Human Rights, Human Needs, Human Development, Human Security
Human rights, human development and human security form increasingly important, partly interconnected, partly competitive and misunderstood ethical and policy discourses. Each tries to humanize a pre-existing and unavoidable major discourse of everyday life, policy and politics; each has emerged within the United Nations world; each relies implicitly on a conceptualisation of human need; each has specific strengths. Yet mutual communication, understanding and co-operation are deficient, especially between human rights and the other discourses. The paper tries to identify respective strengths, weaknesses, and potential complementarity. It suggests that human security discourse may offer a working alliance between humanized discourses of rights, development and need.

'Am 12. Juni wurde der Humam Development Report 1997 in Bonn der Weltöffentlichkeit vorgestellt. Der Human Development Report wird vom United Nations Development Programme (UNDP) zusammengestellt und seit 1990 jährlich veröffentlicht. Kern des Human Development Reports ist der Human Development Index (HDI), der als zusammenfassende Maßzahl für das erreichte Entwicklungsniveau einer Gesellschaft für 175 Nationen berechnet wird und die Basis für eine entsprechende Rangordnung dieser Länder darstellt. Der HDI kombiniert Informationen zu drei verschiedenen Dimensionen von Human Development und aggregiert sie in einer einzigen Maßzahl: (1) Lebenstandard - gemessen am Bruttoinlandsprodukt pro Kopf, das jedoch diskontiert wird, um dem abnehmenden Grenznutzen materiellen Wohlstands Rechnung zu tragen; (2) Länge des Lebens - gemessen an der mittleren Lebenserwartung; (3) Bildungsnivau - gemessen an Alphabetisierung und Bildungsbeteiligung.' "Die Menschenwürde steht nicht nur am Anfang des Grundgesetzes der Bundesrepublik Deutschland. Sie ist auch gleichsam das erste Wort der Allgemeinen Erklärung der Menschenrechte von 1948, mit der die Vereinten Nationen den Prozess der internationalen Normierung von Menschenrechtsstandards einleiten. 60 Jahre später erweist sich eine Rückbesinnung auf die Bedeutung der Menschenwürde nicht nur aus historischen Gründen als sinnvoll. Die Studie zeigt auf, dass die Achtung der Menschenwürde den Stellenwert einer unhintergehbaren Prämisse aller moralischen und rechtlichen Verbindlichkeiten innehat. Sie bildet daher den vernünftigen Grund der Rechtsordnung im Ganzen. Insbesondere fundiert sie die Menschenrechte, in denen die Achtung der gleichen Würde jedes Menschen institutionelle Rückendeckung findet. Ohne Rückbezug auf die Menschenwürde ist ein angemessenes Verständnis der Menschenrechte letztlich nicht möglich." (Autorenreferat)

The success or failure of processes of democratization cannot be detached from processes of development related to the aspirations of people at the grassroots. Human rights, in a more theoretical terminology, require human development in order to enhance human security.
