This article concentrates on the peculiarities of the parliamentary debates as a type of the politicaldiscourse. Parliamentary debates are analyzed as the certain speech genre that has its differentiating features. For this research the transcripts of the parliamentary debates in the UK in the post-Thatcherism period are chosen, particularly the transcripts of the debates in the House of Lords and the House of Commons during the Conservative and the Labour lead. These debates are investigated by certain parameters, taking into consideration the structural, semantic and pragmatic characteristic features. The debates show the strict time and theme regulations and the high association of the modern parliamentarian procedures with the customs and traditions of the past. The article also points out institutionalized and non-institutionalized peculiarities of the parliamentary debates in the UK. The profound analysis of the debates highly demonstrates not only the formal procedural rules and norms of the parliament, but shows the features inherent to the British national character.
Introduction. Human rights are the basic things we all need in order to live with dignity: food, housing, education and health care; the right to spend time and communicate with others, to access information, form opinions, express ourselves, and hold religious beliefs; and the right to be free from violence, exploitation and abuse. Everyone, including children, has these rights just because they are human, no matter what their circumstances. Human rights mean that children must be respected as the people they are today, not just when they reach 18.Purpose of the article is to study the level of children's welfare in Great Britain and in Ukraine, to compare the reasons of children being neglected or in need, the ways of solving problem of this category of children.Results. In recent years Ukraine has seen a positive trend of increasing the number of foster families and family-type homes and the number of children in them. According to data from regions in Ukraine, the family care (guardianship, foster families and family-type homes) reached 73,212 orphans and children deprived of parental care, which is 0.3% more than last year. Вut there are still many proplems which remain to be discussed. That's why the country is looking for new decision of improving children's welfare system via adopting experience from other countries which have already reached positive results in this area.Originality. The article highlights the tendencies in children's welfare system in Great Britain and in Ukraine, describes its strong and weak points. It also states the actions that may be carried out to strengthen the state's social welfare sector. Comparison of children welfare in Britain and Ukraine are suggested in the article. Comparative analysis of the term "children in need" and "parental responsibilities" in Ukraine and in Great Britain is offered in the article.Conclusions. Child protection is a fundamental part of safeguarding children. Welfare of children in need is carried out in Britain and in Ukraine in different ways. But each is aimed to protect children, their rights and to give an opportunity to live in a family (either in biological or foster one). The number of children in need is growing every year and the states are looking for the new ways of improving children's welfare. In particular by offering different types of assistance, placement into different types of foster care, improving laws, increasing budgetary allocations to government agencies responsible for social care, investing the human resources within the social protection system to increase size, competency and reach of staff form both government and non-governmental service providers; developing regulations and institutions etc. Ukraine welfare policy is aimed to improve the system of institutional care, introduce preventive measures to avoid an orphanhood. Study and adopting the experience of foreign countries are also useful and perspective.
У статті досліджено етапи управління освітою дорослого населення у Великій Британії. Зокрема з'ясовано, що до початку XX століття у Великій Британії зберігалася традиція децентралізації управління освітою дорослих. Закон «Про освіту» 1944 р. передбачав врегулювання освіти дорослих на 2 рівнях - у центральному через Департамент освіти і науки та місцевому через місцеві органи управління освітою, який переважав в урегулюванні освітою дорослих. У ХХ ст. система управління у Великій Британії характеризувалася трьома рівнями: національним (федеральним), регіональним та місцевим. До управління освітою залучалися представники громадськості, недержавних закладів. Для Великої Британії була характерною форма громадського-державного управління освітою. ; The article examines the stages of adult education management in the UK. In particular, in was found out that, until the beginning of the 20th century, the tradition of decentralizing adult education management persisted in Great Britain. The Law "On Education" of 1944 provided for the regulation of adult education at 2 levels -central through the Department of Education and Science and local through the local education authorities, which prevailed in the regulation of adult education. In the twentieth century management system in the UK was characterized by three levels: national (federal), regional and local. Representatives of the public, non-state institutions were involved in the management of education. For Great Britain was a typical form of public education management. In the late 70's the mechanism of state regulation of the adult education system in England had undergone radical transformations in the context of scientific and technological progress of the general economic crisis in the background of the transition of the country to the system of free market relations. The ideological platform of the Conservative Party was led by Margaret Thatcher (1979-1992). Based in the laws of free market relations in the field of adult education, which means maintaining a healthy competition between providers of educational services and the increasing power of the central government in the management of education. The first step of the conservative government was to reduce the amount of funding in the social sphere, including education, which sees the only way out for England from a difficult economic situation. With regard to adult education, the proposed market model of education was oriented, first of all, on cost-effective forms of adult education, that is, increased professionalism of staff and vocational retraining caused by the rapid pace of scientific and technological revolution; general education of adults under such conditions passed into consideration secondary. Nowadays adult education in the UK is one of the priorities of the state policy and it is based on long historical tradition, high performance, in-depth scientific and pedagogical research, and practice implementation has proved its effectiveness and efficiency. In Great Britain considerable attention is paid to raising the level of professional qualifications of teachers who are paid by the state in this country. After analyzing the recently adopted laws, we can conclude that the law is a gradual move away from decentralization and transition to a "mixed" model of adult education management, i.e. the characteristic British decentralized centralism. Hence, the regulation of adult education takes place in two levels - central and local. The central level of regulation of adult education took place in accordance with the Law "On Education" (1944) through the Department of Education and Science, and local - through local education management bodies. But due to the fact that management was guided by the development of a local initiative, the English adult education system was traditionally characterized as "a national system that is regulated locally". Unlike other European states, education in Great Britain is carried out with considerable autonomy in each of the regions of the country - England, Wales, Scotland, Northern Ireland.
Separatism in Great Britain is one of the biggest problems. It is closely connected with the building of the British Empire and continues to exist as a cause of it disintegration. Home and internationalcauses of separatism in Great Britain are detected in this article. One concerns home affairs and deals with the processes of separation of Northern Ireland and Scotland from Britain. The other lies in thesphere of international affairs and deals with the exit of Great Britain from European Union. The background of these processes has been analyzed and was proved that military actions have not beensuccessful. The best way is the three parts negotiations and compromises from the metropolitan state. It was exposed that to solve issues of international affairs such as separation of Great Britain from EUat the same time with separatism movements at home gives the latters the opportunity to leave metropolis and gain independence. ; Сепаратизм у Великій Британії є однією з найбільших проблем. Вона виникла внаслідок побудови Британської імперії і продовжує існувати внаслідок її розпаду. У статті досліджуються внутрішні та зовнішні причини сепаратизму у Великій Британії. Внутрішні пов'язані з рухами відокремлення Північної Ірландії і Шотландії від Великої Британії. Зовнішні причини перебувають у сфері міжнародних відносин і стосуються виходу Британії з Європейського Союзу (брексіт). Проаналізовано підґрунтя цих процесів та доведено, що воєнні дії не були успішними. Найкращий шлях подолання сепаратизму – тристоронні перемовини та компроміси з боку держави-метрополії. Було виявлено, що вихід Великої Британії з ЄС в той час, коли сепаратистські рухи вирують вдома, дає останнім змогу вийти з метрополії та отримати незалежність.
Стаття присвячена вивченню сепаратизму у Великобританії. Розглянуті основні осередки поширення, причини, форми та інтенсивність проявів цього явища в Об'єднаному Королівстві. Сепаратизм різної інтенсивності має місце і в частинах, що входять до складу держави (Шотландія, Пінічна Ірландія, Уельс), і в Заморських Територіях та Коронних Землях, на які поширюється її суверенітет (Гібралтар, Чагос, острів Мен, Нормандські острови Гернсі та Джерсі, Шетландські острови (острів Форвік Гольм) та ін.). Осередком з найбільш активними сепаратистськими настроями є Шотладія; в Уельсі, Північній Ірландії, Англії, інших територіях прояви сепаратизму є поміркованими або латентними. За формою прояву у Великобританії переважає сепаратизм сецесійний та іредентизм. Зазвичай, сепаратизм у Великобританії викликаний прагненням етнічних груп, що компактно проживають на її території, до створення власних держав. Країні доводиться протистояти цілій низці проблем, пов'язаних із сепаратизмом. ; The United Kingdom has to deal with a number of issues related to separatism. After leaving the European Union at the end of January 2020, it itself is in danger of losing its territorial integrity. Separatism of varying intensity takes place both in its constituent parts and in the Overseas Territories and Crown Lands, to which its sovereignty extends. Separatist sentiment has developed in Scotland, Northern Ireland, Wales, Gibraltar, the Chagos archipelago, the Isle of Man, Forwick Holm (Shetland Islands), the Channel Islands, Guernsey and Jersey, but the most pronounced is in Scotland and the North. Active Scottish separatism is secession in form, driven primarily by economic, historical and political reasons. Manifestations of separatism in Northern Ireland are weaker than in Scotland, it is moderate in the form of irredentism, due to socio-cultural, in particular, religious factors. Separatism in the British colony of Gibraltar manifests itself in the form of irredentism and is moderate in intensity, the causes − economic and historical factors. Chago separatism is ethnic for reasons, moderate in intensity, in the form of irredentism. Welsh (Welsh) separatism aims to create a separate state of Wales, it is due to religious, political and linguistic reasons and is secession in form. Ethnic separatism on the Isle of Man is in a very latent state. The separatist sentiments are also expressed by the people of London, who have also stated in a petition that they wish to secede from Great Britain and make London independent. Cornish separatism, a movement to support the formation of an independent government in England, on one of the Shetland Islands − Forwick Holm, the islands of Guernsey and Jersey, which are part of the Channel Islands, in Yorkshire and the Isle of Wight (White).
The article draws attention to the problem of innovative approaches to management. The essence of the concept of «extended school» as an innovative educational institution of Great Britain, the range of services which is much broader than the traditional, are described. The peculiarities of the interagency partnership in extended schools of Great Britain are defined. The main characteristics of the process of creating a climate of change on organizational transformation of existing governance structures are presented. The basic types of leadership in extended schools of Great Britain are analysed. The positive aspects of each type of leadership are analysed. Damnwells patterns of teamwork, the difference between them lies in the degree of maturity of formal links are defined. The stages of the change process mechanism establishing inter-agency cooperation are outlined. Approaches to understanding the notion of «leadership» of domestic and foreign theorists of educationare highlighted. Extended school as the center of the community puts as the priority the needs of every member of society. The achievement of this result is possible through building effective interagency partnerships, involving not only teachers but also other relevant specialists, particularly social workers, psychologists, doctors, nurses, police, specialists of employment services, volunteers, representatives of children's and youth organizations. E. Coleman highlights several approaches to the classification of types of leadership in challenging schools. This are the following: 1) the political and moral leadership; 2) transformational leadership; 3) distributive leadership; 4) entrepreneurship. ; Стаття привертає увагу до проблеми інноваційних підходів до управлінської діяльності. Розкрито сутність поняття «розширена школа» як інноваційного типу загальноосвітнього навчального закладу Великої Британії, спектр послуг якого є значно ширшим від традиційного. Висвітлено особливості міжвідомчого партнерства розширених шкіл Великої Британії. Подано основні характеристики процесу створення клімату змін щодо організаційної трансформації сучасних управлінських структур. Розглянуто основні типи лідерства у розширених школах Великої Британії. Проаналізовано позитивні аспекти кожного типу лідерства. Визначено домінувальні структури командної роботи, різниця між якими полягає у ступені налагодженості офіційних зв'язків. Окреслено етапи процесу змін механізму налагодження міжвідомчої співпраці. Висвітлено підходи до розуміння поняття «лідерство» вітчизняними та зарубіжними теоретиками освіти.

Тетчер на Великобританію та світову політику. Також було систематизовано дані про напрямки соціально-економічної політики урядів М. Тетчер та змін у ролі держави в економічному житті країни та наслідки заходів неоконсерваторів для економіки Великобританії та її населення. ; The paper considers the socio-economic situation of Great Britain in the 1970s, summarizes the knowledge of "Thatcherism" as a practical embodiment of the economic theory of "shock therapy", as well as a literature review and scientific assessment of the impact of Thatcher's policy on Britain and world politics. Data on the socio-economic policies of the Thatcher governments and changes in the role of the state in the economic life of the country and the consequences of neoconservative measures for the British economy and its population were also systematized.
У статті розкрито змістові засади підготовки майбутніх учителів початкової школи Великої Британії. Проаналізовано курикулуми ЗВО, у яких здійсняються підготовка вчителя початкової школи у Великій Британії. Основна увага при підготовці фахівців приділяються дослідженням, спираячись на їх розуміння педагогіки, розвитку дитини та вивчення предмету навчального плану для розробки цілісного підходу до навчання. Програмоя курикулумів університетів студентам запропоновано різноманітні види творчих робіт: звіти, нариси, есе, групові проекти, робота в складі команди, критичний підхід до опанування предметами початкової школи, захист своїх ідей, сумарна оцінка, гра, дискусійні групи тощо. ; The article deals with content foundations of the training of future primary school teachers in Great Britain. The curriculum of higher education institutions where the teacher of primary school in Great Britain is being trained, is analyzed. The emphasis in the training of specialists is given to research, based on their understanding of pedagogy, development of the child and study of the subject curriculum to develop a holistic approach to learning. Considerable attention is paid to organization of scientific work in the preparation of a primary school teacher in Great Britain. Based on the analysis of the curriculum, we note the close partnership between the faculties of education and the schools. The content of the curriculum includes: key areas of pedagogical practice in preparing for "Block school"; developing a creative approach to teaching and learning, taking into account effective approaches that can be used in the classroom of mathematics; development of subject and pedagogical understanding of key concepts in science; assessment of a number of educational resources, including educational technologies to support learning in the field of mathematics and science. The curriculum of universities offers students various types of creative work: reports, essays, group projects, work in the team, critical approach to mastering primary school subjects, protection of their ideas, total score, game, discussion groups, reflections, mastering the skills of discussions in the field of theory, politics and practice in collaboration with research. Much attention in future primary school teacher's training is paid to organization of students' independent work. In particular, at Kingston University: in the first year of study - 81,1 % (973 hours), in the second year - 78,1 % (704 hours) and in the third year - 84,1 % (1197 hours). In total - 2874 hours, which is an average of 81,1 %. This experience, we believe, needs to be studied in more detail and implemented in the educational process of the higher education istitutions of Ukraine. In our opinion, it is valuable that UK curricula include inclusive education. In particular, at the University of East Anglia students are offered modules: "Children with special needs and disabilities" (20 credits) and "Introduction to the British Sign Language" (20 credits) to support children in the process of future work as a teacher.
In the bachelor's thesis it is investigated that with the collapse of the colonial empire the European direction became key one for Great Britain. The United Kingdom has won a strong position in the integration group and has become an "inconvenient partner" in it. It was found that the logic of integration led to the deepening of an economic and political cooperation, which caused a rise of euroscepticism, that led to a referendum that demonstrated the division of society. ; У бакалаврській роботі встановлено, що з розпадом колоніальної імперії європейський напрямок став ключовим для Великої Британії. Сполучене Королівство завоювала міцні позиції в інтеграційному угрупованні та стала в ній «незручним партнером». Було встановлено, що логіка інтеграції вела до поглиблення економічного і політичного співробітництва, що викликало у Великої Британії підйом євроскептицизму, стало підставою для референдуму, який засвідчив розкол суспільства.

Окрему увагу звернуто на формування законодавчої бази та становлення механізмів сучасної системи забезпечення якості освіти, проаналізовано причини їх появи, визначено функції. ; The article deals with the socio-economic context of school children education quality assurance in Great Britain. This article considered eurosceptic and euro-optimist moods of Britain politicians, their origins and features, starting from the end of World War II to today, what transformed into a foreign-politic tradition of state. In the process of research, the following methods and approaches were used: a systematic approach that gave an opportunity to consider the phenomenon being studied as an integral element; as well as methods of induction and deduction, problem-historical method, and dialectical methods of research. The author concludes about formation and development of euroscepticism and euro-optimism in the system of ideological orientations of state what transformed into an element of the foreign policy tradition of the state. ; У цій статті розглянуто євроскептичні та єврооптимістичні настрої британських політичних осіб, їх витоки та особливості, починаючи із закінчення Другої світової війни і до сьогодні, що трансформувались у зовнішньополітичну традицію держави. В процесі дослідження були використані наступні методи та підходи: системний підхід, який надав можливість розглянути явище, що вивчається у якості цілісної елементу, а також методи індукції та дедукції, проблемно-хронологічний метод та діалектичні методи дослідження. Автором зроблені висновки про формування та розвиток євроскептицизму та єврооптимізму в системі ідеологічних орієнтирів держави, що трансформувалась в елемент зовнішньої політики.

Охарактеризовано вплив суспільно-політичних умов на надання доступу до освіти жінкам у більшості британських закладів вищої освіти на рівних із чоловіками умовах. Проаналізовано стан та основні зміни у вищій жіночій освіті Англії, Шотландії та Уельсу з середини вікторіанської епохи до періоду після закінчення І світової війни. Висвітлено складнощі, з якими стикалися жінки, які прагнули здобути вищу освіту, окрім педагогічної, у зазначений період. У статті досліджено роль високоінтелектуальних жінок у розвитку вищої жіночої освіти у Великій Британії. ; The article is devoted to the development of women's higher education in Great Britain in 1870–1920. The influence of socio-political conditions on women's access to higher education in most British higher education institutions on equal terms with men is described. The state and major changes in women's higher education in England, Scotland and Wales from the middle of the Victorian era to the period after the end of the I World War are analyzed. The difficulties encountered by women who wanted to get higher education in the specified period are determined. The article examines the role of highly intellectual women in the development of women's higher education in Great Britain. A vivid illustration of the difficult path of women towards higher education in the second half of the XIX century is the biography of the famous British physician Elizabeth Garrett Anderson, who could not obtain her medical degree in Britain because of her gender and had to go to France to get it. The decision whether to admit women and on which terms was to be made by the university itself. Although most universities had provided access to higher education for women by 1900, there were various forms of discrimination against women in the academic and scientific community. Prestigious scientific societies often demonstrated a biased attitude towards women's membership or imposed a number of restrictions on their activities. In Great Britain higher education in fields other than pedagogy during the mentioned above period was only available to a few women possessing certain qualities. They as a rule descended from wealthy families and were not only smart, gifted and selected more carefully than male students, but also ambitious and determined to go against the established traditions. In the modern sense, they can be called "agents of change" because they often fought for the rights and opened new horizons not only for themselves but also for all women. They proved that women are physically and intellectually capable and responsible to obtain higher education and perform not only the traditional role of wives and mothers, but also to conduct research and make inventions, be experts in their profession and make important political decisions.
У статті йдеться про особливості патріотичного виховання у Великій Британії. Виховання патріотизму є частиною громадянського виховання. Воно здійсняються в закладах освіти Великої Британії в процесі навчальних занять, позакласної роботи, а також у процесі участі школярів у культурно-освітніх та інших громадських організаціях молоді. Розглядаються випадки суперечливого ставлення до поняття патріотизм у Великій Британії. Підкреслюється, що істинний патріотизм ґрунтуються на справедливості, гуманізмі та демократії. Потрібною є розробка необхідних навчальних матеріалів та програм патріотичного виховання, а також відповідна підготовка педагогів. ; In the modern education system of Great Britain, great attention is paid to civic education. British educators consider Citizenship as a basis of patriotism and a means of upbringing a law-abiding citizen. The education of a citizen is based on fundamental civil concepts: human rights, freedom, democracy, solidarity and responsibility. A significant place for raising a citizen in the UK is given to high schools. It takes place in the process of studying general education disciplines, special disciplines, additional disciplines, in the process of extracurricular education, as well as in the process of participation of students in the work of cultural, educational, and other public youth organizations. The greatest attention is paid to the education of a citizen in the process of teaching subjects of the humanitarian cycle, which are considered as sources of spirituality, patriotism and citizenship. A compulsory educational subject based on citizenship appeared in 2006. However, it was not so successful because of lack qualified educators, lack of sufficient training and insufficient understanding of this subject. In particular, many teachers inadequately put the question of racial, religious, ethnic diversity and the problems of emigration. The next step for the British government was the reform of direct patriotic upbringing at school. However, this caused dissatisfaction with the public. According to various data, many parents (up to 80 %) did not want their children to be taught patriotism. Researchers from the Institute for Education said that students should not be forced to love Britain, because it had a mixed history. According to scientists from the UK's Institute for Education, patriotism should be described as a "controversial issue". It should be noted here, that there was not and there is not any state, which would not need the patriotism of its citizens. The existence of any state is impossible without the patriotism of citizens. Therefore, the policy and ideology of the state should foresee the upbringing and formation of patriotism. True patriotism is the source of strength, unity of the people and the integrity of the state. Such patriotism is always on the side of justice, humanism and democracy. Perspective for further research may be the question what successful countries understand under the patriotism, what kind of work is carried out to consolidate the ideas of such patriotism, especially in education institutions. It should be investigated here about phenomena, which belong to pseudo-patriotism (patriotism that is only in words, but in fact it leads to conflicts, the decay of the state, or even the collapse of the state). Such kinds of studies would be relevant on materials from European countries with different historical events.
This article examines the influence of Ukrainian propagandist strategies, mainly these developed by émigré and West Ukrainian leaders, on British politics and society early in the 1930s, with particular reference to the activities by the Ukrainian Information Bureau in London. It takes as its starting point Ukrainian petitioning campaign to the League of Nations which followed the "Polish pacification" of Eastern Galicia in 1930 and stimulated an American subject of Ukrainian origin, Jakiv Makohin, to establish Ukrainian information centres in London, Geneva and Prague. It takes issue with Polish historian Andrzej Zięba who has argued that leading Ukrainian lobbyists of that time were closely associated with the Ukrainian nationalist movement and obtained their financial support from German governments. This article, on the contrary, argues that Bureau's efforts to bring the violation of Ukrainian minority rights in Poland to public attention found favour with Conservatives alongside Liberals, Labour supporters and those without any party ties in Britain. It was essentially liberal-internationalist programme of the Second Labour government that prompted Secretary of State Arthur Henderson to aid the beleaguered Ukrainians in the League of Nations. ; У статті розглянуто вплив українських пропагандистських стратегій, розвинутих здебільшого еміграційними та західноукраїнськими провідниками, на британський політикум і суспільство початку 1930-х років. Особливу увагу звернено на діяльність Українського інформаційного бюро в Лондоні. За відправну точку взято подання українцями скарг до Ліги Націй на "польську пацифікацію" Східної Галичини в 1930 р., що спонукало американця українського походження Якова Макогіна заснувати українські інформаційні осередки в Лондоні, Женеві та Празі. Автор сперечається з польським істориком Анджеєм Зємбою, який вважає, що найбільші українські лобісти того часу були тісно пов'язані з українським націоналістичним рухом та отримували фінансову підтримку від урядів Німеччини. У даній статті, навпаки, обґрунтовується, що зусилля Бюро з привернення суспільної уваги до порушення прав української меншини в Польщі знайшли підтримку як у консерваторів, лібералів і лейбористів, так і в осіб, не пов'язаних із жодною партією у Великій Британії. Саме ліберально-інтернаціоналістська програма Другого лейбористського уряду спонукала держсекретаря Артура Гендерсона спробувати допомогти самотнім українцям у Лізі Націй.
У статті автор розглядає поняття «якість вищої освіти», аналізує різно-манітні підходи до його визначення та досвід Великої Британії, можливість викорис-тання цього досвіду в сучасній системі вітчизняної вищої освіти. Надається стисла характеристика сучасних критеріїв оцінки якості освіти, критеріїв і стандартів, які використовуються для оцінювання якості освіти. Визначаться, що на рівні навчального закладу потрібно забезпечити якісне надання освітніх послуг; дієво впроваджувати міжнародні стандарти якості освіти; сприяти організації навчального процесу, адекватного сучасним тенденціям розвитку національної та світової економіки. ; The author considers the concept of "quality of higher education", examines a variety of approaches to its definition and experience of Great Britain, the opportunity to use this experience in the modern system of national higher education. A brief description of the current criteria for assessing the quality of education, criteria and standards, which are used for evaluating the quality of education, is given. It is determined that the level of the institution is necessary to provide quality of educational services; viable implement international quality standards of education; contribute to the educational process, adequate to modern trends in the development of national and world economy. In order to consider the school modern and prestigious, it is necessary to pay attention to solving the most important goal – providing quality knowledge. The problem of quality of graduates' knowledge remains one of the most important and at the same time – one of the most difficult. Most estimates indicate the quality of higher education is the experience of Great Britain, which is part of the founders of the Bologna process, whose system of external evaluation of the quality of higher education is not just comprehensive, but also one of the toughest and most prestigious in the world. The most interesting innovation in the field of quality of education of Great Britain were the subject of detailed scientific discussions aimed at drafting a new pan-European approach to the quality management education. In the UK universities are independent, autonomous organizations with their own legal authorities, both academic and administrative. Given the need to implement European standards of quality educational services in the European educational space, the institution should provide the quality educational services; effectively implement the international standards of education; promote the organization centered learning process, adequate to modern trends of national and world economy; promote quality control training for all the levels of education; exert every effort to attend schools in the annual rankings of universities around the world. Today the quality of European higher education directly depends on the ability of the institution to form a "value added", which is possible only if there is a focus on the qualities that are necessary to function in the modern society: openness and interest in the environment, innovation, morality, social activity and responsibility, the ability to learn throughout life.
