolshevism, the author explores other political, social, psychological and ideological causes of the violence. She stresses the cross section of society represented among the pogromists, and the role of nationalist insurgents and German occupation officials. In particular, among the participants (primarily, organizers) of the pogroms in Western Ukraine were fanatical nationalists, devout Christians, secular professionals, community leaders, farmers and more. The researcher notes that the involvement of the local population in the actions of destruction is an indicator of both the instability in the outskirts of the occupied territory, and unstable situation, immaturity of the forms of the Ukrainian nationalist movement. The author traces the relationship between the German-led mass shootings and the pogroms, and argues that distinctions made between mob violence and genocide usually fail to account for the changing interaction of the two phenomena. The pogroms are seen as part of a Nazi strategy to increase the number of murders of the Jews with the help of local collaborators; the cause and effect of radicalization within the SS; gradual change of spatial landmarks - crime scenes (from the city center to the outskirts). The overlapping, escalating history of the two is especially evident in western Volhynia where, unlike in neighbouring Galicia, the number of Jews killed in mass shootings exceeded those killed in pogroms. Окрім потужного антисемітського заряду «жидобільшовизму», авторка досліджує також інші політичні, соціальні, психологічні та ідеологічні причини насильства. Вона звертає увагу на зріз суспільства, представлений серед погромників, атакож на роль націоналістичних повстанців інімецьких окупантів. Зокрема, серед учасників (передусім, організаторів) погромів у Західній Україні були фанатичні націоналісти, побожні християни, світські професіонали, громадські лідери, фермери тощо. Дослідниця зауважує, що залучення місцевого населення до акцій знищення є показником як нестабільності околиць окупованої території, так і нестабільної ситуації, незрілості форм українського націоналістичного руху. Авторка відслідковує відношення між масовими розстрілами, що їх провадили нацисти, та погромами, істверджує, що відмінності між насиллям натовпу та геноцидом зазвичай не враховують зміну взаємодії цих двох явищ.Погроми розглядаються як частина нацистської стратегії задля збільшення кількості вбивств євреїв за допомоги місцевих колаборантів; причина та наслідок радикалізації всередині есесівців; поступова зміна просторових орієнтирів – місць злочину (з центру міст на околиці). Перетин та висока динаміка їх історії особливо помітні на Західній Волині, де, на відміну від сусідньої Галичини, кількість загиблих умасових розстрілах євреїв перевищувала кількість тих, хто загинув від погромів. Таким чином, наприкінці вересня 1941р. усхідній столиці, Києві, не було великих погромів, на зразок львівських «днів Петлюри», натомість був Бабин Яр.
In the article, the political and ideological prerequisites for the formation of groups of activists in the 1920s, who were subsequently executors of the decisions of the Soviet-party nomenclature aimed at organizing and committing the Holodomor-genocide of Ukrainians in 1932–1933, are examined. It is proven that the activists did not appear spontaneously; this was a planned and prepared campaign of the Bolshevik authorities. This campaign was implemented along with authorities' strengthening and changing into the totalitarian form. The Bolsheviks were solving the "farmers' question" by the methods of social engineering, which included erasing the difference between land tenure and land use in the minds of the farmers, land deprivation as the instrument of class struggle aggravation, creating of the Bolshevik model of pauperization and crisis in farmers' community (in accordance with social and economical theory of Marxism), categorical rejection of Menshevik ideas of municipalization and creating of democratic state institutions, "chornyi peredel" (black repartition) as the instrument for "proletarization of farmers" (defarmerization), social differentiation of farmers or dividing them into the social groups as the element of implementation of "diverse-class policy in the villages", which finally won at the end of 1929, cultivation of poverty as the virtue of proletarian farmer, using of the term "kurkul" ("kulak") for ideological and manipulative aims such as to deprive the farmers of the land and profit, securing of the decision on forcedcollectivization-nationalization at the state level which needed the performers at the local level, and creating the dictatorship of proletariat bodies and "managed people's democracy" (village councils, class unions, committees of poor peasants, etc.), the members of which were the village activists. It is emphasized that as a result of "Bolshevik" agrarian sector modernization and "proletarianization" of people, a whole new social layer appeared – local activists as a resource and tool for the "dictatorship of the proletariat" and as builders of new state, who helped to subjugate and starve the Ukrainian people. ; У статті розглянуто політико-ідеологічні передумови формування груп активістів у 1920-х рр., які згодом були виконавцями рішень радянсько-партійної номенклатури, спрямованих на організацію та вчинення Голодомору-геноциду українців у 1932–1933 рр. Доведено, що поява сільськихактивістів була не стихійною, а спланованою та підготовленою акцією з боку більшовицької влади, яку втілювали паралельно зі зміцненням йутвердженням останньої у тоталітарній формі. Йдеться про розв'язання більшовиками "селянського питання", під час якого вони застосувалисоціальний інжиніринг, складовими якого були стирання у свідомості селян відмінності між землеволодінням й землекористуванням, відбирання земель як інструмент загострення класової боротьби, формування більшовицької моделі пауперизації та кризи у селянському соціумі, що відповідаєсоціально-економічній теорії марксизму, категоричне несприйняття меншовицьких ідей муніципалізації та створення демократичних державнихінституцій, "чорний переділ" як інструмент "пролетаризації селян" ("розселянення"), соціальна диференціація або поділ на прошарки самих селян як елемент впровадження "різнокласової політики на селі", яка остаточно перемогла наприкінці 1929 р., культивування бідності як чесноти селянина-пролетарія, використання поняття "куркуль" з ідеологічно-маніпулятивною метою – позбавлення селян-господарів землі та прибутку, закріплення на державному рівні рішення про примусову колективізацію-одержавлення, для якої потрібні були виконавці на місцях, створенняорганів диктатури пролетаріату та "керованої народної демократії" (сільські ради, класові спілки, комнезами тощо), до складу яких входили сільські активісти. Наголошено, що в результаті модернізації аграрного сектора "по-більшовицьки" і "пролетаризації" людей з'явився абсолютно новий прошарок – низові активісти як ресурс та інструмент "диктатури пролетаріату", як будівничі нової держави, що допомагали упокорювати та "виголоджувати" український народ.
The Holodomor-genocide in 1932 and 1933 is the greatest socio-demographic catastrophe of the Ukrainian people. Despite several demographic and historical and statistical studies, many aspects of this crime of the Soviet government remain unexplored, in particular, the issue of determining the demographic losses caused by it.The main theoretical and methodical problems of determining the demographic losses of the UkrSSR in 1932 and 1933 include terminological, information and resource, and methodological ones. In particular, they mean different approaches to understanding the very concept of "demographic losses", an incomplete and often unreliable source base of the demographic statistics in the 1920s-1930s, based on which the demographic and historical and statistical methods of assessment are used.The analysis of studies of the demographic losses due to the genocide in the 20th century convincingly proves the need for a broad understanding of this concept. The direct demographic losses due to the Holodomor genocide in 1932 and 1933 are proposed to be defined as the total number of deaths and withdrawals outside the UkrSSR as a result of the policy of genocide during this period. Together with indirect losses (unborn from the number of direct losses), they make up total demographic losses.One of the main problems in estimating the demographic losses due to the Holodomor genocide is the quality of the source base of the study. According to the historical research, the results of the All-Union Population Census in 1939 and other consolidated characteristics of the population of the UkrSSR, which are the basis of existing demographic estimates, are distorted and cannot be used for calculations without proper adjustment. The cessation of demographic statistics in the 1930s in the UkrSSR and deliberate destruction by the authorities of the information about the population, its characteristics, in particular about natural movement, led to a huge lack of data for qualitative research, especially from 1930 to 1936. This problem can be solved by the detailed study and analysis of the primary demographic statistics, which is generally not subject to falsification, at the level of the village, town, city councils, and administrative districts.The analysis of methods of calculation of the demographic losses is carried out, among which the method of demographic reconstruction which should be applied in combination with other demographic and mathematical methods, trend analysis, and interpolation and extrapolation dynamics is defined as the most expedient for application. However, they should be applied based on lower-level data collection of statistical and demographic information. This requires careful use of all archival data of specific areas, in which the archival demographic statistical data of the 1920s–1930s are relatively well preserved.Keywords: demographic losses, Holodomor-genocide, 1932–1933, methodology, Ukrainian Socialist Soviet Republic (UkrSSR), demographic statistics. ; Визначено головні теоретико-методичні проблеми дослідження демографічних втрат внаслідок Голодомору-геноциду 1932–1933 років: термінологічна – існування різних підходів до розуміння самого поняття «демографічні втрати» та їхньої компонентної структури; інформаційно-ресурсна – неповна та часто недостовірна джерельна база демографічної статистики 1920–1930-х років; методична – зумовлена наявністю двох попередніх та пов'язана із застосуванням наукових методів здебільшого демографії, статистики й історії. Прямі демографічні втрати внаслідок Голодомору-геноциду в 1932–1933 роках пропонується визначати як сумарну чисельність померлих та вибулих за межі УСРР внаслідок політики геноциду в означений період. Разом із непрямими втратами (ненародженими від числа прямих втрат) вони складають загальні демографічні втрати. Проблему повноти та достовірності джерельної бази дослідження можна вирішити шляхом детального вивчення та аналізу первинної демографічної статистики на рівні сільських, селищних, міських рад та адміністративних районів. Такий підхід дасть змогу поступово відновити втрачені дані на вищих адміністративних рівнях. The article analyzes the role and significance of rural activists in carrying out organizational and mass work on grain procurement during the Great Famine of 1932–1933 on the basis of materials of Collection No 1 "Central Committee of the Communist Party of Ukraine (CC CPU), Kyiv (1918–1991)" of the Central State Archives of Public Organizations of Ukraine.These archival materials contain information about the quantitative and qualitative composition of rural activists' groups, their selection, formation, and practical actions. Also, they disclose the ways used by the Soviet government to mobilize human resources for its own maximal benefit to implement grain procurement plans by creating the necessary resource base with centralized special supply for its leading district staff to strengthen the repressive apparatus of the designated local authorities. Working with the collective farms' activists, the party organization kept a wary eye on the implementation of the grain procurement plan, the involvement of villagers in outreach activities conducted by the party and the Soviet government, and ensuring the measures on implementation of the "correct" Bolshevist policy, their main task being the struggle with "kulaks" (higher-income farmers), "petliurivshchyna" (Petliura movement), and other counterrevolutionary elements that undermined the implementation of grain procurement plans.It is claimed that the appearance of rural activists – the army of executors and designated local authorities, carefully controlled by the prompt grain procurement management represented by the district party committees – led to terrible consequences. In fact, it was the terror that struck the "kulaks" who stood in the way of the "revolutionary expediency". Archival materials show that the top party leadership made much effort and spent a lot of resources to form the groups of active subordinates, carrying out constant purges of local "saboteurs" due to the awareness of the activists' role in the Famine-genocide. ; У статті проаналізовано роль і значення сільського активу у проведенні організаційно-масової роботи з хлібозаготівлі під час Голодомору-геноциду на основі матеріалів фонду № 1 «Центральний комітет Комуністичної партії України (ЦК КПУ), м. Архівні матеріали свідчать, що вище партійне керівництво докладало чималих зусиль і залучало значні ресурси для формування підконтрольного йому активу, здійснюючи постійні чистки від «саботажників» на місцях, адже добре усвідомлювало його роль у вчиненні Голодомору-геноциду.

The author examines the peculiarities of the process of post-conflict reconciliation and peacebuilding in Rwanda, determines the role of international and local justice in the post-conflict reconciliation and punishment of perpetrators of mass genocide, identifies features of state policy to eliminate genocide and restore justice. Using historical, analytical and comparative methods, the author concludes that gachacha tribunals as a means of restorative justice have helped to restore trust and social harmony in Rwandan society, to regenerate its value and cultural matrix. The study found that in order to build positive peace, governance decisions and actions on the population in all spheres of public life contained a peacekeeping context, and the government worked to protect Rwandan society from a recurrence of future conflict. The findings found Rwandan's peace-building strategy to be effective because, following a large-scale genocide, a policy of national unity and reconciliation was pursued to build a united nation, restore peace and justice, good governance and economic development.
