Obrisi hrvatskog liberalizma: Romuald Josip Kvaternik i list Südslawische Zeitung (1849.-1852.)

R. J. Kvaternik (1799-1851), professor of history at the Kings Academy of Sciences in Zagreb, had a great influence on several generation of Croatian intellectuals through his pedagogic work and his patriotic and liberal views. The Zagreb journal Südslawische Zeitung also reflected liberal and democratic views. The author compares Kvaternik's views, exposed in questions for public examinations in general and Hungarian History (positiones), with those expressed in the journal concerning actual political issues and institutional, economic, and cultural questions. In both cases, there is notable democratic orientation, inclination towards parlamentary system, and the need for education of the people as requirement for a general progress of the country. The ideas of equality, tolerance, and peaceful resolution of issues are fundamental to the views. S. Z. stands steadfastly to its views. The similarities between Kvaternik's views and those of S. Z. suggests that some of Kvaternik's disciples were contributors to the journal. Unfortunately, this remains only a presupposition, because articles in S. Z. were not signed. (SOI : CSP: S. 276)

Until their arrival to the territories they occupy today, Croats were greatly dependent on Danube, the region of their settlements, wars, and life in general. However, they were not the leading political group, and they were not merchants. These two facts made the great nations which decide on the world's fate to forget that Croatia was not only a maritime, but also a Danubian country, and that its future rested primarily on the development of its border-line position between East and West. From the rich history of Danubian region the author of the present paper offers a few ideas and several facts, not taking into account the whole scope of this problem in the present day and also in the history of Croats on the shores of Danube. This problem can and should be investigated multidisciplinary, confronting the actual economic analyses with the past events, which would allow to make at least some conclusions about the importance of Danube region for Croatia as an unavoidable determinant of Croatian state and its inalienable borders. Krоz gеnеrаlnо rаzmаtrаnjе оvih kоncеpаtа dоktоrskа disеrtаciја nudi i niz mini-biоgrаfskih pоrtrеtа znаčајnih tеоrеtičаrа i držаvnikа, kојi su оbеlеžili pоmеnutе pојmоvе u еvrоpskој pоlitičkој i intеlеktuаlnој istоriјi. Аutоr disеrtаciје, pоrеd disciplinоvаnоg iznоšеnjа nаučnih činjеnicа, nа litеrаlаn nаčin prеzеntuје intеrеsаntnu gеnеrаlnu fаbulu u kојој sе kао glаvni аktеri pојаvlјuјu vоdеćе ličnоsti mоdеrnе еvrоpskе istоriје. Through a general discussion of these concepts dissertation offers a series of mini - biographical portraits of important scholars and statesmen, who epitomized these concepts in European political and intellectual history. Author of dissertation, together with disciplined presentation of scientific facts, offers the interesting general story in which as the main actors appear leading figures of modern European history. The dissertation shows how, in the past a unique political space of the Left and the Right, in the postmodern period will be divided by civil and anti-civic understanding of politics, while the division between the Left and the Right in their classical forms remains only secondary. Doctoral dissertation finally demonstrates that previous happenings brings us into a new theoretical and practical situation, and the author of the thesis in the concluding remarks of work concludes that for stability, effectiveness and legitimacy of political institutions at the beginning of the 21st century we need a new post-ideological politics and post-ideological political sociology.

Problematika Nezavisne Drzave Hrvatske u povijesnoj literaturi od 1990. do 1995. godine

The author presents the literature on the problem of history of ISC published between 1991 and 1995. With the fall of ideological barriers and bans in 1990 and opening the opportunity of free researches on the history of ISC, Croatian general and scientific public manifested an extremely great interest in this topic, which reflected ina large number of published works, associated, entirely or partly, with the period of ISC. Unfortunately, partly due also to the lack of systematic scientific researches of that period, only a part of the cited works can be included into the group of scientific works (in fact, some of them are prints of the works published in emigration). Most of the titles the author deals with in the present paper are characterized by a popular-journalistic approach to the theme. However, here too one can find interesting information and observations. Finally, mention should be made of a group of works with characteristics of memoires. In the end, looking at this period as a whole, one could hardly give a completely satisfactory evaluation of all the literature so far. Yet, it should be noticed that recently (in 1995) quite a number of works on the Independent State of Croatia was published, which by their quality and extensiveness almost exceeded most of the titles published before this five-year period. Taking this fact and also increased interest in systematic scientific investigations of the problems of ISC into account, we can only hope that the future will bring much high-grade contributions on this subject. The Ministry of Science of the Republic of Croatia decided on a new "Rule book of definition of scientific areas". By the "Book", politology is a scientific field in the area of social sciences. The field is divided in three branches: 1. politology, 2. theory and history of politics, 3. political philosophy. The author of this article shows by documents how the "political science" is quite differently structured by IPSA and APSA, and describes 120 years of dominantly American development of "political science" and of professions of political scientists which brought out a recent new world standard with around 100 subdisciplines and areas of expertise which are structured in 8 fundamental disciplines: 1. political institutions, 2. political behaviour, 3. comparative politics, 4. internationa relations, 5. political theory, 6. public policy and public administration/management, 7. political economy, 8. political methodology. The author points out that a voluntaristic intervention in the definition of scientific areas could mean an attack on development of science, research organisation, renewal of teaching staff on University, and on academic education of political scientists, as well as on internationally comparable competence of Croatian experts, and Croatian democratic political thought and political culture in general. Specifičnosti radnopravnog položaja lokalnih službenika ; The specifics of the employment status of local officials
Apstrakt: Predmet istraživanja doktorske disertacije "Specifičnosti radnopravnog položaja lokalnih službenika" odnosi se na analizu specifičnih elemenata radnopravnog položaja lokalnih službenika u odnosu na državne i ostale javne službenike ali i lica koja se nalaze u opštem režimu radnih odnosa. Lokalni službenici obavljaju poslove od značaja za uspešno funkcionisanje decentralizovanih teritorijalnih jedinica i ostvarivanje prava i obaveza građana, koji u njima žive. Posredno su od značaja i za uspešno funkcionisanje države u okviru koje se nalaze decentralizovane teritorijalne jedinice u kojima lokalni službenici obavljaju poslove iz svoje nadležnosti. Njihov radnopravni položaj karakterišu upravnopravni i radnopravni element. Komparativno posmatrano njihov položaj je uređen na različite načine, pri čemu se daju zapaziti određena zajednička rešenja, posebno među državama bivše Jugoslavije, uprkos istorijskim, političkim, ekonomskim i društvenim razlikama. U Republici Srbiji njihov status i položaj menjao se kroz istoriju. Trenutno je uređen posebnim zakonom na osnovu koga su doneti i brojni podzakonski akti, koji čine okosnicu lokalnog službeničkog sistema. Poseduju određene specifičnosti u odnosu na zaposlene u opštem režimu radnih odnosa, državne i druge javne službenike. ; Abstract: The subject of the research of the doctoral dissertation "The specifics of the employment status of local officials" refers to the analysis of specific elements of the employment status of local employees in relation to state and other public servants, as well as persons who are in the general regime of labour relations. Local officials perform tasks that are important for the successful functioning of decentralized territorial units and for the accomplish of the rights and obligations of the citizens who live in them. Indirectly, they are also of importance for the successful functioning of the state within which there are decentralized territorial units in which local officials perform tasks within their jurisdiction. Their employment status is characterized by an administrative and labour element. Comparatively speaking, their position has been regulated in different ways, with certain common solutions being noted, especially among the countries of the former Yugoslavia, despite historical, political, economic and social differences. In the Republic of Serbia, their status and position has changed throughout history. It is currently governed by a separate law, based on which numerous by-laws have been passed, which form the backbone of the local civil service system. They have certain specificities in relation to employees in the general mode of labour relations, state and other public servants.

Музика у српској документарно-уметничкој прози друге половине 19. века ; Music in Serbian documentary prose in the second half of the XIX century
Овај рад представља сажетак истраживања у којем је српска документарно-уметничка проза друге половине 19. века сагледана као драгоцени извор за упознавање токова и веза између српске културне и музичке историје. Истражена грађа потврђује да је музика, у сфери јавног и приватног, била важан сегмент живота свих слојева српског друштва 19. века, у сложеним геополитичким и културноисторијским контекстима. С обзиром на природу извора, сведочанства носе индивидуализовану, парцијалну перспективу, често подређену функцијама и облицима текста, поетици појединих аутора и концепцијама конкретних мемоарских дела. Посебно је коментарисан "ниво документарности" мемоарских извора, односно условљеност типа записа о музици природом документарно-уметничких жанрова. ; In this study the documentary prose (memoirs, diaries, autobiographies and travelogues, as well as selected biographical essays about the renowned individuals) written in the second half of the XIX century by prominent Serbian cultural workers, artists, statesmen, journalists and politicians is regarded as a valuable material for exploring the links and flows between Serbian cultural and musical histories. The sources confirm that, both in the public and private spheres, music was an important segment of all strata of the XIX-century Serbian society in complex geopolitical and cultural-historical contexts. In a diachronic perspective the analysed material reflects the dynamics and evolution of the types of presence of music and musical life in all countries populated by the Serbs in this period: the Habsburg Monarchy, the Principality and Kingdom of Serbia and the Serbian enclaves in other nations. The documents testify about the place of music in the spheres of personal interest, affinities and experiences of the writers and their contemporaries, i.e. they reflect the status of music in the context of everyday cultural life of the Serbs in the XIX century. By means of separate thematic descriptions of music in the sources, the music creators, performers and audiences are portrayed, the activities of important music institutions are presented, various types and opportunities for making music are described, the aspects of musical interpretation are commented on, and the features of traditions of vocal and instrumental musical practices from different regions are analysed. The collected sources have been analysed and assessed with respect to their contents and the authors' attitudes, and the deliberation of the hypotheses posed here is compliant with the inspection of the relevant studies from the realms of general and cultural histories, histories of literature and literary criticism, music history, cultural anthropology and art history. Due to the nature of the sources, these testimonies usually point to an individualised, partial perspective, often subordinated to the function and type of text, the poetics of certain authors and the concepts of specific memoirs. The "level of documentarity" of the memoire sources is discussed separately, as well as the dependence of the types of writings about music on the nature of the genres of documentary prose.

The progressive party in the Kingdom of Serbia from 1887 to 1896
The paper explores the history of the Serbian Progressive Party in the Kingdom of Serbia from 1887 to 1896. After the fall of the government of Milutin Garašanin in June 1887, the Serbian Progressive Party ended among the opposition parties. After the fall of the Progressive Party from power, the first coalition liberal-radical government was formed, headed by Jovan Ristić. The Progressive Party members and supporters were persecuted by the ruling People's Radical Party. The Progressive Party lost the voters and deputies in the National Assembly, which suggested that it would not be able to recover for an extended period. However, less than two years later, in May 1889, the Progressive Party managed to organize a General Assembly, attended by over 2,000 members, who adopted the party program and statute which did not differ substantially from the one from 1881. It was quite obvious that the party leadership wanted to show that the Progressive Party did not disappear from the political scene, but that it temporarily withdrew to reconsolidate and focus on gathering voters. Yet, due to the unrest that erupted in Belgrade during the party assembly, the Party leadership announced in June 1889 that the Progressive Party would temporarily suspend its activities. As the withdrawal from the political scene did not produce any results, the Party leaders decided to resume the Party's activities, hoping that the situation would eventually change in their favor. In the September 1890 elections, the Progressive Party won one parliamentary mandate, which went to the Party's leader, Milutin Garašanin. In the National Assembly, his political struggle against the ruling Radical Party government was hardly observable, but his articles published in the Progressive Party newpaper 'Videlo' (Daylight) had a much greater impact on the readers. During the minority liberal government of Jovan Avakumović, in 1892-1893, there were attempts to reach an agreement on a pre-election coalition between the Liberals and the Progressives against the Radicals, but these attempts failed. After the coup of 1st April 1893, when the Radicals regained power, it was quite clear to the Progressive Party leaders that they could not fight the Radicals on their own. The idea of forming a new political grouping of liberals and progressives was soon abandoned. After the 1888 Constitution had been repealed and the 1869 Constitution had been reinstated, King Alexander tried (with the assistance of rare non-partisan people) to avoid the intransigence of the Progressive Party leaders and the supremacy of the Radicals. After the period of several neutral governments headed by Đorđe Simić (January - April 1894), Svetomir Nikolajević (April - October 1894), and Nikola Hristić (October 1894 - July 1895), the Progressive Party government headed by Stojan Novaković (July 1895 - December 1896) was formed. This government initiated a change in the Constitution but the idea was not upheld by King Alexander, as the Liberals and the Radicals did not agree to instituting the constitutional reform under the administration of the weakest party in the country. In such circumstances, Novaković resigned on 29 December 1896. The next day, the Progressive Party was dissolved by the decision of the Party leadership.

Политичке последице миграција изазваних еколошким катастрофама ; The political consequences of migration caused by ecological disasters
Ekološke i klimatske promene na planeti postoje koliko i sama planeta, a čovek se od svog postanka prilagođavao ovim promenama. Jedan od načina adaptacije jesu migracije stanovništva u potrazi za hranom, boljim uslovima života i prijatnijim vremenskim uslovima za život. Posebnu pažnju u poslednjoj deceniji izazivaju takozvane ekološke izbeglice. Faktori sredine su oduvek pokretači ljudskih kretanja, a sa porastom svesti o promenama koje se dešavaju u prirodnoj sredini i aktuelnog problema klimatskih promena povećalo se interesovanje za moguće obrasce po kojima će se odvijati kretanja u budućnosti. U ovoj doktorskoj disertaciji ćemo se baviti uzrocima nastanka ekoloških katastrofa, njihovim političkim, ali i drugim posledicama. Takođe ćemo proučiti migracije stanovništva koje nastaju pod uticajem ekoloških katastrofa. Uticaj čoveka na promenu uslova života vrlo je veliki, a stepen uticaja se povišavao zajedno sa razvojem civilizacije, kako u pozitivnom tako i u negativnom smislu. Čovek je uspeo da veliki deo prirode vremenom potčini svojim potrebama, što je dovelo i do kumulativnog efekta u vidu neželjenih posledica za životnu sredinu u formi prirodnih i tehnološki prouzrokovanih katastrofa. Uvodna razmatranja u doktorskoj disertaciji biće posvećena globalnom problemu zagađenja životne sredine, ekološkim katastrofama okvirno i problemu migracija, a u prvom delu će biti razrađen metodološki okvir po kojem će se odvijati istraživanje. Drugi deo teze odnosiće se na teorijski okvir istraživanja, sa akcentom na pojmovnom definisanju ekoloških katastrofa uopšte, njihovim potencijalnim uzrocima i posledicama kroz istoriju čovečanstva, kao i uticaju ekoloških katastrofa na pokretanje migracije stanovništva. Treći deo doktorske teze obuhvataće problem miigracija, teorijsko određenje, komparativnu analizu uslova pod kojima su nastale najveće migracije pokrenute ekološkim katastrofama u svetu, političke, socijalne, kulturalne i ekonomske posledice kakve su nastupile u zemljama koje su naselili ljudi izbegli sa tih područja. Četvrti deo ove teze odnosiće se na pripremljenost Evrope za slučaj iznenadne ekološke katastrofe, sa akcentom na empirijskom istraživanju uticaja trenutne krize sa izbeglicama iz severne Afrike, na Evropu kao krajnje odredište ljudi koji napuštaju svoje domove zbog nemogućih uslova za život, politiku koju sprovodi Evropska unija prema izbeglicama; nastale i očekivane političke, socijalne, ekonomske i kulturološke posledice ove tzv. "migrantske krize". Dobijeni podaci će se analizirati i poslužiti u izvođenju zaključaka iz rezultata empirijskog istraživanja. U petom delu ćemo razmatrati uslove pod kojima može doći do pojave konflikta na teritoriji koju naseljavaju imigranti. Šesti deo će sadržati predlog modela za rešavanje tekuće migrantske krize, a sedmi će sadržati istraživanje o tome koliko je javnost uopšte upoznata sa terminologijom i problemima kojima se bavimo u ovoj doktorskoj disertaciji, kao i odnosu javnosti prema trenutnoj situaciji sa migrantima. U osmom delu biće izneta sistematizovana zaključna razmatranja o onome što smo utvrdili i šta smo postigli izradom ove teze. ; Environmental and climate change on the Earth is as old as the planet itself, but the man from its inception adapted to these changes. One way of adapting to these changes is the migration of people in search of food, better living conditions and pleasant weather circumstances for life. A special attention in the last decade has been devoted to so-called environmental refugees. Environmental factors have always triggered human movement, with increasing awareness of the changes that occur in the natural environment and the current problems of climate change, which has increased interest in possible patterns of movement that will take place in the future. In this doctoral thesis we deal with the causes of ecological disasters, but also their political and other consequences. We will also study the migration of population that occured under the influence of environmental disasters. The impact of man on the changing conditions of life is high and the degree of influence has evolved along with the development of civilization, both in a positive and in a negative way. The man managed to a large part of nature eventually submit to its needs, which led to a cumulative effect in the form of adverse consequences for the environment in the form of natural and technological disasters. Preliminary thoughts in this doctoral dissertation will be devoted to the global problem of environmental pollution, ecological disasters framework, and the problem of migration, and in part one the methodological framework will be worked out according to which the research will take place. The second part of the thesis refers to the theoretical framework of research with emphasis on the conceptual definition of ecological disasters in general, their potential causes, and consequences throughout the history of mankind, as well as the impact of environmental disasters on the launch of the migration of the population. The third part of the doctoral thesis will include migration problem, theoretical determination, a comparative analysis of the conditions under which they incurred the largest migration initiated environmental disasters in the world, political, social, cultural and economic consequences that followed in countries that are settled people fled from those areas. The fourth part of this thesis will relate to the preparation of Europe in case of sudden environmental disasters, with an emphasis on empirical study of the impact of the current crisis with refugees from the Northern Africa to Europe as the final destination of people who leave their homes because of the impossible conditions of life, the policy implemented by the European Union for refugees; incurred and expected political, social, economic and cultural consequences of this so-called "Migrant crisis". The data will be analyzed and used in the performance of drawing conclusions from the results of empirical research. In the fifth section, we discuss the conditions under which a conflict may occur on the territory inhabited by immigrants. The sixth part will contain a model for resolving the current crisis, migrant, a seventh part will include research abou how much the general public is familiar with the terminology and the problems we deal with in this dissertation, as well as public attitudes towards the current situation with migrants. In the eighth part there will be presented systematized concluding observations about what we have established and what we have achieved by doing this thesis.

Organizacija Ujedinjenih nacija i potreba reforme ; The United Nations Organization and the necessity of reform
Disertacija sarži uvod, četiri poglavlja i zaključak. U prvom poglavlju pod naslovom "Nastanak i delovanje Organizacije ujedinjenih nacija" izložen je početak pojave ideje Međunarodne organizacije kao i istorijski razvoj ovog koncepta do svetske porodice u današnje vreme, koju čine 193 države. Takođe, dotaknuta je serija izjava kao i međunarodne konferencije koje su dovele do formiranja Organizacije ujedinjenih nacija, formulisanja njenih ciljeva i principa, kao i načina i uslova učlanjenja u tu organizaciju. Detaljnije su proučavane uloge Generalne skupštine i Saveta bezbednosti zbog njihove važnosti. U drugom poglavlju, pod naslovom "Razlozi koji ukazuju na potrebe reforme Organizacije ujedinjenih nacija", objašnjeni su sledeći razlozi neophodnosti reforme ove organizacije: 1. skretanje Ujedinjenih nacija s puta; 2. kontradiktornosti sistema Ujedinjenih nacija; 3. nedostaci Povelje Ujedinjenih nacija; 4. nedostaci u mehanizmu donošenja odluka; 5. svetske promene; 6. mistifikacija u misijama Ujedinjenih nacija; 7. moćna središta; 8. raskorak između misije i raspoloživih sredstava; 9. korupcija. U trećem poglavlju, pod naslovom "Organizacija ujedinjenih nacija između povelje i dominantne sile" objašnjen je odnos Sjedinjenih Američkih Država sa Organizacijom ujedinjenih nacija kroz sledeću grupu tačaka i tema: 1. siže američkih promena od izolacije do internacionalizma; 2. politika SAD u Ujedinjenim nacijama tokom hladnog rata; 3. stav SAD o ulozi UN u oblasti čuvanja mira, ekonomske saradnje i ljudskih prava; 4. stav SAD prema UN u periodu pre raspada Sovjetskog Saveza; 5. SAD i UN posle hladnog rata; 6. američki stav prema UN posle završetka hladnog rata 7. administracija Džordža Buša i Ujedinjene nacije (opšti stav prema međunarodnoj organizaciji, političko viđenje SAD pre i posle događaja 11. septembra 2001. godine); 8. američki interesi i reforma Ujedinjenih nacija (reforme UN i realizacija američkih interesa, američko viđenje reformi); 9. predsednik Barak Obama i njegova metodologija za promene i odnos sa UN. U četvrtom poglavlju, pod naslovom "Reforme Organizacije ujedinjenih nacija" definisan je problem ove studije kroz grupu tačaka i pitanja i istraživane su međunarodne promene koje je svet doživeo kao glavni faktor za izvršenje procesa reforme koje su potrebne Ujedinjenim nacijama. ; The dissertation consists of an introduction, four chapters and the conclusion. The first chapter:"The Emergence and the Function of the United Nations", deals with the emergence of the idea of international system , and how this idea developed historically till it reached nowadays to international family consisting of 193 states of various continents and cultures . These states are joined in an institutional frame founded on optional and contractual pillars, which is the United Nations. In addition, it deals with the chain of declarations and conferences that led to the foundation of this organization. Moreover, it focuses on the purposes, principles and membership of the United Nations, as well as the General Assembly and Security Council due to their important role in the United Nations system. The second chapter: "The Reasons for the Reform of the United Nations", deals with the necessity reasons for reform; due to the United Nations is in urgent need of it. The intended reform is to do whatever necessary to raise its efficiency and performance. Therefore, it is possible to determine the objective reasons of this reform in the following titles, and they are: 1. The deviation of United Nations from its course that it was founded for; 2. The inherent contradictions of United Nations system since its foundation, 3. The deficiencies and imbalances in the United Nations Charter; 4.The imbalance in decision –making structures and mechanisms; 5. International Changes; 6.The vagueness of tasks entrusted to the United Nations; 7. Extreme Centralism; 8. The big gap between the intended tasks to be achieved and the available resources; 9. Corruption. The third chapter: "The United Nations between the Charter and the Dominant Power", focuses on the relation between the USA with the United Nations. This is a necessary item for the research due to the current international conditions and challenges facing humanity such as local and regional conflicts, health, natural catastrophes, etc. which fall under the scope of the United Nations. The dominant role the US plays in the international arena singles out its special impact on the performance of this organization. This role has gone through many changes in recent history depending on the geopolitics of the world namely after the collapse of the Eastern Bloc and the advent of the short-lived unipolarity up to the beginning of emergence of multipolarity. Every stage marked nuances in the US policy towards the United Nations. In fact, the US approach to international affairs developed in big leaps from isolationism to its involvement in WWII and the establishment of the United Nations.

Jevrejski istorijski muzej u Beogradu ; Jewish Historical Museum in Belgrade
Jevrejski istorijski muzej (JIM) u Beogradu predstavlјa jednu celovitu, po mnogo čemu jedinstvenu muzejsku ustanovu u Srbiji. To je jedini jevrejski muzej u našoj zemlјi, tematski specijalizovan, a sadržajno veoma kompleksan. Osim muzejskog materijala, Jevrejski istorijski muzej ima sopstveni, srazmerno veliki arhiv čija dokumentacija i foto-dokumentacija svedoči kako o Holokaustu, u kojem su mnoge jevrejske opštine bukvalno nestale, tako i o životu i aktivnostima jevrejskih zajednica iz Srbije i sa teritorije cele bivše Jugoslavije u 19, još više 20. veku, uklјučujući i savremene periode. Jevrejski istorijski muzej je osnovan 1948. godine u okviru Saveza jevrejskih opština bivše Jugoslavije. Zanimlјiva je činjenica da je ideja o osnivanju muzeja ovakvog tipa mnogo starija. Već posle prvog Redovnog kongresa Saveza jevrejskih veroispovednih opština Kralјevine Srba, Hrvata i Slovenaca održanog 1921. godine u Zagrebu, bilo je predloga i planova za stvaranje muzeja - pravog mesta za čuvanje jevrejske baštine i kulturnog identiteta. Ipak, ova ideja nije ostvarena. Imajući u vidu Drugi svetski rat i događaje koju su usledili počev od 1941. godine u Jugoslaviji, sa ove vremenske distance, može se slobodno reći da je ״sreća u nesreći" što jevrejski muzej nije tada osnovan. Pošto je uspeo da se obnovi, kao vodeća institucija preživelih jevrejskih opština oslobođene Republike Jugoslavije, Savez se, u jesen 1945. godine, obratio svojim članicama sa molbom da prikupe sve raspoložive podatke o Holokaustu i učešću Jevreja u Norodnooslobodilačkoj borbi. Bio je to prvi, ali sasvim konkretan korak ka muzeju. Relativno brzo, u Zagrebu je formiran Muzejsko-istorijski odsek u okviru Pravnog odelјenja Saveza. Otpočelo je sistematsko traganje za sačuvanom arhivskom građom. Godine 1952. do tada sakuplјena građa je preselјena u Beograd, kada se nastavilo sa traganjem i sakuplјanjem. ״Odsek" je počeo da se razvija u pravcu kompletne muzejske ustanove. Te 1952. godine, organizovana je izložba povodom otkrivanja impresivnog spomenika Bogdana Bogdanovića na sefardskom groblјu u Beogradu, posvećenog jevrejskim žrtvama Holokausta. Povodom obeležavanja desetogodišnjice obnove, Savez je 1955. postavio još jednu izložbu o radu celokupne jevrejske zajednice u tadašnjoj Jugoslaviji. Za sve to vreme, kao osnivač i vlasnik Muzeja, Savez je bio u stalnom kontaktu sa svim svojim jevrejskim opštinama, obnovlјenim posle neviđenog stradanja 1941-1945. godine. Za zajednički Muzej i dalјe su stizali materijali koji su se odnosili na istoriju jugoslovenskih Jevreja. Pozivu Saveza su se odazivali i pojedinci, preživeli Jevreji koji su donosili poneki predmet ili porodične fotografije, kolekcionari čije su zbirke opstale sakrivene, i drugi . Mnogi su Muzeju zaveštali predmete iz porodičnih kuća od istorijskog, etnološkog ili umetničkog značaja, a povremeno je vršen i otkup eksponata, u zavisnosti od trenutnih uslova. Počev od datuma osnivanja, pa do 1959. godine, sakuplјen je muzejski i arhivski materijal, dovolјan da se iste godine otvori lepa, slikovita - prva stalna, muzejska postavka. Na dan 19. maja 1960. godine, za javnost je otvoren Muzej Saveza jevrejskih opština Jugoslavije, u istoj zgradi u kojoj je i Savez. Posle izvesnog vremena, naziv muzeja je preinačen u Jevrejski istorijski muzej (JIM), što mnogo više odgovara njegovoj nameni i sadržaju. Sa sakuplјanjem i stručnom obradom materijala se nastavilo, pa je 1969. godine otvorena druga stalna postavka Jevrejskog istorijskog muzeja, znatno bogatija i izražajnija. Za njenu koncepciju je bila zaslužna prof. dr Vidosava Nedomački, prvi upravnik Muzeja. Posle raspada Jugoslavije 1992. godine, formiran je Savez jevrejskih opština Srbije u kojem se okupilo deset jevrejskih opština, koliko ih ukupno ima u našoj zemlјi. Status Jevrejskog istorijskog muzeja ostao je isti - on je deo Saveza jevrejskih opština Srbije. Iako je u sastavu Saveza, Muzej se razvio u instituciju za sebe, sa svojim specifičnim životom, svojom stručnom ekipom i svojim poslovnim kontaktima sa drugim muzejima. S obzirom na to da je stalna izložbena postavka Muzeja otvorena mnogo pre raspada Jugoslavije, ona se bavi istorijskim, etnološkim i opštekulturnim temama vezanim za jevrejstvo celokupnog nekadašnjeg jugoslovenskog područja. Usled teških političkih i ekonomskih problema koji su, počev od 1992. godine pritiskali našu zemlјu, Srbiju, nisu se zasad stekli uslovi za izradu nove, drugačije koncipirane postavke. Međutim, ako imamo u vidu činjenicu da su Jevreji ovog dela Balkana imali zajedničku istoriju i kulturna obeležja - onda je neizbežno da i koncept nove postavke zadrži, bar delimično, širi pristup u svojoj budućoj prezentaciji. Zbog svega toga, a i zahvalјujući složenoj i veoma suptilno osmišlјenoj koncepciji, realna starost stalne izložbene postavke Jevrejskog istorijskog muzeja nikome ne smeta, jer ne utiče na izvanredan kvalitet informacija o jevrejskoj istoriji i načinu života. ; The Jewish Historical Museum (JHM) in Belgrade is a comprehensive and, in manу ways, a unique museum in Serbia. It is the only Jewish museum in the country, thematically specialized, and very complex in terms of contents. Apart from museum exhibits, the Jewish Historical Museum also has its own, relatively large, archives whose documentation and photo documentation are testimony both of the Holocaust, during which manу Jewish communities literally perished, and of the life and activities of Jewish communities from Serbia and the whole territory of former Yugoslavia during the 19th and, even more, the 20th century, including the present times. The Jewish Historical Museum was founded in 1948, as part of the Federation of Jewish Communities of Yugoslavia. It is interesting to note that the idea of founding a museum of this type dates much further back. Already after the First Congress of the Federation of Jewish Religious Communities of the Kingdom of Serbs, Croats and Slovenes, held in 1921 in Zagreb, there were recommendations and plans concerning the foundation of such a museum as the right place to preserve the heritage and cultural identity. Yet, the idea had not materialized. Having in mind the World War II and the events that followed from 1941 in Yugoslavia, from this time perspective one could say that it is, in fact, a lucky coincidence that the Jewish museum had not been founded at that time. After the Federation managed to revive itself as the leading institution of the surviving Jewish communities of the liberated Republic of Yugoslavia, in autumn of 1945, it invited its members to collect all data available about the Holocaust and the participation of Jews in the National Liberation Movement. This was the first and very specific step towards founding a museum. Relatively soon afterwards, the Museum - Historical Department was established in Zagreb within the Legal Division of the Federation. Systematic efforts to identify and preserve the archives began. In 1952 all the archives collected until that time were moved to Belgrade, and the search and collection efforts continued. The ״Department" was beginning to develop towards a full museum institution. The same уеаг, 1952, an exhibition was organized on the occasion of launching the impressive monument by artist Bogdan Bogdanovic at the Sephardic cemetery in Belgrade, dedicated to the Jewish victims of the Holocaust. On the occasion of commemorating the tenth anniversary of its revival, in 1955, the Federation staged another exhibition on the topic of activities of the whole Jewish community in the then Yugoslavia. During that period, the Federation, as the founder and owner of the Museum, was in permanent contact with all the member Jewish communities that were revitalized after the unprecedented persecution during the period 1941-1945. The Museum continued to receive materials relevant to the history of Yugoslav Jews. The individual, surviving Jews also responded to the invitation of the Museum and contributed individual exhibits and family photographs, and there were contributions from collectors whose collections were hidden and preserved, and others as well. Маnу of them made legacies to the Museum containing artefacts from their families and homes, and these legacies possessed historical, ethnological and artistic value; also depending on its resources available the Museum on occasions also purchased exhibits. From its very establishment, until the уеаг 1959, the Museum had managed to collect sufficient museum and archive materials to establish that same уеаг a good and picturesque permanent museum exhibition. On 19 Мау 1960, the Museum of the Federation of Jewish Communities of Yugoslavia was opened to the public, in the same building which presently houses the Federation. Soon afterwards, the name of the Museum was changed to The Jewish Historical Museum (JHM), which is much better suited to its purpose and content. The collection and professional processing of collected materials continued, so that in 1969 the second permanent exhibition of the Jewish Historical Museum, much richer and more expressive, was presented. The credit for its concept goes to Vidosava Nedomacki, Ph.D., the first Museum Manager. After the disintegration of Yugoslavia in 1992, The Federation of Jewish Communities of Serbia was established, consisting of ten Jewish communities, which is the total existing in our country. The status of the Jewish Historical Museum remained unchanged - it is an integral part of the Federation of Jewish Communities of Serbia. Although existing within the framework of the Federation, the Museum developed into an institution of its own right, living its own specific life, its professional team and business contacts with other museums. Since the permanent exhibition of the Museum was opened long before the disintegration of Yugoslavia, it deals with the historical, ethnological and general cultural topics relevant to the Jewery of the overall then Yugoslav region. Due to the grave political and economic difficulties which, beginning in 1992, overwhelmed our country, Serbia, it has not yet been possible to develop a new, differently designed museum exhibition. However, having in mind the fact that the Jews from this part of the Balkans have had a common history and cultural features - it is unavoidable that the concept of such a new exhibition should maintain, at least partially, a more comprehensive approach to such a presentation which will develop in the future.
