WOS: 000313918900010 ; Frictional characteristics of the engineering components, such as discs and dies for deformation processes have an important role on the life and cost of the parts manufactured by these processes. For this purpose, this study determines the friction behaviour of the plasma-nitrided H11 steel at disc-on-disc contact interaction. For this study, the disc shape samples were prepared from the test material and they were plasma-nitrided at two different treatment temperatures such as 500 degrees C and 550 degrees C.These samples were subjected to frictional tests conducted at different slip-ratios of 1.79, 10.53 and 22.22% under dry and lubricated conditions It is found that the frictional forces recorded for the samples plasma-nitrided at 550 degrees C are higher than those of the samples nitrided at 500 degrees C under conditions of the same loading, slip-ratio and dry friction. Criteria H7, H10 and H11 are the only ones for which quantitative data are available in RSMNs. The second objective was to apply, from the perspective of sediment management, the methodology to data sets from RSMNs.

The paper proposes a theoretical framework to explain policy drift, when identity moderates the principle-agent relation between the legislator and the bureaucracy. Our model points to the subtle interaction between different administrative levels of bureaucracy and how this interaction shapes the structure and size of budgetary allocations. Conceptually we enrich the public choice tradition of modeling bureaucracies by insights which fall broadly into the study of organizational behavior.

We study political determinants of municipality amalgamations during a boundary reform in the German state of Brandenburg, which reduced the number of municipalities from 1,489 to 421. The analysis is conducted using an extensive data set on the political decision makers as well as fiscal and socio-economic variables on the level of the individual municipality and on the level of individual mergers. We ask whether party representation in the town council influences the merger decision. To identify the effect, we follow a dual approach and make use of different stages in the reform process. First, municipalities were initially free to choose partners. In a later phase of the reform the state legislature forced municipalities to amalgamate. We can, thus, compare voluntary to forced units. Second, we simulate potential mergers from the map of municipalities and compare voluntary mergers to those simulated units. Both approaches show that political representation mattered significantly during the voluntary stage of the merger reform.

Using data on 17 OECD countries for 1960-98, this paper studies the impact of unions on public employment incidence, using macrodata and microdata. Macrodata show that greater coverage by centralized collective bargaining institutions raises the public employment share, controlling for country effects and country-specific trends. Microdata show that this effect is more positive for outsiders: women, and younger and older men, suggesting that government is employer of last resort. Greater unionization lowers public sector wage premia, particularly for women, suggesting that some of the public employment results may reflect movements along the labor demand curve rather than conscious policy.

Through the lens of the three books under review, this essay documents the contemporary rise in income and wealth inequality in the United States, evaluates competing explanations for it, and then turns its attention to post efforts by economists and philosophers to understand the consequences of inequality and poverty upon the social and political well-being of democratic polities.
