"Forms of institutional governance critically shape the culture, creativity and academic outcomes of higher education. The book provides a new, updated and research based account of the changing face of the governance of British higher education. Historically, British universities were deemed amongst the most, if not the most, autonomous in Europe, with governance rooted in their collegial disciplinary structures. This assessment must now be decisively revised, although the belief systems deriving from it remain buried deep in university culture. Drawing on the authors' investigation of the governance of higher education in the four UK nations, including extensive on-site interviews, and discussions with government policy-makers, the book shows how global, national and system level pressures have changed the face both of the external governance of higher education institutions and how universities govern themselves. Government priorities, new funding methodologies and marketisation have all played a part in this process. Since the mid-1980s, there have been drastic changes in the external environment, reinforced by the increasing diversity within the higher education system as a whole and between the national sub-systems. In addition a new private sector of higher education has been created. New forms of institutional governance are emerging which may have profound effects on research and teaching and on academic creativity and innovation. The study discusses the effects of a state regulated system compared with the more heterarchical system which preceded it. It offers a comparison of the effects of devolved governance to Wales, Scotland and Northern Ireland on the respective higher education systems and their impact on institutional governance. The history of Europe in the 20th century is closely tied to the history of urban planning. Social and economic progress but also the brute treatment of people and nature throughout Europe were possible due to the use of urban planning and the other levels of spatial planning. Thereby, planning has constituted itself in Europe as an international subject. Since its emergence, through intense exchange but also competition, despite country differences, planning has developed as a European field of practice and scientific discipline. Planning is here much more than the addition of individual histories; however, historiography has treated this history very selective regarding geography and content. This book searches for an understanding of the historiography of planning in a European dimension. Scholars from Eastern and Western, Southern and Northern Europe address the issues of the public led production of city and the social functions of urban planning in capitalist and state-socialist countries. The examined examples include Poland and USSR, Czech Republic and Slovakia, UK, Netherlands, Germany, France, Portugal and Spain, Italy, and Sweden. A large number of enciphered documents survived from early modern Hungary. This area was a particularly fertile territory where cryptographic methods proliferated, because a large portion of the population was living in the frontier zone, and participated (or was forced to participate) in the network of the information flow. A quantitative analysis of sixteenth-century to seventeenth-century Hungarian ciphers (300 cipher keys and 1,600 partly or entirely enciphered letters) reveals that besides the dominance of diplomatic use of cryptography, there were many examples of?private? applications too. This book reconstructs the main reasons and goals why historical actors chose to use ciphers in a diplomatic letter, a military order, a diary or a private letter, what they decided to encrypt, and how they perceived the dangers threatening their messages
The great change in European relations with Russia took place in 1478 when Muscovy replaced the trading Republic of Novgorod as a neighbor of Sweden, Livonia and Lithuania. Western Europe was since that year bordering to a bellicose great power with large resources causing dread. The feelings of dread caused by Russia with Czars like Ivan the Terrible became a standing theme in printed matter as well as politics and the image of Russia became very much similar to the image of Turkey, which threatened Europe from South-East. Various, usually rather negative, stereotype expressions characterized the vocabulary of the 16th century. The Peace of Stolbova in 1617 started a period of successive change. The era of Sweden as a Great Power led to growing knowledge about Russia in almost every respect, but it was still based on the already accepted stereotypes. They started, however, typically to seem more diluted and thin with time. The image of Russia as a threat was to a growing extent replaced by an image of a possibility. The perhaps most remarkable but rather unoriginal printed Swedish description of Russia of the era was Regni Muschovotici Sciographia, published by Petrus Petrejus. At the final stage of Sweden's era as a great power there was a substantial widening but also polarization of the information on Russia. The Russian reform process during Tsar Peter I also began to influence the minds after the turn of the century in 1700. One of the principal describers of this process was Lars Johan Malm (Ehrenmalm), whose large manuscript about the power of the Russian Empire of that time, Några Anmärkningar Angående det Ryska Rijkets Nuvarande Macht from 1714, never reached the printers due to intervention from censors

Walking the Gendered Tightrope analyzes the gendered expectations for women in high offices through the examples of British Prime Minister Theresa May and U.S. Speaker of the House Nancy Pelosi. Even at their highest positions, and while completing their greatest achievements, both May and Pelosi faced gendered critiques and intraparty challenges to their leadership. While other books have analyzed the barriers to higher office that women face, this book reveals how women in positions of power are still forced to balance feminine stereotypes with the perception of power as masculine in order to prove their legitimacy. By examining intraparty dynamics, this book offers a unique comparison between a majoritarian presidential and Westminster parliamentary system. While their parties promoted Pelosi and May to highlight their progressive values, both women faced continually gendered critiques about their abilities to lead their caucuses on difficult policy issues, such as the Affordable Care Act and two Trump impeachment votes for Nancy Pelosi, or finishing Brexit for Theresa May. This book explores how cities are shaped by the lived experiences of inhabitants and examines the ways they develop strategies to cope with daily and unexpected challenges. It argues that migration, livelihood, and public health challenges result from inadequacies in the hard city—urban assets, such as land, infrastructure, and housing, and asserts that these challenges and escalating vulnerabilities are best negotiated using the soft city—social capital and community networks. As in other parts of the world, agriculture in Europe is not sustainable. It must urgently and importantly evolve. The Common Agricultural Policy (CAP) must foster this evolution. In that perspective, this book draws the contours of an ambitious CAP that would facilitate the necessary agro-ecological transition of agricultural systems in the European Union. The book is divided into three parts. The economic aspects are the subject of the first part. The climate, environmental and health dimensions are addressed in the second part. The third part deals with rural development and innovation. With the exception of the first chapter, which provides a brief history of the CAP, the different chapters are organized according to the same structure. They begin with a description of the issue; they continue with a critical presentation of how the issue has been considered within the CAP to date and, if relevant, in other public policies; they finally propose policy recommendations to better address the issue. Each chapter can be read independently. Even if the disciplines and skills mobilized cover a broad spectrum, the general framework of analysis is that of public economics. This reading key is used both to justify the objectives of the CAP and to define the policy instruments to be implemented in order to achieve these objectives in the most efficient way. The concluding chapter addresses three aspects: first, an analysis of the global coherence of our recommendations, including in terms of their links with other policies than the CAP; second, a critical reading of the June 2021 agreement for the 2023-2027 CAP in the light of our recommendations; third, a reading of our recommendations in the light of the ambition of the European Green Deal for agriculture and food.
