On the political-legal plane, the direct consequence of the May coup organized by Józef Piłsudski in 1926 was an amendment of the March constitution of 1921. The above amendment was commonly referred to as the August amendment from the name of the month in which the two laws changing the constitution had been passed (2 August 1926). The core of the August amendment consisted in a strengthening of the position of the executive organs of the state at the expense of the Diet and the senate. The president obtained the right to dissolve parliament before the end of its term, following the motion of the ministers' council. Moreover, the president obtained the prerogatives to pass resolutions with the power of parliamentary laws and obtained new budgetary prerogatives. Parliament, on the other hand, became restricted as regards its powers to pass a no confidence vote towards the Ministers' Council or any individual minister. The political conceptions implemented by the interwar government aimed at doing away with the principle of a tri-partite division of state power in favor of a concentration of power in the hands of the state's president. The above conception had been fully realized in the new constitution of the Republic of Poland of 1935.

Events of August'91 as an expression of political disobidience in the process of shaping civil conduct, "Kultura i edukacja. Culture and Education" 2016, nr 4 (114), pp. 125-139 , 2016 Civil disobedience is the attitude which in the 20th century proved to be the only effective form of resistance to authoritarian regimes. So it was in the case of the events of August '91 when the Soviet society objected to the activities of the State Committee on the State of Emergency. It would not have been possible without the reform programme known as perestroika initiated by the last USSR leader Mikhail Gorbachev. Thanks to perestroika and the accompanying glasnost-transparency of sociopolitical life-the previously apathetic and alienated Soviet society felt responsible for their own life and for the fate of the State. By opposing the rebels through pas sive resistance, the citizens proved to the leaders of their own country, to the world, and above all, to themselves that they were aware of their rights and responsibilities. The process of sociopolitical socialization stimulated the development of civil society in the Soviet Union.

The system of protection of historical monuments in Poland, including Monuments of History, is not fully adapted to the political changes after 1989. An underestimated, important element of this system determining effective protection is professional architectural heritage management combining conservation with contemporary use of historical buildings. Interdependencies between conservation and non-conservation conditions force us to perceive the protection of monuments as a complex and interdisciplinary process – mutually correlated interactions on the historic object, in which conservation measures are the key, but not the only, activity. The organizational entirety of these activities is management. Monuments of History as the most valuable heritage should be a model of management of the national, historical resources. Fifteen years of experience of the Srebrna Góra (Silver Mountain) Fortress monument allow us to bring closer the objectives and complex conditions of related management activities as well as applications addressed to national authorities responsible for the protection of cultural heritage. ; System ochrony zabytków w Polsce, w tym pomników historii nie jest w pełni dostosowany do zmian ustrojowych po 1989 roku. Niedocenianym, istotnym elementem tego systemu determinującym skuteczną ochronę jest profesjonalne zarządzanie architektonicznym dziedzictwem łączące konserwację ze współczesnym użytkowaniem historycznych obiektów. Współzależności konserwatorskich i pozakonserwatorskich uwarunkowań wymuszają dziś postrzeganie ochrony zabytków jako złożonego i interdyscyplinarnego procesu – skorelowanych ze sobą oddziaływań na zabytkowy obiekt, w którym zabiegi konserwatorskie są kluczową, ale nie jedyną działalnością. Całością organizacyjną tych działań jest zarządzanie. Pomniki historii jako najcenniejsze dziedzictwo powinny być wzorem zarządzania dla krajowego, zabytkowego zasobu. Piętnastoletnie doświadczenia pomnika Twierdza Srebrna Góra pozwalają przybliżyć cele i złożone uwarunkowania powiązanych ze sobą działań zarządczych oraz wnioski adresowane do władz krajowych odpowiedzialnych za ochronę kulturowego dziedzictwa.

The aim of this study is to present the views of George Zygmunt Fijałkowski-Bereday on the role of higher education in modern society, and of access to education and the universal nature of educational institutions at every stage of education. The choice of such topics results from the fact that Bereday is mainly known for his contribution to the development of educational comparative studies. His considerations regarding educational policy and its potential social benefits have not been the subject of scientific inquiry. Selected Bereday publications, both academic and journalistic—as well as archival materials, including speeches, lectures, and correspondence—were analyzed in the research on the issue. The analysis leads to the conclusion that Bereday advocated the widest possible dissemination of access to education, at the academic level as well, and that this need was not only justified by practical arguments—he referred primarily to the sphere of ethics and human values. His views seem worthy of consideration particularly nowadays, when the discussion about shaping education policy focuses on utilitarian aspects, which may lead to diminishing the importance of the fact that access to education is a fundamental human right and, in consequence, may perpetuate inequalities in education. ; Celem niniejszego opracowania jest przybliżenie poglądów George'a Zygmunta Fijałkowskiego-Beredaya na temat roli kształcenia wyższego w nowoczesnym społeczeństwie, a szerzej – dostępu do edukacji i powszechnego charakteru instytucji edukacyjnych na każdym etapie kształcenia. Wybór takiej tematyki wynika z faktu, że wspomniany uczony znany jest przede wszystkim ze swojego wkładu w rozwój komparatystyki edukacyjnej. Jego rozważania dotyczące polityki oświatowej i założeń, które należałoby w tym obszarze przyjąć z punktu widzenia potencjalnych korzyści społecznych, nie były do tej pory przedmiotem naukowych dociekań. W badaniach nad omawianym zagadnieniem analizie poddano wybrane publikacje Beredaya, zarówno te o charakterze naukowym, jak i publicystycznym, a także materiały archiwalne, obejmujące teksty wystąpień, wykładów oraz korespondencję.
