This report considers trends in birthright citizenship in the European Union Member States from 2013 to 2020, taking the laws in force on 1 January 2013 and 1 January 2020. A majority of the world population lives in cities, but determining citizenship remains a monopoly of nation-states. Should cities claim their own citizenship, based on residence rather than nationality? Should they get enhanced powers and bypass states when addressing challenges of migration or climate change? Or would urban citizenship deepen the political divide between metropolitan and rural populations that disintegrates liberal democracies today? These questions are raised in Rainer Bauböck's kickoff for a GLOBALCIT Forum that was also published on Verfassungsblog. 22 authors respond to these questions and reflect on the prospects for urban and local citizenship. This report explores challenges to political participation of mobile EU citizens in Bulgaria. It discusses electoral rights of non-resident citizens and non-citizen residents from the EU in European Parliament and local elections. This report explores comparatively the general questions of why different countries at different times granted voting rights to their expatriates and to their foreign residents. This is the pre-print version of an essay to be published as a chapter in the (forthcoming) book edited by Rainer BAUBÖCK (ed.) Debating European Citizenship, Springer, IMISCOE Research Series, 2018 (ISBN: 9783319899053; 9783319899046) ; Written as a standalone essay as part of an edited booked based on citizenship forums published on the GlobalCIT website, this essay is intended to explore the trajectory of EU citizenship, under pressure from forces inside and outside the EU. The focus of the discussion is on three issues: the autonomy of national citizenship laws in the face of EU citizenship; the citizenship consequences of Brexit; and the choices made and actions taken by individuals and groups that may impact upon on the future of EU citizenship. This discussion is prefaced by an initial exploration of the challenges and complexities of EU citizenship and of the relationship between citizenship and concepts of integration and Europeanisation.

The Malaysian citizenship regime is shaped by British colonialism, federalism, the politics of communalism and ethnic nationalism. Ius soli has been controversial in Malayan citizenship history due to the immigration history of British Malaya. Birthright citizenship for many generations of immigrants was contested because they were not readily assimilated into the Malayan way of life, which challenged the ethnic homogeneity of Malay nation-states. The adoption of territorial birthright principles was contested in the post-war period due to the emergence of politics of communalism and ethnic nationalism. This volume casts a fresh look on how the political spaces of the Western Balkan states (Croatia, Bosnia and Herzegovina, Serbia, Montenegro, Kosovo, Macedonia and Albania) are shaped, governed and transformed during the EU accession process. The contributors argue that EU conditionality in the Western Balkans does not work 'effectively' in terms of social change because rule transfer remains a 'contested' business, due to veto-players on the ground and strong legacies of the past. The volume examines specific policy areas, salient in the enlargement process and to a different degree incorporated in the accession criteria, as well as EU foreign policy in the spheres of post-conflict stabilisation, democratization and the rule of law promotion. The citizenship regime of the Republic of Korea has been shaped by the country's background as a historic protonational state with a putatively "homogenous" population (Hobsbawm 1992: 66), the experience of Japanese rule, waves of outmigration and diasporic experiences, national division, and a "migration transition" since the 1990s (Castles, Haas & Miller 2014: 46-51).
