In the article I try to visualize the politics of migration in El Salvador going through international research. Migration is no longer a temporary phenomenon but a policy of the state as part of a development strategy to solve the problems of poverty. It is a political process that creates a culture of migration where the keys to understanding this process are remittances and the feminization of migration. The return of emigrants would imply a high cost to the national economy through a reduction of income and their reintegration into society.Entorno, december 2014, issue 57: 44-55 ; En el artículo trato de visualizar la política de la migración de El Salvador a través de un recorrido de investigaciones internacionales. La migración ahora no es un fenómeno temporal, sino es una política del Estado como parte de una estrategia de desarrollo para resolver los problemas de la pobreza. Es un proceso político y la creación de una cultura de migración donde las claves para entender ese proceso son las remesas y la feminización de la migración. In order to contribute to the revival of feminism as a distinctive political project, this article explores the potential of feminist contributions in the fields of ethics and politics. Its purpose is trying to give an answer, from a feminist perspective, that incorporates ethical and political dimensions to the current global context, in which the hegemonic neoliberal order and its matrix of war, leads simultaneously to total control and fragmentation. The main aim is to demand the political dimension in the feminist speech, identifying its possibilities and considering their position in relation to the hegemonic order, against which they merge two feminists options. First, there is the possibility of complicity, in the form of feminism of the co-optation, which lacks a critical voice on the present. On the other hand, it arises the option of committed feminism, based on dissent and contestation, which combines the local and the global in the creation of transnational networks. ; Con el propósito de contribuir al renacimiento del feminismo como proyecto político inconfundible, este artículo explora el potencial de las contribuciones feministas en los ámbitos de la ética y la política. Su objetivo es tratar de responder desde una perspectiva feminista que incorpore dimensiones éticas y políticas al contexto global actual, en el que el totalismo del orden neoliberal hegemónico y su matriz de guerra conducen simultáneamente al control total y a la fragmentación. La pretensión fundamental es la de reclamar lo político en el discurso feminista, identificar sus condiciones de posibilidad y considerar su situación en relación con el orden hegemónico, frente al que surgen dos opciones feministas. En primer lugar, existe la posibilidad de la complicidad, en forma del feminismo de la cooptación, que carece de una voz crítica del presente. Por otro lado, aparece la opción del feminismo comprometido del disenso y la contestación, que conjuga lo local y lo global basándose en redes transnacionales.

Este artículo aborda algunos de los cambios ocurridos en los lazos activos del sistema migratorio Europa-América Latina durante las últimas décadas. En primer lugar, se analizan los cambios en las tendencias y redireccionamientos de los flujos entre ambos pares del sistema. A continuación, se examinan los complejos reacomodamientos de las políticas migratorias, bajo la forma de una vuelta del «mirar hacia dentro» en los dos espacios. Por último, se revisan brevemente las alianzas que se están tejiendo entre Europa y América Latina, a través de España. En este marco, cabe interrogarse si estamos ante una nueva fase de la globalización de las migraciones, bajo la dinámica del péndulo, donde juegan la escala global y la regional. ; This article discusses some of the changes in the connections of the European-Latin American migration system over the past decades. First, we analyse the changing trends and re-routing of the flows between the two ends of the system. Then, we address the complex rearrangements of immigration policies, which in both spaces are again beginning to turn inwards. Lastly, we briefly review the partnerships that are being established between Europe and Latin America via Spain. This article provides an intersectional analysis of Loving this Man (2001), the first novel published by Caribbean-Canadian writer and sociologist Althea Prince. The analysis approaches different aspects tackled in the novel, mostly connected to the complexity of the migration experience and to gender and race politics in the different contexts where the story is set, namely, an unnamed Caribbean country and Canada. Loving this Man revises the vital experience and the achievement of a sense of identity of Sayshelle, a yound Caribbean woman who migrates to Canada at the end of her teenage years. An adult Sayshelle narrates her life, beginning with her childhood and early adolescence in the Caribbean to, in the second part of the novel, delve on her early youth experiences in Canada. Both periods and contexts are strongly influenced by gender and race politics: in the Caribbean because of the continuance of social structures inherited from colonialism and with a strong patriarchal component, and in Canada because Sayshelle arrives there precisely at the end of the 1960s, when the social mobilization of the Black population, as it happened in the US, gained strength and momentum. In definitive, the novel is structured following a traditional pattern of migration narratives (here vs. there), while migration remains the vital experience which articulates the tale and leads it towards its conclusion, when a mature Sayshelle is finally seen to have achieved a sense of identity and belonging. ; El artículo lleva a cabo un análisis interseccional de la novela Loving this Man, publicada por la escritora y socióloga canadiense de origen caribeño Althea Prince en 2001. El análisis consiste en una revisión de diferentes aspectos abordados por la novela, en concreto problemáticas relacionadas con el hecho de la migración y con políticas de género y raza abordados desde los dos contextos en que se sitúa la novela: el caribeño y el canadiense. Loving this Man gira en torno a la peripecia vital y el desarrollo de un sentido de identidad de Sayshelle, una joven caribeña que emigra a Canadá al terminar la adolescencia. Una Sayshelle adulta relata su experiencia vital, revisando primero su infancia y adolescencia en algún país del Caribe, y después su juventud en Canadá. Ambos periodos y contextos están fuertemente marcados por la influencia de los mencionados aspectos de género y raza: en el Caribe por la pervivencia de estructuras sociales heredadas del colonialismo y con un fuerte componente patriarcal, y en Canadá porque Sayshelle llega allí en un momento histórico, el final de los años 60, en que los movimientos sociales de la población negra cobraron especial vitalidad, como sucedió en Estados Unidos. En definitiva la novela se estructura siguiendo un modelo clásico en las narrativas de migración (aquí vs. allá), siendo la migración la experiencia vital cuya exploración articula el relato y lo dota de dirección hasta que una madura Sayshelle alcanza un sentido de identidad y pertenencia.

This paper focuses on the impact of violence on history of humankind; on the changes, contradictions, oppositions and struggles among interests of control and the influence of a minority which seeks control. Majorities, and even some minorities, have globally exercised authority and domain on the others throughout the state and global business corporations. That's why these minorities try to justify the contingence of violence as it was universal. Instead, the contingent violence is based on the exercise of power and domain, which becomes an attempt against people and human dignity. However, human dignity is not based on accidental or circumstantial representations, such as skin color, gender, richness, social level, etc., but on the ontological and epistemic foundation of social relationships. This problem becomes more complex with big migrations and exiles in contemporary world, from South to North. Keywords: Philosophy, Politics, Migration, Ethics, Justice

El propósito central de quienes escribimos en este libro es debatir la relación entre Estado, desarrollo y migración internacional, a partir de reflexiones ancladas en varias escalas –nacionales, transnacionales, locales–, distintos territorios y contextos socioeconómicos, y diferentes perspectivas analíticas. Los puntos en común pretenden avanzar con respuestas y nuevas preguntas en torno a cuál es el rol que los Estados cumplen en la relación entre migración y desarrollo.

The aim was to analyze the problems of global development of the modern world, including controversial global processes and to investigate the theoretical and practical aspects of modern politics in the conditions of challenges and reformatting of today's world. The novelty of the research lies in the understanding of objective processes of intensification of global political relations in extreme conditions, including war, crisis, uncertainty and instability. The methodology employed consisted of the use of tools such as political modeling and forecasting, which help to look behind the scenes of the global world as a new integral entity in a new way. The conclusion of the study is that the analysis of the new problems of reformatting the modern world in the context of globalization has been carried out and the ways of solving these problems have been shown. Theoretical and practical approaches to finding ways to increase the effectiveness of global management and activities of international organizations were considered. A new model of modern politics is analyzed, within which the basic problems of globalization are outlined and a solution to the negative political consequences of the existing world order is proposed.

Este artículo está dedicado al análisis de los procesos de migración en el Imperio ruso (XVIII - principios del siglo XX). El objeto del estudio fueron las relaciones sociales asociadas con los procesos de migración de la población (externa e interna) en el Imperio ruso en el período especificado. Se presta especial atención a las normas del derecho nacional ruso en el Imperio ruso desde principios del siglo XVIII hasta principios del siglo XX, que consagran los principios de regulación legal de las relaciones jurídicas en el campo de los procesos migratorios; posición de la doctrina jurídica rusa en el campo del derecho migratorio. ; This article is devoted to the analysis of migration processes in the Russian Empire (XVIII – early XX centuries). The object of the study was social relations associated with the processes of population migration (external and internal) in the Russian Empire in the specified period. Particular attention is paid to the norms of Russian national law in the Russian Empire from the beginning of the 18th century to the beginning of the 20th century, enshrining the principles of legal regulation of legal relations in the field of migration processes; position of the Russian legal doctrine in the field of migration law.

The BRICS (Brazil, Russia, India, China and South Africa) states as emerging powers have positioned themselves as the leading regional international actors and together are challenging the unilateral world leadership. This article presents the argument that the prospect of being a BRICS state helps each nation to project itself as a political world player, but could torpedo the projection of positioning as a regional leader as in the case of Brazil in the South American region. Other factors such as the influence of external economic, political and military forces might contribute to slowing down and even constraining the consolidation of Brazil as a leader of the region. In order to illustrate this, this article employs Modelski's geopolitical model to explain the rise and decline of world powers in combination with some elements of the Positioning Theory. The evidence is based on a set of qualitative data and employs a qualitative content analysis for analyzing and interpreting the data. ; Los estados BRICS (Brasil, Rusia, India, China y Suráfrica) como potencias emergentes se han posicionado como los actores internacionales que lideran regionalmente y conjuntamente están retando al liderazgo unilateral del planeta. Este artículo argumenta que el prospecto de ser un estado de los BRICS corrobora a cada nación para proyectarse como un world political player. Pero, esto puede torpedear la proyección de posesionarse como líder regional como en el caso brasilero en la región suramericana. Otros factores como la influencia de las economías, aspectos políticos y militares extra-regionales podrían contribuir en el decline y posiblemente en el constreñimiento de la consolidación de Brasil como líder de la región. Para ilustrar esta propuesta este artículo hace uso del modelo geopolítico de Modelski que ayuda a explicar la emergencia y caída de potencias mundiales. La propuesta de este modelo está combinado con elementos de la teoría de posicionamiento, Positioning Theory. La evidencia está compuesta de un conjunto de datos cualitativos y se emplea análisis cualitativo de contenido para la interpretación de la data

El texto presenta una caracterización de la inmigración laboral de guatemaltecos a México, superspectiva histórica y sus procesos de cambio en relación con los nuevos espacios territoriales de destino, cruces e inserciones laborales. También establece los rasgos fundamentales de la migración en tránsito proveniente de Centroamérica que cruza el territorio nacional mexicano, sus nuevas trayectorias de cruce y sus costos sociales en términos de sus derechos humanos en un marco de mayor vulnerabilidad social. Con base en esos dos procesos de migración, se analiza el papel que ha desplegado el Estado mexicano en relación con el establecimiento de una nueva política migratoria emprendida en las dos últimas administraciones (2001-2012) de gobiernos del Partido Acción Nacional, los arreglos institucionales y legislativos, sus avances y la asignatura pendiente en relación con la proclamación de los derechos humanos y laborales.Se concluye que aun cuando la normatividad migratoria tuvo avances sin precedentes, ésta manifiesta serias insuficiencias en relación a la inmigración centroamericana a México (sea lalaboral como la de tránsito) la cual ha cambiado a nuevas formas de expresión, registrando cambios cualitativos y cuantitativos en su cruce, en un ambiente de mayor riesgo en el territorio nacional mexicano.
