The study considers the assumptions for the cultural transformation of the Polish Police for the benefit of further socialization of its activities. The point of reference in this study was the assumptions of a partnership police culture preferred in Western culture and based mainly on moral rules. The description of the police partnership culture was also made in relation to the classic police culture. On the basis of the presented empirical research, the gap in moral competences of the assessed decision-makers was described in a variant version, which occurs between the identified level of development of moral competences and the one postulated by the assumptions of the police partnership culture, in the structure of the entire research sample and taking into account its division into decision-makers from local and higher-level units command. The results of the research showed, socially unacceptable in the sphere of human safety, discrepancies between the identified and postulated state in the context of the requirements of a police partnership culture, as well as a higher level of development of moral competences of decision-makers from local Police units in relation to decision-makers from provincial Police headquarters and the Police Headquarters.
Food is a vital element of the functioning of society. Without food, humans, as a species, simply cannot exist. Ensuring food security of the country is one of the priority directions of state economic policy, the most important factor in the economic security of the nation, one of the main tasks of government bodies. The article analyzes the conceptual regulation of the term "food security". Food security is an important component of the security system of Russia. By ensuring the food security, the inviolability of the state and its sovereignty are ensured, the demographic situation, the socio-economic provisions of the population are maintained, the necessary and sufficient conditions are formed to maintain the health and quality of life of citizens of the Russian Federation. Within the framework of the article, the main directions of ensuring the food security of the Russian Federation and their implementation are considered.

Globally, it is worth stressing that international law, European law and national laws must fulfill the same standards, considering the human rights laws. Since the end of the Second World War, the sphere of international human rights law, including the set of rights of human beings, increased tremendously. In the sphere of human rights, the set of refugees' rights is one of the most important. On the other hand, the sphere of human rights since September 11 had to face the problems of security on a global scale. Today, security impacts the governments, international organizations, NGOs as well as human beings. Let us say that security influences both local and global policy. From this point of view, the article analyzes an important question: Is the human rights system able to function properly with the growing lack of security both in international and regional relations? Can the European Union and its Member States afford total acceptance of international refugee rights regulations referring to African natives? The article refers to the facts from the last few years which totally changed the attitude to human rights laws. It seems that today international organizations such as the United Nations and its specialized agencies should again work on the system of human rights referring to refugees, including legal aspects of counterterrorism. Zasygnalizowano problemy, które pojawiają się w związku z destabilizacją sytuacji na arenie międzynarodowej w rejonie Afryki Północnej i Środkowego Wschodu, rozwojem skrajnych ruchów islamistycznych oraz efektywnym zetknięciem się warstwy jurydycznej norm ochrony praw człowieka i bezpieczeństwa międzynarodowego.

The Amsterdam Treaty has established the Area of Freedom, Security and Justice (AFSJ). Since then, it is an example of a policy-making area creating its way quickly and comprehensively. However, in this paper the main dilemma is to what extent the Schengen development has modified the framework of AFSJ and how it adapts in this policy while being an example of enhanced cooperation and differentiated integration model. Developments in this area are part of a realisation that European states need to act together to better face new challenges to peace and internal security, while ensuring respect for democracy and human rights. It is important to add, that cooperation in the Area of Freedom Security and Justice has been driven by forces different from that seen in other policy areas.

The primary objective of the EU's development policy is the reduction and, in the long term, the eradication of poverty, but development policy also addresses sustainable development, inequalities, social injustice and human rights violations. This is essential in addressing the root causes of insecurity and conflict.The EU may use the Common Foreign and Security Policy and the Common Security and Defence Policy missions outside its territory for peacekeeping, conflict prevention and strengthening international security. The need for mutually reinforcing interventions in the areas of security and development is clear. The EU has consistently underlined that security is a precondition for development and that without development and poverty eradication there will be no sustainable peace. Creating and fostering the political, social and economic conditions for stability is essential for a country's security and a prerequisite for its development. This security-development nexus is central to maximising the effectiveness of the EU's external action.Current security capacity building efforts in partner countries span across a number of policy areas. They call on different instruments and focus on building effective, legitimate and sustainable institutions, including effective justice and security sectors, border control and coast guards. Capacity building activities include access to international instruments, political dialogue, technical cooperation (including joint research and innovation), training (knowledge transfer and skills development) and the provision of essential equipment and material. Training in the security sector seeks to improve a partner's ability to ensure stability and the protection of citizens.
The problem of shaping the security designates one of the most important tasks facing the state nowadays. The key role in constituting and maintaining an adequate level of security of the state plays a strategy and national policy on the field of leadership, efficient organization of crisis management system or the elimination of internal and external threats. Knowledge about the essence of the state security sets the scope of self-determination of citizens with reference to their basic existential needs and requirements, as well as national values. The implementation of these requirements is generally understood as protection of life and health, timeless ethical values, property and environment, as well as state institutions against threats from the forces of nature and human activities. Neutralizing these threats must be a priority of the state, since the proper management of security leads to the survival of current and future generations of Poles and ensures proper living conditions and development. Creation of a superior, integrated plans of defense of life and human health and the protection of national infrastructure is of a great importance for the security of the country. Nowadays, air pollution constitutes one of the most serious threats to human health and life. Poland belongs to the group of countries with the highest level of air pollution in the EU and OECD. The scale of the threat posed by air pollution shows its importance when it comes to the health security of the Polish citizens. However, the ongoing (political and scientific) debate on health security in Poland often ignores the problem of air pollution. The aim of the article is to 1) assess the threat currently posed by air pollution to health security in Poland, 2) locate the threat in the area of health security, and 3) analyse the process of transferring the problem of air pollution from the sphere of politics to the area of security, in accordance with the theory of securitization, developed by the Copenhagen School of Security Studies. Qualitative analysis of documents together with the application of the theory of securitization show that, in Poland, the state has started to play the role of an actor securitizing air pollution as an existential threat. Nevertheless, this process is at an early stage, and its further success depends, inter alia, on decisions and possibilities related to taking extraordinary measures to eliminate the threat posed by air pollution.
Yersinia pestis (formerly Pasteurella pestis) is a type of bacterium. It is believed to have been responsible for plagues of the early 1300s. More accurately, it is a Gram-negative rod-shaped coccobacillus. It is a facultative anaerobe that can infect humans and other animals. Human Y. pestis infection takes three main forms: pneumonic, septicemic, and bubonic plagues. All three forms are widely believed to have been responsible for a number of high-mortality epidemics throughout human history, including the Justinianic Plague of the sixth century and the Black Death that accounted for the death of at least one-third of the European population between 1347 and 1353. It has now been shown conclusively that these plagues originated in rodent populations in China. More recently, Y. pestis has gained attention as a possible biological warfare agent and the CDC has classified it as a category A pathogen requiring preparation for a possible terrorist attack. Every year, thousands of cases of plague are still reported to the World Health Organization, although, with proper treatment, the prognosis for victims is now much better. A five- to six-fold increase in cases occurred in Asia during the time of the Vietnam war, possibly due to the disruption of ecosystems and closer proximity between people and animals. Plague also has a detrimental effect on non-human mammals. In the United States of America, animals such as the black-tailed prairie dog and the endangered black-footed ferret are under threat from the disease.
The world of the beginning of the 21st century was shocked by dramatic and very tragic terrorist attacks. On September 11, 2001, the WTC towers in New York collapsed. Three years later, bombs exploded in Madrid and then in London. Years 2015-2016 were marked by a series of attacks in Europe. Each subsequent incident brought a change in the sense of threat to terrorism in the communities of all European countries. The radicalization of human views and attitudes regarding ways to combat terrorism has become noticeable. This also translated into the perception of others – foreign nations in each country. Taking the fight against terrorism, individual countries introduced law changes. On the one hand it's giving new and powerful opportunities for security services, on the other hand, significantly limiting civil rights and freedoms. ; Światem początku XXI w. wstrząsnęły dramatyczne i jakże tragiczne w skutkach zamachy terrorystyczne. 11 września 2001 r. runęły wieże WTC w Nowym Jorku. Trzy lata później bomby wybuchły w Madrycie, a następnie w Londynie. Lata 2015–2016 to cała seria zamachów w Europie. Każdy kolejny incydent niósł za sobą zmianę w poczuciu zagrożenia terroryzmem we wszystkich państwach europejskich. Zauważalna stała się radykalizacja poglądów i postaw ludzkich co do sposobów walki z terroryzmem. Przełożyło się to także na postrzeganie innych, obcych nacji w poszczególnych państwach. Podejmując walkę z terroryzmem poszczególne państwa po kolei wprowadzały zmiany prawa, z jednej strony dające nowe, duże możliwości działania służbom odpowiedzialnym za bezpieczeństwo, z drugiej zaś w dużym stopniu ograniczające prawa i wolności obywatelskie.
