The main purpose of the paper is to identify the involvement of Russia in the ethno-political conflicts of Georgia, in the context of the dominant theories of international relations. The research is focused on the conflicts in Georgia – Abkhazia and South Ossetia (Tskhinvali region) – starting from the 1920ies till the 2008 Russia-Georgia war. Despite the fact that the internal characteristics of Abkhazia and South Ossetia conflicts are different, Russian politics related to those issues is similar. In this research the qualitative research methodology, particularly qualitative content analyses and case study method are used. Research is based on two theories of International Relation: Waltz's theory of neo-realism "Defensive Realism" and Mearsheimer's theory of "Offensive Realism". This contribution deals with the legal and constitutional aspects of the implementation of the association agreements between the EU and Ukraine, Moldova and Georgia in a comparative perspective. It argues that the legal frameworks of the association agreements, which have the objectives to establish a unique form of political association and economic integration, are characterised by three specific features: comprehensiveness, complexity and conditionality. After a brief background of the EU relations with Ukraine, Moldova and Georgia, the following aspects are scrutinised: legal basis and objectives, institutional framework and mechanisms of enhanced conditionality and legislative approximation. In addition, constitutional challenges for the effective implementation of the association agreements between the EU and Ukraine, Moldova and Georogia are discussed. Based upon a comparison with other EU external agreements, it is demonstrated that the association agreements are innovative legal instruments providing for a new type of integration without membership.Key words: association agreements, the European Union, Ukraine, Moldova, Georgia, constitutions, implementation. Наголошено, що угоди про асоціацію, які мають на меті створити унікальну форму політичної асоціації та економічної інтеграції між ЄС і Україною, Молдовою та Грузією, характеризуються трьома особливостями: комплексністю, складністю й умовністю.Проаналізовано такі питання правового характеру: правові засади та цілі угод про асоціацію між ЄС і Україною, Молдовою та Грузією; інститути та механізми реалізації політики умовності; правове регулювання зближення законодавства. Крім того, вивчено проблеми імплементації угод про асоціацію між ЄС і Україною, Молдовою і Грузією в правові національні системи цих країн.На підставі порівняння з угодами ЄС з іншими країнами показано, що угоди про асоціацію між ЄС і Україною, Молдовою і Грузією є інноваційними правовими актами, які забезпечують інтеграцію України, Молдови та Грузії в ЄС без формального членства.Ключові слова: угоди про асоціацію, Європейський Союз, Україна, Молдова, Грузія, конституція, імплементація.
The article studies the process of political transformation of Georgia since the declaration of its independence. The author`s hypothesis is that Georgia's political transformation should lead to the democratization of its political regime, which in this study is seen as a process of departure from the former Soviet practices of the political system. That is, political transformation is a multidimensional process of gradual departure from socialism. The author analyses a number of factors of the political regime change, from the first democratic government of Zviad Gamsakhurdia, which began the process of political transformation of Georgia, the coming to power of Eduard Shevardnadze, and his resignation in a result of mass protests called "colour revolution", leading to the election victory of Mikheil Saakashvili, whose political force, the United National Movement, was replaced by the Georgian Dream. Also, the study examines the features of the political regime in Georgia, examines the process of establishment and development of power relations, and identifies the main trends and links that directly influenced the process of development of the political system since 1991. The aim of the study is to identify the main reasons that hindered the process of democratization of Georgia, contributing to the understanding of the patterns of democratic development of the country's political system. The main methods used are empirical, problemchronological, and case study method. The author concludes that Georgia's political transformation can be characterized by a combination of authoritarian and democratic tendencies. The country's transformation process has not been simple and homogeneous, and the on-going process of democratization in Georgia is the result of the collapse of the Soviet system, which can now be described as an incomplete transition to a consolidated democracy. However, given Georgia's aspirations to become a member of NATO and the European Union, resolving the problem of secessionist regions on the path to building a democratic state is extremely important. ; У статті досліджується процес політичної трансформації Грузії з моменту проголошення її незалежності. Гіпотеза полягає у тому, що політична трансформація Грузії має привести до демократизації її політичного режиму, що розглядається як процес відходу від колишніх радянських практик функціонування політичної системи. Тож, політична трансформація є багатовимірним процесом поступового відходу від соціалізму. Авторка аналізує ряд чинників зміни політичних режимів, від першого демократичного уряду на чолі із Звіадом Гамсахурдією, з якого було розпочато процес політичної трансформації Грузії, приходом до влади Едуарда Шеварднадзе, і його усуненням в результаті масових протестів, які називають «кольоровою революцією» й які привели до перемоги на виборах Міхеіла Саакашвілі, політичну силу якого «Єдиний національний рух» було замінено «Грузинською мрією». Також, у досліджені вивчаються особливості політичного режиму Грузії, розглядається процес встановлення та розвитку владних відносин, визначено основні тенденції та зв'язки, які безпосередньо впливали на процес становлення політичної системи після здобуття незалежності у 1991 році. Метою дослідження є виявлення основних причин, які перешкоджали процесу демократизації Грузії, що сприяє розумінню закономірностей демократичного розвитку політичної системи країни. У результаті дослідження було зроблено висновок, що політичній трансформації Грузії притаманне поєднання авторитарних та демократичних тенденцій. Проаналізовано основні туристичні показники за останні роки, а також динаміку туристичних потоків та їх розподілення за мотивацією й країнами походження. Виділено найважливіші завдання, які уряд країни реалізовує та планує реалізувати в найближчі роки для збільшення кількості туристів. The main aspects of modern tourism development in Georgia. The main tourist figures, the dynamics of tourist flows and their distribution by country of origin and motivation are analysed in the recent years. Highlighted the major challenges that the government implements and plans to implement in the coming years to increase the number of tourists.

The historical perspective of language policies discourse is defined from the times of the Soviet Union collapse. Special attention has been paid to the description of constitutional statuses of the state languages, recently adopted laws and bills, to the role of constitutional courts in language conflicts regulation. Purpose of this research is to analyse the current language legislation in Ukraine, Georgia, and Moldova and examine the peculiarities of language policies in these countries. As material for the research, we use the texts of laws and bills on language issues and mass-media texts that show public reaction to these laws. Special attention has also been paid to cultural and historical peculiarities of language policies formation. Methods. Methodological base of this article are as follows: language policy and language planning theory, language management theory and critical discourse-analysis approach towards language policy. In the frame of these theories, it is underlined that language policy has different stages – creation of the policies, its interpretation and implementation through concrete legislative mechanisms. Results. Therefore, in this article, we examined the main legislative pecularities of language conflict regulation in contemporary Ukraine, Georgia, and Moldova. Many common features have been observed in language policies of the above-mentioned countries. First of all, we notice attempts to introduce new language laws or make amendments into old ones. Secondly, problematic implementation of the legislative decisions is related to financial problems; as a result, it leads to lack of real legislative mechanisms of language conflict regulation and to state control of language legislation implementation. Thirdly, in these countries different actors (parliaments, constitutional courts, political parties, and civic activist organizations) are fighting for power in general, and for influence on language policies in particular. Discussion. In this article, we focus our attention on the issues of state language functioning in different spheres of public life. Furthermore, the perspectives of our research are the issues of minority languages protection and development, the aspect of languages and language policies conceptualisation in the above-mentioned countries. ; У статті висвітлено особливості мовного законодавства трьох пострадянських країн – України, Грузії та Молдови. Окреслено історичну перспективу мовно-політичного дискурсу з часів розпаду Радянського Союзу. In the qualification (bachelor's) work the aggressive essence of the policy of the state leadership of Russia against Ukraine and Georgia is investigated. The information support of the military conflict of the Russian Federation in Georgia is considered. The use of means and methods of information warfare in the Russian media in covering the conflict in Ukraine is analyzed. Also, defined methods of manipulating the Ukrainian media in the information war between Russia and Ukraine are identified. ; У кваліфікаційній (бакалаврській) роботі досліджено агресивну сутність політики державного керівництва Росії проти України та Грузії. Розглянуто інформаційний супровід військового конфлікту РФ в Грузії. Здійснено аналіз використання засобів та прийомів інформаційної війни у російський ЗМІ при висвітленні конфлікту в Україні. А також визначено методи маніпулювання українських ЗМІ в інформаційній війні між Росією та Україною.
The article focuses on the fact that for decades, local governments in Georgia have not used theirsignificant reserves effectively. Local governments also lack a modern plan for the socio-economic development of territories. It should be noted that for the significant development of local self-government, the priority of different areas has not been determined. Problematic issues were resolved spontaneously without theparticipation of local residents, without coordination and reconciliation. Despite the numerous local reformsthat have been implemented since independence in Georgia, important issues such as the separation ofpowers between the center and self-government, lack of financial resources and assets, through decentralization, significant deficit competencies in the venture capital attraction, in the sense of self-governing competencies in securities issues and so on, remain unresolved.It is necessary as soon as possible to adopt the necessary laws that ensure the economic development of local governments, which will lead to the significant improvement of the social conditions of citizens.If the central government does not take quick effective steps in this direction, the socio-economic situation inthe self-government bodies of Georgia will deteriorate even more, which will jeopardize the country's financial and political stability. ; В статье большое внимание уделяется тому, что на протяжении десятилетий в местных само-управлениях Грузии не использовались существующие на местах важные ресурсы. Местные само-управления не имеют современных социально-экономических программ развития территории. Необ-ходимо отметить, что для значительного развития местных самоуправлений не была выявлена прио-ритетность различных направлений. На местах проблемные вопросы решались спонтанно, без уча-стия местных граждан и без согласования с ними вопросов. Несмотря на многие проведенные мест-ные реформы со для независимости Грузии, снова нерешенным остается вопрос таких важных тем,как раздел компетенций между центром и самоуправлениями, недостаток местных финансов и иму-щества, низкое качество децентрализации, значительный дефицит компетенций местных должност-ных лиц в направлении привлечения инвестиций. Низкий уровень компетенции на местных уровнях внаправлении выпуска ценных бумаг и др.Исходя из сегодняшнего положения самоуправлений Грузии можем отметить, что централь-ной власти ещё многое предстоит сделать для того, чтобы выросла бюджетная независимость м ест-ных самоуправлений. Цель данной статьи - изучить и охарактеризовать развитие местного само-управления в Грузии, что обусловлено актуальностью выбранного направления исследования. Необ-ходимо, чтобы центральная власть путём консультации и сотрудничества с местными самоуправле-ниями, изучила те факторы, которые вызывают ухудшение социально-экономического положенияместных самоуправлений и в сжатые сроки принять такие законы, которые обеспечат экономическоеразвитие местных самоуправлений и значительно улучшат социальное положение живущих в нихграждан. Если со стороны центральной власти в скором времени не будут сделаны действенные ша-ги в этом направлении, тогда социально-экономическое положение в местных самоуправлениях ста-нет более напряжённым, что в целом создаст опасность для финансовой и политической стабильно-сти страны. Нужно отметить, что необходимость проведения быстрых реформ в местных самоуправ-лениях ставит также на повестку дня подписанный между Грузией и Евросоюзом ассоциированныйдоговор о сотрудничестве. ; У статті велика увага приділяється тому, що протягом десятиліть в місцевих самоврядуванняхГрузії не використовувалися існуючі на місцях важливі ресурси. Місцеві самоврядування не мають су-часних соціально-економічних програм розвитку території. Необхідно відзначити, що для значного ро-звитку місцевих самоврядувань була виявлена пріоритетність різних напрямів. На місцях проблемніпитання вирішувалися спонтанно, без участі місцевих громадян і без узгодження з ними питань. Не-зважаючи на багато проведених місцевих реформ зі для незалежності Грузії, знову невирішенимзалишається питання таких важливих тем, як розділ компетенцій між центром і органами самовряду-вання, недолік місцевих фінансів та майна, низька якість децентралізації, значний дефіцит компетен-цій місцевих посадових осіб щодо залучення інвестицій. Низький рівень компетенції на місцевих рів-нях щодо випуску цінних паперів та ін.Виходячи з нинішнього стану самоврядувань Грузії можемо відзначити, що центральній владіще багато що належить зробити для того, щоб виросла бюджетна незалежність місцевих самовряду-вань. Метою цієї статті було вивчити та охарактеризувати розвиток місцевого самоврядування в Гру-зії, що обумовлене актуальністю обраного напряму дослідження. Необхідно, щоб центральна владашляхом консультацій і співробітництва з місцевими органами самоврядування, вивчила ті чинники, яківикликають погіршення соціально-економічного становища місцевих самоврядувань і в стислі терміниприйняти такі закони, які забезпечать економічний розвиток місцевих самоврядувань і значно поліп-шать соціальне становище громадян, що живуть в них. Якщо з боку центральної влади незабаром небудуть зроблені дієві кроки в цьому напрямі, тоді соціально-економічне становище в місцевих самов-рядуваннях стане більш напруженим, що в цілому створить небезпеку для фінансової і політичноїстабільності країни. Потрібно відзначити, що необхідність проведення швидких реформ в місцевихсамоврядуваннях ставить також на порядок денний підписаний між Грузією і Євросоюзом асоційова-ний договір про співпрацю.
The article reflects the main stages of the Russian Federation's preparation for the invasion into Georgia in 2008, describes the information component of this preparation, its features, and the Russian Federation's struggle to control the in- formation space for obtaining its geopolitical dividends. Before the start of the August military operation, the Russian Federation became the organizer of active multi-faceted anti-Georgian information "throw-in", using diplomatic resources and media controlled by the leadership of the Russian Federation and pro-Russian media in Abkhazia and South Ossetia. The article analyzes facts from Russian and Western sources about the causes and prerequisites for the outbreak of the conflict exactly in August 2008, which Russia has planned and carefully prepared. The purpose of the article is to analyze the information component of the preparation of the Russian invasion into Georgia in August 2008. Determination of its main stages, conducted by the Russian Federation in the pre-war period, the causes and prerequisites for outbreak of the conflict.The Russian Federation has historically used separatism and post-colonial claims in neighboring countries to blackmail and, if necessary, dismember them. This be- came evident in Russia's approach to using the "concept of a strong state" in foreign policy towards Moldova, Georgia and Ukraine. In the case of Georgia, the historical fact is that regular military units of the Russian armed forces that did not have the status of peacekeepers invaded the territory of another state before August 7, 2008 without the permission or notification from the Georgian leadership. Thus, was car- ried out an act of aggression in accordance with international law. ; У статті висвітлено основні етапи підготовки Російської Федерації до втор- гнення у Грузію у 2008 році, описано інформаційну складову цієї підготовки, її осо- бливості та боротьбу РФ за контроль в інформаційному просторі для отримання геополітичних дивідендів. Перед початком серпневої воєнної операції РФ стала організатором проведення активних багатопланових антигрузинських інформа- ційних «вкидів», використовуючи дипломатичні ресурси і підконтрольні керівни- цтву РФ ЗМІ та проросійські медіа у Абхазії та Південній Осетії. Основна увага акцентувалася на можливих загрозах початку війни зі сторони Грузії, при цьому часто використовувалися викривлені та недостовірні історичні факти про роль Грузії у конфліктах початку 90-х рр. The article reflects the main stages of the Russian Federation's preparation for the invasion into Georgia in 2008, describes the information component of this preparation, its features, and the Russian Federation's struggle to control the in- formation space for obtaining its geopolitical dividends. Before the start of the August military operation, the Russian Federation became the organizer of active multi-faceted anti-Georgian information "throw-in", using diplomatic resources and media controlled by the leadership of the Russian Federation and pro-Russian media in Abkhazia and South Ossetia. The article analyzes facts from Russian and Western sources about the causes and prerequisites for the outbreak of the conflict exactly in August 2008, which Russia has planned and carefully prepared. The purpose of the article is to analyze the information component of the preparation of the Russian invasion into Georgia in August 2008. Determination of its main stages, conducted by the Russian Federation in the pre-war period, the causes and prerequisites for outbreak of the conflict.The Russian Federation has historically used separatism and post-colonial claims in neighboring countries to blackmail and, if necessary, dismember them. This be- came evident in Russia's approach to using the "concept of a strong state" in foreign policy towards Moldova, Georgia and Ukraine. In the case of Georgia, the historical fact is that regular military units of the Russian armed forces that did not have the status of peacekeepers invaded the territory of another state before August 7, 2008 without the permission or notification from the Georgian leadership. Thus, was car- ried out an act of aggression in accordance with international law. ; У статті висвітлено основні етапи підготовки Російської Федерації до втор- гнення у Грузію у 2008 році, описано інформаційну складову цієї підготовки, її осо- бливості та боротьбу РФ за контроль в інформаційному просторі для отримання геополітичних дивідендів. Перед початком серпневої воєнної операції РФ стала організатором проведення активних багатопланових антигрузинських інформа- ційних «вкидів», використовуючи дипломатичні ресурси і підконтрольні керівни- цтву РФ ЗМІ та проросійські медіа у Абхазії та Південній Осетії. Основна увага акцентувалася на можливих загрозах початку війни зі сторони Грузії, при цьому часто використовувалися викривлені та недостовірні історичні факти про роль Грузії у конфліктах початку 90-х рр. The article gives a description of German policy with respect to Georgia during World War II. The author notes a significant effect on it of various circles of Georgian emigration. In a scientific article, the reader is invited to become familiar with the development of administrative justice in the Transcaucasian states: Azerbaijan, Georgia and Armenia.The article describes the judicial system of Azerbaijan, Georgia, Armenia, the system of development of administrative justice and administrative courts, the competence of administrative courts in reviewing various categories of cases, the timing of appealing decisions of administrative bodies, their actions or inaction, as well as territorial jurisdiction.The provisions of the Constitution of Azerbaijan, the Administrative Procedure Code of Azerbaijan, the Law of Azerbaijan on Courts and Judges, the Law of Azerbaijan on Administrative Procedure, the Constitution of Georgia, the Administrative Procedure Code of Georgia, the General Administrative Code of Georgia, the Organic Law of Georgia on General Courts as well as the Constitution of Armenia, the Judicial Code of Armenia, the Code of Administrative Procedure of Armenia, the Law of Armenia "On the Principles of Administration and administrative proceedings."The problems of different approaches in the legislation of Azerbaijan, Georgia and Armenia in the development of administrative justice are studied. In the final part of the article, the author draws conclusions about the uneven development of administrative justice in the Transcaucasian states. On the greatest development of administrative justice in Armenia, since in this country there is a separate branch of the judicial system - administrative courts.
