ABSTRACTIndonesia is considered as the country in the highest risk category for failing to deal with the Corona Virus Disease or COVID-19 pandemic. In addition, Indonesia is also in the lower category of countries with a level of security from the threat of COVID-19. This situation is exacerbated by the assessment that the available health care system and health insurance system are still far from the universal standard of health. Governance and public communication practices of government that are responsive, prompt, precise, and transparent before, duringand after a crisis are the hopes of the public. However, it seems that this is not the case during the COVID-19 pandemic. The government continues to receive criticism from various parties. A strategy is needed to communicate the policies designed by the marathon by the Central Government to the regions. Communication management is very urgent and important to do sothat the public has an overview of the steps and strategies taken by the Government in dealing with the global outbreak. No less important is rebuilding public trust amid the growing infodemic about the Corona virus. This article provides an overview of the steps and strategies undertaken by the Central Government in formulating its communications management strategy.Keywords: Communication Management, Central Government, Managing Covid-19
ABSTRAK Pos Pembinaan Terpadu Penyakit Tidak Menular (Posbindu PTM) merupakan usaha pemerintah dalam menanggulangi penyakit tidak menular. Masih rendahnya angka pemanfaatan Posbindu oleh masyarakat dalam memanfaatkan pelayanan posbindu menyebabkan tingginya angka kesakitan dan kematian. Tujuan dari penelitian adalah menjelaskan hubungan faktor-faktor yang mempengaruhi pemanfaatan Posbindu PTM oleh masyarakat di Wilayah Kerja Puskesmas Martapura 2. Penelitian ini menggunakan desain cross sectional dengan teknik purposive sampling pada 85 orang masyarakat. Penelitian ini dilaksanakan pada periode Bulan Maret - April tahun 2019. Pada penelitian ini menggunakan uji chi square hasil menunjukkan yaitu pendidikan (p-value = 0,029), pekerjaan (p-value = 0,022) OR = 4,30 (1,32 - 14,04), dukungan keluarga (p-value= 0,001) OR = 7,71 (2,70 - 22,06) , dukungan petugas kesehatan (p-value= 0,001) OR= 8,27 (2,80 - 24,49), dukungan kader kesehatan (p-value= 0,001) OR= 7,07 (2,23 - 22,45), dan dukungan teman sebaya (p-value= 0,001) PR= 5,84 (2,11 - 16,15). Hal ini menunjukkan bahwa pendidikan, pekerjaan, dukungan keluarga, dukungan petugas kesehatan, dukungan kader kesehatan dan dukungan teman sebaya memiliki hubungan pada pemanfaatan Posbindu PTM. The low utilization rate of Posbindu by the community in utilizing posbindu services can be seen from the PTM Posbindu visit data for the last three months of 2018 for long visits namely in October 365 visits, then in November it decreased to 348 visits and in December it decreased by 297 visits. Theoretically, a person is said to utilize a health service if attending the health service regularly in the last three months without causing disruption to daily activities. The purpose of this research is to explain the relationship between the factors that influence the utilization of Posbindu PTM by the community in the Work Area of Martapura Public Health Center 2.1,315-14,036), family support (p-value= 0.001) PR= 7,714 (95% CI2,698-22,057), support of health workers (p-value 0.001) PR= 8.273 (95% CI 2,795-24,488), support for health cadres (p-value= 0.001) PR= 7.071 (95% CI 2,227-22,454), and peer support (p-value= 0.001) PR= 5.844 (95% CI2,114-16,151. Background: According to the data of the Ministry of Health of Indonesia in 2001, the prevalence of dental and oral caries patients is 60% of Indonesia's population, and 71.8% of the population does not treat or seek treatment when they have dental caries. This is evidenced by data released by the National Health Survey in 2004; only 38% of the population came to the health center and only 4.9% presented to the governmental hospital. From the preliminary research, the data obtained including the level of knowledge about good dental health, motivation for high dental caries care, high dental caries care services, good perception about dental caries care, and felt need for high dental caries treatment did not guarantee that a person had good oral health. Aims: The study aim lies in identifying the correlation of dental health communication with the picture of the felt need of dental caries care so that dental health services given to the society become effective and efficient. Settings and Design: This was an observational analytic study. Subjects and Methods: Ninety‑six respondents were grouped into six groups. Primary data collection was made by performing oral and dental examinations using Oral Hygiene Index and Decay Missing Filling index and questionnaire. Statistical Analysis Used: The data obtained were analyzed using Spearman's correlation test. Results: Knowledge of dental caries, perception of dental caries impact on oral function, motivation of dental caries treatment, and felt need had significant relation to social class strata. There was no significant relationship between communication and felt need of dental caries treatment. Conclusions: There was a significant relationship between dental health communication with a picture of felt need of dental caries treatment. Well‑created communication will give good felt need as well.
Background: Clinical governance aims to deliver the bestclinical care for patient as stipulated in Law No. 44 of 2009about Hospital and the Minister of Health Decree No. 755/Menkes/Per/IV/2011 about Implementation of Medical Committee.Medical committee is in charge of implementing clinicalgovernance so that the medical staff at the hospital maintainedtheir professionalism.Objective:To measure implementation of clinical governanceby the medical committee at district general hospitals in CentralJava province.Methods: This was a cross-sectional survey study. The subjectswere 48 District General Hospitals in Central Java consistingof 1 class A,17 class B, 26 class Cand 4 class D. Dataobtained using questionnaire which measurestructure andprocess of clinical governance implementation. There are 8variables on structures and 13 variables on processes. Questionnaireswere sent to respondents through a courier serviceand answers were given by interviews or written responsesand analyzed descriptively.Results: Data obtained from 30 hospitals (1 class A, 12 classB,14 classC and 3 class D). The average level of clinical governanceimplementation is 67%.The average fulfillment level ofthe structure is 75 and 58% forthe processes. Implementationof the medical committee assignments is a medical audit 3.3%,credentialing 3.3%, sustainable professional development 50%and medical professional development 70%. There is severalconstraints in implementation the Minister of Health Decree No.755/Menkes/Per/IV/2011 because of the uneven spread ofspecialist and lack of support from hospital management.Conclusions: Implementation of clinical governance by themedical committee in district's hospitals in Central Java has notbeen in accordance with existing regulations. There is a needto strengthened the medical committee. It would need to manufactureclinical governance guidelines by the authorities andmonitoring its implementation.Keywords: clinical governance, medical committee, districtgeneral hospital
