İran içerisinde barındırdığı çeşitli ve farklı etnik unsurlar bakımından, toplumsal dinamiği yüksek bir ülkedir. Barındırdığı Türk nüfus açısından ise Türkiye'den sonra dünyada ikinci sırada yer almaktadır. Türklerin yoğun olarak yaşadığı İran'ın kuzeyini içine alan bu bölgeye, Güney Azerbaycan denilmektedir. Bu bölge tarihsel süreç içerisinde, İran rejiminin baskıcı ve engelleyici politikalarına maruz kalmıştır. Türkler, İran'da şahlık rejiminin Farslaştırma politikasına maruz kalan sayıca en büyük etnik topluluğu oluşturmaktadır. Zaman içerisinde bu baskı ve engelleyici politikalara karşı ayaklanmalar gerçekleştirilmiştir. Settar Han'ın bağımsızlık mücadelesi, Şeyh Muhammed Hıyabani ve Azadistan Devleti ile Seyit Cafer Pişeveri'nin kurmuş olduğu Güney Azerbaycan Demokratik Cumhuriyeti, bu hareketlerin başlıcaları olup çalışmamızda ele alınmıştır. Türklerin, İran rejimi içerisindeki milli kimliklerini korumaya yönelik vermiş oldukları bu mücadele, Güney Azerbaycan Demokratik Cumhuriyeti'nin kuruluşu ile zirveye ulaşmıştır. Bu dönem, Türk dili ile ilgili yapılan çalışmalar bakımından büyük önem arz etmektedir. Türkçe'nin Güney Azerbaycan'da resmi dil ilan edilmesi ve eğitim öğretim faaliyetlerinin Türkçe yapılması gibi birçok önemli reform gerçekleştirilmiştir. İran rejimi, uluslararası alanda yürüttüğü siyaset neticesinde, A.B.D. ve Sovyet Rusya ile bir takım antlaşmalar yaparak bulduğu siyasi destek ile, 1946 yılında Güney Azerbaycan Demokratik Cumhuriyeti yönetimini yıkmış ve yapmış olduğu tüm reformları sonlandırmıştır. ; Iran is a country with high social dynamics in terms of various and different ethnic elements. Hosted by the Turks in terms of population after Turkey has the second biggest population in the world. This region, where the Turks live intensely and includes the north of Iran, is called South Azerbaijan. This region has been subjected to the repressive and preventive policies of the Iranian regime in the historical process. The Turks constitute the largest number of ethnic communities in Iran who have been subjected to the Persian policy of Persian regime. In the course of time, rebellions were made against these oppression and preventive policies. Settar Han's struggle for independence, Sheikh Muhammed Hıyabani Azadistan State and Seyit Cafer Pişeveri's, established by the Republic of South Azerbaijan Democratic Republic, these movements are considered in our study. The struggle of the Turks to protect their national identity within the Iranian regime has reached its peak with the establishment of the South Azerbaijan Democratic Republic. This period is of great importance in terms of studies on Turkish language. Many important steps have been taken, such as the announcement of the Turkish language as the official language and the Turkish language teaching activities. The Iranian regime, with its policy in the international arena, is the United States. and in 1946, with the political support of Soviet Russia, he demolished the administration of South Azerbaijan Democratic Republic and ended all the reforms.

Güney Afrika'da 1948 yılında başlayan Apartheid rejimi 27 Nisan 1994 yılında gerçekleştirilen ülkenin ilk ve çok partili demokratik seçimlerine kadar hâkim yönetim anlayışı olmuştur. Apartheid rejimi hükümetleri medyayı kendi kontrolleri altında tutmak için hem yasalardan hem de idari kontrol gücünden yararlanmıştır. Daniel François Malan ile başlayan ve 1960'larda zirveye ulaşan Apartheid rejimi basını ve tüm medyayı kontrol altına almıştır. Afrikaanca dilinde yayın yapan basın kuruluşları rejimin sözcüsü gibi hareket ederken, muhalif İngilizce basın sansüre maruz bırakılmıştır. Radyo ve televizyon sektörleri de Güney Afrika Yayın Kurumu (South African Broadcasting Corporation – SABC) tarafından kontrol edilmiş ve kurum tam anlamıyla 1980'lerin ikinci yarısından itibaren başlayacak olan liberalleşme dalgasına kadar televizyon ve radyo alanında ülkedeki tekel konumunu korumuştur. Sinemada durum bundan farklı değildir. A Şeması ve B Şeması sübvansiyonlarıyla Apartheid hükümetleri sinema sektörünü kontrol etmiş ve filmlerin otosansüre bağlı olmasını sağlamıştır. Apartheid ideolojisine aykırı filmlerin veya eleştirel filmlerin özgür bir şekilde halka gösterilmesi mümkün olmamıştır. Örneğin, eleştirel bir filmin yönetmeni olan Gibson Kente, How Long (1976) filminin içeriği yüzünden tutuklanmıştır. 1980 – 1990 döneminde üçüncü sinema ve eleştirel filmlerin yükselişe geçmesi ülkenin içinde bulunduğu siyasal ortamla direkt olarak bağlantılıdır. Apartheid rejiminin zayıflaması üzerine üçüncü kuşak sinema ve eleştirel filmler mevcut rejime karşı çok önemli bir sanat aracı olarak karşı durmuştur. Sistem ve hükümet eleştirisi yapmışlardır. Eleştirel filmler ve üçüncü sinema Apartheid rejiminin çözülme yıllarında demokrasi mücadelesini destekler nitelikte Apartheid eleştirisi yapmışlardır. Bu kuşağın en önemli özelliği rejim ve sistem eleştirisi yapmasıdır. Sinema alanına özgürlüğü getiren iki husus vardır. Birincisi, Güney Afrika'nın 1980'lerden itibaren büyük bir yıkıma sebep olabilecek bir iç savaşa doğru sürüklenmesidir. Bundan çekinen Apartheid hükümetleri sadece sinemayı değil, basın ve televizyon olmak üzere birçok medya alanını kısmen de olsa özgürleştirmiştir. Baskıları hafifletmiş ve muhalif gazetelerin yayınlarına izin verilmiştir. Bu ortamdan faydalanan yönetmen ve yapımcılar 1980 – 1990 döneminde üçüncü sinema kuşağını ve eleştirel filmleri beyaz perdeye aktarmışlardır. Sinema alanına özgürlüğü getiren ikinci ve en önemli husus siyasal dönüşümdür. Siyasal dönüşümün neticesinde demokrasiye geçilmesinin temel sebepleri uluslararası baskı, Güney Afrika'ya uygulanan ambargolar, siyahların silahlı mücadelesi ve ülkenin uluslararası toplumdan izole edilmesidir. Sinema Apartheid döneminde hükümetlerin baskısı altındayken siyasal dönüşümden sonra özgürlük ortamına kavuşmuştur. Siyasal dönüşümün en önemliayağı olan anayasa çalışmaları neticesinde 1996 Anayasası yapılmıştır. Bu anayasada medya ve ifade özgürlüğü garanti altına alınmıştır. İfade özgürlüğünün anayasal garanti altına alınması ırksal çeşitliliği ve demokrasisi sayesinde 2000'lerin başında gökkuşağı ulusu olarak nitelenen Güney Afrika'da sinemacıların özgür bir şekilde sanatını icra etmesine olanak tanımıştır. Siyahlar sinemada ayrıma ve ırksal kategorizasyona bağlı olmadan özgür bir şekilde sanatçı ve yapımcı olarak faaliyet göstermeye başlamışlar ve eleştirel yönü kuvvetli filmler çekebilmişlerdir. Makalenin amacı Güney Afrika'da sinemanın Apartheid döneminde ve sonrasındaki değişimini, bu değişimde üçüncü sinema dalgasının etkisini ortaya koymaktır. Bunu anlatabilmek aynı zamanda Apartheid rejiminin siyasal tarihine de değinmeyi gerekli kılar. Güney Afrika'da sinema siyasetten ayrı düşünülemez. Apartheid rejimi sinemayı sansür ve başka araçlarla kontrol altında tutmuştur. Apartheid hükümetlerinin baskısı yumuşadıkça sinemada özgür sesler duyulabilmiştir. Apartheid rejiminin çökmesiyle sinema aktörleri ve yapımcılarının özgürleştiğini görüyoruz. Makalede bu amaca uygun olarak yöntem seçiminde hassasiyetle davranılmış ve gelenekselci – tarihselci yöntem seçilmiştir. Sinemanın gelişimini ve değişimini sosyal ve siyasal bağlamından kopartamayız. Bu sebeple sosyal vakaları bir laboratuvar ortamında çalışmayı öneren davranışsalcı yöntemin yerine tarihsel ve sosyal bağlamında değerlendiren gelenekselci – tarihselci yaklaşım benimsenmiştir. Raymond Aron sosyal bilimlerde ve uluslararası ilişkiler çalışmalarında gelenekselciliği benimseyen bilim insanlarından biridir. Aron'a göre, sosyal vakalar yaşanan sosyal ve siyasal bağlamından kopartılamazlar. Bu sebeple makalede sinemanın gelişimi tarihsel ve sosyal olaylar bağlamında ele alınmış ve gelenekselci yöntem benimsenmiştir. ; In 1948, National Party won the elections under the leadership of Daniel François Malan. François Malan was the founder of Apartheid regime in South Africa. He wanted to divide the country into different races. In this system, black people were isolated from all segments of society and also government of the country. Afrikaans government exploited natural resources of the country and made black people slave and ordinary workers. African National Congress and blacks were organized by Nelson Mandela and his revolutionary friends to topple the regime. In 1980s and 1990s, Apartheid regime was weakened by international isolation, embargoes, economic recession, and armed attacks of African National Congress because of its racist stance. Upon this desperate situation, President of South Africa of that time Frederik Willem de Klerk started the era of political transformation by releasing Nelson Mandela and political prisoners from jail and opening the doors for negotiations. After hard negotiations between governing National Party and African National Congress, on 27 April 1994, African National Congress won the elections and Nelson Mandela was elected as the President of South Africa. In 1996, a new constitution was written. With this constitution, freedom of expression and media was taken under the guarantee of the constitution. This environment freed cinema and other types of media from Apartheid regime's fences. Since that time, South Africa has been called the rainbow nation for its various races, languages, and religions. During Apartheid regime, cinema and other types of media were controlled by Apartheid governments and Afrikaans people. Afrikaans press was the mouthpiece of the governing National Party. English press was censored by Apartheid governments and bureaucrats. Critical press and films were censored. South African Broadcasting Corporation (SABC), which was established in 1936 with an official act, has been the state monopoly of radio and television until the mid-1980s. Also, SABC was the mouthpiece of Apartheid governments. Cinema also has been censored until the mid-1980s. Apartheid governments created and used A Scheme and B Scheme Subsidies to control cinema sector. While A Scheme Subsidy was for English and Afrikaans films, B Scheme Subsidy was created for black films including black actors and languages. Films, which benefited from these subsidies, couldn't become critical of Apartheid governments. Critical films were censored and maybe banned according to their degrees. For instance, Gibson Kente, an important director of Apartheid era, was arrested because of his film called How Long (1976) and its critical context. However, political transformation, which was born because of economic recession, international isolation and armed struggle of African National Congress, changed this desperate situation. In 1980s and 1990s, third cinema and critical films developed in South African cinema. These films and third cinema criticized the system of Apartheid and governments. Also, father figure of state was criticized because of its brutal killings. These films were My Country My Hat (1983), Mathata (1984), Mapantsula (1988), the Chicken Man (1990), and Midnite Rush (1990). These cinema milestones criticized Apartheid regime and the system. Thanks to political transformation, which commenced in the late-1980s by National Party and African National Congress, South African cinema has seen an important freedom environment to produce films until today. While Apartheid regime was preventing black people from being actors and directors of films, in new rainbow nation black people can reach these positions while not being isolated by the whites of society. Ramadan Suleman, Khalo Matabane, Teddy Mattera, Zola Maseko, Ntshavheni Wa Luruli, John Kani, and Madoda Ncayiyana are important actors and directors of the new period. Moreover, in this new period black people can reach the presidency of South Africa. After Apartheid, the National Film and Video Foundation was founded to equally support film directors and actors whatever their races or religions. Today, South African cinema provides equal opportunities for blacks and whites. Blacks can take reasonable share from cinema sector today. The purpose of this article is to show changing nature of cinema during and after Apartheid, and impacts of the wave of third cinema on this changing nature. Being able to explain this also makes it necessary to touch upon political history of the Apartheid regime. Cinema in South Africa can't be separated from politics. The Apartheid regime controlled cinema through censorship and other means. As the pressure of the Apartheid governments decreased, free voices could be heard in the cinema. With the collapse of the Apartheid regime, we see the liberation of cinema actors and producers. In the article, the selection of the method in accordance with this purpose has been carefully treated and the traditionalist – historicist method has been chosen. We cannot isolate the development and change of cinema from its social and political context. Because of this reason, the traditionalist - historicist approach, which evaluates social cases in historical and social context, has been adopted instead of the behavioralist method that suggests working social cases in a laboratory environment. Raymond Aron is one of the scientists who embraced traditionalism in social sciences and international relations studies. According to Aron, social cases cannot be detached from their social and political context. For this reason, the development of cinema is discussed in the context of historical and social events in the article and traditionalist method has been adopted.

Sovyetler Birliği'nin dağılmasından sonra Güney Kafkasya bölgesindeki üç yeni devletin bağımsızlığını herhangi bir ayırım gözetmeksizin 1991 yılında tanıyan Türkiye özellikle, ortak dil, kültür ve tarihi paylaştığı Azerbaycan'la yakın bir ortaklık ilişkisi geliştirmiştir. Kafkasya politikasının temelini bölgenin sahip olduğu enerji kaynakları oluşturmuştur. Bu kapsamda Azerbaycan önem arz ederken Gürcistan ise bu kaynakların Türkiye'ye aktarımında önemli bir ülkedir. Türkiye'nin Güney Kafkasya'da sorunlu ilişki içinde olduğu tek devlet Ermenistan'dır.Çalışma kapsamında; giriş bölümünde konunun içeri, amacı ve metodolojisi belirtilmiştir. İkinci bölümde teorik alanda mutlak ve göreceli kazanç kavramları ve bölgenin siyasi yapısı bu teorik eksende incelenmiştir. Üçüncü bölümde, Güney Kafkasya jeopolitiğinde, Ermenistan'ın yeri ve Azerbaycan ile rekabetine değerlendirilmiştir. Bu kapsamda, Amerika ve Rusya'nın Güney Kafkasya politikası ve bu politika ekseninde Ermenistan ile olan ilişkileri ele alınmıştır. Dördüncü bölümde Türkiye'nin Güney Kafkasya politikası ve bu politikada Ermenistan ile olan ilişkisi değerlendirilmiştir. Türkiye-Ermenistan ilişkilerinde, ?futbol diplomasisi? ile başlayan normalleşme sürecinde; soykırım iddiaları, Ermeni diaspora faaliyetleri, Dağlık Karabağ, ?Kardeş? ülke Azerbaycan ve Rusya faktörleri değerlendirilmiştir. Sonuçta, Türkiye-Ermenistan ilişkilerinde kazan-kazan politikasının realitesi tartışılmıştır. ; After the dissolution of the Soviet Union, Republic of Turkey has been recognized three new states? independence without distinction of any kind in the Southern Caucasus geopolitical region in 1991. Azerbaijan is the one of those three states that Republic of Turkey developed close partnership with due to the both nations? common language, culture and history. Natural energy resources have taken the top priority while defining the Caucasus foreign policy. In this scope, even though Azerbaijan stands out as an important country, Georgia plays an important role as well transferring these resources into Turkey. The only country that the Republic of Turkey has political difficulties in Southern Caucasus region is Armenia.In the scope of this study, Introduction part in the introduction content of the topic, purpose and methodology indicated. Second part has been analyzed theoretically in terms of absolute and relative gains concepts and the region?s political structure. In the third part, Armenia has been evaluated with its competition with Azerbaijan in Southern Caucasus geopolitics. In this part, Southern Caucasus politics of United States of America and Russia and their political relation with Armenia has been discussed. In the fourth part, Southern Caucasus politics of Republic of Turkey and its political relation with Armenia has been evaluated. Started with ?football diplomacy?, during the normalization stage of political international relationship between Turkey and Armenia; ?Armenian genocide allegations?, ?Armenian diaspora activities?, ?Nagorno-Karabakh?, ?brotherly country Azerbaijan? and ?Russian? factors have been evaluated. As a result, reality of win-win situation has been discussed in terms of international relations between Republic of Turkey and Armenian.

Bu çalışma, Türkiye'nin Afrika politikasında yumuşak güç unsurlarının rolünü konstrüktivizm çerçevesinde analiz etmektedir. Cumhuriyetin kuruluşundan günümüze çeşitli kimlik dönüşümleri yaşayan Türkiye, 2002'de iktidara gelen AK Parti ile dış politikada bir kimlik dönüşümü daha yaşamıştır. Türkiye 2000'li yıllarda dış politikada yaşadığı dinamizme bağlı olarak farklı dış politika araçlarını ve kurumlarını devreye sokmuştur. Yumuşak gücün oluşturulmasında oldukça etkili olan bu araçlar arasında başta Dışişleri Bakanlığı olmak üzere Türkiye İşbirliği ve Koordinasyon Ajansı Başkanlığı, Yurtdışı Türkler ve Akraba Toplulukları Başkanlığı, Türk Hava Yolları, Afet ve Acil Durum Yönetimi Başkanlığı ve sivil toplum kuruluşları gibi kurum ve kuruluşlar bulunmaktadır. Osmanlı dönemi sonrasında kurulan cumhuriyet Türkiye'sinin 1998 Afrika'ya Açılım Eylem Planı'na kadar yaşadığı süreç, 1998 Afrika'ya Açılım Eylem Planı ve 2005'te Afrika Yılı'nın ilan edilmesiyle ilişkilerdeki dönüşüm temel boyutlarıyla incelenmiştir. Türkiye'nin Afrika politikasındaki başarısının yansıması olarak Somali politikası temel parametreleriyle birlikte incelenmiştir. Dış politikanın değişen dinamikleri çerçevesinde Türkiye'nin Afrika politikasındaki yumuşak güç unsurlarını ve bu unsurların kısa ve orta vadeli etkileri ortaya konmuştur. ; This study investigates the role of soft power in Turkey's Africa policy in the context of constructivism. Turkey had lived various identity transformations since the foundation of the republic, and lived one more transformation in foreign policy after AK Party came to power in 2002. By the effect of dynamism in foreign policy Turkey lived in 2000s, Turkey has activated different foreign policy tools and instutitions. Starting from the Ministry of Foreign Affairs; Turkish Cooperation and Coordination Agency, Presidency for Turks Abroad and Related Communities, Turkish Airlines, Prime Ministry Disaster and Emergency Management Authority and non-govermental organisations are the institutions that are quite effective in the creation of soft power. The period between the foundation of Turkish Republic and 1998 Opening to Africa Action Plan; and the transformation of relations with 1998 Opening to Africa Action Plan and the 2005 announcement of "Africa Year" have been investigated with it fundamental dimensions. As the reflection of Turkey's success in Africa policy, Turkey's Somalia policy has been examined with it fundamental parameters. In the context of changing dynamics of foreign policy, Turkey's soft power elements in Africa policy and the effect of these elements in short and middle run have been analyzed.

BRICS içerisinde yer alan (Brezilya, Rusya, Hindistan, Çin ve Güney Afrika) yükselen güçlerinin 21. Yüzyıldan itibaren uluslararası siyasette öne çıkışı kalkınma için işbirliğinin teşvik edilmesi fikrine yeni bir ivme kazandırmıştır. Bu süreçte BRICS'in yapmış olduğu dış yardımlar artırmış ve özellikle Güney ülkeleriyle Güney-Güney işbirliği yoluyla farklı ekonomik işbirliği yolları ve alanları ortaya çıkmıştır. Bu tez, genel olarak bu beş ülke ve özel olarak Çin tarafından Sahra Altı Afrika'da yürütülen ikili dış yardım faaliyetlerine ilişkin hali hazırda var olan ama oldukça kısıtlı olan mevcut literatüre katkı sağlamayı hedeflemektedir. Yükselen donörler olarak nitelendirilen bu devletler, son yıllarda uluslararası kalkınmada istikrarlı bir şekilde öne çıkarken esasen 1950'li yıllara kadar uzanan dış yardım programları ile kesinlikle bu alanda yeni değiller. Böyle olmakla birlikte söz konusu devletlerin dünyanın dört bir yanındaki yardım faaliyetleri kimi zaman Amerika Birleşik Devletleri, Batı Avrupa ve Japonya'nın hakim olduğu uluslararası yardım mimarisine bir tehdit olarak algılanmaktadır. Kalkınma yardımının Güney-Güney işbirliği çerçevesinde önemli bir dış politika aracı olduğu varsayımından yola çıkarak, bu tez söz konusu yükselen güçleri bu alanda harekete geçiren motivasyonların neler olduğunu sorgulamaktadır. Dış yardımın araçsallaştırılmasının arkasındaki temel motivasyonlar nelerdir? Yükselen donörler uluslararası kalkınmada geleneksel bağışçılardan farklı mı? Sahra altı Afrika'nın dış yardımın ana alıcısı olduğu ve doğal kaynaklar açısından zengin olduğu düşünüldüğünde, Çin dış politika araçlarını Sahra altı Afrika ile olan işbirliğinde nasıl ve ne amaçla kullanıyor? Son olarak, uluslararası politikada kalkınma yardımı farklı bağışçılar arasında bir rekabet unsuru olmakla birlikte, aynı zamanda farklı yönelim, teknik ve politik özelliklerine sahip olan bağışçıların her birinin kendi aralarında işi paylaştıkları ileri sürülebilir. This dissertation provides an overview of the small but growing literature on bilateral foreign aid activities carried out in Sub-Saharan Africa by these five countries in general and China in particular. While these so-called emerging donors are steadily growing in importance in international development, they are certainly not new to the field, with foreign aid programs dating back to the 1950s. The recent increase in the size and scope of their aid activities around the world is seen by some as a threat to the international aid architecture dominated by the United States and its allies in Western Europe and Japan. Starting from the assumption that development aid represents an instrument of foreign policy within the framework of South-South cooperation, our objective is to ask ourselves what are the motivations that drive these emerging countries? What are the main motivations behind the instrumentalization of foreign aid? Are they different from traditional donors in providing aid? Given that sub-Saharan Africa is the main recipient of foreign aid and rich in natural resources, how and for what purposes is China using its foreign policy tools in its collaboration with the latter? On the international scene, development aid can indeed be an element of competition between different donors; on the other hand, we sometimes have the impression that the donors share the work, each with its own tropisms and technical and political characteristics. Tez ÖzetiBu tez çalışmasında ilaç sektörü özelinde fikri mülkiyet haklarının küresel ölçekte yükselişi ve bu yükselişe paralel olarak farklılaşan devlet stratejileri analiz edilmiştir. Çalışmanın temel amacı temel "ilaçta fikri mülkiyet haklarının global ölçekte sıkılaştırılmasına bazı gelişmekte olan ülkeler direnç gösterirken diğerleri neden göstermemiştir?" sorusuna cevap bulmaktır. Bu soruya cevap bulabilmek için, John M. Hobson'un İkinci Dalga Neo-Weberyan Devlet Yaklaşımı'ndan yararlanılmış ve uyarlanan bu yaklaşım karşılaştırmalı ülke örneklerine dayanılarak incelenmiştir. Bu amaçla Hindistan, Brezilya, Güney Afrika Cumhuriyeti ve Türkiye örnek ülkeler olarak seçilmiştir. Elde edilen bulgulara göre, devletlerin kendi politik önceliklerinde ortaya çıkan farklılıklar, altyapısal gücünde ve yoğunlaşma derecesindeki farklılıklar ve ulusal/uluslararası devlet dışı aktörlerle kurulan ilişkilerde farklılıklar –Bu çalışmada ulusal/uluslar arası devlet dışı aktörler olarak yerli ilaç firmaları, yabancı ilaç firmaları, yabancı devletler, iktisadi entegrasyonlar ve Sivil toplum örgütleri ile tüketiciler seçilmiştir.- farklılaşan devlet stratejilerinin kaynakları olarak görülmüştür. Thesis Summary In this thesis study, the global increase of intellectual property rights in particular pharma sector, and state strategies varying according to this increase are analyzed. The aim of this study is to find an answer to the question of "Why did some of the developing countries resist to the tightening up of global intellectual property rights while some other ones didn't?" John M. Hobson's second wave Neo-Weberian State Approach is followed and analyzed according to the comperative country examples in the study. India, Brazil, South African Republic and Turkey is chosen as example countries. According to the findings of the research, differences in the political priorities, substructural power and concentration level are the sources of differeces in countries' strategies. Local and foreign pharmaceutial companies, economic integrations, non-governmental organizations, and consumers are chosen for this study as national and international non-state actors. In the frame of above mentioned theory, India and Brazil are classified as highly resistant, South Africa is classified as medium resistant and Turkey is classified as a non-resistant (compatible) country.

The aim of this study is to scrutinize the diplomatic relations between Turkiye and Sudan post the era of Omar al-Bashir. Historical relations between the Republic of Turkiye, established in 1923 as the successor to the Ottoman Empire, and Sudan have had a positive impact in contemporary times across political, economic, socio-cultural, and security domains. While the relations during the Republican era were relatively limited when Sudan gained independence from Britain, they saw a significant improvement with the administration of Omar al-Bashir and Hasan al-Turabi, who came to power in 1989. Following Turkiye's declaration of "Africa Year" in 2005, Sudan emerged as a prominent country in Ankara's Sub-Saharan Africa policy. Particularly, the African Opening Action Plan initiated in 1998 and the deepening of policies by AK Party governments strengthened relations with Sudan. However, following the overthrow of Omar al-Bashir in 2019, transitional periods and political crises in Sudan have adversely affected Turkiye – Sudan relations. This study will address these relations during this period, initially focusing on political, economic, security, and socio-cultural parameters. Subsequently, the study will examine the causes of the crisis in Sudan and the trajectory of the relations. Findings from the post-Bashir era indicate that despite challenges, the relations between the two countries have endured. Nevertheless, the escalation of internal disputes in Sudan into conflicts casts uncertainty on the future of these relations.

Küreselleşme ile birlikte 1980'li yıllardan sonra ülkelerin sermaye akımları önündeki engelleri kaldırması sonucunda yaşanan yüksek sermaye girişleri,ülkelerin daha rahat borçlanabilmesine imkan sağlamıştır. Bunun sonucunda isebirçok ülkede cari açıklar süreklilik kazanmaya başlamıştır. Özellikle 1990'lı yıllardan itibaren giderek büyüyen ve sürekli hale gelen cari açıklar, politika yapıcıların ve iktisatçıların dikkatini çekmiş ve cari açıkların sürdürülebilir olup olmadığı konusunu gündeme getirmiştir. İktisatçılar arasında cari açığın sürdürülebilirliğinin tespitine yönelik bir fikir birliği bulunmamakla birlikte, literatürde konunun ekonometrik yöntemler ile ele alındığı görülmüştür. Bu çalışmanın amacı da Husted (1992) tarafından geliştirilen modelden faydalanarak cari açığın sürdürülebilirliğini gelişmiş ve gelişmekte olan ülkelerde en güncel yöntemleri kullanarak analiz etmektir. Çalışma 16'sı gelişmiş, 13'ü gelişmekte olan toplam 29 ülkeyi kapsamaktadır. Çalışmaya dâhil edilen 29 ülkenin 1970-2019 dönemi çeyreklik verileri fourier tipi birim kök ve eşbütünleşme yöntemleri ile incelenmiştir. Analiz sonuçlarına göre Almanya, Danimarka, İsrail, İsveç, Kanada, Çekya ve Endonezya'da cari işlemler açığı güçlü formda sürdürülebilirken, Güney Kore, İzlanda, Birleşik Krallık, Avustralya, Türkiye, Tayland, Güney Afrika ve Filipinler'de zayıf formda sürdürülebilirdir. ABD, Finlandiya, Fransa, İspanya, İtalya, Portekiz, Yeni Zellanda, Bolivya, Brezilya, Bulgaristan, Estonya, Meksika, Peru ve Slovakya'da ise cari açıklar sürdürülemez durumdadır. ; With the effect of globalization, the high capital inflows experienced as a result of the elimination of obstacles to capital flows, enabled countries to borrow more easily. As a result, current account deficits started to gain continuity in many countries. Especially since the 1990s, the current account deficits, which have been growing and becoming permanent, attracted the attention of policy makers and economists and brought up the issue of whether current account deficits are sustainable or not. The aim of this study is to analyse the sustainability of the current account deficits in developed and developing countries using the most recent methods by using the model developed by Husted (1992). The study covers a total of 29 countries, 16 of which are developed and 13 are developing. The quarterly data of the 29 countries included in the study covering the period of 1970-2019 were examined by fourier type unit root and cointegration tests.According the results, current account deficits show strong form of sustainability in Germany, Denmark, Israel, Sweden, Canada, Czech Republic, Indonesia and weak form of sustainability in South Korea, Iceland, United Kingdom, Australia,Turkey, Thailand, South Africa and Phillippines. Current account deficits are not sustainable in USA, Finland, France, Spain, Italy, Portugal, New Zealand, Bolivia, Brasil, Bulgaria, Estonia, Mexico, Peru and Slovakia.
