Desde 1980 se han desarrollado estrategias y programas de Asuntos Externos en modo que son ya formas convencionales de comunicación corporativa e institucional. Los más problemáticos y conflictivos de estos programas de Asuntos Externos son los de Relaciones con los Gobiernos, que aquí se analizan. Nos encontramos hoy con cuatro situaciones que se corresponden a las relaciones con: Gobiernos Patronos/Propietarios, Gobiernos Vendedores, Gobiernos Socios y Gobiernos Competidores.Esta última fórmula es hoy la dominante: sobre un único objetivo final que es el ciudadano, el que consume, vive, piensa o vota recaen todas las estrategias de quienes ofrecen marcas y productos diversos, ideas, actitudes y programas políticos. Sobre la definición de la agenda (sobre lo que deben percibir), sobre opciones y actitudes (lo que deben hacer), sobre la orientación del comportamiento (cómo debe actuar) y todo ello para llegar a determinar la decisión y la opción de compra y voto. Gobiernos y políticos compiten con agentes de consumo, ideológicos o de estilos de vida. Los gobernantes son competidores de todos los demás agentes sociales. Se analizan aquí los ámbitos en los que esta competencia político gubernamental intenta ser dominante: en la intromisión sobre el poder judicial, en la compra de expertise e inteligencia y en la presencia y control de los medios.

For 1983, the Argentine Confederation of Education Workers (CTERA) was ten years old. However, its history in Argentina dates back further, since the first teacher strike in 1882 — due to a significant delay in paying wages — and the increased experience and politicisation achieved by teachers in the first decades of the twentieth century. The piecemeal experiences of associations, aggressions and conflict acids took place in 1973 with their unification at national level under the conceptual and political definition of 'education workers'. The role of educational unionism in democratic openness needs to be analysed within the complex relations between radical government and gremialism. Las experiencias fragmentarias de asociaciones, agremiaciones y ácidos conflictos se plasmaron en 1973 con su unificación a nivel nacional bajo la definición conceptual y política de "trabajadores de la educación". The article highlights the details of the foreign policy of the Arab Republic of Egypt and its impact on the regional security of the state of Israel in between 2012-2013. After the Islamists came to power, they began to dominate expectations that the political force led by Mohamed Morsi would initiate an active anti-Israel policy, however, with active anti-Semitic rhetoric, the "Muslim brotherhood" was able to maintain peaceful relations with Israel. The purpose of this study was to characterize the relationship between M. Morsi's government and the state of Israel during the period 2012 to 2013while revealing the impact of various factors on the preservation of peace in the region, especially in the face of the conflict situation that intensified in neigh boring countries such as Libya and Syria. The main approaches to the study of the problem under consideration were analytical method and content analysis. It is concluded that the article can also contribute to the study of the history of the Middle East within the framework of Arab-Israeli relations against the deterioration of the political situation and the strengthening of religious radicalism in the region.

This article looks at the Community Councils of President Uribe in the theoretical framework of intergovernmental relations and strategic approach Relational State. From the analysis of 55 of the 306 Community Councils, the article concludes that these instruments were an integral part of the transition from stage municipalist decentralization and interdependence when the new presidential. This new categorization suggests reading leave behind decentralization in terms of autonomy and separation, defending the need to read it also in key administrative and political interdependence, as is done in contemporary analyzes of federalism. ; Este artículo analiza a los Consejos Comunales del gobierno del presidente Uribe bajo el marco teórico de las Relaciones Intergubernamentales y el enfoque Estratégico Relacional del Estado. A partir del análisis de 55 de los 306 Consejos Comunales, el artículo concluye que estos instrumentos hicieron parte integral de la transición entre la etapa de la descentralización municipalista y el nuevo momento deinterdependencia presidencialista. Esta nueva categorización sugiere dejar atrás la lectura de la descentralización en términos de autonomía y separación, defendiendo la necesidad de leerla también en clave de interdependencia política y administrativa, tal y como se hace en los análisis contemporáneos del Federalismo.

The purpose of the research was to define the theoretical, administrative and civil law aspects of the regulation of social relations. Consequently, the article specifies the means of social regulation, which include components of legal, moral, corporate and customary, etc. type. It has been shown that legal regulation of social relations is defined as an intentional action on the behavior of people and social relations with the help of legal (juridical) means. The methodological basis of the research is presented as comparative-legal and systematic analysis, formal-legal method, method of interpretation, hermeneutic method, as well as methods of analysis and synthesis. By way of conclusion it has been proved that since the object of legal regulation is presented as social relations, legal regulation is determined by some objective and subjective factors. As contributions, the following factors of social relations have been determined: level of economic development of society; social structure of society; level of maturity and stability of social relations; level of legal culture of citizens; level of certainty of the subject of social relations, means and methods of legal regulation.
