In studies concluding that public debt may hamper GDP growth, the debt tipping effects are estimated as if there were a single global currency. This means that such studies ignore the likely biggest cause of changes in growth rates, namely damage from exchange rate liquidity shocks because we do not live in the fairyland of a single global currency. The conclusions of these studies are accordingly invalid. They deflect attention from a prime danger, namely an exchange-rate-precipitated global meltdown a danger of the repetition of events of 80 years ago. These studies are misleading in other respects too. Their estimates of growth determinants conflate the differential growth effects of government expenditures with those of tax concessions and uncollected taxes as contributors to government debt. The conflation entices adherents to see all increases in government debt as arising from excessive expenditures, so that in the current crisis, the real problems are unaddressed. Instead, harmful policies of austerity and depreciation, are proposed that would exacerbate the problems and heighten the dangers. In this global downturn, policy should be redirected to avoid repeating the tragedies of the 1930s and 1940s when armaments, Hitler, a world war, then a Korean war were all needed to make the fiscal stimulus mighty enough to restore US employment after the 1930s global meltdown from exchange rate liquidity shocks. Needed are employment-generating fiscal stimulus in societally productive activities, reinstatement of the constraints that countries employed into the 1970s to limit government interest rates, and moves to instate a single global currency. Das faktisch umlagefinanzierte Gesundheitswesen der Gesetzlichen Krankenversicherung steht in Anbetracht der demografischen Entwicklung nach wie vor massiven Finanzierungsproblemen gegenüber. Tatsächlich jedoch sind die öffentlichen Ausgaben im Gesundheitswesen im Krisenjahr 2009 um mehr als sechs Prozent angestiegen. Dieser Beitrag wirft einen detaillierten Blick auf die zurückliegende Kostensteigerung und misst den ursächlichen Einflussfaktoren ihre jeweilige Bedeutung zu. Die Analyse konzentriert sich dabei insbesondere auf demografische, technologische und politische Faktoren.

In the past decades many European countries implemented numerical fiscal rules in order to strengthen fiscal discipline on all levels of government. This development was intensified by the financial crisis in 2008. Although plenty of research points to the discipline-enhancing effect of these rules on the national level, comparably little is known about their impact on local governments. This is even truer when it comes to the effect of specific rules like the so-called Balanced Budget Rule (BBR). With this contribution, we shed some light on the question if BBRs are an effective instrument to put local government budget balances on a sound footing. We estimate a dynamic fiscal reaction function within a LSDVC framework using a panel of 19 European countries over a period of 19 years (1997-2015). Although a potential endogeneity bias cannot be fully ruled out, the results suggest a discipline enhancing effect of BBRs over a range of different specifications. Other fiscal rules seem to be less important. Disentangling the effect of the mere existence of a BBR from its institutional implementation reveals that there is no significant effect for simply making a BBR part of an intergovernmental fiscal framework; what counts is its proper implementation in terms of characteristics like regulatory embeddedness, monitoring, enforcement, and media visibility.

Die Staatsausgaben für die Maßnahmenpakete zur Stabilisierung der Wirtschaft sind enorm. Gleichzeitig sinken die Steuereinnahmen. An Lösungsvorschlägen mangelt es nicht: von "Helikoptergeld" der Zentralbanken bis "Lastenausgleich" per Vermögensteuern. Dabei hilft bereits das Niedrig- bzw. Negativzinsumfeld, die weiter steigenden Schuldenberge abzutragen. ; Who is going to pay? That question is heard regularly in connection with corona-related fiscal packages. Quite rightly. Governments have adopted huge packages to stabilise their economies. While there is no shortage of suggestions of how the new public expenditure and old debt is to be funded, many people seem to be overlooking the fact that the current low or negative interest rate environment is already making a major contribution to debt reduction.

[Hintergrund] Die Haushaltslage des Landes Brandenburg hat sich in den vergangenen Jahren verbessert. Seit dem Jahr 2013 ist der Finanzierungssaldo des Landes Brandenburg positiv. In der Summe beliefen sich die Überschüsse von 2013 bis 2018 auf knapp 3 Milliarden Euro. Diese Mittel hat das Land in Höhe von rund 850 Millionen Euro zur Schuldentilgung eingesetzt. Gleichzeitig wurde bis Ende 2018 eine allgemeine Rücklage in Höhe von rund 2 Milliarden Euro aufgebaut. Zum 31. Dezember 2018 betrugen die Landesschulden 22 Prozent des regionalen Bruttoinlandsprodukts (Abbildung 1-1). Damit liegt Brandenburg im Mittelfeld der Flächenländer. Der Gesetzentwurf der Landesregierung sieht vor, ein Sondervermögen "Zukunftsinvestitionsfonds des Landes Brandenburg" einzurichten (Landtag Brandenburg, 2019a). Dieses Sondervermögen soll noch im Jahr 2019 mit einem Startkapital in Höhe von 1 Milliarde Euro ausgestattet werden (Landtag Brandenburg, 2019b). Somit will die Landesregierung erstmals nach Jahren wieder neue Schulden aufnehmen. Eine Neuverschuldung in Höhe von 1 Milliarde Euro bedeutet eine Zunahme um rund 6 Prozent und entspricht rund 1,3 Prozent der regionalen Wirtschaftskraft (BIP).

In den vergangenen Jahren zeigte sich beim Bundeshaushalt stets das gleiche Bild: Die tatsächlichen Zinsausgaben fielen geringer aus als geplant und die Steuereinnahmen stiegen stärker als von der Bundesregierung angenommen. Beide Entwicklungen verschafften dem Bund neue Handlungsspielräume. In den Jahren 2013 bis 2018 summierten sich diese auf rund 82 Milliarden Euro, wovon zwei Drittel den geringer ausgefallenen Zinsausgaben und ein Drittel den höheren Steuereinnahmen zuzurechnen sind. Hinzu kommen in diesem Zeitraum höhere sonstige Einnahmen, wie zum Beispiel Gebühren, in Höhe von kumuliert 9 Milliarden Euro. Zum einen nutzte die Bundesregierung den zusätzlichen Spielraum für neue laufende Ausgaben, zum anderen baute sie eine Rücklage auf. Im Zeitraum von 2013 bis 2018 fielen die Ausgaben (ohne Zinsen) um insgesamt 67 Milliarden Euro höher aus als die Finanzplanung es vorsah - als Vergleich dient dabei stets der Mittelwert der zwei, drei und vier Jahre vor dem Ist-Jahr erschienenen Finanzpläne des Bundes. Die Rücklage beläuft sich auf mittlerweile 24 Milliarden Euro. Allerdings soll diese nicht ihrer eigentlichen Funktion als Risikopuffer gerecht werden, vielmehr will die Bundesregierung damit Vorhaben aus dem Koalitionsvertrag finanzieren. Damit handelt es sich letztlich auch um eine Ausgabensteigerung. Auf alternative Verwendungsmöglichkeiten dieses unverhofften Haushaltsspielraums - Steuerentlastung oder Schuldentilgung - verzichtet die Bundesregierung. Die Steuerquote des Bundes ist jüngst sogar gestiegen. ; In recent years, the federal budget in Germany has always shown the same picture: Actual in-terest expenditures for debt were lower than planned by the federal government due to a falling interest rate at the capital market. Nach der Finanz- und Wirtschaftskrise ist die Verschuldung in vielen EU-Staaten deutlich angestiegen. Eigentlich gibt es in der Europäischen Union ein geeignetes Regelwerk, um überhöhte Budgetdefi zite zu verhindern. Die Anwendung der Fiskalregeln hat allein aber nicht zu den angestrebten Ergebnissen geführt. Die Autoren schlagen daher die Einrichtung von politisch unabhängigen Fiskalräten vor, die eine Kontrollfunktion übernehmen könnten. ; This article analyses the role of independent fi scal institutions (IFIs) in dealing with the debt crisis in Europe. IFIs take the role of a fiscal watchdog by producing their own (or assessing the government's) budget and macroeconomic forecast and have recently spread across many industrialized countries. Empirical evidence suggests that IFIs can contribute to solid public finances in conjunction with fiscal rules if these institutions are truly independent, have a clear mandate and access to sufficient resources, as well as a strong media impact.

Joint modelling of fiscal and monetary policies should elucidate on their interaction. We construct an eight-dimensional parsimonious structural vector equilibrium correction model (PSVECM) of the US macro economy over the last five decades. The fiscal deficit is found to be one of the five cointegration vectors, constraining fiscal policy in the long run. In contrast, the share of the government sector is found not to be mean reverting. To overcome the common problem of ad-hoc assumptions regarding the direction of instantaneous causality, we use graph-theoretical methods to identify the causal structure of the model from the data. Model reduction procedures allow to control for the course-of-dimensionality inhibiting such high-dimensional vector autoregressive systems. Impulse-response analysis of the parsimonious system facilitated the precise measurement of the dynamic Keynesian fiscal multiplier, where we distinguish between deficit-spending and balanced-budget government spending shocks (as in the so-called Haavelmo, 1945, theorem). Our estimates of the long-run multiplier are 1.62 in case of the bond-financed and 1.77 in case of the tax-financed spending shock, with both being significant greater than one at a 95\% confidence level. Monetary policy is neutral is the long-run but have permanent effects on the level of output. Increasing the federal funds rate by a percentage point is followed by falling tax revenues while government spending is largely unchanged, thus inflating the fiscal deficit in the short- and medium run.

The paper looks at the determinants of fiscal adjustments as reflected in the primary surplus of countries. Our conjecture is that governments will usually find it more attractive to pursue fiscal adjustments in a situation of relatively high growth, but based on a simple stylized model of government behavior the expectation is that mainly high trust governments will be in a position to defer consolidation to years with higher growth. Overall, our analysis of a panel of European countries provides support for this expectation. The difference in fiscal policies depending on government trust levels may help explaining why better governed countries have been found to have less severe business cycles. It suggests that trust and credibility play an important role not only in monetary policy, but also in fiscal policy.

Based on probit estimates, this paper analyzes the effects of fiscal consolidation on the proba-bility of sovereign defaults in the short run. Using a panel of 104 developing countries from 1980 to 2009 and controlling for various economic, fiscal and political factors, we find that fiscal adjustments in general do not significantly reduce the probably of default even if they are large. Instead, the composition of budget consolidation is decisive in reducing default risk. In contrast to industrialized countries, expenditure based adjustments are not successful while revenue based adjustments lower the probability of default in the following year by 33 to 56 percent. This finding also holds when economic growth is low or government debt is high as well as when IMF lending is taken into account.

Abstract. The focus of this study is on aspects of public debt and austerity policy in the UK. It attempts to provide an evaluation of fiscal policy under neoliberalism and to consider the relationship between this policy and the macroeconomic performance of the UK economy. There also seems to be ambiguities among the policy makers about austerity. Therefore, it seems important to examine the issue of government imposed austerity policies and fiscal deficits. There is need to borrow to cover the deficits as there is no inflationary pressure in the UK. Most democratic solutions against any inflationary pressures are to reduce money in circulation through higher taxes. Further I argue that a number of counter measures could possibly be taken such as placing a requirement on financial institutions such as pension funds to place some minimum proportion of their asset portfolio into government stock. Die Auseinandersetzung mit den Grenzwerten für Defizite und Schuldenstände in der Europäischen Wirtschafts- und Währungsunion zeigt, dass diese politisch willkürlich gesetzt und wenig ökonomisch fundiert sind. Auch ist der Schuldenstand als Grenzwert im Gegensatz zum Haushaltsdefizit ein europäischer Sonderweg. Eine Reform der Kriterien des Stabilitäts- und Wachstumspakts sowie des Fiskalpakts ist dringend geboten.
