In the last twenty years the world has undergone serious changes, unfortunately not in positive direction. The collapse of the bipolar system and the establishment of one bloc hegemony - NATO headed by the USA, has not only failed to establish more stable and secure international relations, but, on the contrary, it has corresponded with the greatest insecurity and uncertainty of the mankind ever since World War II till the present day. After the 'counter-balance' disappeared, there has been open political, economic, even direct military, interference by the Alliance states in the sovereignty of many countries. Consequently, the world's conflicting potential has largely increased. Apart from the threats present from earlier, the contemporary world is faced with a series of new, formerly unknown or marginal, ones. The most notable among them are: uncontrolled escalation of armed conflicts; international terrorism; proliferation of nuclear and other weapons of mass destruction; expansion of drugs trafficking; illegal cross-border migrations; human trafficking and trafficking in human organs; piracy; criminalization of different areas of living; etc. The economic and financial crises have additionally warned the world of the limitedness of natural resources and, in the most serious form, posed the issue of the fight for preservation, or conquest of areas rich in raw minerals. Apart from the current courses of action in the fight for control over the natural resources, both new methods of action and new areas of contest are emerging (Arctic, Antarctic .; above and under the Earth's surface; on the sea, and under the sea bottom), over which the interests of great powers will be increasingly conflicting. Michael Klare, the author of well-known books 'Blood and Oil' and 'Resource Wars', convincingly evokes a growing hunger for resources by the picturesque title of his latest book 'Race for What's Left: Global Scramble for the World's Last Resources'. For success in this new competition in strength and skills, new strategic concepts are required. Some have already been created and preliminarily tested; others are being prepared for implementation and corrected 'on the go' based on the performance of already proved solutions; still others are being hurriedly shaped. Understandably, along with this, what actual and potential rivals do related to this, or what their activities suggest, is watched closely.

International police and other cooperation is a necessity of the modern world and imperative for the survival of human civilization. The goal of cooperation is that states and the international community unite in opposing crime as the greatest peacetime evil in the world. This is particularly in relation to organized crime, terrorism, and corruption and other most serious forms of crime in contemporary society. Cooperation takes place at the bilateral, regional and multilateral levels. Bilateral cooperation mainly has a trans-border character of neighboring countries, while the regional cooperation between states within certain areas such as the SEE region (Western Balkan) or Europe (e.g. Europol). Multilateral cooperation is mainly on a broader level, e.g. in the field of combating terrorism or through universal organizations (e.g. Interpol). International police cooperation in Europe has a long tradition. One part takes place today in this area through the OSCE, with the caveat that this is a global organization that deals with security issues. The Council of Europe is the next organization through which co-operation began in the past and is partly carried out to this day, given that it brings all European countries together (except Belarus). Cooperation is more intensive still throughout the European Union, its forerunners, the current forms of the organization and present mechanisms (EAW- European surrender and arrest warrant).53 The cooperation in the EU, that takes place through Europol as a specialized agency of the Union is especially current, but with minimal operational competencies. In the SEE region, a significant cooperation between countries of the former Yugoslavia and countries in its neighborhood has been achieved. This cooperation is not only based on bilateral and multilateral acts, but primarily regional documents of which the most important are the International Convention on Police Cooperation in SEE and SELEC Convention. According to these and other acts, all the countries in the region have taken part in regional cooperation, since the fight against crime is the common interest of all. This applies in particular to organized crime, terrorism, corruption and other most serious forms of crime. Extremely important shapes, forms and mechanisms of international police cooperation are: exchange of information, joint investigation teams, joint operational actions, liaison officers, contact points, regional centers for police and customs cooperation, joint police stations and others. To recap, international police cooperation in the world today is an expression of anti-criminal solidarity between states and its prospects are clear, because the danger of crime is global and requires a harmonized response at the international level.

Ova teza treba da istraži vezu između motiva, ciljeva i principa kanadske spoljno-političke agende, u odnosu na njen učinak na području očuvanja i izgradnje mira na Zapadnom Balkanu. Vremenski opseg obuhvata period od 1991. do 1999.godine. U vezi sa pojašnjenjem ovog pitanja, posebno se elaborira idejna osnova te spoljno-političke agende, zatim njeno formiranje kroz viziju međunarodne pozicije Kanade u međunarodnoj politici i na kraju kontekstualizacija te vizije u spoljno-političku misiju Kanade u regiji Zapadnog Balkana. Teza na teorijskom nivou uključuje istraživanje savremenih trendova u oblasti bezbjednosti, uticaja ideja na spoljnu politiku, proces kreiranja i realizacije spoljno-politikih strategija kao i istraživanje učinka spoljno-političkih akcija u kontekstu očuvanja i izgradnje mira. Naučni cilj ovog istraživanja je evaluacija učinka onog dijela kanadske agende ljudske bezbjednosti koji se odnosi na učešće u međunarodnim mirovnim misijama na Zapadnom Balkanu tokom devedesetih godina prošlog vijeka. Teza se zasniva na činjenici da kanadski pristup i doprinos regionalnoj bezbjednosti, posmatran iz ugla teorijskog pravca ljudske bezbjednosti, u regiji Zapadnog Balkana nije dovoljno istražen na naučnoj osnovi. To se posebno odnosi na učinak kanadskih snaga u okviru međunarodnih mirovnih misija u Hrvatskoj, BiH i na Kosovu, u odnosu na kanadsku agendu ljudske bezbjednosti. Naučni doprinos ovog rada bio bi u naučnoj sintezi međunarodno afirmisane agende ljudske bezbjednosti i njenoj kontekstualnoj primjeni kroz djelovanje kanadske mirovne misije u Regiji. Društveni doprinos ovog rada ogleda se u činjenici da se na temeljan način skreće pažnja stručnoj javnosti na kanadski doprinos izgradnji mira na Zapadnom Balkanu, na osnovama liberalnog internacionalizma. ; This thesis aims to explore the links among the motives, purposes and principles of the Canadian foreign policy agenda, with respect to its impact in the field of preserving and building peace in the Western Balkans. The timeframe covers the period from 1991 to1999. With regards to the clarification of this issue, particularly elaborated is the conceptual basis for this foreign policy agenda, then its shaping through the vision of the international position of Canada in the global politics and finally the contextualization of this vision into the Canadian foreign policy mission in the Western Balkans. On a theoretical level, the thesis includes the research into contemporary trends in the field of security, the impact of ideas on foreign policy, the development and implementation of foreign policy strategy, and it also explores the impact of foreign policy actions in the context of preserving and building peace. The scientific objective of this research is appraisal of the effect of that part of Canadian human security agenda relating to participation in international peacekeeping missions in the Western Balkans during the nineteen nineties. The thesis is based on the fact that the Canadian approach and contribution to regional security, observed from the perspective of the theoretical line of human security in the Western Balkans region has not been sufficiently explored from the scientific point of view. This is especially true of the effect of the Canadian troops in the international peacekeeping missions in Croatia, Bosnia and Herzegovina and in Kosovo, in relation to the Canadian human security agenda. Scientific contribution of this work would be in the scientific synthesis of the internationally-established human security agenda and its application through contextual actions of Canadian peacekeeping mission in the region. The social contribution of this work is reflected in the fact that the attention is drawn to the expert public in a fundamental way to the Canadian contribution towards peacebuilding in the Western Balkans, on the bases of liberal internationalism.

The term politics, from its origin until nowadays, has been closely related to coercion and effects of coercion. The first rulers were finding support in a belief in the divine nature of power, but since, in time, this belief faded, the solution was found in physical superiority of rulers. The development of politics as an activity by which a community can be governed instrumentally, conditioned its closer linkage to force. Politics was sometimes identified with force, and sometimes politics was using force as an instrument for taming the bullying by others. Undoubtedly, the man is a rational and instinctive being. Monopolization of bullying within political activity made it possible to place the force, depending on the circumstances, into the service of one or the other attribute of human nature. Integration processes in political, economic, military and other areas, significantly contributed to changing the role of a national state in its formerly inviolable spheres, even in those elements that are considered classic attributes of the state as an institution (sovereignty, independence, monetary policy, defense, state power legitimacy, etc). Does this power, which is 'taken away' from the national state, go away, through integrative processes with other international subjects, to some distant power and alienated centers, or does it, on the contrary, enter the corpus of political activity that strengthens its overall position? Without immersing into more profound analysis about what is closer to the truth, it is a fact that through integrative processes a number of 'state' activities is transferred to joint institutions. In the spirit of this paper, the most important institutions are those which decide about organization, preparing, functioning, and using of the state (interstate) power. Strategic solutions concerning these matters, are a part of domestic and intergovernmental policy. They are products of a great number of internal and external factors, starting from economic and institutional, to social and cultural-traditional, and to international.

The issue of security in the new social and political context has not stopped attracting the attention of strategic security studies, this time with the emphasis on contemporary concepts in response to non-military security issues, such as demographic changes or environmental degradation. It is obvious that we live in a world of fundamental political and economic changes in relations between states and non-state actors. Instability, military threats and conflicts are back in the focus of security policy, although in a completely new way that requires new understanding and a new attitude towards these categories, as well as a new response from the state and especially from the international community towards these kinds of threats or the use of force in a post-Cold-War order. In order to create a system in which all countries can function under the same rules, act in accordance with them and react in certain situations in compliance with those rules, it was necessary to create a single system of collective security. This system is a good basis for all countries to react according to the same rules and standards in certain situations when their safety is compromised. Integration processes and collective security are constants of a modern society and every country seeks to become a part of a specific system, whether it be a security-based, political or economic framework of integration. The main factor that was very important for the member states of NATO was the disappearance of the key danger coming from the East in the form of the Soviet Union and the Warsaw Pact. On the other hand, the issue of NATO's existence and future arose, as did the issue of justifying its existence, bearing in mind the absence of threats and enemies that might jeopardize the Western world. Academia and a number of scholars believed that NATO would cease to exist. For them the existence of such an alliance no longer made any sense, and they thought that it would be best for all the member states to stop being a part of such an Alliance. vi By the Declaration of Independence adopted by Parliament on June 3, 2006, Montenegro clearly committed itself to Euro-Atlantic Integration. Montenegro's membership of NATO and the EU is one of the foreign policy priorities of the Government of Montenegro. At a time when all South-East European countries are included in the Euro-Atlantic integration process, Montenegro's commitment to becoming a part of the regional and international security system (UN, NATO, EU, and OSCE) is a realistic and the best solution for achieving long-lasting stability and prosperity in the region. Montenegro's strategic goal is to build a modern and functional security system that has the ability to respond in the most efficient manner to the challenges, risks and threats to the state. For every country, the Constitution is the basis of its future path towards the democratization of the society and membership of international organizations. As the supreme law of the country, it is necessary to include all the standards that will clearly indicate the commitment of the state to the direction it wants to go, how it will develop, and which principles related to human rights and freedoms it must have. The Constitution of Montenegro does not question in any of its parts Montenegro's commitment towards membership of NATO and the EU. This is very important not only from a constitutional point of view, but also from the point of view of the international standards and norms that apply in other countries and represent the democratic standards of developed countries. Also, in this way Montenegro as a country demonstrates that despite any possible change of government it will remain committed to the European and Euro-Atlantic integration processes. At this moment, this determination is very important, bearing in mind all other aspects that could potentially affect Montenegro's path towards the Euro-Atlantic family. "Democracy provides an environment in which the protection of basic human rights is best guaranteed." (Our Global Neighborhood: The report of the Commission on Global Governance, New York 1998). A comparative analysis of available data on state security services of several European states and the US points to the fundamental theoretical tenets concerning the role and the functioning of these services in democratic environment. Since their beginnings, these agencies have been the chief instrument in national security protection. Historically, in various states and in different periods, the unique mission of security services - the protection of national security - has not included uniformity of content. Among other things, this is largely due to a lack of an unequivocal definition of the concept of national security and a miscellany of "perceptions" by the ruling structures of certain states. This is why security services in totalitarian regimes, in t name of protecting "national security", have violated human rights. Due to their specific role within national security systems, security services restri certain rights of certain individuals and organisations even in democratic societies. However, democratic societies are characterised by the fact that security services operate strictly within the law and that such violations are minimal. In other words, in democratic states, security services violate some civil rights in order to protect the key sections of national security, democratic society, and community rights. In today's world, marked by an increasing interdependence, national security is becoming a component of international security, which is not a mere sum of individual national securities, but a permanent international framework of universally acceptable values. Interethnic relations today are central for a state's security, as well as for international order. There is the question whether the international system must guarantee individual and collective security of ethnic groups/minorities, regardless of the state they live in. Today, human and minority rights have become an important institutionalized international factor of security and stability and a concern of the entire international community, despite the fact that many states still claim that minority policy is their internal problem into which international community has no right to interfere. The affirmation of the rationalist approach to contemporary security implies that the responsibility for guaranteeing security lies not only on individual states and unions but also on the international system as a whole. The war in Kosovo and Metohia was the result of a decade long tensions between ethnic Serbs and Albanians. It was led from the air in order to avoid more potential victims in case of land invasion. The end of war was the result of mutual concessions: from NATO side and the Serbian one. The sovereignty of FRY was not put into question, but a great autonomy of Kosovo was predicted including the possibility of independence acquisition (secession). The Resolution 1244 was not abolished, but it was being derogated in order to prepare the fundament of Kosovo independence. Serbian military-security forces were withdrawn from the territory of Kosovo and Metohia. NATO intervention was not legal from the point of view of international law, but it subordinated sovereignty to human rights. Intervention was justified in cases of humanitarian need. Event though humanitarian need (catastrophe) is taken as the basis for the intervention, the example of such kind could not be found in the past. So, Kosovo cases were qualified as sui generis one. Thus, the war in Kosovo became an example to be followed in the future, and an unresolved situation may become the threat to the peace and security in the surrounding countries. Democratic countries give themselves the right to interfere and intervene into internal affairs of others differently from the autocratic ones, which was supposed to be neither correct nor consistent. Kosovo conflict and war rattled global power structure, especially with China and Russia as new challengers of the USA power. Both countries are trying hard to reach USA, but they are still in transition with unstable financial systems, migrations and unresolved system of social protection. Regarding Kosovo conflict and war, they engaged themselves rather indirectly than directly. As Security Council permanent members they were voting against the independence of Kosovo, but did not involve themselves into the war directly. Kosovo war showed how China is backward regarding war technique, and Russia regarding financial engagement. In addition, China expected membership in WTO, and Russia a great financial assistance. Russia engaged in negotiations via the Contact Group. With the arrival of Putin, Russia could not engage in Balkan more militarily but only commercially due to the fact most Balkan countries entered NATO or Partnership for Peace Programme. Internal cohesion of Russia with centralistic governance was reinforced, and ethnic tensions were calmed down. The perspective of Russia is United Nations and commerce through pipeline.

There have been a number of philosophical, legal and political concepts dealing with the issue of peace. The most famous discourse on the topic of peace is undoubtedly Kant's writing "Perpetual Peace" not only for the cogency of its ideas but also for the applicability of the majority of them in practice, particularly in terms of collective security. Kant's starting point was that peace is a rational and moral imperative of human nature, realized solely through human efforts. Though written two hundred years ago, his ideas have found acolytes in the post-coldwar period since they are, to a large extent, considered as emancipatory. Kant finds the guarantees for the realization of peace in the moral doctrine and thus rejects the use of force in the creation of peace. The relations among states are based on cooperation, not competition so that some elements of his project are reminiscent of the solutions applied in the system of collective security. The author looks into the viability of Kant's ideas in the post-coldwar period. (SOI : PM: S. 69)

After the cold war, when the Eastern block collapsed, considerable changes were made in the world security architecture. Althought it seemed like a beginning of more certain and secure era, cold war ending didn't fulfill expectations neither the main actors in the cold war conflict, nor the expectations of the rest of the world. Besides, collapse of one block, didn't stop growth dynamic of new power centers. Tendencies for power are not new and unfamiliar to human. When bypolar system collapsed, other subjects started fighting for the positions. PRC role with her enormous people potential, growing economy and strengthened military is evident. Soviet Union, accordingly Russian Federation, believed that there was no more need for strenghtening the other block, especially when the opposite doesn't exist. But, former partners included the opposite side, and that made more tensions between Russia and United States. Rest of the world didn't get better chance to create own future. On the contrary, especially for the peripheral and semiperipheral countries, new threats appeared that destabilized individual and collective security. Efforts to make human community rational, were always idealism and those efforts were considered utopian, but under the given circumstances, for the international stability, the most accseptable model is model of global triangle - China, Russia, USA. Reason why this three countries is ther specific potention: USA is powerful technological, military and political center, RF is worlds warehouse' and China is the worlds manufacture. In the globalism domination over nationalism era that model could be the optimal 'braking and balance' system in the international relations- political ideal that all liberal schools wanted to acchievestarting Lock, Montesquieu, Rousseau till today.

Energy security and stability has become a major issue over the last few years in the whole world's economic and social development. Despite its high development and evolution of its approach to the issue of energy security, the European Union is also facing the problem of decreasing its role in reducing human impact on the climate. Energy is of essential importance for the development of any country, including Bosnia and Herzegovina. Without adequate policies in the energy sector bussines, industrial and economic progress is not possible either. However, regardless of how energy is important for the development, it is still only a mechanism for achieving an ultimate goal – sustainable economy, clean environment, high living standards, prosperity and population health. According to the official data, Bosnia and Herzegovina produces annually about 13.600 GWh (data from 2010), out of which 7.950 GWh in thermal power plants and 5.650 GWh in hydro power plants. Basic domestic energy sources in Bosnia and Herzegovina include coal and hydropower, while gas and oil are imported. This paper gives an overview of future of the European Union energy policy by 2020, together with the situation and outlooks for Bosnia and Herzegovina renewable energy sources: hydropower, wind power, solar energy, biomass and geothermal energy. Within contemporary geopolitical processes, respect for the rights of national minorities is no longer the discretion of a state, but rather is an indirect or direct international regulation of the minority issue. In the beginning of the 1990s, the political economical crisis and disintegration of the former SFRY opened the national question, that was considered to be permanently and successfully solved, in the most dramatic way, and ethnic conflicts and clashes followed the desintegration of the country. With the formation of a new states on the territory of the former Yugoslavia, the existence of numerous and different national minorities ("old" and "new") required a different approach to their protection and integration in complex political circumstances. Thus, the position of the so called new minorities drastically changed since they formed constituent nations in the former SFRY, while after secession they remained separated from their home nations and became national minorities almost overnight. Out of Serbia, in former Yugoslav republics live nearly half a million persons belonging to Serbian nationality as new national minority. The paper discusses the position and rights of the Serbian minority in the post Yugoslav states (Slovenia, Croatia, Northern Macedonia, Montenegro) as well as in some neighboring member states of the European Union (Hungary, Romania, Bulgaria). In addition to the analysis of basic demographic indicators (number and spatial distribution) that determine the realization of the rights and freedoms of each minority, the paper examines the issue of protecting the national, cultural and linguistic identity of Serbs, as well as the ways of its preservation and improvement. Although the social and legal status of the Serbian minority is determined by European standards, the analysis points to their undefined status, since they still do not recognize the status of a national minority in some countries, and that they are in practice faced with more or less assimilation. In order to fully realize minority rights and improve the position of the Serb minority, ratified international documents, bilateral agreements, national laws, as well as well-designed policies and assistance from the home state are of great importance.Respecting basic human rights and freedom, as well as national minority protection, represent the basic factors of stability, security and democratic and socio-economic development of every country.

In many countries the violations of human rights and the deterioration of democracy are a direct consequence of the inability of the civilian government to control their military and security forces. The military are a part of society and as such should be constantly monitored by the civilian, political authorities. This control must be regular and efficient and not defective or faulty. The civilian control of the military in the USA was enacted by the Constitution of 1789. The initiative "Partnership for Peace" has the central role in the transformation of the armed forces in the transitional countries, and the civilian control of the army is the prerequisite for bolstering and giving a boost to democracy. The analysis of the political and defence system of the Republic of Croatia definitely indicates that in Croatia, even at this stage, there is an efficient control of its armed forces (SOI : PM: S. 127)
