In the study, the authors approash the subject of foreign students enrolled at the Moldavian State University of Medicine and Pharmacy "Nicolae Testemitanu". The first foreign students startied their studies at USMF "Nicolae Testemitanu" on September 1, 1990. They came from countries such as Ukraine, Russian Federation, Azerbaijan, Belarus, and also Romania, Italy, Syria, Sudan, Turkey, Israel, Palestine, Jordan, Morocco, etc. Over time, the number of foreign students has increased from 1,000 to more than 2,000 people. The training process of foreign citizens was considered a strategic direction and a priority activity for all subdivisions of USMF "Nicolae Testemitanu", an objective on which the future of the institution largely depends. The university is a leader among higher education institutions in the Republic of Moldova in the export of "gray matter" in the form of training of citizens from other countries.

Local power is carried out within the territorial boundaries of local municipalities that are delimited by each other through clearly defined borders and their degree of autonomy and vitality and depends, to a large extent, on the principles underlying the territorial organization of this public power.
The author considers that the territorial organization of the public power in the Republic of Moldova must be carried out on the basis of the following principles: a) respect for human rights, b) respect for historical, national and local traditions, c) economic and financial sufficiency, d) ensuring the participation of the population in the management of local public affairs, e) maximum proximity of the local public authorities to the inhabitants, f) population consultation on issues related to the territorial organization of the public power, g) legality, h) respect of the scientific achievements.
It was concluded that there is no strict dependence on the process of the territorial organization of public power to the objective criteria for creating territorial systems for the exercise of public power. Unlike other systems, the system of territorial organization of public power is much more static. This is a necessary condition for the proper functioning of the public authorities, which must have a permanent and clearly defined territorial area of activity.
The territorial organization of power in the Republic of Moldova was influenced by the factors of social, economic, organizational, national, historical, political nature. Each of the listed factors can determine the most important aspects of the territorial structure at certain stages of state development.
As a result of the Russian-Turkish war in 1806-1812 the Moldovan territory between the rivers Prut and Dniester, later called Bessarabia, was annex by the Russian Empire. The administrative policy of the Russian authorities in Bessarabia was closely connected with the progress and the foreign policy course of the Russian Empire. As Basarabia bordered in the West on the Russian Empire it had a great political and military importance being treated as a possible springboard for attack on Balkan. The process of administrative establishment in Bessarabia dependent upon the propesed objectives in foreign policy and upon the Empire`s political interests. The implementation and consolidation process of the Russian administrative system in Bessarabia can be divided into three distinct periods. The first period - from 1812 to 1818. A temporary system of administration has been institued which was similar to that existent in Moldova, the idea of a continuation of the administrative system being accredited. In the period of administrative authonomy (1818-1828) the Suprem Council has been established, which was the suprem administrative and juridical body in Bessarabia. At the same time, administrative institutions characteristic of the Russian system of administration were founded in the region. The last period between 1828 and 1917 is the final period in the process of consolidationof Russian administration in Bessarabia. With the foundation of the administrative system according to "The Locality" from 1828 the implementation of Russian administrative structures in the region ends, but some exeptions. After the realization in the region of administrative reforms in the 60s - 70s of the XIX century administration in Bessarabia becomes identical with that in central provinces of the Russian Empire. Administration in Bessarabia was an obedient instrument in carrying out the Russian colonial policy in the region. Russian autorities permanent objects were making Bessarabia dependent on them discreditation of the national system of administration, disregard of the local administrative institutions and practic, ubestimation of Moldovan laws.
One of the essential objectives of this work is to change the optical approach of the local power phenomenon, opting for the approach of the territorial organization of local power from the perspective of the realities of the contemporary world. Within the thematic framework of the paper, I have pursued that the territorial organization of local power to be treated from the perspective of political and administrative sciences, referring to the Moldovan realities, but also to the influences of the integration in the European space. In order to solve the theoretical and practical problems related to the efficient territorial organization of the public power, I have used the paradigm of the territorial organization of the public power as the basis of the phenomenon investigation. The key idea of the paradigm is that the phenomenon of public power in the contemporary democratic state must be tackled not only in relation to the state but more broadly in the aspect of the existence of both the public power of the people and the existence and functioning of the local collectivities' public power as a power that has the same social nature but is different as form and content from the state one. These communities have their own public power, based on two essential elements: the local population and the local electoral system through which its representative bodies (decision-making and executive) are elected. The chapters of the papers imply complex researches regarding the territorial organization of the local power, in the idea that they would allow to identify a model of territorial organization of the local power in terms of the interests and needs of local collectivities in the Republic of Moldova. The final objective of the paper was to develop a theoretical vision of the reform of the territorial organization system of local power in accordance with the new realities and that would meet the political, social and economic challenges facing the Republic of Moldova. Reforming the territorial organization of the local public power on the basis of the recommendations made in the paper will help to overcome the negative tendencies that occur in the processes taking place in the society. Searching solutions to solve or identifying possible ways to resolve a problem does not necessarily mean finding an undoubtedly mean to solve the problem or a definite answer to the existing issue. In many cases, scientific researches does not put the end point in a scientific dispute or in a contradictory approach of a phenomenon, they only develop it, broaden the knowledge space and update it, providing research space to other researchers concerned about that issues and opportunities of choice and documentation for political decision-makers.

Until 2019 the parliamentary elections in the Republic of Moldova were based on a proportional system on party lists, at the parliamentary elections of February 24, 2019 it was applied the mixed voting system, an uninspired mix between the proportional and the majority system.
There were created 51 uninominal constituencies for the parliamentary elections of February 24, 2019, of which 3 over the borders of the republic, 46 on the territory of the Republic of Moldova controlled by the constitutional authorities and 2 in the Transnistrian region.
There are examined the particularities of conducting the parliamentary elections in the uninominal constituency no. 43, Cahul municipality: the profiles of the candidates, their electoral actions and the results obtained in this electoral constituency.
It was found that a common tendency for candidates was, in many cases, the reorientation of the electoral discourse from the issues of "national interest" to those of "local interest", even if their solution is not within the competence of a deputy.

Efficient functioning of the local government depends on its territorial organization, which must correspond to the objective needs of building public power structures, capable of responding, in line with European standards, to the new political, social, economic and cultural realities in which located Republic of Moldova.
To investigate the phenomenon and identify efficient solutions was proposed to change the paradigm of investigation the phenomenon. It affirms the necessity to abandon the paradigm of an administrative-territorial organization and adopt a paradigm for the territorial organization of public power. In this sense, a theoretical-conceptual and methodological basis was elaborated in the domain of the territorial organization of the public power, in general, and in the local one in particular.

The article explores the rationale of the Romanian political community as defined by its successive constitutional layouts, since the first fundamental law of 1866, including the Communist constitutional settings, and concluding with the post-communist constitutional design. This consistency of the political community is tested by means of an analytical distinction between the Nation-State and the National State. The former is understood as the institutional underpinning of a community bearing a political project. The latter is seen as the institutional outcome of an ethnic group and the warrant of its political integrity. Such an examination of the Romanian constitutional production sheds light on the historical and unambiguous predominance of the National State, while the Nation State emerged briefly and warily in the Romanian setting in the form of the socialist nation state. By the same token, this approach questions the adequacy between democracy and this rationale of the Romanian political community. While the socialist Nation State, as it was constitutionally designed, failed to guarantee the effectiveness of popular democracy, the Romanian National State, as it was shaped by the successive constitutional texts, pre-communist and post-communist, was always unable to accommodate completely with democracy.
Dezbaterile publice privind administraţia publică sunt de neconceput fără analiza problemelor ce vizează autoadministrarea colectivităţilor locale. Carta Europeană a Autonomiei Locale tratează colectivităţile locale ca fundamente ale democraţiilor contemporane, recunoscându-le dreptul şi capacitatea de a rezolva o parte considerabilă din problemele cu caracter local sub propria responsabilitate şi în interesul populaţiei locale. Pentru exercitarea acestui drept, fiecare stat elaborează cadrul normativ, care, sub influenţa mediului politic, social şi economic, este supus unor permanente modificări, operate pentru a da mai multă forţă sistemului de autoadministrare. Prezenta lucrare îşi propune să faciliteze cunoaşterea, înţelegerea şi însuşirea problematicii autoadministrării colectivităţilor locale. Pe planul informaţiei sunt prezentate rezultatele cercetărilor analitice, obţinute fie în cadrul unor eforturi de cercetare, fie în programe de consultanţă. Rolul acestora este de a sugera pe de o parte importanţa cunoaşterii potenţialului colectivităţilor locale, constrângerilor şi resurselor în planificarea unor măsuri asumate formal şi de o manieră sistematică. Pe de altă parte oferă soluţii practice şi sugestii privind aplicarea unor acte normative şi soluţionarea diverselor probleme generate de practicile cotidiene. Înserarea în conţinutul lucrării a problemelor de natură juridică şi teoretică urmăreşte nu doar înzestrarea cititorului cu informaţii relevante şi actuale. Acestea apar mai degrabă ca un reper pentru contemplare, pentru clarificare şi sistematizare şi mai ales pentru a le situa corect în raport cu misiunea activităţilor circumscrise administrării. Lucrarea va fi utilă celor implicaţi în procesul decizional local, funcţionarilor publici din instituţiile administraţiei publice locale, angajaţilor întreprinderilor municipale, studenţilor şi masteranzilor, tuturor celor interesaţi de problemele autoadministrării locale.

Such famous jurists as H. Kelsen, J. Chevallier, Giorgio del Vecchio, A. Hauriou, Mircea Djuvara, François Rigaux, Ion Deleanu, Tudor Drăganu etc. expressed their views on the principles of the rule of law, which persisted for several centuries. The rule of law is never a perfect reality and no country can claim to have achieved perfection, because the rule of law is not obtained easily, it is the joint effort of the state authorities, civil society, and all the citizens. José Manuel Durão Barroso stated that "The rule of law is the cornerstone of the European Union, there is no true democracy without the rule of law and without democracy the rule of law is just an instrument in the hand of the rulers". While the European Commissioner for Justice, Viviane Reding stated that "In parallel to the economic and financial crisis, we also have been confronted on several occasions with a true "rule of law" crisis. At the beginning of April 2014, in Innsbruck (Austria), was held the academic conference entitled "Strengthening the rule of law in Europe - from a common concept to mechanisms of implementation". On April 21, 2014, the European Parliament noted, according to Article 49 of the EU Treaty, Moldova, Ukraine and Georgia, as any European country can apply to become a member of the European Union, given that they realize the principles of democracy, the fundamentals of freedom, human and minority rights and ensure the rule of law. Thus, achieving the rule of law in Moldova was and will be a permanent and current task in the coming years.

In society, at different levels, public territorial collectivities exist as component parts of
the whole - the people in its entirety. Each of these collectivities perform, abiding by the principles of local
autonomy, their respective public power which is exercised directly by the population or by the
population's representative authorities. The functions of public power are realized at those levels where
for their efficient realization there are adequate conditions and possibilities.
As a consequence of the diversity and hierarchy of the public territorial collectivities, many
authorities of different public powers may coexist in a single territory. The compatibility of activities of
different public powers is solved by clearly delimiting the competences and responsibilities of said public
powers.
The objectives of public power regarding the order of the public relations determines the functional
dimension of representative public authorities. This activity should be directed exclusively in realizing the
interests of the collectivity by political, economical, social and spiritual development.
