THE AUTHOR LISTS THE INTERNATIONAL AGREEMENTS, SUCH AS THE UNIVERSAL DECLARATION OF HUMAN RIGHTS, WHICH HAVE PROCLAIMED THE RIGHT OF ANYONE TO EMIGRATE FROM ANY COUNTRY, AND ALSO NOTES THAT MANY COUNTRIES HAVE THIS RIGHT EXPLICITLY RECOGNIZED IN THEIR CONSTITUTIONS. IN PAST CENTURIES THIS HAS BEEN UNDERSTOOD AS A HUMAN RIGHT. IN REALITY, MANY STATES IMPOSE RESTRICTIONS ON EMIGRATION. AS A RESULT, TODAY MANY MORE PEOPLE ARE FORBIDDEN TO LEAVE THEIR COUNTRIES THAN AT ANY OTHER TIME IN HISTORY.

Argues that "the state" has more potential for protecting human rights, human security, and international peace than alternative political systems, despite examples of state failure.
The adoption in 1948 of the Convention on the Prevention and Punishment of the Crime of Genocide seemed to open a new era in the international scenario in which these kind of practices apparently are left in the historic past. Reality has shown us that this international instrument was not enough to face arbitrary measures of some Governments. Nevertheless, genocide actions continuing to be performed, and in order to decrease human suffering, "humanitarian intervention" was thought as a response to the ineffectiveness of the Security Council which also brought along arbitrary actions in its invocation, discrediting it. Before the reiterated calls of the Secretary General of the United Nations to prevent and detain massive violations to human rights, an effort has been made in order to standardizing a type of interventions that can respond to massive violations of human rights. This has been called Responsibility to Protect. ; La adopción, en 1948, de la Convención para la Prevención y la Sanción del Delito de Genocidio pareció que abría una nueva era en la vida internacional en que prácticas como esa quedarían en el pasado histórico. La realidad mostró que ese instrumento internacional no fue suficiente frente a la arbitrariedad de gobiernos. Acciones genocidas continuaron desarrollándose y para aminorar el sufrimiento humano se recurrió a la llamada "intervención humanitaria" como respuesta a la inacción del Consejo de Seguridad, la que también trajo consigo arbitrariedades en su invocación, desacreditándola. Ante los reiterados llamados del Secretario General de Naciones Unidas para prevenir y detener masivas violaciones a los derechos humanos, se ha tratado de normar un tipo de intervención, alejándola de arbitrariedades, mediante la cual la comunidad internacional pueda responder a masivas violaciones a los derechos humanos. Eso se ha dado en llamar Responsabilidad de Proteger.
